The first and opening session, held Tuesday afternoon, Oct. 10,. in the Reception-Hall of the St. Francis, was called to order by State Senator William C. Ralston, Chairman of the Executive Committee, who in a few well-chosen words welcomed the visiting members and guests of the Institute to San Francisco. He said it was twelve years since the last meeting on the Pacific Coast and that it was here that the greatest feats. of mining had been accomplished in the history of the country. He told of the work that had been done on the continent and of the new methods introduced by the mining engineers for the betterment of the nation. He then introduced Capt. Robert W. Hunt, twice past President of the Institute, and present Acting President for the San Francisco meeting and the subsequent visit to Japan, who responded cordially to Mr. Ralston's welcoming address. By unanimous vote, the Secretary was instructed to send a telegram to President Charles Kirchhoff expressing regret for his absence, and hoping for a rapid improvement in the health of his mother. As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

The location of a decline shaft portal can have far reaching implications if the geotechnical conditions are not suited for safe and cost effective excavation. Ideally the portal should be positioned in an area where the excavation requires minimal support and the portal can be formed in reasonably competent rock. In many cases, however, the shaft is linked to an underground mining plan and the shaft may have to pass through poor ground conditions. Determining the optimal position at which tunnelling can commence i.e. the portal, is critical and requires a thorough geotechnical investigation. Methods used to acquire information for the assessment of the ground conditions are discussed in this paper. Selection of the appropriate methods is dependent on the anticipated ground conditions, the phase of investigation and restrictions due to site access and budget. Non-invasive techniques are often used during preliminary phases and invasive techniques for the detailed investigation. The methods used during each phase of investigation are discussed. Two case studies are then presented to provide examples of the investigative methods used in two different environments. The first being a flat featureless site with thick soils and deeply weathered bedrock, while the second is a mountainous site with differentially weathered rocky outcrops. Based on these cases, it is clear that an understanding of the geology and geomorphology of the site is vital to the final geotechnical assessment. KIeeman (1968) described practice in the Mount Hebbard dump concentrator, Broken Hill, N.S.W. The purpose of this note is to give data on flotation pulp chemistry in the plant for comparison with results of Woodcock and Jones (1970a, 1970b).Ten chemical parameters were measured at ten points in the circuit using the techniques of Woodcock and Jones (1970a, 1970b). Fig. 1 shows a condensed time plot of some continuous measurements in conditioner overflow and rougher feed. Fig. 2 shows average values of selected parameters at the start and end of each of the three rougher flotation stages.DISCUSSIONpH and redox potentiaIsFig. 1 shows that pH and Eh were relatively constant at the start of sulphide lead flotation. There was a fairly steady increase in pH throughout the circuit (Fig. 2), but flotation was always conducted in a slightly acid pulp in spite of the large amount of alkaline reagents added. Eh values became more positive as the pulp progressed through the circuit (Fig. 2) in accord with results elsewhere.

The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC's) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

"The emission of hydrocarbon gases from coal beds and contiguous strata causes many accidents in coal—mine workings, the number of fatalities so caused being second only to those due to falls of roof. Gases tend to increase in amount with depth of coal mining, hence the danger of explosion is increased with depth. The pressure of the gas in virgin—coal areas at a distance from mine workings likewise tends to increase with depth from the surface, probably due to corresponding increase in hydraulic head and possibly, when the gas is held in nonporous formations, to greater ground pressure. The rise in gas pressure with depth under usual conditions is shown in wells drilled from the surface and in some coal fields in drill holes into the face of workings; however, under normal conditions of coal formation gas does not issue into workings under high pressure because the coal and adjacent strata have many bedding and joint planes which allow the gas to escape freely at the face of the workings. The rare occurrence of instantaneous outbursts of gas, with violent effects referred to later, constitute the exception.Variations of volume and pressure of fire-damp or methane found in different coal beds by wells at a distance from mine workings, are analogous to variations in volume and pressure of natural gas found in different gas and oil sands, although in general the pressure tends to increase with the depth. Sometimes, however, in tight sands higher in the formation the pressure of gas therein is abnormally high, and on drilling the well deeper gas in the lower strata may be found at lower pressure."

JUDGING by the progressive atmosphere prevailing in the nonmetallic mineral industries during the past year, postwar conditions were healthful though inflationary. Demand for most industrial mineral products has been exceptionally high and many new production records were attained. Severe shortages of some commodities existed, especially building materials and fertilizers. Production costs and prices increased and profitable operation was general. Under these conditions expansion programs were the order of the day. Ample funds were available to finance the purchase of good equipment; and, as wages and other operating costs were increasing, primary emphasis was placed on attaining maximum efficiency in new installations. These efforts were hampered by shortages and slow delivery of desirable equipment, so compromises in design were often necessary. However, on the whole, production practice improved.

"We present a procedure for treatment of non-active solutions equivalent to the solutions obtained from dissolution of ionic exchange resins used in purification of a nuclear reactor primary cooling system containing Co, Ni, Cs and its isotropic varieties as main radioactivity source. Finally it is immobilized into a ferritic matrix by calcination which avoids its future leaching into environment.In order to achieve the objective of this treatment, a bivalent and a trivalent iron salt is added to the solution. Then, either a base or an acid is added, depending on the initial pH of the treated solution, with a Cs precipitating additive in order to reduce Co and Cs by precipitation, flocculation and adsorption. Controlling the amount of precipitating reactives it is possible to modify the activity/volume rate becoming a medium into a low radioactivity waste.The leaching test result applied over the ferritic sample is lower than the minimum limit established by law. Therefore, it can be kept safely in a interim storage."

Muckpile fragmentation formed by blasting depends on the specific charge factor, the discontinuities in the rock mass, and the rock strength. Determination of the discontinuity characteristics and rock strength is a long and difficult process. These two parameters are directly associated with the rock drilling speed. Therefore, it is the drilling speed of the machine used for the blast-hole, rather than the blasthole discontinuity characteristics and rock strength parameters, that is used in the prediction of muckpile fragmentation before blasting. Primarily, it has been suggested that the muckpile fragmentation values can be correctly determined by establishing correlations between the efficiency of the loader and muck pile fragmentation, since fragmentation is directly correlated with the former parameter. Subsequently, a correlation predicting the drilling speed of the drill machine was developed according to the discontinuity characteristics of the blasting surface and the rock strength. Finally, a correlation was developed predicting muckpile fragmentation according to the specific charge factor and the drilling speed of the drill machine The data was obtained by conducting blasting tests in two different limestone quarries.

The Homestake Mine included the open cut and underground workings up to 2,484 m (8,150 ft) deep. The mine ceased mining activities in December 2001 after 125 years of operation. Pumping from the underground workings continued for 18 more months until June 10, 2003. Homestake had completed a comprehensive hydrologic evaluation on post-closure underground flooding prior to the shutdown of pumping. After closure, the mine was selected by the National Science Foundation as the site for the Deep Underground Science and Engineering Laboratory (DUSEL). An interim laboratory facility will be set at the 1478 m (4850 ft) Level. The final facility will be set at the 2256 m (7400 ft) Level or deeper. Pumping from the underground workings began on June 5, 2008 by the South Dakota Science and Technology Authority (SDSTA). During the period of June 2008 through March 2009, the pumping rate increased from 41 L/s (650 gpm) to 81 L/s (1,290 gpm) with an average rate of 60 L/s (950 gpm). As a result, the water level had been lowered more than 95 m (310 ft). It was found that the observed rebound and later decline to date is in close agreement with the model projections. Because of this, the authors of this paper reject claims of a lack of sufficient measurement devices in place and a lack of understanding of the hydrologic system at the Homestake Mine prior to shutdown of pumping in 2003 (Davis et al, 2009). Furthermore, it is believed that this validated model can serve as a useful tool for the SDSTA to manage future underground dewatering for the DUSEL operation. This paper evaluates the hydrologic conditions in the Homestake Mine area and projects the post-closure groundwater rebound and decline due to DUSEL pumping.

The paper deals with the remediation of two areas formerly utilized for the disposal of hazardous wastes in a petrochemical plant. The works, designed on the basis of the criteria of maximum safety and minimum environmental impact, consisted in the confinement of the contaminated soil and groundwater within surface caps and perimetrical cut-off walls embedded in the underlying clay layer. The cut-off wall is 0.8 m thick and has a maximum depth of 33 m: it was designed to guarantee, as a minimum, the level of safety for a landfill for hazardous wastes, in accordance with the applicable National Standards. It was constructed with self-hardening mud and with the installation of an HDPE geomembrane. The HDPE liner of the cut-off wall was then sealed to that of the capping to obtain the complete encapsulation of the contaminated soil. A system of piezometers allows the monitoring of the cut-off efficiency measuring the fluctuations of the groundwater table and testing the chemical contents. Some wells installed within the contaminated areas will contribute to guarantee the full efficiency of the system in case of state of emergency, controlling the water-table level inside the confined areas.

A water balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site, South Dakota, to evaluate risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for analysis of precipitation based on historic records, and for probabilistic estimation of annual and monthly runoff from primary disturbed/mining activity areas that currently requires, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/Excel add-in “@Risk” was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation, and groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

Cumberland Resources Ltd. is currently planning to develop the Meadowbank Gold Project located some 70 km north of Baker Lake, Nunavut in the eastern Canadian Arctic region. The Meadowbank Gold Project currently consists of up to 6 main gold bearing deposits within relatively close proximity to one another which are planned to be mined primarily as a truck-and-shovel open pit operation and using conventional gold milling and extraction. The mining plan indicates that approximately 20 million tonnes of ore will be mined over a mine life of 8 to 10 years. The operation will generate approximately 160 million tonnes of mine waste rock and about 20 million tonnes of tailings. The site is located in an area of continuous permafrost with mean annual average air temperature of -11 °C and average annual precipitation in the range of 100 to 200 mm. Lakes cover a large portion of the site, including some of the ore deposits. The location of the site, and the physical environment, pose challenges to development. This paper presents some of the designs considered to effectively manage and utilize the waste products of mining at the project.

IN the underground department of a mine, we may fairly say that "good management is based upon three elementals: first, sound engineering; second, proper coordination and efficiency of every human unit; third, economy in the purchase and consumption: of supplies.This paper is practically an analysis of the second element; which stands out prominently as the most important in the winning of successful results. The human units are divided into officers and men. The officers intermesh. One man takes responsibility where another throws it down; incessantly new conditions are arising where they may be doubtful of their powers; and always, on account of the three shifts, varying methods of work are coming into conflict. This very often results in disorganization. What is most necessary to guard against this is an esprit de corps, which would influence officers to stifle personal feelings for the general welfare of the department, To secure co-operation and loyalty of the staff, the writer recommends for the mines of the field a system of profit-sharing. Distributed on a salary basis, together with liberal holidays (not less than three weeks in each year) on full pay...

A new analytical formula for predicting ground vibrations induced by blasting is proposed. One factor accounts for geometrical spreading. One factor corresponds to inelastic attenuation. The geometrical spreading function is based on likely source geometries, idealized as either square-root, cube-root or site-specific scaling, and on the propagation characteristics of predominant wave types. The inelastic attenuation is approximated by an exponential function. The empirical constants in these functions are backcalculated from field measurements. Regression analysis has been performed on twenty-three sets of measured data in order to determine the validity and the effectiveness of the proposed method. In many cases, the proposed method gives better correlation than the conventional method. In most of the remaining cases, there was no difference between the two methods. Best-fit lines given by the proposed method fit the data trend very well, especially at large scaled distances. At large distances the proposed method gives a prediction much closer to the actual values than the conventional methods. The statistical analysis shows not much difference between square-root, cube-root or site-specific scalings.

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

1. Estimates of reserves were made for three coal beds in Hamilton County the - Lantana, Sewanee, and Richland. Nine coal beds have been mined at one time or another in the county, but not enough information was available to estimate reserves in any beds other than the three given. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 53 million tons as of January 1, 1954. Of this total 35 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were insufficient for making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove re-serves in these areas, such reserves should be added to the total estimated reserves determined by this investigation.
