"SynopsisThe last commodities supercycle (2003 to 2011) was characterized by a belief in volume at any cost, where absolute output was deliberately prioritized over productivity considerations. This practice fuelled overoptimistic forecasting and planning, which in turn contributed to the economic crisis that followed. The sudden collapse of commodity prices has resulted in mining companies scrambling to find the right balance between optimizing current operations and preserving sufficient flexibility to grasp future opportunities. The runaway costs of building and operating mines have almost squeezed out profit margins, while lower ore grades are inflating production costs. Mining companies therefore need to look at the business with fresh eyes, and develop strategies to attract equity capital as traditional approaches are simply not working anymore. This is especially so in the context of a dwindling investor base that continues to demand greater returns, despite a significantly lower appetite for risk. This paper revisits the micro-economic concepts and demonstrates how pressure from shareholders to prioritize output contributed to spiralling costs and value destruction. Practical techniques are described to model cost curves to optimize a Mineral Resource endowment and address the need to rightbalance a business and preserve agility.IntroductionHenry Lazenby (2014) for the Mining Weekly writes, ‘Bruised and battered, the global mining industry today is undergoing a sea change. Practices and policies that might have worked wonders in the past are not as relevant today, and new approaches to running profitable mining operations need to be found.’ One significant practice the mining industry had during the last commodities supercycle (2003 to 2011) was chasing volume at any cost; absolute output was deliberately prioritized over productivity considerations (Goldsmith, 2013). Lazenby contends that in the face of falling and volatile commodity prices, many mining majors ‘across all commodity groups are currently grappling with sagging profits and low company valuations. This is often regarded as the result of the were in pursuit of growing their output at all costs in a high commodity price environment.’ Lee Hodgkinson, KPMG’s Canadian mining industry leader and quoted by Lazenby, says that ‘mining companies are now trying to find the right balance between optimizing current operations and preserving their agility to grasp future opportunities. The runaway costs of building and operating mines have almost squeezed out profit margins [whilst] lower grades of ore are inflating production costs. Mining companies need to look at the business with fresh eyes, and develop strategies to attract equity capital as it seems clear that some of the traditional approaches to the mining business are simply not working anymore."

In the last decade, the copper industry in China has developed rapidly and attracted the world’s attention. The production capacity of refined copper has grown remarkably from 4.578 million tons in 2010 up to 9.029 million tons in 2018, accounting for about 40% of the global refined copper production. And now, China has become the biggest refined copper producer in the world. This paper summarizes the application of modern copper metallurgical technologies such as Outotec flash smelting/converting technology, Cyclone smelting technology, TSL (ISA/Ausmelt) smelting/converting technology, Jinfeng side blown smelting and Baiyin side blown smelting technology, Chifeng side blown smelting and continuous top blown converting technology, SKS bottom blowing technology, Dongying two-step smelting technology, copper electrorefining with high current density, etc. in China’s copper industry, analyzes and compares the characteristics of those technologies and presents the great efforts of China’s copper smelters in adapting to the increasingly strict emission standards and improving economic benefits of copper smelters. INTRODUCTION China has been the biggest refined copper producer in the world for many years. China produced million tons of refined copper in 2018, accounting for 40% of the copper smelting production in the world, and of which, roughly, 70% of the copper concentrate was imported, mainly from Chile, Peru and Australia. ICSG (International Copper Study Group, 2017) shows clearly the position of top 20 countries of copper production and copper mine production (Figures 1 and 2). Blast Furnaces, Reverb Furnaces and Electric Furnaces dominated China Copper Smelting for quite long time till 1980s. The first modern copper smelting technology (flash copper smelting) was introduced into China in 1980s, then followed by Noranda, Ausmelt and ISA. Since then, China copper smelting technology stepped into modern time. Since 2000, old processes (Blast Furnace, Reverb Furnaces and Electric Furnaces) were phased out and replaced by modern smelting technologies. China Copper Production has been increasing dramatically (Figure 3).

A fluidized countercurrent ion-exchange system was developed, operated, and evaluated by the U.S. Department of the Interior, Bureau of Mines. The system consisted of integrated multiple-compartment absorption and elution columns in which the solution flows were continuous except for short periods when resin increments were withdrawn. The exchange of uranyl carbonate between a simulated in situ uranium leach liquor and a strong-base ion-exchange resin together with the subsequent elution with an ammonium chloride solution was studied. The effects of the number of sections, section height, amount of resin withdrawal, solution flow rate, and column diameter were investigated. The kinetic and equilibrium relationships for the absorption and elution steps were also examined. The experimental data indicate a strong interdependence between variables. Solution retention time appears to be a major limiting variable in the absorption process, while resin residence time is the determining factor in the elution process. The column was efficient over a range of conditions, but close control was needed for optimum operation.

Non-contact systems for measuring underground voids have used theodolites, reflective or non-reflective laser methods and sonar techniques. An effective but cheaper alternative is based on use of a Wild T1000 electronic theodolite coupled to a Leica Data DISTO and a Wild GRE3 data logger. The software used to process the theodolite data is a spreadsheet and macro combination, while Surpac, Datamine and AutoCAD modelling packages have been investigated for viewing the tunnel profiles. The main limitations were found to be blinding, when irregularities in the stope obstructed the line of sight, and the 30 m range of the Data DISTO model used in the study, although more powerful models are available. All three modelling packages proved suitable, with Surpac providing the best-quality printed images of the voids surveyed and AutoCad by far the cheapest alternative

Marine disposal of mill tailings has been practiced worldwide for over a century. However, only recently have the environmental effects of marine disposal been systematically studied. Some early attempts at marine disposal of tailings resulted in adverse impacts to marine life. However, recent advances in tailings disposal methods have included the introduction of engineered submarine tailings discharge systems, advanced environmental assessment and monitoring methods, and oceanographic modeling systems. Successful submarine tailings disposal (STD) has occurred at several mines. The U.S. Bureau of Mines (BOM) has undertaken studies of the disposal of mining and milling wastes in the marine environment. The BOM Alaska Field Operations Center, Juneau, initiated a review of the technology, regulations, and economic aspects of STD. The review illuminated the need for organization of literature on the subject, therefore the Bureau compiled this extensive bibliography on marine disposal of mill tailings. The bibliography presented here contains 1483 references and is also available through diskette in the Word Perfects format. A review of the references indicates that literature on submarine disposal inadequately covers the subject. The majority of the references listed only peripherally relate to the subject. Published literature on the engineering and environmental aspects of STD is severely limited.

New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNIIzarubezhgeologia, VNIIoceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of theRussian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deepsea drilling (leg 1-130),  thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.

The number of persons fatally injured in the California petroleum industry, in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry--reduced personnel, decreased active field development, and curtailed production--have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period.

The activities of the Bureau of Mines include the development and testing of self-contained oxygen breathing apparatus and other devices for respiratory protection, the development and tasting of devices for detecting dangerous or noxious mine atmospheres, and the training of men in the mineral industries in the use and care of this equipment to enable them to render effective service in mine rescue and recovery operations following mine fires and explosions, or under other conditions where irrespirable gases may be found in mines or mining plants. The first use of self-contained oxygen breathing apparatus for com- bating mine fires and explosions in the United States dates back about 30 years. Previous to that time, exploration for any distance ahead of fresh air was virtually impossible without great risk to life; moreover, the men called upon to render service at mine disasters were not well-versed in the properties and physiological effects of gases likely to be encountered. The U.S. Bureau of Mines studied mines and prospects in the Bristol/Granite Mountains Wilderness Study Area (WSA) in 1982. The 45,000 acre WSA, located in the eastern Mojave Desert of California, is underlain by Mesozoic plutonic rocks with scattered roof pendants of Paleozoic (?) metasedimentary rocks. Two mines and six prospects are identified; one mine, the Silver Lode Mine, and a prospect of unknown name are adjacent to the area. The Silver Lode Mine has occurrences of silver, lead and zinc. Within the study area, the Comanche Mine has occurrences of iron and copper and the Iron Victory Prospect has an occurrence of iron. None are large enough to constitute a resource. Occurrences of magnesian marble at the Comanche Mine, Iron Victory Prospect, and elsewhere in the area contain too much MgO for commercial use other than agricultural soil supplements or crushed stone. Transportation costs to markets would exceed the value of the rock. At the Comanche Mine, situated in a roof pendant of marble, about 10 tons remain of a 110-ton pod of magnetite which contained 42.5% iron, and less than 50 tons remain of a mineralized fault breccia which averaged 2.5% copper and 0.3 oz/ton silver. Magnesian marble contained 41 to 45% CaO and 14 to 16% MgO. Primary and secondary silver, lead, zinc, and copper minerals are disseminated along altered joints and in quartz veins in quartz monzonite at the Silver Lode Mine, adjacent to the WSA. Analytical data are sporadic; samples contained as much as 0.12 oz/ton gold, 1.8 oz/ton Silver, 1.1% lead, 3.8% zinc, and 0.3% copper. Mineralized zones in the workings are not resources, but they might indicate possible silver-lead-zinc resources at depth. At the Iron Victory Prospect, lenses of magnetite and hematite with some chalcopyrite occur in a skarn lone in a marble roof pendant. About 110,000 tons of iron-rich rock, averaging 47.2% iron, are present; the largest lens contains about 30,000 tons. About 150,000 tons of magnesian marble, averaging 41.0% CaO and 11.7% MgO, are also present. Deposits of stone, and sand and gravel in the WSA are too distant from markets to be resources. Occurrences of energy minerals were not identified.

This report is a general summary of pertinent data on the manufacture and use of synthetic ammonia products. It provides a condensed summary of the potentialities of a synthetic ammonia industry in North Dakota for Federal, State, and private organizations that may be interested in helping to develop an integrates synthetic ammonia and fertilizer industry. The report contains discussions of: (1) Materials used in the manufacture of nitrogenous fertilizers, nitric acid, and urea; (2) National production, imports, exports, and consumption; (3) the ammonia industry, location, capacity of plants; (4) processes used in manufacturing synthetic ammonia, nitric acid, and urea; (5) other potential industries; and (6) analyses of manufaturing and plant cosh;. Additional information on industrial compounds from ammonia and plant nutrients removed by crops is given in Appendixes 1 and 2. Synthetic ammonia is one of the primary ingredients in fertilizers. Resources required in synthetic ammonia manufacture are available in North Dakota. Hydrogen is available from the petroleum and natural gas resources, particularly in the Williston Basin, and from the large lignite resources in the State. Hydrogen can be produced from lignite by a gasification process developed by the Bureau of Mines at Grand Forks, N. Dak.

The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

INFACON is of special significance to people in South Africa who are interested in ferro-alloys, because it was in South Africa that the idea of regular international congresses on ferro-alloys was conceived and developed. INFACON 74, the first-ever such congress, was held in Johannesburg from 22nd to 26th April, 1974, being organized by the South African Institute of Mining and Metallurgy, the National Institute for Metallurgy, and the Ferro Alloy Producers' Association of South Africa. Augered-Cast-in-Place piles have been used successfully for many deep foundation applications. The four case studies discussed herein describe ACIP pile projects where problems developed during ACIP pile installation requiring changes to the method or sequence of installation. The case studies illustrate the importance of understanding existing subsurface conditions and project constraints when considering the use of this pile type. Ground loosening and over-excavation of soil during the augering process, a significant concern for fine to medium sands and non-plastic silts below the water table, can significantly impact adjacent structures. This risk needs to be evaluated during the pile selection process and generally can be mitigated, but not eliminated, by requiring the use of piling equipment with high torque and slow auger rotation speed to advance the auger with minimum amount of rotation. In some applications where high lateral stresses in the soil are present such as at the base of retaining structures, the use of ACIP piles may not be appropriate if structure movement is unacceptable. On the other hand, ACIP piles have been successfully used to support deep foundations in preconsolidated varved deposits where the new structure was designed to accommodate recompression settlement.

Rockbolt failures at the Waste Isolation Pilot Plant have been recorded since 1990 and are categorized in terms of mode of failure. The failures are evaluated in terms of physical location of installation within the mine, local excavation geometry and stratigraphy, proximity to other excavations or shafts, and excavation age. The database of failures has revealed discrete areas of the mine containing relatively large numbers of failures. The results of metallurgical analyses and standard rockbolt load testing have generally been in agreement with the in situ evaluations.

Different variations of soil nailing techniques have been used in the United States since the late 1970's. Such techniques owe their origins to French developments, which began in the early 1970's as a spin-off from European tunneling excavation support practice. The growing demands of urban infrastructure development and rehabilitation and environmental protection have created an active and expanding soil nailing market demand for earth retention and slope stabilization in the United States since its early developmental years. There is a clear need for a fundamental review of the large number of soil nailing techniques that are currently being used in the United States. Following a brief summary tracing the historical development of soil nailing and a generic classification of applications, this paper provides a review of the different recent advances in the design and construction of soil nailed systems. Discussion topics include nail design advances, permanent "top-down", structure support/underpinning, alternative face stability measures, composite systems, hollow bar and fiberglass nails and architectural reinforced concrete/shotcrete facings. Case histories will be presented to illustrate each of these advances.

The Dirtlow Rake vein deposit, which is up to 12 m thick, contains a range of paragenetically linked replacement mineralisation styles typical of many Mississippi Valley-type deposit environments. The main ore zone lies within the solution collapse breccia domes, the more southerly of which has recently been well exposed, allowing its relationship to the associated mineral-hosting structures to be studied. The domes were largely formed during early silicification, propagated by dissolution collapse and infilled by subsequent fluorite-barite mineralisation. The location of pipes and pervasive replacement was also controlled by early silicification. Structurally controlled bow tie shears were formed as a result of fluid access at fracture-bedding plane intersections. The nature and distribution of the mineralisation styles indicate that the degree of fluid access, residence time of solutions in contact with the wallrock and susceptibility of the limestone to silicification each played a major role in dictating mineralisation

The Federal Coal Mine Health and Safety Act of 1969 limits to 2 milligrams per cubic meter (for dust containing a maximum of 5% quartz) the average respirable dust concentration to which individual miners may be exposed. Section 205 of the Act directs that an appropriate exposure formula for dusts with quartz content in excess of 5% be established. This formula, entered in F. R. Document 70-12351 filed September 16, 1970, is 10 milligrams per cubic meter divided by % quartz. Thus, the total respirable dust exposure permitted limits the quartz to a maximum of 100 micrograms. For example, if % quartz is 5%, 10 mg/5 = 2 milligrams, and (.05) (2 mg) = 100 micrograms. Similarly, if % quartz is 10%, 10/10 = 1, and (.10) (1 mg) = 100 micrograms, etc. If the % quartz is less than 5%, the 2 mg/M3 limit prevails.
