All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

The estimated production of petroleum in the Dominion of Canada for 1931 was 1,582,000 bbl., an increase of 60,000 bbl. over 1930. Nearly all of the production came from Alberta, with a small quantity from Ontario, and a very minor amount reported from New Brunswick. At the beginning of 1931 it was hoped, and predicted, that a substantial increase in production would be shown for that year, but such was not the case, since Alberta did not show the anticipated gain. The production from Ontario and New Brunswick has not varied more than a few thousand barrels during the past 10 years and aggregated 124,000 bbl. in 1930, with 126,600 bbl. estimated for 1931. Unless new fields are discovered, production in 1932 will decline, with Ontario and New Brunswick showing little change and Alberta declining appreciably. On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

The South 180th Street Grade Separation underpass in Tukwila and Renton, Washington, USA, permits vehicular traffic to pass beneath Burlington Northern Santa Fe and Union Pacific railroad tracks. The railroad tracks were temporarily relocated onto a shoofly crossing while the permanent bridges were constructed. The maximum underpass depth is approximately 25 feet (7.6 meters [m]). The majority of the sidewalls are supported using alternating reinforced and unreinforced secant pile walls. Temporary and permanent struts brace the top of the excavation. Because the groundwater is about 15 feet (4.6 m) above the base of the excavation and the subsurface materials are loose to medium dense fill, alluvium, and soft flood plain organics, the base of the excavation was strengthened and sealed using wet cement deep soil mixing (CDSM) methods. During construction, CDSM-treated ground temporarily acted as part of the railroad shoofly shoring while the remainder of the underpass was excavated on either side of active railroad tracks. The combination of secant pile sidewalls and CDSM bottom seal allowed for easy excavation, even during wet conditions. Using a 35-foot-thick (maximum) (10.7-m) CDSM layer both to act as a bottom seal and to resist uplift pressures is a unique, dual-purpose application of CDSM technology in the United States.

It is not the primary object of this paper to treat with the scheme of prospecting in detail, but it is considered that a brief description of the broad lines is necessary so that the significance of the points to be discussed later may be appreciated.The finding of payable gold reefs on the Bendigo field resolves itself into a two-fold problem, firstly the location of quartz bodies, and secondly the location of gold shoots in such bodies. The country rock of the field has been folded and faulted, and the occurrence of known reefs is associated with the fold axes and the faulting. The "lines" of the field are the anticlinal axes, and practically all known reefs are at or near centre country. Very little work has been done on the synclines, which may have some potential value.Quartz has been introduced along the fracture systems, and gives rise to the three main types of reef met with on the field, namely, the "back," which is similar to a bedded quartz reef and is formed along a bedding plane fault; the "saddle," which forms at the crest of the anticline and has the typical shape from which it takes its name; and "spurs," which are irregular masses of quartz, making off reefs of the first two types.As the fracturing throughout the field is widespread and fairly intense, the first problem, that of finqing quartz, is comparatively simple, and any regular system of blocking out the ground will be productive of quartz bodies.*Field Superintendent, Bendigo Mines Ltd. The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

A process was developed to produce electrolytic manganese dioxide, suitable for use in high quality dry cells, from Risdon anode mud. ImpurItIes present In the anode mud were removed prior to the electrolysis which was performed from a manganese sulphate bath using the following conditions.Temp. 95°CH2S04 50-55 g/l.Mn2+ 55-60 g/l.Anode c.d. 10·0 A/sq. ft.Operation under these conditions yielded current efficiency and power consumption figures of 95 per cent and 0·8 kWh/lb respectively. The product conformed to battery manufacturers' specifications as regards physical and chemical properties and performed satisfactorily in a battery testing programme.

The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.

In this manuscript, the facts about cyanide are presented beginning with a brief history and definition and ending with a discussion on cyanide alternatives. Other topics include speciation, physical characteristics, toxicity, manufacturing, cyanogenics, cyanide cycle, separation, destruction, and markets including those outside the mining industry. Emphasis, of course, is placed on gold production by leaching and how it is influenced by ore type, mineral characteristics and economics as well as its advantages and disadvantages.

Knowledge of the physical and chemical properties as well as the behaviour of the mould fluxes during melting, important in order to improve continuous casting operations. Lubrication and control of heat transfer in the mould are the more relevant functions of these materials. Values of physical properties like viscosity and surface tension at melting range temperatures are required, as much as the thermal behaviour under process conditions. The heat extraction from the liquid steel has an important effect in the final quality of products. Mould fluxes are constituted by different oxides, and may form glasses and crystal phases during cooling. The solidification rate and the chemical composition determine the proportion, type and crystalline morphology, which are responsible of the thermal transfer processes. In this paper, viscosity values are reported in the melting range temperatures calculated by means of the Riboud model and compared with fluidity results obtained by the inclined plane technique. Also the linear expansion of the mould fluxes at high temperatures was determined by dilatometry. The crystallization in two different fluxes was determined by DTA tests and correlated with the basicity index. Crystal phases were evaluated by scanning electronic microscopy on quenched samples at 1300°C. This information is relevant to increase the knowledge on the peritectic steel grades casting process in order to improve its quality. The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

"Zn-Pb sulfide mineralization at Abbeytown mine and Twigspark quarry comprise the only known car¬bonate-hosted base metal sulfide deposits in the Sligo syncline, northwest Ireland. Limestone sedimentation occurred uniformly throughout the region during the Early Carboniferous (Mississippian) as observed by field relationships and lithofacies; however, petrographic and stable isotope evidence indicate that host-rock dolomitization occurred under different conditions at localities to the west and east of the Ox Mountains inlier, suggesting significant uplift and geologic isolation of these areas prior to dolomitization. Localized fluid flow systems are thought to be responsible for sulfide mineralization and associated epigenetic carbonate cements. West of the Ox Mountains inlier at Abbeytown, evidence of three geochemically distinct fluids are observed: (1) a lower-temperature, lower-salinity fluid (70°-130-°C, 4-9 wt.% equiv. NaCl); (2) a lower-temperature, higher-salinity fluid (70°-140°C, 15-24 wt.% equiv. NaCl); and (3) a higher-temperature, moderate-salinity fluid (165°-220°C, 8-14 wt.% equiv. NaCl). Similar fluid types were observed at the Twigspark deposit. The source of the higher-salinity fluid is likely seawater evaporated to near the point of halite precipitation. The higher-temperature fluid is thought to have been derived from deep circulation of basinal brines. It is speculated that mixing of the higher-salinity fluid with the high-temperature fluid was vital for ore formation at Abbeytown because fluid inclusions in sphalerite have homogenization temperatures and salinity values that fall along a mixing trajectory of these end member fluids. Also, areas where the high-salinity end member fluid is absent are barren of sulfides. Less complex fluid systems are indicated for sites east of the Ox Mountains inlier where no sulfide mineralization was observed. Data from base metal sulfide prospects in northwest Ireland indicate no connection with the regionally extensive flow system thought to be responsible for Zn-Pb deposits throughout the Irish Midlands.Les minéralisations en sulfures de Zn-Pb de la mine Abbeytown et de la carrière Twigspark sont les seules gîtes de métaux usuels à encaissant carbonaté connus dans le synclinal de Sligo, au nord-ouest de l’Irlande. The vertical travel lead, referred to as "VTL" system, was first developed and patented by C.W. Bermingham in the 1970's. This lead system was developed in response to the fundamental limitations of either a fixed lead or hanging lead system. The fixed lead system is well suited to level job sites with few obstructions and has the advantage of faster positioning of the lead, the hanging lead is very adaptable to different elevations and batter piles but takes much longer to position. Therefore the Vertical Travel Lead was developed to combine the advantages of fixed leads, fast and accurate positioning, with the ability to adjust the height of the lead base up or down. The VTL lead is connected to the boom by a sliding connection which allows the lead to be elevated or lowered below grade. The advantages of the VTL system were recognized by many foundation specialists and they have become the Industry standard in Canada , US Railway Construction , and many parts of the USA.

"Explosions in bituminous coal mines are preventable. The combination of adequate ventilation, thorough rock-dusting, and water on the cutter bars of mining machines and of empty and loaded cars will certainly reduce the hazard to a minimum, if not remove it entirely. This is the attitude taken by the Woodward Iron Co. in lessening or removing the dust and gas explosion hazard from its Dolomite and Mulga mines.This report was made possible through the willingness of Frank H. Crockard, president of the Woodward Iron Co. to make records available and to authorize their publication for the benefit of the coal-mining industry.The compilation of these data and preparation of maps was facilitated by the cooperation of M. Heard, general superintendent of coal mines, J. B. Whatley, assistant general super-intendent of coal, and R. P. Whetmore, chief mining engineer.The Dolomite and Mulga mines are about 16 miles southwest of Birmingham, Jefferson County, Ala., on a company owned and operated railroad which connects ore mines, coal mines, coke ovens, and furnaces.In the Dolomite property there is a 30°, 860-foot, double-tracked slope for hoisting, three manway and air slopes and one air shaft, all in rock.At Mulga there is a 220-foot hoisting shaft, an air shaft and two manways, and material and air slopes, all in rock to the coal bed.The coal in both mines comes from the Pratt bed, which is the next coal above the Mary Lee bed in the Warrior Basin. The coal is horizontal or slightly undulating, with thickness varying from 36 to 72 inches and averaging 50 inches.The method of mining is essentially room-and-pillar with modifications for mechanized sections. The mines produced approximately 1,100,000 tons with 2,328,309 man-hours exposure n 1929 and 900,000 tons with 1,697,436 man-hours exposure in 1930.Through the work of the safety department the entire personnel in the coal mines, as well as in other departments, makes safety an essential part of efficient operation.Both mines are gassy; Dolomite produces about 334,000 cubic feet and Mulga about 919,000 cubic feet of methane every 24 hours.The ventilation maps, two of Dolomite mines (figs. 1 and 2) and one of Mulga (fig. 3) give as much of the details of ventilation as is practicable to put on maps of such scale. As will be seen from these maps there are two main ventilating fans in Dolomite mine and two in Mulga mine and the general direction of the air travel is indicated by long arrows to fan 1 and short arrows to fan 2 in each mine. Each fan has a gas or steam auxiliary drive and each mine has a complete fan and power unit ready for operation in emergency.In Dolomite, recently taken data show that fan 1 exhausts 82,000 cubic feet of air per minute at 3.2-inch water-gage pressure, with an analyzed methane content of 0.15 per cent, and fan 2 exhausts 115,500 cubic feet of air at 3.8-inch pressure and 0.10 per cent of methane. In addition, a Capell fan at No. 2 air shaft is a standby or emergency unit.In Mulga recently taken data show that fan 1 exhausts 83,000 cubic feet of air per minute at 3.0-inch pressure and 0.18 per cent of methane, and fan 3 exhaust 119,000 cubic feet of air per minute at 5.4 inch pressure and 0.35 per cent of methane. Fan 2 at No. 2 shaft is a standby or emergency unit for the Mulga mine.The ventilation is on a split system in both mines. All part split and total returns are measured, sampled, and analyzed weekly, requiring one man two days each week. During December, 1930, 77 samples were collected and analyzed in Mulga and 78 in Dolomite. Two weekly reports covering part of December, 1930, are given here so that they can be studied to show control of ventilation in the Dolomite and Mulga mines. In the event that a split sample shows more than 0.50 per cent of methane, immediate steps are taken to lower the explosive-gas content. The reports follow:"

THE Jacksonville plant of Humphreys Gold Corp., operating under leases from National Lead Co. and Rutile Mining Co. of Florida, recovers rutile, ilmenite, zircon, and monazite from an ancient beach deposit containing about 2.5 pct of these minerals in combination. The location of the plant is unique, being situated about ten miles from the center of Jacksonville, Fla., surrounded by a thriving suburb. Two four-lane highways pass within 1 ½ miles of the plant. An expressway now under construction will pass over the tailing pile, within 500 ft of the mine office. The elevation at the plant site is approximately 50 ft above sea level. This is one of two mines producing titanium minerals and zircon in Florida. Another mine is also operated by Humphreys at Starke, about 50 miles southeast of Jacksonville. The Jacksonville deposit extends about six miles in a north-south direction, averaging approximately one half mile wide and twenty ft thick. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Otago Schist belt of southern New Zealand hosts widespread orogenic gold deposits. Erosion of these orogenic gold deposits has led to the formation of numerous placer deposits distributed across and beyond the host schist belt. Numerical modelling of crustal scale deformation and geomorphic evolution has defined the key tectonic features that have controlled the severance of detrital gold deposits from their sources. Tectonic activity over the past 20 million years, during development of the modern Pacific-Australian plate boundary, has severed links between some placers and their sources. Detrital gold was transported south from the Otago Schist source region in two different river systems in the Miocene. Mesozoic orogenic gold deposits shed gold into rivers that flowed to the south. These rivers were terminated by the rise of north-west-trending basement ridges at the boundary between weak schist crust and strong greywacke crust, and the ridges were controlled by pre-existing faults at that rheological boundary. In contrast, rising mountains close to the developing plate boundary in the Miocene were the locus of new orogenic gold deposits hosted in extensional faults. These gold deposits were rapidly exhumed and contributed detrital gold to orogen-parallel Miocene rivers that flowed to the south-west. Pleistocene deformation on mainly north-west and north-east orientations, and associated river capture, has severed the links between these Miocene orogenic deposits and downstream detrital gold.CITATION:Craw, D and Upton, P, 2015. Extending an organization?s knowledge base throughout the entire enterprise can improve operations. Until recently, though, field operations were often left out of the information loop, as extending high-bandwidth communications into harsh environments often proved impossible due to thermal extremes, physical hazards and caustic chemicals. However, advances in the design and manufacture of rugged fiberoptic cables have now enabled the successful installation of 10-gigabit transmission links to places such as mining operations. The experience of Consol Energy exemplifies how plant managers can successfully enlist ruggedized tight buffered cables to help carry the efficiency of ERP communications into even the most challenging work environments. ?As part of our ERP implementation, we extended our corporate network underground into our mines using fi beroptic cable,? said Tom Prokop, manager-site support for Consol Energy. ?We?ve actually had rooffalls bury the cable between rocks and still did not lose data communications. Our maintenance personnel are now able to access our ERP system while underground at locations that can be up to 32 km (20 miles) away from their desks or the warehouse. Access to the corporate network allows them to order parts, look at electronic schematics, access monitoring data, no matter where they are in the mine. With a few hundred workers below ground, this immediate access translates into a time-savings that adds up in a hurry.?

Due to the environmental constraints and the limitations on blasting, ripping as a ground loosening and breaking method has become more popular in both mining and civil engineering applications. Because of the technological advances in dozer manufacturing techniques, more powerful dozer types are available today. Thus, the ground, previously classified as non-rippable, has become rippable. As a consequence, a more applicable rippability classification system is needed which considers both equipment properties as well as rock properties in all applications. This paper is part of a complementary research work and presents the development of a previously published grading rippability classification system by the application of fuzzy set theory. The integrated rippability classification system considers the combined utilization of the rock and equipment properties, as well as expert opinion. Fuzzy set theory was chosen mainly because it deals well with uncertainty in the choice of variables. Although there are apparent sharp or discontinuous boundaries in existing classification systems, practically most of the factors involved in the ripping process are less well defined and boundaries are more blurred (or fuzzy) or uncertain in nature. Also by means of fuzzy logic it is possible to eliminate bias or subjectivity. The validity of the proposed system was checked by the comparison against existing classification systems and direct ripping production values obtained at studied sites. It is seen that by means of fuzzy logic, the uncertainties are reduced and biased usage of the final ratings that appear in alternative systems are efficiently dealt with. COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3
