Sustainable closure of coal mines in Australia to a safe, stable, non-polluting condition remains one of the industry’s biggest environmental and social challenges. A significant proportion of mines in the Bowen Basin of Queensland have dispersive spoil. Based on an estimated area of 20,000ha and a rehabilitation cost of AUD$100,000 to AUD$150,000/ha, the instantaneous rehabilitation liability for the Bowen Basin alone is estimated at AUD$2 to $3 billion.Dispersive spoils present problems in post-mining rehabilitated landforms due to increased potential for surface and tunnel erosion, compromising the ability to achieve fundamental mine closure objectives of a safe, stable, non-polluting and self-sustaining post-mining landform (Minserve, 2004). Dispersion results in clay particles being mobilised and transported in water, even at low flow velocities (So et al., 1998; Minserve, 2004), and blocking of soil pores, resulting in surface sealing, crusting and reduced permeability (DNR, 1997; Vacher et al., 2004) which, in turn, further increases runoff (Dang et al., 2018).CITATION:Dale, G, Reardon-Smith, K, Thomas, E, Bennett, J, McCallum, L and Raine, S, 2018. It is often assumed that geotechnical investigations or studies for open pit mines are confined to providing a slope design. However in an operating mine, the design is only one component of a mine geotechnical program. Reviews of slope designs are ongoing throughout the mine life. The concept of Pit Slope Management has been formulated because the design only entails one component of a total program that contributes to a safe, efficient mining operation. Risk is a normal part of mining. Effective management allows the risk to be contained or controlled. If the slopes are not effectively managed there will be increased risk for the operation. Experience has shown that utilisation of Pit Slope Management coupled with a broad base of experience to define the key controls on stability, provides a pro-active, objective approach. The reasoning is deductive and relies on the behaviour of the ærocksÆ. Once the key aspects are defined, studies are well focused, implemented as required and the risks can be effectively managed. When the key controls on stability are poorly understood reasoning is typically more ægut feelÆ. Under such circumstances studies, if carried out, may meet short-term objectives but often ignore the long-term objectives. Hence the risk to the project is greatly increased. This paper presents several case studies highlighting the above aspects and present elements of the Pit Slope Management Program approach which have been successfully utilised by the author to manage risk in mining projects.

St Helena tunnel is the centrepiece of the Pacific Highway upgrade from Tintenbar to Ewingsdale, abbreviated and commonly known as T2E. At the deepest point the twin tunnels run 45 m below the ridge line of St Helena Hill, located about 5 km west of Byron Bay. The tunnel breakthrough was achieved early in 2014 and the works for permanent lining will be completed in early 2015.Once the project will be handed over to the public in 2015, T2E will deliver a safer highway and uninterrupted traffic flow between New South Wales and Queensland. The design speed in the project area has been set to 110 km/h by the client Roads and Maritime Services (RMS), which will reduce the travel times between Brisbane and Ballina to just over two hours.The two tubes of the tunnel have been designed to accommodate three lanes in each direction with shoulders and walkways on either side of the carriageway. These requirements result in a huge cross-section of about 20 m width and an excavated area of about 210 m2.With the tunnel alignment being situated in basaltic rock, St Helena tunnel is conventionally driven. The selected excavation method was predominantly drill-and-blast with temporary support being installed immediately after the excavation. Despite the wide span of the tunnel, the geology allowed the tunnel perimeter to be supported by only rock bolts and a layer of shotcrete over the majority of its length.Due to environmental reasons one of the approval criteria of the project was that the tunnel must not have a detrimental long-term impact on the groundwater system within St Helena Hill. Consequently the tunnel has been designed as a fully tanked structure with a waterproofing sheet membrane installed on the temporary shotcrete.The permanent structure of the tunnel has to meet a 100-year design life and it is designed as a cast in situ concrete lining. Considering the water pressure on the lining the concrete is reinforced with a significant amount of bar reinforcement.The presented paper provides a more detailed explanation of the geology and the consequential temporary and permanent support measures together with the waterproofing system.CITATION:Mueller, A M, 2014. Mining is the oldest industrial practice on the planet with a history dating back over 3000 years. Since the early iron age ores have been extracted for use in a variety of contexts by humankind, from domestic to military, transport and more recently for complex industrial applications. Mineral exploration and extraction has evolved from the early exploitation of primary metal occurrences in relatively small quantities such as iron, gold, coal and copper, to the bulk mining and extraction of highly complex polymetallic oxides and sulfides today. Since the industrial revolution, mining practice has evolved substantially to support an increasing range and quantity of required metals and to accommodate the increasing scarcity of high-quality sources of these metals. A common response to the increasing scarcity of mineral resources has been to expand production through simple economies of scale, thus diluting fixed costs. This approach, however, is increasingly ineffective in the face of current trends, that include increasingly complex mineralogy, increasing pressure on environmental footprint - energy in particular, and increasing scarcity of capital for the construction of presently popular æmega-minesÆ. This paper examines historical trends and current practice in mineral exploitation in the light of the current global revolution in social, environmental and economic values as the projects move towards a vastly different topology for the industry for continued success in years to come.CITATION:Bamber, A S, 2012. The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and û importantly û metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These ægeometallurgical variablesÆ drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many ætraditionalÆ (ie grades and tonnes) reserve models, the variables that drive the project are missing!

Appropriate management of the ground subsidence induced by coal mining activities is essential. To assess the effectiveness of grout injection for mining subsidence control, time-lapse ground penetrating radar (GPR) imaging data were collected before and after grouting. The pregouting subsurface responses were interpreted to have changed after grout injection. The changes were caused by injecting the grout materials (flyash and water) into the delaminated strata and permeable fracture zones. The largest distance of the observed GPR event changes at the right end of the main profile is 132 m away from the injection borehole. Although the GPR images could not easily tell if the image changes were caused by the injected ashes or the water, it does suggest that the injection materials had been pushed at least 130 m away from the injection borehole. This is consistent with the borehole scan monitoring, which confirmed that the grout has travelled more than 90 m from the injection borehole.

A pilot plant has been constructed for the low temperature carboni-zation of Wallarah (N,S,W6) coal at the rate of 300 pounds per hour. The plant was built and tested at Australian Mineral Development Laboratories for Broken Hill Pty, Ltd. Char product was required within the specifi-cation 15.5 `S' 1 per cent volatile matter. The design was based c atz an entrained state carbonizer developed by Parry and U.S. Bureau of Mines co-workers at Denver, U.S.A. The method involved the carbonizatioan of fine coal by entrainment with air in an externally heated reactor.. The heat required for carbonization of tits coal was supplied to the be, both through the reactor walls and also by internal cambustion of products .

Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

Production sharing and cost apportionment in joint ventures is commonplace in Australasia today and elsewhere. It is a recognised convention that, with the exception of a free carry situation, joint venture participants usually share the proceeds of the joint venture in direct proportion to their respective participating interest, after having first paid its respective cash calls, in advance, to cover the projectÆs ongoing operating and capital cost requirements.In surface mines, the parties simply pay their way and take their proceeds in this manner. In underground mines, the situation is no different, though treatment of capital, depreciation and tax may differ between the parties. A common feature in many cases is the creation of a joint venture entity to conduct the business. This entity then collects cash from the parties, banks it, employs the staff, runs the operation, provides reports and pays out the proceeds. This convention appears to be relatively simple in application. In practice, it has been known to be complicated in the situation where the participants take their product at the mine gate and undertake their own marketing and selling arrangements. A more complex situation presents itself where the joint venture tenement boundary with an unrelated third party straddles an economic deposit. In this scenario, both the joint venture parties and the third party may wish to mine the deposit, sharing some infrastructure and costs, yet taking their own product as it is produced. A case study outlining such a situation is presented in the paper, outlining firstly how the major cost categories were identified and treated for cost apportionment purposes. Secondly, a mechanism for the equitable apportionment of product is suggested. Finally, issues such as timing and cost reporting are dealt with, together with a checklist of points which should be considered when a similar situation might arise in the future.

The fine grained complex orebody at Elura contains galena, silver and sphalerite in a matrix which is mostly pyrite; sulphides account for about 90% of the orebody. A differential flotation circuit is operated to con- centrate lead and silver in the first section and zinc in the second. The metallurgical performance to date indicates the need for improvement. The lead section has been sampled in detail to comprehensively assess its overall performance and to define problems associated with lead and silver flotation. The substantial amount of pyrite in the feed dominated the perfor- mance of each stage of the separation. It was responsible for extensive dilution of all concentrates and, as a consequence, for very large circulating loads. The rougher concentrate contained 68% pyrite some of which was rejected through the three stages of cleaning to 39% in the final concen- trate. However, this was still sufficient to hold the assay of this product below 45% Pb. Size by size behaviour shows that flotation rates of the valuable minerals, as characterised by their rate coefficients, were low through- out the circuit. There was a significant deterioration in these rates between rougher and cleaner I stages which resulted in large circulating loads between these stages. There was practically no recovery of coarse valu- able minerals to the final concentrate. The dilution of the final concen- trate by non-sulphide gangue was not a major problem. If the recovery of the galena and silver in the +38¦m size range could be raised to that of the - 381Lm size range, galena recovery would rise from 78% to 86% and silver recovery would improve from 46% to 59%. The Pb grade of the final concentrate would remain the same.

"*This is an abstract only* Geometallurgical initiatives have demonstrated considerable value to operations that have trialled them. However, it is extremely difficult for these initiatives to become properly embedded into the operations and for that value to be realised on an ongoing basis.This paper will explore some of the historical reasons why this is the case. Some of these reasons include the limited tools available to manage an integrated operation. A wide variety of process streams are sampled for grade control in the mining industry. However, in many instances the overall precision of the resultant analyses is inadequate for the intended purpose, ie grade control and optimisation of resource utilisation. Consequently, special attention needs to be given to the sampling, sample preparation and analysis procedures in place to ensure that meaningful grade control decisions can be made based on the analyses generated. For example, it is virtually impossible to control a process to within, say, ¦0.2 per cent if the overall precision of the analyses is no better than 0.5 per cent. Hence, precision targets appropriate for the task need to be established and the overall precision achieved in practice monitored and controlled on an ongoing basis.

Water retention, water loss and delay in tailings storage rehabilitation are major challenges for many Coal Mines. Work by Stewart, Backer and Busch in the early 1980s suggested that there were improvements to be made in tailings dewatering and density by the addition of flocculant. This prompted ACARP, in cooperation with Bulga Coal Management (Xstrata), to initiate a research project investigating the impact of flocculant addition on tailings deposition density, water retention and the tendency for tailings to form surface crusts suitable for subsequent rehabilitation. A polyacrylamide-based flocculant (200 - 250 g/tds) was injected into the tailings line immediately prior to disposal into the impoundment area. The flocculated slurry rapidly released clear water and created a beach due to the immediate increase in deposition density. The deposition density increased from 35 per cent w/w to 61 per cent w/w solids within 24 hours and continued to increase to 75 per cent, seven days after treatment. The water capture at the tailings storage facility improved by more than 90 per cent; water which would otherwise be lost from the circuit through retention and evaporation. The impoundment capacity had nearly tripled due to the improvement in initial deposition density from 420 kg/m3 up to 1163 kg/m3. Four weeks after disposal surface crusts were forming on the storage facility, suggesting that there would be less delay between cessation and tailings storage rehabilitation.

The Auscoke project has reached-a stage where a pilot plant nominally able to produce 100 t.p.d. of coked briquettes is being brought on stream during Nov. 1971 . The targets for this stage of the project are to establish the technological and economic value of Auscoke for the iron blast furnace, and to verify the commercial feasibility of large scale plants. The project originated at the B.H.P. Central Research Laboratories (C.R.L.) and work to date has shown that using a two stage contin- uous process, strong large coke can be produced at good productivities from medium or low volatile poorly caking coals. General features of the pilot plant and processing are discussed.

The Newcrest Mining Limited Telfer operation comprises both open pit and underground operations producing gold and copper. The underground operation is made up of three production areas, the sublevel cave (SLC), M Reefs narrow vein open stoping and Western longhole open stoping areas. With stoping situated on the abutments of a mature and active sublevel cave, the interaction between mining areas is often complex. This is particularly evident in the M Reefs orebodies with high levels of extraction in all four reefs, and reliance on pillars to maintain local and global stability. A key concern was the potential for a cascading pillar failure to develop and rapidly progress through the M Reefs stoping area. The monitoring plan needed to capture any change in overall stability and identify if deformation was caused by pillar failure within the M Reefs and hanging wall closure, or shear on the reefs caused by SLC influence.

"Ventilation models are invaluable tools for both prediction of routine daily ventilation changesin an operating mine to circuit performance expectations at the mine in 20 yearsÆ time. Arguably ventilation offi cers are becoming increasingly reliant on maintaining an accurate ventilation model with which to do their work. This paper relates to the practical assessment of the accuracy and thus ability of a mine site ventilation model to be reliably utilised on such varied tasks. The author's experience shows that in some cases the incumbent model is found to be in a state of tune that demonstrates a mine wide detailed assessment of branch resistances is simply not required. The money spent on a detailed mine wide ventilation survey that is not required would be far bett er served purchasing much needed monitoring equipment, rather than fixing something that is possibly not even broken. The term ænot rocket scienceÆ has been incorporated into the title of this paper because it appears that many practitioners believe that circuit validation is diffi cult. As long as clear att ention to detail is paid to the actual data collection process then drawing an accuracy comparison between the circuit performance and the model performance at any particular point in time, is really very simple. This paper will show a manner in which a circuit can be analysed to determine its actual state of health by using various diagnostic tools and tips. It will help ensure that subsequent work scopes to address any highlighted model defi ciencies can be more effi ciently scoped and targeted. It will hopefully remind operational people that such self assessments can easily be done æin houseÆ if the appropriate steps are followed."

An uniquely-designed flash furnace for smelting of nickel concentrate and for the recovering of metal values from the slag generated has been in successful use for nearly six years. Within the last eighteen months the ability of the furnace to treat slag arising from converting operations without significant reduction in capacity has also been successfully demonstrated. Previously, converter slag had been treated separately in an electric furnace. The salient features of smelter developments are outlined and slag chemistry is discussed. The low cost method for the introduction of coal to partially replace light fuel oil is reviewed and total energy requirements evaluated.

The electrochemical dissolution of gold and other noble metals in hydrochloric acid using alternating current has been investigated. The experimental results show that this technique is efficient for dissolving pure noble metals and offers prospects for their extraction from wastes and poor ores.

The Civil Defence has provided shelters for more than 50% of the population. Some of these shelters are put into rock. Since rock installations give large resis- tance against weapon effects and also by advan- tage can be used for several purposes in peace- time, an interesting development has taken place the last decades. In towns and cities you will find sport halls, swimming pools, bowling and shooting ranges etc in rock, which easely can be conver- ted to civil defence shelters. Some typical installations are highlighted in the following.
