DURING the first few years of the new atomic age the Colorado Plateau was the focal point of uranium exploration. There was little incentive to expend time and effort in an area so far removed from the known deposits as the Pacific Northwest, and there were too few local prospectors to cover the vast territory involved. In 1949 the AEC established an exploration office in Spokane to evaluate the uranium potential of the northwestern states. Interesting occurrences were found in the Coeur d'Alene district in Idaho and in the Boulder Batholith of central Montana, but the AEC discontinued the Spokane office in 1952, and for the next two years prospecting in the area was negligible. In April 1954 John and James LeBret, prospecting on the Spokane Indian Reservation with an ultra violet lamp, located an occurrence of the fluorescent uranium mineral autunite. This discovery was not announced until the following September, after a lease had been granted by the Spokane tribe. Exploratory drilling carried on by the AEC throughout the winter verified the existence of a commercial orebody. This property, the Midnite mine, has since developed the largest known ore reserve in the district.

ELASTIC constants of yttrium and eleven of the rare earth elements have been measured. This has been accomplished by measuring the propagation velocities of ultrasonic pulses. The velocity measurements were made by noting the elapsed time between an applied pulse and the appearance of successive echoes. The pulse-echo technique has become relatively common, and the basis of the measurement is outlined in several standard tests, e.g., Heuter and Bolt.1 Two important assumptions are made when using this method for the determination of elastic moduli. First, the pulse is assumed to propagate as a plane wave. To justify this assumption, the cross section of the test specimen should be large compared to the wave length of the transmitted pulse. For these measurements on the rare earth elements the minimum cross section wave length ratio was about 20. A second assumption which must be made when using polycrystalline specimens is that the grains are sufficiently numerous and randomly oriented so that the specimen may be approximated as elasti-cally isotopic. The grain size in the as-cast specimens which were used is believed to be sufficiently fine for this approximation, and the degree of preferred orientation is believed to be small. Supporting this viewpoint is the fact that elasticity measurements by the pulse-echo technique on as-cast specimens of other metals give results which are in satisfactory agreement with values obtained by other techniques. Hence, it is believed that the measured elasticity values for the rare earth elements are not apt to be seriously in error due to the assumption of elastic isotopy. The apparatus used in this determination was a modified Sperry Reflectoscope with a precisely calibrated time base circuit. Piezoelectric transducers were used both to generate the pulse and to detect the echoes. X-cut quartz crystals were used for the longitudinal modes, and Y-cut quartz crystals were used for the shear modes. Frequencies of 2.25 and 5 megacycles per sec were employed. Most of the specimens were 2.5 to 5.0 cm in length. Results Table I is a tabulation of the measured propagation velocities of longitudinal waves and of shear waves, together with densities obtained by Sped- ding, Daane, and Herrmann2 from lattice parameter measurements. The shear modulus, Poisson's ratio, and Young's modulus were calculated from the data in Table I through use of the following relationships: µ = pv32 [1] s=2-(vb/vs)2/2[1-(vb/vs)2] [2] and Y= 2µ(l+s) [3] where s is the shear modulus, Y is the Young's modulus, s is Poisson's ratio, p is the density, V0 is the longitudinal wave velocity, and v, is the shear wave velocity. The calculated quantities are shown in Table 11. Compressibility values can be computed from the relationship and the computed values may be compared with measured values obtained by Bridgman.8 Table III lists the data for such a comparison. The agreement is satisfactory, being particularly good for neodymi- um and gadolinium, poor for samarium, and intermediate for the other elements. Some variation is expected since Bridgman's measurements are isothermal, whereas the present measurements are adiabatic. In addition there may be some effect due to small variations in purity. Though most of the rare earth metals measured by Bridgman and all of the metals used in the present measurements were prepared at this laboratory, minor purity variations might exist since the samples came from different lots. Also, any imperfections such as dislocations, vacancies, voids, grain boundaries, microcracks, etc., should contribute to the volume change of a com-

Synthetic polycrystals of wustite were reduced ilz H2-H2O mixtures over limited roncentration ranges wiltun the wustite. field and the weight changes were continuously followed with a McBain quartz spiral balance. The reduction was. found to be controlled by a combined surface plus solid-state diffusion reaction. The solid-state diffusion had an activation energy of 38 kcal. Self--diflusioities of iron decreased with itzcreasing vacancy concentration. The activation energy of. the surface reaction runs different tor- different samples. The surface reaction-rate constan increased with increasirzg vacancy concentration. THE reduction of the oxides of iron has been studied for many years. Edstroem' has summarized the early work and has provided much information on the reduction of magnetite and hematite by hydrogen and carbon monoxide. More recent summaries are those by smeltzer2 and Themelis and Gauvin.3 Most investigators have reported that the iron metal which forms the outer layer during gaseous reduction is rather porous. According to Kohl and Engel14 the formation of such a porous iron layer depends on the properties of the underlying wiistite layer, on the reaction of the gas with the wustite surface, and on the transport of matter through the wustite layer. McKewan, Quets, Wadsworth, and Lewis, and Knacke 10 have found that, if a porous iron layer is formed, a surface reaction between gas and wustite at the bottom of the pores controls the rate of reaction. Seth and ROSS 11 and Warner 12 have pointed out that the influence of the gaseous pore diffusion through the porous iron layer cannot be neglected. It has further been shown that the wiistite layer formed during reduction is dense and that transport of matter across the layer occurs only by solid-state diffusion of iron ions.13,14 The solid-state diffusion rates observed by Edstroem and Bitsianis 14 and the surface reaction rates observed by Quets eta1.' show that an interaction of the two steps in controlling the reaction rate has to be considered. In this investigation the reduction of wustite was studied with respect to the interaction of the two steps, isolated from any other effects, by reducing wustite within the wustite field from higher to lower oxygen concentrations with H2-H2O gas mixtures. A similar study with CO-CO2 mixtures has been performed by Levin and wagner.15 Fused synthetic wustite polycrystals were reduced in steps of 0.4 wt pct from 24.4 to 23.2 wt pct 0 and over a temperature range from 700" to 1050°C. A few tests were also conducted with reduction steps from 24.4 to 23.6 wt pct 0 and 24.5 to 23.2 wtpct0. The Fe-O phase diagram is shown in Fig. 1 where the composition of the gas phase in equilibrium with the condensed phases is plotted as pct H2 vs the temperature. A careful study of the literature led to the conclusion that the fully drawn equicomposition curves (in wt pct O) in the wustite field used by Edstroem 1,16 and other authors needed some correction. Based on results by Darken and Gurry17 (shown as open circles) and on some of our own data, four corrected curves for 23.2, 23.6, 24.0, and 24.4 wt pct O were calculated (drawn as dashed lines in Fig. 1) which should replace the fully drawn equicomposition curves. MATERIALS AND APPARATUS Materials and Specimen Preparation. Wustite was prepared from iron sulfate (Fisher Scientific Co., New York) which had a purity of over 99.92 pct, with small amounts of manganese, copper, and zinc adding up to 0.03 pct. From the aqueous solution iron oxalate was precipitated and decomposed to magnetite according to Economos. 18 The magnetite powder was pressed into cylinders and sintered in vacuum at 900°C for several hours. The sintered compacts were placed in a platinum crucible of 2.5 cm diam which was fitted into a high-purity alumina crucible and then inserted into the center of the graphite heating element of an electric resistance furnace.lg The furnace was evacuated to below 1 p Hg and the magnetite sample was slowly heated. Discussion of the paper of C. H. MATHEWSON and ARTHUR PHILLIPS, presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 1 to 50. ZAY JEFFRIES, Cleveland, Ohio (communication to the Secretary*).¬The authors are to be congratulated for this interesting and valuable contribution. The paper as a whole shows very careful experimentation coupled with rare judgment in drawing conclusions. I have been working along similar lines for the last two years with other metals and alloys. In a short conversation with Dr. Mathewson about July 1, 1915, he mentioned the fact that different degrees of cold work greatly affect the temperature of recrystallization on annealing, Later I determined the recrystallization temperatures of iron, mild steel, and copper, with different degrees of cold work and found that the greater the degree of cold work, the lower the temperature of recrystallization on annealing. In the course of these experiments, I conceived practically the same ideas regarding the reasons for recrystallization as those advanced in the article under discussion. After a metal has been reduced by cold work to about one-fourth of its original area, the differences in orientation of different parts of a given grain can be seen plainly at a magnification of about 1,000 diameters. It is interesting to note that in Fig. A, Plate I, the lines of deformation are not parallel. For example,. in the large grain at the lower left corner of the micrograph, if the lines of deformation about 3g in. from the left edge are continued in a straight line, this line will intersect a straight line drawn as a continuation of the lines of deformation on the extreme right of the grain, at an angle of about 20°. Similarly, if the lines of deformation at the extremities of the large grain in the right central portion of the micrograph are extended, the lines intersect at an angle of about 35°. The individual lines of deformation are not straight. In some of these the parts of the broken lines intersect at angles as great as 15°.

SEVERAL authors1-6 have shown that, during solidification from the melt, the direction of formation of substructure boundaries depends upon the direction of heat flow and the rate of solidification of the metal. The most prominent of these observations was that a preferred orientation developed during the solidification of the columnar zone of an ingot which for face-centered-cubic metals was the <100> direction. Previous explanations1-&apos; given to account for this preferred orientation and the other boundary phenomena are all based on the premise that the phenomena are characteristics of the pure element. However, recent experiments by Rosenberg and Tiller7 have demonstrated that the preferred orientation in pure lead is the <111> orientation, and that the heretofore observed <100> orientation is due to the effect of solute on the mode of solidification of the metal. Teghtsoonian and Chalmers,4 studying striation boundaries in tin, and Chalmers and Rutter,5 studying corrugation boundaries in tin, showed that these substructure boundaries were aligned parallel to the axis of heat flow for slow rates of growth, and that the alignment varied from this direction as a function of the rate of growth. to approach the den-drite direction at high rates. Chalmers,6 studying the direction of formation of a grain boundary separating two crystals of different orientation, showed that at slow growth rates the boundary is parallel to the axis of heat flow, while at higher speeds it will deviate from this direction, sloping into the crystal whose dendrite orientation departs the most from the axis of heat flow. It is this phenomenon that allows certain crystallites in the chill zone region of an ingot to encroach on their neighbors and ultimately produce the preferred orientation of the columnar zone of the ingot. Since the previous explanations of this preferred orientation are unable to account for the recent observations,&apos; a new mechanism will be considered. This will lead to an explanation of the other substructure boundary phenomena as well. Investigations by Graf,8 Billig,9 Rsenberg,10 and others have demonstrated in a striking fashion that crystal growth takes place by the deposition of individual layers oriented along the close-packed planes of the material considered. WHEN, after years of troublous experiences in roasting sulfide ores with heavy dust and fume losses resulting from the equipment and methods first available, there appeared on the, scene of metallurgy that revolutionary process known as sintering, it was felt that at last there had been found the ideal method for preparing sulfide ores for blast-furnace reduction. Not only were the sulfides roasted but also the fine oxidized ores were bound together with them in strong porous cellular masses which were in the best possible condition for reduction. With the experiences gained in the manipulation of the Huntington-Heberlein, Carmichael-Bradford, and Dwight & Lloyd processes there developed a refinement of detail which brought the whole plan of roasting by sintering to a high plane of perfection. But that metallurgy is never stationary is revealed by the fact that changes in milling practice, particularly the development of flotation, have introduced a new set of problems in sintering itself. Inasmuch as it is felt that these problems have not yet been solved in an entirely satisfactory manner this paper is written to record the present practice of the Salt Lake Valley smelters with the hope that there will be brought forth such discussion as may perhaps lead to still better practice. By far the greater proportion of the sulfides smelted today are flotation concentrates. Usually they are high grade, sometimes as high as 70 per cent. and more in lead. They are extremely fine, many mills grinding the ore so that from 60 to 80 per cent. will pass through screens of 200 mesh. The physical condition in which many of these concentrates reach the smelters is disconcerting to the metallurgists. Some are of about the consistency of putty. Others are of a sticky, slimy nature. Others again, dried to the limit, are veritable powders. Remembering that the down-draft sintering charge for the best results must be porous enough to let air be drawn through it reasonably well, must be thoroughly mixed, and must have some coarse material in it to segregate out and form a layer on the grates, it will be understood that the advent of this extremely fine material has made necessary still further elaboration in the equipment and processes of preparing sulfides for the blast furnaces, all of which is expensive. Many attempts have been made during the last 40 years to evaluate the performance of gravity separation equipement, that is, the effectiveness with which light and heavy particles are separated. The most comprehensive treatment of the subject was made by Cerchar at the 1st International Conference on Coal Preparation held in Paris in 1950. The methods suggested by the Conference were accepted and very widely used in the last two decades. This paper discusses an improved method of evaluation in the light of the now-accepted standard presentation. The float-and-sink analysis of the product is presented on a Gaussian distribution curve, resulting in an easier visualization of the inherent difficulties of separation. The ogives of the distribution curve me then plotted, giving a quantitative measure of the deviation from perfect separation as an error distance instead of an error area. Illustrations of the new method are given both for gravel and for coal preparation, but the content is valid and applicable to other types of minerals which are separated by gravity methods. Many attempts had been made during the last forty years to evaluate the performance of heavy-media separation (HMS) equipment, that is, the effectiveness with which floats and sinks are separated.&apos;-&apos; The most comprehensive treatment of the subject was made by Cerchar at the 1st International Conference on Coal Preparation held in Paris. 6 The primary aim was the thorough understanding of the mechanism of separation and the unified presentation of data on gravity separation so that the evaluation and comparison of washery performance could be made from all over the world. No strict overall standardization has been achieved, but after the conference a more or less uniform presentation of performance was accepted, which, during the last two decades, has been very widely used. In this paper, illustration of the old methods and an improved method of evaluation will be given. HEAVY-MEDIA SEPARATION (HMS) PERFORMANCE CRITERIA In the ideal HMS process, all material lower in density than the specific gravity of separation (SGS) would be recovered as floats and all material of higher density would appear as sinks. In order to evaluate the misplaced material, the washery products are tested at the density at which the washing unit is operated. The original type of plot1,7, 8 is shown in Fig 1; this was developed primarily for coal cleaning units. The curve for raw coal represents the cumulative percentages of sink material. The refuse curve is also plotted as a cumulative sink, the percentages being expressed in terms of raw coal. This diagrammatic representation of the results of washing units has the merit of easy visual observance of the degree of separation obtained. The error areas (cross-hatched) are a measure of the amount of misplaced material and therefore they can be used to characterize the quality of separation. The ideal and actual separating performance between floats and sinks can be best seen from the partition curve developed by Tromp,2 where the ordinate is the percentage recovery of the sinks, and the abscissa is the specific gravity (Fig. 2). It can be seen from the shape of the curve that as the SGS is approached, the proportion of material reporting to the improper product increases rapidly. In fact, the SGS can be defined as the density of the material in the feed that is distributed equally between float-and-sink products. When the upper half of the curve is inverted, a shape similar to that of a Gaussian error distribution curve is obtained and therefore the analysis of gravity separation may be carried out by using the law of probability. The shape of the curve in Fig. 2 is determined partly by the density composition of the feed, and partly by the sharpness with which the unit separates floats from the sinks.9, l0

IN a paper read before the Institute of Metals, Rosenhain 1 described a new type of furnace designed primarily for the thermal analysis of metals by the inverse-rate method and used by him in the metallurgical department of the National Physical Laboratory with considerable success. In his discussion of this furnace, Rosenhain pointed out some difficulties met with in its operation, such as uniformity of rate of heating or cooling being inadequate for the degree of accuracy aimed at. To overcome this difficulty, he suggested, in place of motor propulsion, a gravity drive controlled by a"hydraulic cylinder with a relief valve whose width of opening can he regulated to allow of any desired rate of motion." The authors, in constructing a thermal-analysis furnace of Rosenhain&apos;s type, have therefore followed this suggestion and also added certain features that increase somewhat the convenience and simplicity of its operation. Requests for information regarding this furnace and the highly satisfactory results obtained from its use, it is believed, justify describing its construction and operation in sufficient detail to make possible its duplication or improvement. Description of Furnace.-The details of the furnace construction are shown in Fig. 1, which is drawn to scale. The heating tube is of /4 in. (6.35 mm.) wall "alundum" heated at the upper end by seventeen turns of 0.52 mm. platinum wire, which is coated with "alundum" cement supplied for this purpose. The cement coating is essential when a high temperature (over 1000° C.) is required, as it prevents hot spots with the resulting burning out of the heater. This platinum-wire winding, unlike "nichrome," is entirely satisfactory for temperatures of at least 1000° C. It has been maintained at that temperature continuously for 2 months and shows no signs of deterioration. This temperature is maintained by a current of 5 amp. drawn from 30 volts potential, so its necessarily continuous operation is quite economical.

BASIC U. S. Patent 1,487,145 on ammonia leaching of nickel ores was issued to the author on March 18, 1924. Equivalent patents in other countries were obtained later. The Dutch Syndicate Brikcarbo became interested in the process in 1935; and a couple of years later the late Dr. H. Foster Bain sent samples of Surigao laterite iron ore to Delft and witnessed tests made there on this material for the Philippines Commonwealth. As a result, the author was asked in April 1940 by Dr. Bain to go to the Philippines to erect and take charge of a pilot plant for the process. The World War prevented carrying out this proposal. The Dorr Co. also became interested in the process at about the same period. The investigations by the Freeport Sulphur Co. on the process as applied to the Cuban nickeliferous laterites, which resulted in the Nicaro enterprise, and the results of this operation have been well described elsewhere.1,²,³,4,5 This Nicaro plant was, in operation for almost two years, and during this period produced about 10 pct of the world nickel production from laterites containing 1.35 pct nickel. This plant and its operation were war measures and, in view of this, activities were suspended in April 1947. The results obtained fully demonstrated the technical feasibility of the process and its economical aspects on a commercial scale. In this respect, it should be understood that it is probable that improvements may be made by further development, and that there are possibilities for advantageous application of the process to garnierite and similar ores with higher values in nickel than the laterite iron ores at Nicaro. While the articles cited above have given a certain amount of information, no general article containing all the important process data has been pub- lished. Since the process is of more than local interest, a fuller knowledge of the fundamental and practical factors of the method may be welcome to those interested in this new field of metals technology. The author, accordingly, takes pleasure in submitting this article to the AIME as it represents in a condensed form the results of many years of research. The brief outlines of the fundamental and other factors and the explanation of observed phenomena are presented with as little discussion of details as possible, consistent with clarity. It is a special satisfaction to the author to make some contribution of his own in return for the benefits of the many valuable publications issued by the Institute during his thirty years of membership. Ores Adapted for Ammonia Leaching: All nickel and cobalt ores which originate from weathering of peridotites or similar basic rocks having sufficient values are suitable for treatment by the ammonia leaching process after a preliminary reduction under proper conditions. The formation of these deposits was probably as follows: In the course of time the basic rocks were attacked by atmospheric agencies; MgO and SiO2 were gradually leached out, and secondary nickel minerals formed, such as garnierite, a hydrated silicate of nickel and magnesia. These secondary products are, however, not stable. They decompose in a further stage of weathering and ultimately only a relatively small residue of insoluble oxides remains, known as laterite iron ore with a small nickel content and very little cobalt. Under these mantles of laterite, richer nickel values may be found, usually indicated by the occurrence of garnierite. The more the ore is disintegrated by nature, the higher the iron content and the better the nickel extractions that may be expected therefrom. Table I shows extractions that may be expected from different types of ores, assuming treatment of -200 mesh products and that all precautions have been taken for obtaining maximum extractions. This stove has been designed to meet the requirements of a fur nave that must be operated with either a reducing or a neutral flame ; and more particularly to make feasible the operating of re duction-furnaces with the cheaper grades of gas-fuel, which has heretofore been impracticable. In general, cheap gas-fuels result from incomplete combustion, and, being suited for further combustion, answer very well for heat ing purposes; and high temperatures may be attained with them, when they are used in conjunction with regenerative stoves. But, in operating a reduction-furnace, a high temperature is not the only requirement. It is also necessary that the fuel shall not be cansumed beyond a certain degree, in order to insure a re ducing flame for the reduction-process ; consequently, it becomes necessary to dispense with combustion as much as possible previous to the use of the fuel-gases in the reduction-furnace. Moreover, these gases must be preheated to a high degree, in order that a sufficient temperature may be maintained in the furnace; and, since this preheating cannot be accomplished by a previous, partial combustion of the gases themselves, it follows that the stoves for pre heating these gases should be heated to as high degree as it is pos sible to attain with an inferior fuel. This result can best be accom plished by complete combustion of the heating gases, and is further facilitated by preheating all of the air and gas used for this com plete combustion. It is more particularly desirable to preheat the air, since the combustible gases used may generally be obtained directly from the furnace, or gas-producer. The reducing gases, escaping from a gas-fuel reduction-furnace, are capable of considerable further dilution with air to secure com plete combustion, and consequently may be utilized for heating the stove to a high temperature, provided the air be sufficiently preheated.

ADEQUATE treatment of the difficulties surrounding the valuation of mineral lands requires that agreement be first reached defining value as understood for the purpose of appraisal. To define value as the price of a product is not sufficient, and does not assist us in using the factors that cause variations in values and in relative values. The real value of any product depends primarily upon its relation to the necessities, comforts and pleasures of mankind. As the necessities, comforts and pleasures of the civilized races differ-from those of more primitive man, the value of products varies with the degree of civilization and the environment of the consumer. Coal has no value to the savages of warm climates, and arrow-head flint none to the residents of New York. It has long been recognized that what has. been termed ?intrinsic value " must be limited to materials that are essential to existence-air, water, food. But " intrinsic value " cannot be measured in monetary terms. The intrinsic value of a bushel of wheat is due to the fact that it will support the life of an individual for a certain definite time, but this fact does not enable us to measure or to express that value in monetary terms. It has often been proposed to adopt as a measure of the value of any product the quantity of labor necessary to produce it, but this method is of limited application, and will not apply to what may be termed " intrinsic values." For many reasons it might be well, while assenting to the fact that any material may be intrinsically valuable, to abandon the use of the term "intrinsic value." One of these reasons is the tendency to confuse the idea of " intrinsic value with a value that is conferred by economic conditions, that is purely artificial and that may be permanent or evanescent. Intrinsic value must from its nature be permanent and unchangeable.

Such a mine is the Mayflower mine of the New Park Mining Co. situated 30 miles from Salt Lake City in the Wasatch Mountains near Keetley, Utah.

A comparative study has been made of the ex-tractability of several of the transitim metals from thiocyanate sohtions using methyl isobutyl ketone as the organic solvent. Extractions were made of scandium (III), chromium (III), manganese (II), iron (III), and cobalt (II), of which only the scandium , iron, and cobalt were readily extracted. All extractions were made at pH 2 and at 25.5 °C. A series of extraction experiments was made on scandium, iron, and cobalt to determine the effect of thiocyanate cmcentration added as the ammonium and also as the calcium salt. Also determined was the effect of metal ion concentratim and ionic strength on the distribution ratio. Analyses of the organic extracts indicated the scandium and iron were extracted principally in the uncharged trithiocyanate form, while the extractable form of the cobalt contained the cobaltotetrathiocyanate anion. THE chemical separation of metal complexes in solution by solvent extraction has in recent years been developed for large scale separation as well as bench scale work in the laboratory. It has also found increased application in analytical chemistry. Its extension to extractive metallurgy as a unit operation is best illustrated in the recovery of uranium and vanadium from their leached liquor.5-8 The extractability of some thiocyanate systems have been extensively investigated. The rate earths have been separated from one another using butanol as a olvent. Scandium was effectively extracted in ethyl ether using ammonium thiocyanate as the com-plexing agent.&apos;&apos; Similarly, the separation of hafnium from zirconium has been reported using ether""&apos; or hexone13 as the organic solvent. The extractability of various metal thiocyanates in ethyl ether is given by 0ck.l Sharp and Wilkinson15 prepared nickel-free cobalt slats by thiocyanate extraction. The mechanism of extraction of titanium (IV) thiocyanate with methyl isobutyl ketone was determined by elafosse.&apos;&apos;" The characterization of cobalt (TI) thiocyanate complex using methyl isobutyl ketone as the solvent at near neutral aqueous solution and the spectrometric studies of the ex-tractable cobalt complex has been made by Hard." It is noteworthy to mention at this point that the fundamental characteristic of ketone (oxonium) solvent extraction is that the extractable species are uncharged ion pairs solvated by the ketone molecules, but probably still partially hydrated.

INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project&apos;s own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company&apos;s presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks&apos; experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author&apos;s paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY&apos;S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

THE sinking of a new shaft at the Newport mine, Ironwood, Mich., was started in May 1931 and completed on Aug. 3, 1932. During this period, 2665 ft. of shaft in granite was completed, at, an average advance of 6 ft. per 24 hr. In November of 1930, experimental work was con-ducted oil 65 ft. of shaft through 22 ft. of overburden where ledge was encountered, and this work convinced the operators that all drilling could be clone with vertical holes with the blasting relief to a 4 ½ -in. hole drilled vertically in the center of the cut. The reason for not adopting the conventional V-cut was to get away from damaging the shaft steel. The blasting in a V-cut naturally tends to throw the broken material upward, but with the cut as adopted the relief was in a horizontal direction to a large extent. The scheme of mucking employed made it necessary to keep the steel shaft sets within 511 ft. of the bottom at all times. This could not be clone without serious damage with a V-cut when blasting in granite. The cut as drilled also broke 10.53 ft. per round of drilling, which was considerably more than the experience with a V-cut in the sane material. The extended cut reduced proportionately the delays for charging, blowing smoke and handling drilling equipment in the shaft. Another advantage was the ease in drilling vertical over inclined holes, and the preservation of the proper spacing of the drill holes at the bottom of the cut.

INTRODUCTION This paper deals with the development of the sublevel open stoping (SLOS) method in lead orebodies at the Isa Mine of Mount Isa Mines Limited, during the last ten years. Open stoping in different forms has been used at the Isa Mine for many years. Prior to the period under review, stopes were small, pillars were not always recovered, and scrapers extracted the ore. By the end of the sixties, the use of load-haul-dump units was becoming more widespread. Wagner ST5&apos;s were the mucking units for the lead cut and fill stopes. Some of the open stopes in 5 orebody above 13 level had 100 kW slushers, but the more southerly stopes were the sites for the introduction of diesel front-end loaders for extraction. In the early seventies, new methods were used in the block of six stopes in 2 and 5 orebodies between 8 level and 13 level and a trial stoping project was undertaken in 7 orebody between 11 level and 13 level to determine possible stope dimensions for the extraction of the Racecourse orebodies below 13 level. By the mid-19701s, stoping was well underway in 5, 7 and 8 orebodies between 13 level and 15 level, using the &apos;triplet&apos; system, incorporating cemented hydraulic fill to allow greater pillar recovery. As the eighties were entered, development of the Racecourse orebodies below 15 level commenced, as did preparations for 1 orebody in the upper levels of the north end of the mine. In both cases, the pillar recovery method has been changed to reduce the amount of cemented fill required for pillar recovery. GEOLOGY Most of the lead orebodies at Isa Mine lie chiefly to the north of the central shaft complex. They are bedded sulphide deposits in a host rock called Urquhart Shale, which dips at roughly 650 to the west. The main minerals are galena and sphalerite, with the silver mineral, freibergite, being contained in the galena. To the hangingwall of the sequence are the Black Star orebodies (1, 2 and 5) which are relatively wide, pyritic and with low to above average grade lead. The Racecourse orebodies (6 to 16) lie to the footwall, and have a large variation in width, low to high grade lead, and gradation in the lead to zinc ratio from north to south. Stope outlines are often determined by economic or engineering considerations rather than geological. The published extraction reserves are 56 million tonnes of primary ore, containing 150 grams of silver per tonne, 6.4% lead and 6.5% zinc. Traditionally, it has been regarded as lead ore, although the dominant revenue earner varies from time to time. In the Black Star orebodies, the ore and hangingwalls are more competent and open stoping has long been used. The major Racecourse orebodies which have been open stoped are 7 and 8 orebodies. This has been where the orebodies are wider (to the south) and where hangingwall conditions allow. This latter aspect has been greatly influenced by the presence of &apos;silica dolomite1. This tough, relatively homogeneous, non-bedded rock is, in fact, the host rock for the copper mineralisation at Mount Isa, and provides a competent hangingwall for some of the lead stopes. While the shale&apos;s bedding and jointing has a major influence on the ground conditions, there is a major fault system which causes local problems. The principal virgin stress direction is perpendicular to the bedding, but the local stress situation is complicated because of shielding by filled stopes in the hangingwall copper orebodies and because of the interaction between orebodies being extracted to the footwall. Most development on strike is mined with a &apos;shanty-back’, with the back being as close to normal to the bedding as possible. This is near parallel to most jointing and the principal stress direction. Figure 1 is a plan view of 14 level north, which provides a representative horizontal section through the orebodies. A typical cross section is shown in Figure 2. The narrow, parallel footwall orebodies can be seen to differ from the wider hangingwall orebodies.
