THE Committee on Elimination of Waste in industry came into existence from a speech in Washington by Mr. ,Hoover, in November, in which, he said: It is primary to mention the three-phase waste in production: first, from intermittent employment; second, from unemployment that arises in shifting of industrial currents; and third; from strikes and lockouts. Beyond this elimination of waste there is another field of progress in the adoption of measures for positive improvement in production.

MAJOR technical advances seldom occur in a single year, and this is especially true with aluminum and magnesium where marked improvements in metallurgical processes and products took place during the war years. Nevertheless, the light metals and alloys, particularly aluminum, are advancing in commercial importance and are finding their niche in industry. New applications during the year have resulted from a better over-all knowledge of properties, handling, etc., rather than from revolutionary new developments.

It is with a certain amount of trepidation that a man considers gathering his family of six, traveling across a continent, two oceans and a sea, and going to live in a foreign land. But "pioneering" is still possible, and a nation is "foreign" only until one has lived in it. We've had eight years of pleasant experiences in South Africa on which to base that contention. It was in January 1938 that my brother first extolled the virtues of South Africa to us, and just three months and a thousand small problems later my wife, two daughters, three sons and I were boarding a ship in New York, bound for Cape- town. We arrived in May, and within a week had found a furnished home with beautiful lawns, tennis, court, a garden, and everything needed for family comfort. The children were soon located in school, and I settled down to the task of entering the importing business, as had been my original intention. The importing business started out slowly but was coming along nicely when on Sept. 3, 1939 the war started in Europe and a declaration of war by the Union of South Africa was made on the following day. With the declaration came import and export controls. In fact we were controlled completely out of business in one stroke. Liquidating the business, I went to Johannesburg intending to find work in one of the mines. Government health and safety regulations require that all underground mine employees have a red ticket from the Miners Phthisis Bureau certifying that they are not susceptible to silicosis, the scourge of the Witwatersrand gold mining industry. I made application to the Bureau, completed a form covering my whole past life, and was given a complete physical examination. The following day I was startled to find that I had not only been refused a red ticket but had been classified with a green ticket which for- ever bars one from working underground in any scheduled mine in the country, and all this in spite

WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.

MY first Nevada City mining reminiscence is one of seeing Capt. Thomas Mein, over 52 years ago, in the old Wyoming mill on Deer Creek about a mile below the town of Nevada City. Captain Mein was then superintendent of the Wyoming mine, where the old fashioned Cornish pump was used, as well as hurdy-gurdy water wheels for power. This mill was one of the typical, up-to-date mills of that time and consisted of stamps, fed by Chinese hand feeders, who also cobbed the ore down to a small enough size to be fed into the mortars. Stamps at that time were of light weight and crushed about one ton to one and a half tons to the stamp, the pulp going over plates, then into sluices with self-raising gates. When a sluice became full the pulp was shut off and directed into the parallel sluice, also with a self-raising gate. The concentrate thus collected in the sluice was shoveled out and carried to Cornish buddles and there cleaned up, preparatory to being sent to a local custom chlorination works.

READERS of this journal are familiar with the danger of coal-dust explosions in mines and with recommended means for preventing them. The subject was treated in a paper by R. R. Sayers in the January 1943 issue, as well as in several previous articles. Similarly the danger of dust explosions is generally recognized in the handling of grain dust, flour, starch, sugar, and other carbonaceous products. However, until recently, few people realized that an analogous, real explosion hazard exists wherever dust suspensions of certain finely divided metal powders are formed. This lack of knowledge was in part due to the fact that until a few years ago only a small number of metal powders, such as aluminum, magnesium, zinc, iron, and tungsten, were produced, in comparatively small volume, and partly because information on the explosibility of metal powders was lacking.

IT may be a far cry from the days of the old horse whim, and it is relatively a long way back to hand production in factories. Modern machinery has made possible deep shaft-sinking, newer methods have increased the recovery of mineral. Technically, excavating and ore dressing have advanced as has mass production and its many ramifications in the manufacture of commercial product. To those of the mining industry who would have us believe that mining and manufacturing are totally different enterprises, it can be said that certain differences do exist. These differences rather than being fundamental are the result of adhering to past practices which were possibly sound years ago but do not measure up today. Differences in managerial control, sales, and distribution, cost finding, etc., are often so pronounced that efforts to compare or contrast are almost futile.

A perspective is presented of the steel plant sulphur distribution and elimination problem from coal to liquid steel ready for teeming, giving distributions of sulphur over a range of coke sulphur content, and some methods of sulphur control, in the blast furnace, external desulphuriza-tion between blast furnace and open hearth, distribution between fuel, slag, and metal, and methods and limitations of control of sulphur in the open hearth furnace. AS a part of the 1951 AIME symposium on sulphur in steelmaking, it was thought that a discussion of the distribution of sulphur throughout the whole series of operations, from coal and ore to finished steel ingots, might have some value in giving a perspective on the whole problem. The following discussion is an attempt to present such an overall picture. The order is that of the actual plant operations, beginning with a very brief consideration of the coking process. Sulphur in Coal and Coke Since by far the largest source of sulphur entering the steelmaking cycle is in the coal used to make coke for the blast furnace, it would seem reasonable to eliminate some of it, either from the coal, or the coke, or during the coking process. This has appeared impracticable up to the present, at least, for two main reasons: the low activity of the organic sulphur in either coal or coke, and because of price limitations involved in treating a low cost material such as coke. A variable portion, usually M or less, of the sulphur is present in coal in the form of pyrites or similar compounds, and a large part of this sulphur may be removed in the coal washery. Most of the sulphur, however, is normally present as "organic" sulphur, intimately associated with the coal structure. Its distribution prevents any separation by mechanical means. Its low activity makes improbable ' any rapid chemical removal, although hydrogen will remove sulphur from both coal and coke. Thus, prolonged recirculation of coke oven gas in the coking process would tend to leave a smaller percentage of the total sulphur in the coke residue. Table I shows a typical distribution of sulphur from coal into products in the coking process. As the sulphur in the coal increases, the sulphur in the coke tends to increase in about the same proportion. Sulphur in the Blast Furnace The best picture of the situation in the blast furnace is provided by a sulphur balance of raw materials entering, and of products leaving, the furnace. The difficulties in accurate weighing and sampling of the variable solid materials entering this process, and the number of hours required for the raw materials to descend through the furnace under variable operating conditions, make it difficult to obtain an accurate balance. However, balances made over periods of weeks or months tend to average out some of these uncertainties. Table I1 presents three typical sulphur balances similar to a number that the writers have calculated. In most of these the slag volume calculated from the sulphur balance is, in some instances more, and in other instances less, than the value corresponding to the best input and output balances of the other slag constituents (lime, silica, alumina, etc.). Probably the greatest source of error in these calculations is the sulphur content of the slag. Despite some possible inaccuracies the balances of Table II show rather definitely the following points: 1—That 87 to 95 pct of the total sulphur input is in the coke and 95 to 97 pct of the total sulphur output is in the slag. Also, that if any sulphur leaves the furnace with the gas it is relatively small, amounting to a possible 1 pct or less. 2—At the lower sulphur coke level of 0.86 pct the total amount of sulphur charged is 15 Ib of sulphur per ton iron increasing to 26 lb per ton at the higher sulphur, intimately associated with the coal struc-rare burdens containing sulphur-rich ores will the total sulphur burden fail to be nearly proportional to the content in the coke used. 3—The 7 to 9 pct of the total sulphur input from the limestone of furnaces B and C is due to the relatively high sulphur content of the stone, 0.226 and 0.265 pct, respectively. In the case of furnace A, the sulphur content of the limestone was only 0.06 pct which resulted in only 3 pct of the total sulphur input coming from this source. THE PAST YEAR saw important developments in all the main branches of zinc metallurgy, which can only be douched on briefly here. Vertical Retort Smelting-The New Jersey Zinc Co. reports their operations to be about as last year when the number of vertical retorts at the Palmerton plant was increased from 16 to 28. The first unit of eight vertical retorts at Oker, Germany, to treat the Rammelsburg complex ore was completed early in the year. A second unit has been under construction and is probably ready to start operations about this time. Each unit is rated for 10,000 metric tons of zinc per year. A plant of 40,000 metric tons annual capacity is the goal. A reflux plant was also built to make high-grade zinc. The plant program is being -carried forward with government finan¬cial assistance, as was the case with the electrolytic zinc plant at Magdeburg. Government subsidies cover mining and 'smelting, and allow for depreciation and reasonable return on invested capital, according to U. S. Bureau of Mines reports.

I . OPERATING TESTS 1. CHARACTER OF ORE UNDER INVESTIGATION On the eastern end of the Mesabi Range, in Northern Minnesota, is a large formation of siliceous rock which contains bands and fine grains of magnetite . The magnetite comprises about 35 per cent. of the rock. Fig.. 1 show's graphically that the tonnage of minus 200-mesh material produced varies directly with the tonnage fed to the mill. There is undoubtedly some limit to this relation, but there seems to be no indication of it at 18 T. per hr. Some of the conclusions drawn from this test are that: (a) The ball-mill is naturally a machine of very large capacity; (b) if it is not possible to deliver a large tonnage of original feed to the mill, a closed circuit should be provided so that the mill may crush its own oversize.

EVERYWHERE in mining circles the talk is of this new development of hard faced or insert bits which hints of many changes to come in mining practice and rock drill equipment. In the past fifteen years new equipment has appeared in rapid succession which brought one change after another in rock breaking practice. Detachable bits were an innovation which met with wide success. Blasthole diamond drilling has proven itself. Only recently, fusion piercing was announced as a possible solution to the problem of breaking taconite ores. For several years this interest in new methods has been growing and various experimental usages of tungsten carbides in rotary type rock drilling bits have been partially successful. American experts in rock drilling have been concerned with the subject for ten years but actual commercial practice was begun by European manufacturers and mining companies. At this time nearly every manufacturer of rock drilling bits is working on some type of an insert bit. On the Rand, European manufacturers are testing out various types of insert bits. The problems relating to rock drilling in South Africa vary greatly from ours. The bulk of the drilling there is limited to the 31/2-ft holes that are drilled for breaking the gold bearing reef ore. Rock drilling in most mines is far more diversified. Both drifting and ore breaking call for holes varying in length from 4 ft up to as much as 50 ft and more.

AN unusual engineering achievement in the Gulf Coast last year was the drilling of a wildcat well in the swamps of Louisiana, using direct current. More unusual was the fact that it was necessary to house a diesel engine and generator on a barge in order to supply power. The remoteness of the well made it necessary to transport living quarters and drilling equipment to the location by means of barges, and involved the digging of a canal from a lake to the location, approximated one mile. The drilling equipment used on this well consisted of two generating units, each having one 210-hp. six-cylinder @$-in. bore type VDMA, 600 r.p.m. diesel engine, direct connected to a type CD-169, 125-kw., 250-volt direct current generator, which in turn is direct connected to a type CD-105, 15-kw. 250-volt exciter. One of these motors operates the draw works, one the mud pump, and one a duplicate spare. The generating equipment on the barge was approximately 250 ft. from the derrick, the control wires being brought from the derrick to the generator barge enclosed in a standard fire hose. This is an original idea for confining the con- 11.01 wires in one cable; obtaining minimum space and ample protection. Both control and power lines were suspended on poles. This well was at Lake Grande Ecaille Dome, which was located by seismograph in 1928. Fig. 1 shows the derrick, power barge and living quarters where direct G. E. current was used with rotary drilling equipment.

IN recent years much attention has been given to high-melting alloy systems, It has been of interest in this respect to investigate the alloys of platinum and tungsten, which were known from the literature to have very high melting points up to about 50 pct tungsten, but about which little had been published on the high-tungsten side of the system. Powder metallurgical methods were used throughout this investigation for the preparation of the alloys, utilizing electrical sintering techniques such as are used for tungsten and molybdenum. In the course of the work it was found desirable to determine fusion temperatures of the alloys, and it was possible from these and other data to draw a tentative constitutional diagram (solidus, mostly) applicable to the high-temperature part of the system. No attempt was made to determine solid solubility vs. temperature data, nor to investigate the lower temperature transformations in the solid state. Data on the microstructure, hardness, and a note on oxidation resistance of the sintered alloys were obtained. PAST WORK Müller1 determined liquidus temperatures of platinum-rich alloys to 50 pct tungsten, using a radiation method employing a photoelectric cell, and found that the melting points increased progressively from 1771°C for platinum to 2350°C for the 50 pct alloy. Microscopic evidence by Müller that complete solid solutions exist to 50 pct tungsten was not checked by Kremer2 who, according to Vines and Wise,3 found that "although the 8 pct tungsten alloy was a solid solution, the 26 pct tungsten alloy contained a eutectic or an intermediate phase." Hultgren and jaffee4 using X ray methods found continuous solid solutions to at least 33.6 pct tungsten (35 at. pct) after annealing in vacuum for 6 days at 1000°C. Vines and Wise3 report work communicated to them by E. C. Rhodes on wrought alloys to 7 pct tungsten, which showed that tungsten hardened platinum extremely rapidly, and was one of the most potent hardeners of the binary additions to platinum. Considerable quantities of 4 pct tungsten platinum wire have been produced for grids in radar tubes and for aircraft spark plugs. Some of the alloy for the latter application is made by sintering, the remainder by smelting and casting. MATERIALS The platinum powder used in this work was kindly supplied by the research and Development Laboratory of the Owens-Corning Fiberglas Corp., Newark, Ohio, It was prepared from scrap platinum. After dissolving in aqua regia and evaporating almost to dryness, the solution was worked up several times with concentrated HCI. the resultant platinic chloride was diluted considerably, and metallic zinc was added, which precipitated the platinum in a very finely divided form. A formula for quantitative efficiency is proposed, in which the efficiency value is a function of the improperly distributed material at the, gravity of separation effected by the cleaning equipment. The misplaced material is expressed as a percentage of the total material discharged from the equipment. Numerous examples are given, demonstrating application of the formula to various types of separation, including multiple-product separations.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

AS applied to coal, the term processing is subject to many interpretations. To some it means preparation of coal for the market by mechanical means such as crushing, sizing, washing, or treating with oil or chemicals to eliminate dust or improve combustion quality. To others it means conversion of the coal to other commodities as in carbonization to produce coke and by- products, or to liquids by application of the hydrogenation process. I prefer to classify the various forms of mechanical treatment under the heading of beneficiation and apply the term processing to those methods of treatment that destroy the coal sub- stance through distillation or hydrogenation.

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.
