Edward Stafford, Chester, Pa.:—Doring all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horseshoes, and in making, by Dr. Otto Wuth's process, extremely pure, low-phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces, to make extra locomotive fire-box steel. I have also seen the Danks puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Danks blooms were made solely for open-hearth melting-stock, to which they were well adapted. (The unavoidable presence of bits of ore-fix imbedded in the mass of the metal always prevents the profitable manufacture of merchant iron from Danks' blooms.) With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling-furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a height of 17 or 18 ft. above the general level. SEVERAL important changes have been' made during 1933 in the compilation and distribution of technical literature to those interested in nonferrous physical metallurgy. The Institute of Metals, of Great Britain, announced that preprints of all its papers would be distributed monthly to all members in combination with their bulletin of abstracts. The A.I.M.E. has announced that it will distribute to all members of the Institute of Metals and Iron and Steel Divisions a monthly bulletin entitled Metals, which will carry preprints of all publications of interest to the members of these two divisions. The American Society for Steel Treating has declared its intention to change its name to the American Society for Metals in order to indicate the broader scope of its activities. The abstract service of Metals and Alloys has been improved and expanded, covering practically the entire field of metallurgical literature. These changes and innovations now provide unparalleled reference service entirely in the English language.

EVERYONE is familiar with the story of the poor Indian and his leaking tepee. He couldn't repair the leak while it was raining, naturally. And when it wasn't raining, where was the incentive? Even if this traditional Indian was apochryphal, his counterparts are certainly alive today, and operating on a world-wide scale. - A recent issue of the Wall Street Journal, for example, carried an impassioned letter from an old cocoa planter, who wants the world to know why the price of cocoa has gone skyrocketing. For years, he says, British and American interests have bought cocoa at the cheapest possible price and, incidentally, from growers willing to sell at that price. Between them, they didn't put enough money back into the business, either to fight disease in the cocoa groves or to plant new cocoa trees. Until new trees are planted and come into bearing, we will be paying exorbitant prices for our cocoa, and getting less of it.

Discussion of the paper of EDWARD G. NORTON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 93 to 102. G. D. HARRIS, Ithaca, N. Y. (communication to the Secretary *).¬Since I have on several occasions1 expressed at length my general views on this interesting subject, it seems fitting that I endeavor here to comment as briefly as possible on a few points suggested by the paper. Doubtless you all know of the rather extensive publications of Lachmann on mid-European salines and his scarcely successful, attempt to make the phenomena presented by our domes fit. into his "Exzeme" theory based on studies of European phenomena. This paper is a most welcome indication that scientific America is very much alive to the difficulties that have been encountered in attempts already made to explain the origin of the salt domes in the lower Mississippi embayment region. Praiseworthy, too, is the attempt to explain these phenomena by agencies still in operation. I may, perhaps, be permitted to state here that a former student of mine, and co-worker in Louisiana, A. C. Veatch, is now interested in the Algerian region, where it would seem similar dome-phenomena are to be found, and hopes may well

Many publications to date have advocated under- seas mining operations, optimistically overlooking the paucity of information on mineral distribution and the ocean environments in which minerals occur. Such articles (smattered with opinion, as is this article) are herein tempered by my more conservative views on the economics of mining under the seas. For purposes of this paper, underseas mining refers only to the deeper surficial deposits of the continental shelf and the deep sea floor, i.e., the deposits of phosphorite and manganese nodules.

Definite transition behavior was found in unalloyed titanium at 0.13 pct 0 equivalent. The addition of 0.5 Sn, 1.0 Al, 0.5 Al, and 1.0 Sn lowers the tvansition temperature of titanium at oxygen equivalents exceeding 0.22, 0.29, 0.40, and 0.51, respectively. Metallographic evidence indicates that progressive amounts of oxygen restrict deformation at low temperatures resulting eventually in brittle fracture. The presence of tin or aluminum is thought to alter the atomic distribution of oxygen within the titanium lattice in such a manner as to facilitate some degree of slip and twinning. 1 ITANIUM-like iron and zinc experiences a transition from ductile to brittle fracture with decreasing temperature. The presence of sufficient quantities of the interstitial elements, carbon, oxygen, and nitrogen in solid solution, has been shown to progressively lower the room-temperature impact resistance of titanium with increasing interstitial content.1"1 Ogden,et al,2 reported finding no transition from ductile to brittle fracture with decreasing temperature in iodide titanium. However, a definite transition was found to occur at 0.36 pct 0 equivalent in an alloy containing 0.47 pct carbon in solid solution. The oxygen equivalent in this case was obtained by assuming the effects of carbon, oxygen, and nitrogen in combination on the impact properties of titanium to be additive on the same basis as their separate effects on tensile strength, namely: Oe = 2/3 (pct C) + pet 0 + 2 (pet N) They concluded that the tendency toward transition behavior is dependent on the total interstitial content in solid solution and not on any one particular interstitial element. Rennhack,4 however, recently found transition behavior in iodide titanium at an oxygen equivalent of 0.17 pct. Ogden, etal3, reported that the strengthening effects of carbon, oxygen, and nitrogen in titanium decrease with the addition of tin. They showed that tin additions increase the tolerance of titanium for the interstitials, that is, 10 pct Sn permitted individual additions of up to 0.4 wt pct of the interstitial elements without any significant loss in ductility. Aluminum tends to decrease ductility and impact strength of titanium for a given interstitial ~ontent.3 Van Thyne and Kessler5 found that the solid solubility of carbon in titanium doubled in the presence of 10 pct Al. The precise effects of tin and aluminum in the nrespncp of rorvfen nn the impact properties of titanium had previously not been determined. The high oxygen tolerance of titanium containing tin may provide a suitable means for improving the impact properties of titanium containing the interstitial elements, particularly oxygen. Unlike tin, however, aluminum has a high affinity for oxygen and will reduce rutile titanium dioxide (TiO2)by a thermit-type reaction.6 Thus, the atomic distribution of oxygen in titanium might be different in the presence of aluminum. The present work was undertaken to: 1) Determine the effect of oxygen on the transition behavior of unalloyed iodide titanium. 2) Determine the effect of small amounts of tin and aluminum on the transition behavior of iodide titanium in the presence of oxygen and other interstitial~. EXPERIMENTAL Three different lots of iodide titanium were employed to prepare the alloys studied in the present work. Their chemical composition is presented in Table I. The compositions of the tin and aluminum used for alloying are shown in Table 11. Oxygen additions were made using calcined rutile titanium dioxide (TiO2)of 99.7 pct purity. The primary duties of the Committee are to secure important papers on iron and steel, to promote their discussion, to organize lively and fruitful meetings, and otherwise to foster the interests of the large number of members of the Institute connected with the iron and steel industry in its many phases. Its success during the past year has been noteworthy. Through its instrumentality many valuable papers were presented at the Cleveland and New York meetings, followed by animated and productive discussions, while the attendance of iron and steel men at both meetings was remarkably large and representative.

Tracer diffusion of Fe59 has been measured in the a-stabilized Fe-1.8 at. pet V alloy from 700° to 1500°C. The activation energies are obtained in both the presence and absence of magnetic order. Furthermore, it is established that diffusion in the alloy is identical to that in pure iron and consequently the values of Do and Q accurately represent the temperature dependence for self-diffusion. The purpose of this investigation is to obtain an accurate estimate of the temperature dependence for self-diffusion in bee iron in both the presence and absence of magnetic order, and, in so doing, to establish the temperature range of the magnetic effect.&apos;" As the temperature interval suitable for diffusion measurements is severely limited in both bee phases of pure iron because of the intervening fee ? phase, the experiments were performed on an a-stabilized alloy containing 1.8 at. pet V. This alloy is bee over the entire range from room temperature to the melting point. Although there have been several independent investigations of self-diffusion of iron in a, iron,1, 3-6 there still exists considerable disagreement regarding the values of Do and Q for the paramagnetic region. The two systematic studies of diffusion in 6 iron6, 7 previously reported are also only in fair agreement; but in view of the extremely small temperature range available for diffusion studies, i.e., 1390o to 1535oC, this is not surprising. It is comparatively easy to obtain accurate values of Do and Q for the a-stabilized alloy inasmuch as measurements can be made over the entire temperature range -700o to 1500°C. However, in order to assume that these same values apply to pure iron requires careful comparison of the data in the a, and 6 regions in both the alloy and pure iron. We have made several measurements in the appropriate temperature ranges and are unable to establish any systematic difference between the diffusion coefficients of iron in pure iron and in the alloy. We therefore conclude that the values obtained for the alloy are truly applicable to pure iron; the complete evidence favoring this conclusion will be discussed later in this paper. EXPERIMENTAL The experimental methods will be given here only in barest detail since they have been thoroughly de- scribed elsewhere.l, 7 The alloy was prepared by induction melting and chill casting under argon. Diffusion samples were machined from the ingot and annealed in hydrogen for several days at 900°C to give an average grain diameter of 1 to 2 mm. The penetration profiles of the tracer were established by a sectioning technique, the residual activity being counted after the removal of each section. The tracer used is Fe59 which emits two high-energy ? rays of 1.098 and 1.289 Mev, respectively; these were detected by a ? scintillation counter equipped with a pulse-height analyzer. For the measurements in the temperature range -700o to 1130°C the samples were vapor-plated with Fe59, encapsulated in quartz under vacuo, and annealed in resistance-heated furnaces which are controlled to ±1°C. The specimens diffused at higher temperatures are prepared as edge-welded couples, the two halves being separated by a thin washer of the alloy to prevent sintering. The diffusion anneal is then carried out by inductive heating under a dynamic vacuum. The temperature is monitored pyrometrically. RESULTS The diffusion coefficients are obtained from the penetration profiles in the usual way using the error-function complement relationship. The results over the entire temperature range are shown in Fig. 1. In the linear region, 900o < t > 1500°C the least mean squares (lms) values of the diffusion coefficients are given by D = 1.39 exp[-(56.5 ± 1) x 103/Rt] cm2/sec [l] The average departure of the measured diffusion coefficients from the values given by Eq. [1]In order to determine whether or not the slope is truly constant over the entire range from 900" to 1500°C, the data are arbitrarily divided into two groups, the first containing values between -900" and 1133°C and the second between -1133o and 1500°C. The lms values for the two groups are given by Eqs. [2] and [3]: D = 0.519 exp[-55.7 x 103 /RT](900° to 1133°C) cm2/sec [2] D = 1.45 exp[-56.7x103/RT] (1133° to 1500=C) cm2/sec [3] Thus, there is no significant difference between the high- and low-temperature segments of the linear region. Since discovery of silver-gold lode deposits in 1864, the Butte district has produced more than $2.25 billion worth of copper, zinc, manganese, silver, and gold, an unprecedented value in the mining world. Exhaustion of the gold placer deposits along Silver Bow Creek, southwest of Butte, forced the early-day placer miners to turn their attention to the bold out- crops of the many veins exposed on the hillsides above the placer diggings. These outcrops bore silver and gold, and enough so that many lode claims were located. Such famous silver mines as the Alice, Moulton, Magna Carta, Nettie, and Blue Bird were developed. These and many smaller operations contributed to making Montana the leading silver-producing state in the 1880&apos;s. As depth was gained in the silver mines in certain parts of the district, occurrence of zinc minerals became troublesome. Zinc was not recoverable at the time, and in the chloridizing, roasting, and amalgamation of the ores, silver and gold recovery was greatly reduced. A period of active silver mining continued until 1892, when a decline in the price of silver brought the silver mining period to a close. Elsewhere in the district it was discovered that while some of the veins contained silver ores in the oxidized portions, the predominant minerals that were deeper were copper-bearing. Marcus Daly exposed rich copper ore on the 300 level of the Anaconda mine in 1891, and mining in the district disclosed that copper was destined to be developed in abundance. Early copper ore shipments were made to Swansea, Wales.

STRIP mining during 1943 increased considerably with further extension of mechanical loading in mines already partly mechanized; with the considerable introduction of mechanical loading into hand-loading mines; and with improvements in the use of loading equipment. Extension of the use of machinery both in strip mining and underground is due to reduction in labor supply and increased cost of labor, together with the increased demand for coal during the period of labor shortage.

ALTHOUGH the nomenclature of the chemical tools of flotation is probably familiar to you, it will do no harm to review it; . In order to make the terms more real I have employed an illustration which likens flotation to an old-fashioned balloon ascension, such as we witnessed in boyhood at the county fair. The mineral to be floated is the aeronaut, conspicuous in his gilt-spangled tights, who is to be separated from you and me and the other small boys who are standing about, said boys being the g-a-n-g-u-e, or g-a-n-g, as we would have spelled it. The oil film surrounding the bubble is the counterpart of the silken fabric of the balloon, and bubble and balloon will rise for. the same reason, namely. that the fluid outside it is heavier than the fluid within. In flotation reagent nomenclature the material of which the bubble is made is called the "frother.",

NOT much data are available in the literature on textures in cross-rolled metal sheets. Among the body-centered-cubic metals, a few investigators have studied the preferred orientations developed in cross-rolled and in subsequently annealed molybdenum specimens.1-4 Semchyshen and Timmons5 onstructed complete pole figures for the cross-rolled and subsequently annealed arc-cast molybdenum. They used the conventional photographic method. Similar data on cross-rolled iron are still lacking. In view of the fundamental importance of iron as a basic metal for magnetic alloys and many industrial steels, the present investigation was undertaken in an attempt to understand more about its properties. The material selected for the present work was of high purity, and the textures were determined by the Geiger counter spectrometer technique, which permits the construction of quantitative pole figures. Experimental Procedure The material used for this investigation was NRC (National Research Corp.) high-purity, gas-free iron. The total gas content (N2 + O2 + H2) given was less than 0.026 pct, and the carbon content, less than 0.005 pct. Spectrographic analysis of a 2 in. cast ingot showed the percentage of metallic impurities as 0.0004 pct Cu, 0.0002 pct Mg, 0.001 pct Mn, 0.01 pct Ni, and 0.006 pct Si. A 1 in. thick slice was cut off from the 2 in. cast ingot. It was hot-forged at 850 °C to destroy most of the cast structure. Surface scale was removed by milling the forged piece to a size 2 in. long, 1½ in. wide, and ¾ in. thick. After normalizing at 915 °C for 15 min, the piece was alternately cold-rolled 40 pct and annealed at 750°C in hydrogen to a final thickness of 0.165 in., with a resulting uniform grain size of 0.1 mm.

One of the main functions of the United States Bureau of Mines is to obtain and disseminate information that will promote safety in and around mines, and the health and safety of employees engaged in mining. Serious health and safety conditions arising out of contamination of air in metal mines by dust, fumes from explosives and fires, and absorption of oxygen by timber and other causes, led the Bureau of Mines to cooperate with the United States Public Health Service in the study of dust occurrence and ventilation in metal mines in various parts of the country. A. J. Lanza, of the U. S. Public Health Service, and Edwin Higgins, mining engineer of the U. S. Bureau of Mines, in 1915, made a detailed study in the mines around Joplin, Mo.; their reports1 are now available. In 1916, 1917, and 1918, a similar study was made in the Butte, Mont., region by Doctor Lanza and D. Harrington, mining engineer of the Bureau of Mines; the reports of this investigation will be available soon. In 1919, the study was continued in some of the Arizona mines by D. Harrington, of the Bureau of Mines, and G. E. McElroy and R. A. Koronski, of the U. S. Public Health Service, the underground work being completed in June, 1920; these reports are now being prepared for publication. In the spring of 1920, the scope of the work was extended, with D. Harrington in charge as supervising mining engineer, and short studies were made in the mines of the Coeur d&apos; Alenes in Idaho and around Oatman, Ariz. It is hoped soon to extend the work into mines of California, Nevada, Colorado, Michigan, and Minnesota, and ultimately to other states should the mining companies be willing to coöperate. While the coöperation of the mining companies is necessary, the companies are put to practically no expense other than supplying a guide to accompany the investigators underground, the length of time spent

IN 1943 the petroleum industry completed a series of practical adjustments to the acute problems which dominated the scene a year earlier. The crisis in petroleum transportation from the Gulf Coast to the East Coast was met by the completion of overland pipe lines supplementing emergency haulage by tank car so pressure on consumers along the Atlantic Seaboard was appreciably relieved. Later in the year when the western Atlantic was largely cleared of submarines, the sharp reduction in the hazards of marine transportation permitted the resumption of coastwise traffic and imports from South America. Nationwide restrictions in the use of gasoline and fuel oils became necessary as military demands for all petroleum products mounted to high levels.

THE fall meeting of the Petroleum Division at Fort Worth, Texas, Oct. 19 and 20, attracted even a larger number of members and guests than had been expected. Over three hundred registered the first day though the attendance and interest in the program was so keen that it was necessary to begin technical sessions without. waiting for registration. Members were present from as far away as Venezuela and while the larger attendance was from the Mid-Continent and Texas fields, California and the eastern states were represented by influential delegations. One pleasing feature of the meeting was the presence of a number of the older executives of the oil industry who evi-dently have come to realize the importance of the work the Division is doing in advancing technology. The meeting was held under the auspices of the Production Engineering section of the Division. E. 0. Bennett, chief production engineer for the Marland Oil Co. of Texas, and chairman of the Fort Worth Sec-tion. of the A.I.M.E., served as general chairman. J. B. Umpleby, president of the Petroleum Reclamation Co. and vice-chairman of the. Division was in charge of. the program with a special committee in charge of the technical sessions, of which A. C. Rubel of the Union Oil Co. was chairman. The sessions were held in the ball room of the Texas Hotel, which also served as general headquarters. The Wednesday morning session was devoted to the air-gas lift, John M. Lovejoy, chairman of the Division, presiding. The first paper, on the "Principles Under-lying the Air-Gas Lift." by J. 0. Lewis, was presented by R. R. Brandenthaler and discussed by Messrs. Love-joy and Millikan. Mr. Brandenthaler&apos;s own paper on the "Effect of Gas Lift on Physical Properties of Oil" followed and was discussed by Messrs. Umpleby, Walker, Mills, Bennett, Williams and Van der Gracht, the dis-cussion turning mainly on what is known and what unknown regarding oxidation of oil under various con-ditions. The third paper of the morning, "Handling Recirculated Gas," by R. D. Gibbs, was presented by Mr. Taylor. The discussion that followed was general and brought out a large amount of data on the costs and results of compression versus, absorption in total gasoline recovery from gas. The next group of papers dealt with "Mechanical Installations of Air-Gas Lift," the first by E. V. Foran on the Texas district outside the Gulf Coast, the second by L. L. Brundred on the Gulf Coast, the third on Kansas and Oklahoma other than Seminole by R. W. Bond, the fourth on Seminole by C. R. Swartz, and the fifth relating to California by H. C. Miller. Some of these were read by title in order to give more time for discussion which was active and participated in by. Mills, Griswold and others.

The Cb-rich boundary of the (Cb,Al) a phase field at 1250OC is near 41 pct Al. The Al atoms tend to occupy the C. N. 12 sites in this structure. A homologous (Ta,Al)a phase was identified. No a phase was found in the Mo-Al system at 1200°C. The first binary o-phase with a non-transition element as a major component was found1,2 in the Cb-Al system. The composition of this phase was reported2 as approximately 34 at. pct Al, based on X-ray diffraction patterns taken of alloys in the as-cast condition. Further study of the composition of this o-phase, therefore, appeared desirable. Since Si was previously found3,4 to occupy preferentially the lowest C.N. sites (I and IV) in the a phase, and preliminary resultsa indicated that Al may show similar ordering, one of the aims of the present work was to obtain more complete information on ordering in (Cb, Al) o. Among the binary systems of Al with Ti-, V-, and Cr-group elements, the Ti-Al, Zr-Al, V-Al, and Cr-Al systems are known to comprise no o-phase. In the present work a Ta-Al and a Mo-Al alloy were studied in an effort to find additional o phases with Al as a major component. EXPERIMENTAL PROCEDURES AND RESULTS An alloy with the intended composition of Ta + 40 at. pct Al was prepared by arc melting in He atmosphere. In both the as-cast condition and after annealing for 10 days at 1250°C and quenching in cold water this alloy consisted of two phases, as seen in the X-ray pattern and the microstructure. One of these phases was identified as the o-phase; the observed and calculated d-spacings are shown in Table I. The lattice parameters of this o-phase are a = 9.972 A, c = 5.214 A and c/a =0.5228, as determined from a Debye-Scherrer pattern using Fe K a radiation. The d-spacings for the unknown second phase are given in Table 11. The alloy contained approximately 25 pct of the unknown phase after annealing, as estimated on the basis of microscopic examination. A Mo-Al alloy was prepared by arc melting, with an intended Al-content of 35 at. pct. The alloy button was annealed for 7 days at 1200°C and water quenched. The X-ray pattern of the alloy in both the as-cast and the annealed state showed the reflections of Mo3Al (Cr30 type structure) and an unknown phase different from a. Six Cb-Al alloys were prepared in the composition range 30 to 50 pct Al. All alloys were arc melted in He atmosphere. After annealing for three days at 1175oC in evacuated silica capsules and quenching in water, the alloys with 30 to 40 pct Al contained three phases, namely the o-phase, Cb3Al (Cr3O-type structure) and an unknown phase. The alloys with more than 40 pct Al contained two phases, namely, what appeared metallographically, the o-phase and the same unknown phase. In the alloys containing less that 38 pct Al, the unknown phase was not present after annealing for 4 days at 1250°c,

DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in &apos;retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer&apos;s function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don&apos;t know why, seeing the difficulties these professions are having, they should not welcome a little help.
