A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). Low-cost hydroelectric energy in the Pacific Nortnwest has been an important factor in the development of a ferroalloy industry. Eleven companies, employing approximately 1,000 persons, produce about 116,000 tons (1954-58 average) annually of ferrosilicon, ferrochromium, ferromanganese, ferrophosphorus, silicomanganese, and ferronickel. About 7,500 tons (1954-58 average) of these ferroalloys is consumed in the Pacific Northwest States of Washington and Oregon; the rest is used principally in other western and mid-western markets. In 1959, the Bureau of Mines began a study to determine the current status and to evaluate the potential of the ferroalloy industry in the Pacific Northwest. The Bureau gathered information from operating alloy plants in Oregon, Washington, Idaho, and Montana; from published materials; and from consumers of ferroalloys.

Recent developments in circulating fluidized bed (CFB) once-through supercritical technology (OTSC) have enabled this technology to be offered as a utility-scale alternative competing head-to-head with pulverized fuel (PF) OTSC offerings. One clear example is the CFB supercritical unit at the Lagisza Power Plant in Poland, owned by PoludniowyKoncernEnergetyczny SA (PKE). This unit has now been in commercial operation for three full years, exhibiting very good performance, and has validated Foster Wheeler?s performance model at this utility scale as well as for units in the 600 MWe and 800 MWe size ranges offering net efficiency of ~43 per cent (LHV basis). This operating unit has also proven the use of the world?s first FW/BENSON? vertical-tube OTSC low mass flux technology. Since the Lagisza original international tender specified OTSC PF technology, it is important to note that the alternative selection of CFB OTSC technology over conventional PF technology is of historic significance, not only for the validation of the CFB supercritical platform as a viable alternative to conventional PF technology, but it also positions the CFB OTSC with fuel flexibility for offering of sizes up to and including 800 MWe units. This paper explores the differences between CFB OTSC technology and standard PF OTSC in utility power generation. Selection criteria, fuel burning range in both technologies, and other selection drivers are discussed. Economic analysis of both technologies, based on existing cases, is also provided. Also discussed are the technical advantages and uses of each technology. Foster Wheeler has recently been awarded a contract for four units of CFB OTSC technology, which utilizes a 2 on 1 configuration of two 550 MWe CFB OTSC boilers on two single 1000 MWe turbines. Essentially this provides a fuel-flexible low-emissions alternative to a 2 × 1000 MWe solid fuel power block.

In late 1989, first-pass reconnaissance exploration delineated a 4km x 6km geochem- ically anomalous area centred 10km WNW of Kainantu in the Eastern Highlands Province at 6¦13'S and 145047'E. The area, named the Basangka prospect, lies between 2 200 and 2 400m asl. Interest in the area was prompted by a 14ppm Au assay of a silica-pyrite breccia float sample taken near Henkai village. The prospect was defined after several acid-leached silica- pyrite breccia and comb textured quartz float samples returned assays above lppm Au and relatively high Ag. Very encouraging and anomalous Au values were obtained from panned concentrates, despite the absence of visible Au colours. Several pan concentrates returned greater than 1mg Au and it is believed that the Au occurs as inclusions within iron oxides which were originally pyrite. In this early stage of prospect exploration, any Au value above 0.lppm in- 150# fraction stream sediments is treated as anomalous. Rock chips, panned concentrates and -150# fraction geochemistry all vividly define the areas of interest at Basangka.

"Rare earth elements (REEs) have numerous key applications in both traditional and advanced technologies. A shortage of some critical REEs is expected due to the discrepancy between the REE abundance in REE deposits and the REE demand from the market. For example, Neodymium, Europium, Terbium, Dysprosium, Erbium and Yttrium are expected to be in short supply. REE recovery and separation from secondary resources such as uranium wastes, heavy mineral sands, and recycled materials can balance the shortfall in a cost effective way.The Saskatchewan Research Council (SRC) is engaged in the development and commercialization of complete REE recovery and separation technologies in Canada. One of SRC’s newest developments is the design and commissioning of a heavy rare earth (HREE) separation pilot plant. The pilot plant uses hundreds of stages of solvent extraction (SX) to produce high purity individual HREEs from both primary and secondary resources.This paper presents the design of an HREE recovery process for the particular case of uranium processing wastes. The separation results of a group separation are reported and discussed, as well as the issues and the challenges of the development, commissioning and operation of the continuous SX pilot plant.IntroductionSignificant amounts of strategic specialty heavy rare earth elements (HREEs) are found in uranium wastes in Saskatchewan. It estimated that about 47 tonne/a of heavy rare earth element oxides (HREO) including 27 tonne/a of Y2O3, plus 6 tonne/a of Sc2O3 are in the raffinate of every uranium mill for potential recovery. Since the HREEs are already in the raffinate, cost effective HREE production is promising in Saskatchewan.Selective precipitation including nutraulization, oxalate and double-salts precipitation, as well as sulfide precipitation, ion exchange (IX) and SX are commonly used technologies for the recovery and purification of REE solution. REE oxalate precipitation is an effective technology to remove Fe, Al, Ca, Si and other impurities by taking the advantages of the solubility difference between oxalates of REEs and impurities in acidic solution (Xu, 2005)."

"The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

Subsidence beneath the land surface has traditionally been monitored using the most accurate surveying methods of the day. Over the several hundred years of subsidence investigation, these techniques have improved, and thus the accuracy of subsidence measurements has improved. In circumstances where the subsiding surface is masked by water or rock, novel methods must be developed. This method describes the recent successes of subsidence monitoring using advanced bathymeric techniques in the Sydney Coalfield. In order to obtain subsidence profiles above submarine coal extractions, seafloor bathymetry surveys, run before and after mining, have shown that subsidence profiles can be detected, despite the primitive nature of some of the trials. Very recently, there have been considerable advances in this field, associated with the availablity of high-powered personal computers to control data collection and analyse the results. The recent surveys described in this paper have demonstrated the considerable potential for such methods. This paper describes bathymetric subsidence monitoring developed in the Sydney Coalfield, illustrated with some typical results, and summarizes the findings of the research leading to the development of subsidence design criteria specific to the Sydney Coalfield.

Titanium is not yet being produced on a commercial scale despite the facts that it has some impressive properties, and that it occurs very abundantly in easily-mined, highgrade oxide ores. One important reason for this is that the excellent mechanical properties of the metal were not widely recognised and appreciated until about twenty years ago.Another factor which has tended to retard progress in titanium metallurgy has been the realization that the oxide minerals of titanium are very stable; in other words, considerable energy has to be expended to reduce the oxide to metal. Table 1 presents the minimum energies which would have to be expended to produce one ton of each of the metals, aluminium, magnesium, titanium and iron from their respective oxides under theoretically ideal conditions at normal temperature and pressure. At higher temperatures, the minimum energy requirements are different, but the values for the various metals still fall in the same order as indicated in Table 1.In actual fact, the energy consumption in the case of any particular metal is higher than the ideal value by an amount which can be determined only by&apos; the results of plant practice. The U.S. Bureau of Mines (USBM) conducted a series of laboratory tests to investigate the effectiveness of using a flooded-bed scrubber with exhaust ventilation in deep-cut faces of up to 12.2 m in length. An experimental test program to determine the impact on respirable dust levels resulting from changes in face airflow, curtain setback distance, operator positioning, and operating parameters of the external spray system on the miner was completed. Gravimetric sampling was conducted in the immediate return and at three sampling locations on the off-curtain side of the entry. Statistically significant differences in dust levels on the order of 0.5 to 1.2 mg/m3 were observed between specific sampling locations and changes in several test parameters. Dust sampling results indicated that a flooded-bed scrubber and exhaust ventilation can be a viable dust control system for extracting deep cuts up to 12.2 m in length. The impact on methane was not evaluated.

The threat of global warming and its prominent position in public discussion and political debate requires all industry to take stock of its contribution to rising atmospheric concentration of greenhouse gases. For the primary metals industry, the first step must be to identify the pattern and range of emissions at each step in the production chain. Only then can the industry assess the economic consequences of the penalties on emissions that will be imposed by governments and regulators and devise cost-effective plans to avoid or mitigate such penalties. While some work has been done to estimate carbon dioxide (CO2) emissions using Life Cycle Inventory analysis, this approach is less useful than site-by-site emissions estimates. It is the level of specific emissions at each site that will ultimately deter-mine carbon taxation liabilities and participation in emissions trading schemes. Most mining companies have moved with the times to issue sustainability reports for their operations. But in the absence of any standardized reporting format, it is difficult to make useful comparisons between even the best-reported producers on a like-with-like basis. For this reason, Minecost.com modeled the use of fuels and energy used in mining, milling, shipping and metallurgical treatment to cover ?cradle-to-gate? emissions of greenhouse gases resulting from the production of the major base metals copper, zinc, lead and nickel. Greenhouse gas emissions ? overwhelmingly carbon dioxide ? are associated with the consumption of energy at every step in the production chain, from exploration through mining to the production of refined metal. Producers of primary metal employ diverse technologies to mine, mill, smelt and refine several different types of ore. Every orebody has its own special characteristics. In addition, most base metals are produced in concentrate that must be transported to smelters, with con-sequent emissions consequences.

"Inco Metals Ltd. (Manitoba Division) operates a mining, milling, smelting and refining complex, 500 miles north of Winnipeg in central Manitoba. The Thompson Mill is presently operating at 12,000 S.T.P.D. on ore from both underground and open pit mines. The ore is treated in two separate milling and flotation circuits utilizing a common crushing system which is located inside the main mill building. The milling facility employs approximately 43 operating employees, 30 maintenance employees and 20 staff in supervisory or process development roles.In recent years an increasing awareness of the potential hazards of contaminants in the work place has made it mandatory that all employers maintain careful and accurate records of the work environment to which each employee has been exposed during his working career.The importance of this record keeping and general observation of the work place cannot be over emphasized. Proper monitoring of the work place provides an accurate and complete record of the contaminants and physical agents to which an employee is exposed during his work career. This can aid in studies which might be conducted in the future and can also be used as a basis for instituting improvements to the workplace."

In recent years, one large mine collapse and numerous smaller bump events have resulted in a renewed interest in coal bump research. With numerical modeling, the Energy Release Rate (ERR) calculation quantifies the ?release? of the gravitational potential energy of the rock mass into the environment as mining progresses. This release of energy can occur passively in the form of heat and sound or dynamically in the form of pillar bumps or rock bursts. From the initial application of a calculated energy release rate in the deep hard-rock mines of South Africa, the ERR was found to have a significant correlation with the risk or potential of damaging coal bumps or rock bursts. In this research, an ERR calculation is incorporated into the modern LaModel program to facilitate the analysis for potential coal bumps. Initially the ERR calculations in LaModel are verified using a case study of cut sequences originally modeled using the MULSIM/NL program. Then, the ERR calculations are applied to a bump-prone mine in Southern Appalachia were a number of different pillar recovery cut sequences were used in order to minimize the risk of bumps.

Terramin Australia LimitedÆs Angas Lead and Zinc Mine operates in the unique and picturesque environment of Adelaide Hills, 60 km South East of the Adelaide city centre itself. The mine was granted approval for construction by the South Australian Government in April 2007 and the Process Plant was constructed and commissioned in July 2008. This paper outlines the background to the plant design and the approval process given the close proximity to the local town of Strathalbyn, with a major focus on the commissioning learnings from the Concentrator startup for future reference and a review of the operational performance of the Concentrator throughout the first year of successful production versus design and expectations.

The Mini-DiscTM cutter drill bit is a radical design departure from the traditional tri-cone rockdrill bit. Miniature disc type cutting tools as small as 3.25 inches (82.5 mm) diameter are fitted to a bit body to cut individual concentric kerfs. The action is the same as that commonly used on large tunnel boring machines but miniaturized. The high performance rate and efficiency of a disc cutter are the result of producing a large proportion rock chips rather than sand or powder. The Mini-DiscTM drill bit, referred to as the “Disc Bit” has other unique features as well. It can be re-greased between runs. It can be rebuilt in the field in about 15 minutes, cutters can be replaced and the Disc-Bit appears to require less down hole hydraulic power than conventional bits. Thoroughly tested in the laboratory, the bit has recently been undergoing field trials in well drilling, blast hole drilling and shaft drilling. As any engineer knows, the laboratory can not shake out all the problems but it eliminates the more glaring weaknesses. Performance results have been exhilarating, and a few mechanical problems were discovered and largely overcome. This paper is a progress report.

This paper presents an investigation of some alternatives, and improvements to timber posts and cribs. The purpose is to find a cheaper, better, easy to install, and effective means to replace or improve them. Selection of supports needs to take account of several factors. These factors include the mechanical behavior of the support, technical feasibility, and cost. In this paper a variety of supports are compared on these bases. Particular advantages and disadvantages of those supports have been determined through published material and a testing program. A broad evaluation of a number of specific groups of supports is presented. Included in this evaluation are timber posts and cribs, steel friction props and several, newer developments such as the Micon Yield Capsule and the Super Post. Another support that will be briefly discussed is steel-fiber-reinforced concrete. Particular emphasis will be placed on the Micon Yield Capsule and the Super Posts on which preliminary testing has been carried out. The testing results are presented in detail. The shortcomings of the test procedure are pointed out and some new ideas to improve the testing in the future are proposed.

The Fleming method is widely used for the analysis and prediction of single pile behaviour under maintained loading. The method does not distinguish between bored and driven piles. Driven piling avoids the need to dispose of spoil from the pile installation and is therefore becoming increasingly attractive. This paper considers the theoretical effects of the possible preload at the base of a driven pile after installation, using the hyperbolic functions as defined by Fleming. The Fleming method is reviewed and the equations and analyses are adapted, using spreadsheets, to allow for a possible preload. The simplifying assumption of the effect of the elastic compression of the pile is also reviewed and a more analytical method adopted to assess the elastic compression. Some driven pile test data is analysed to consider the possible effects of the preload on the performance of a driven pile and to test the theoretical relationships that are developed in the paper.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation&apos;s lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan&apos;s signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency&apos;s (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one&apos;s solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Ernest Henry Mining (EHM) is a copper, gold and magnetite mining and processing operation located 38km north east of Cloncurry. The EHM ore body has an average grade of 0.9% copper (chalcopyrite), 0.5g/t gold and 22% magnetite.Open pit mining commenced in March 1998, but EHM transitioned to underground mining in December 2012, extending the life of operations beyond 2024. The underground mine currently produces up to 3Mt/year of ore, hauled up a decline by truck. This figure shall double in 2014 with the completion of a 1000m shaft. The EHM Concentrator has a nameplate capacity of 10Mt/year. In June 2011, Xstrata Copper acquired the Mount Margaret resource to supplement underground production and utilise the full capacity of the Concentrator. The Mount Margaret Mining (MMM) operation was established to develop the five deposits making up the resource by way of open pit mining.Copper concentrate is produced by the EHM Concentrator via grinding, flotation and dewatering circuits. The grinding circuit comprises a SAG and ball mill in a closed AB configuration. Flotation consists of a rougher train, regrind and three stages of cleaning, with the tail from the first stage reporting to the tailings thickener.The mineralogy of the MMM ores is complex, comprising fine textures of active pyrite, copper oxides, native copper, clay and secondary copper sulphides. This paper provides an overview of the metallurgical test work completed to forecast the performance of the MMM ores through the EHM Concentrator and identify flow sheet modifications for maximising copper recovery and producing a saleable concentrate.
