Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. ABSTRACT This study analyzed the publicly available health and safety policies of 26 mining companies to determine the quantity of health and safety (H&S) practices that mining companies encourage in relation to the Plan-Do-Check-Act cycle. A thematic content analysis of the policies identified elements and practices within the text. On average, companies communicated information on about 7 elements (range 1–14, standard deviation = 3.49) and discussed 15 practices (range 2–34, standard deviation = 9.13). The elements in which companies highlighted the most practices were risk management, emergency management, leadership development, and occupational health. A discussion of the policy trends shows areas that mine sites can improve upon within their Plan-Do-Check-Act cycle, in addition to encouraging the use of both leading and lagging indicators to manage health and safety performance. INTRODUCTION Mining companies and their employees are expected to identify and manage risks at their worksites to ensure the health and safety (H&S) of everyone at the site. The primary mechanism in place to control these risks is a company’s health and safety management system (HSMS) (Boyle, 2012). Broadly, an HSMS is a set of standard, interrelated, and interacting elements used to promote and achieve occupational H&S goals (ANSI/AIHA Z-10, 2012; BS OHSAS 18001, 2007). The practices conveyed within an HSMS are expected to minimize incidents, injuries, illnesses, and even save worker lives (Alsop and LeCouteur, 1999; Arocena and Núñez, 2010). In the United States, both the Occupational Safety and Health Administration (OSHA) and Mine Safety and Health Administration (MSHA) regulate and encourage aspects of an HSMS (US Federal Register, 2011, 2010). Many HSMS documents (i.e., Chemical Industries Association, 1995; Health and Safety Executive [HSE], 1995; International Labour Office [ILO], 2001) attribute the source of their basic management system to Deming’s Plan-Do-Check-Act (PDCA) model of continuous quality improvement and organize their practices within this cycle (Johnson, 2002). The PDCA cycle is a well-adopted approach in health and safety management and promotes continuous learning and adaptability (Robson et al., 2007)."

Flash Smelting Furnace (FSF) hot dust-laden is cooled in a waste heat boiler (WHB) and then dedusted in electrostatic precipitators (ESP’s) before being treated, together with the Peirce Smith Converters off-gases, in the sulfuric acid plants for SO2 removal. FSF dust is sulfated by SO2 and O2 in the WHB. Typically, 70% of the dust from the FSF drops in the WHB while the remainder is caught in the ESPs. The collected dust is recycled to the FSF for Cu recovery. Some smelters have developed hydrometallurgical treatments to recover Cu from the dust; impurities, such as As and Bi, are bled as leach plant residues. This paper presents a study (laboratory scale), of leaching the FSF dust, generated in Atlantic Copper Smelter using the weak acid bleed from the gas scrubbing/cooling section (GSCS) of sulfuric acid plants. Leaching was performed with 0.5 mol L-1 sulfuric acid concentration, 60ºC, and a solid/liquid ratio 1/3. After leaching, H2O2 was used for arsenic and iron oxidation. pH was adjusted for precipitation of arsenic and iron as scorodite or as scorodite and arsenical jarosite. The precipitation was carried out at 95ºC during 3-6 h. Liquids after precipitation are suitable for subsequent treatments of electrolysis. INTRODUCTION The copper smelter dusts are usually recirculated totally or partially to the flash furnace. This practice increases the amount of impurities feeding the furnace. Some authors have developed processes for treatment of these materials for copper and zinc recovery and for arsenic, antimony and bismuth inertization. The processes for the treatment of copper smelter dusts can be pyrometallurgical (Yu, 1987; Carter, Vance, Aldridge, Zaw, & Khoe, 1994; Fu, Jiang &Wang, 2000), hydrometallurgical, or mixed processes (Yin et al, 1992; Mulale, Mwema, & Mashala, 1999; Gorai, Jana, & Khan, 2002). Hydrometallurgical processes have been extensively studied and, in some cases, applied to an industrial scale. The most important chemical reagent proposed for leaching the dusts has been sulfuric acid (Roman-Moguel, Plascencia, Pérez, & Garcia, 1995; Gabb, & Evans, 1997; Larouche, 2001; Morales, Cruells, Roca, & Bergó, 2010; Cáceres, Cruells, Morales, & Roca, 2012; Ecometales, 2013; Yang, Fu, Liu, Chen, & Zhang, 2017). Processes developed in alkaline media, and in some cases with the presence of sulfide, have also been carried out (Gabler, & Jones, 1988; Morales, Hevia, & Cifuentes, 2009; Alguacil, Garcia-Diaz, Lopez, Rodriguez, & Alonso, 2013), as well as by using a bioleaching process (Massinaie, Oliazadeh, & Seyed Bagheri, 2006; Bakhtiari, Atashi, Zivdar, Seyedbagheri, & Fazaelipoor, 2011).

This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the United States Bureau of Mines and made possible through the cooperation f many mining companies in the United States and foreign countries. The preparation of this paper follows a field study of top-slice mining during which the author visited and discussed with operating officials a large number of iron mines in the Lake Superior region. During this study special note was made of changes in top-slicing practice during the past decade, prior to which the author had acquired several years experience with the method through active connection with a number of mines employing top slicing.

The main objective of this study is to better understand the effect of underground CPB placement conditions on its microstructural, hydro-mechanical and geochemical properties. To reach this objective, three PVC columns, each 3 m high, were built, and were filled with CPB material. The columns allow simulating undrained (UD), half-drained (HD) and fully-drained (FD) conditions along with the measurement of resulting self-weight consolidation settlement of the CPB. Bleed and drainage waters were also collected from each column for geochemical analyses (pH, Eh, EC, SO42- content). After 90-days of curing time, a total of sixty CPB samples were cored from the backfill columns and subjected to uniaxial compression tests followed by physical characterization (Gs, void ratio, water content, degree of saturation, specific surface area). The results showed that the total drainage water and the maximum observed settlement occur mainly within the first 72 hours after the columns are filled. The corresponding volumetric strains suggest that in situ backfilled stopes simulated behave in a similar way to the fully-drained (FD) or the half-drained (HD) conditions. The MIP test results show that the pore structure varies between the top and the bottom of each column.

The final arsenic bearing waste products at the majority of metallurgical and chemical enterprises are cakes in which arsenic is present in the form of calcium arsenate. Burial of cakes demands construction of special burial sites and does not guarantee reliable protection from arsenic penetration into the ground and surface waters. Under laboratory conditions we developed technology for processing calcium arsenate cakes with obtaining low toxic products suitable for long-term storage, meeting environmental requirements. The investigations have shown that thermal processing of briquetted mixtures of cakes containing 15 - 20 per cent weight of pyrite under the temperature of 873 - 923¦K during 45 - 60 minutes gives briquettes sufficiently hard for transportation and long-term storage. Arsenic, under high sulphidisation temperature is bonded into low solubility non-volatile iron sulphide bearing compounds having chemical properties similar to the natural arsenic compounds. Solubility of the obtained products in neutral, acid and alkaline media was investigated during long period of time (three to 12 months). It was determined that arsenic content in the solutions did not exceed the norms for cultural and welfare basins and fish-ponds.

In the mining industry abrasion caused by both sliding and impact have over the years resulted in costly damage to installations such as ore passes and silos. Good geotechnical practices combined with the use of a high quality abrasion resistant concrete can prolong the life of such an installation and minimize problems associated with abrasion. In order to maximize the life of an abrasion resistant concrete, the choice and combination of the correct raw materials (cement, aggregate and fibre) and overall mix design needed to make up such a concrete are important. This paper presents technical data and practical experience showing that concrete formulated with calcium aluminate cement resists severe abrasion conditions better than similar OPC-based concretes.

Shear tests were performed on several prepared samples of granular and powdery bulk materials to investigate the following parameters: Particle size and distribution, particle movement, moisture content, consolidation of material, bulk density, void ratio, porosity, volume change, and strain rate. A series of shear tests was performed with weight-percent-ratios of minus 0.185-inch tertiary sand and 1-1/2-by l/2-inch tertiary gravel mixtures, and weight-percent-ratios of minus 200-mesh limestone (rock dust) and minus 200-mesh bituminous float coal dust. A comparison was made for shear test results obtained with rectangular and circular shear cells utilizing the large and small direct shear testers. Specifically, the shear results obtained include the angle of internal friction or shear strength of the tested material under known consolidating pressures, and the kinematic angle of friction or coefficient of friction between the interface of a bulk material and a sample wall material. The experimental procedure, tests, and results are given for each parameter investigated.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

Continuous 1.0- to 1.5 - ton - per - hour pilot plant flotation tests were made to determine the technical and economic feasibility of recovering beryl from flotation tailing being produced at the spodumene concentrator of the Foote Mineral Company , Kings Mountain , N.C. Best results were obtained when using an acid circuit and amine - type cationic reagents to float a bulk beryl - feldspar concentrate and then selectively floating the beryl away from the feldspar , using a petroleum sulfonate collector . About 77 percent of the beryllium in the pilot plant feed was recovered in a concentrate containing 6.42 percent BeO . The capital cost of an integrated flotation plant capable of treating 500 dry tons of spodumene mill tailing per day for recovery of beryl and feldspar is estimated at $ 210,000 . Indicated direct operating costs for the plant were $ 1.52 per ton of dry spodumene flotation tailing treated . This approximated the value of beryl recovered , but potential profits of about the same magnitude lie in concurrent recovery of marketable spodumene and feldspar byproducts .

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

Control of ground water for construction purposes is an everyday occurrence in the U.S. Thousands of pumps are in service at any given time. Most of these applications simply consist of pumping water out of an excavation, generally with the aid of sumps. Modern hydraulic and electric submersible pumps permit these procedures because of their ability to pump solids and take air without losing their prime. These procedures work fine up to a point and permit the contractor to control his ground water problems adequately and at minimal cost. When that point is exceeded, the ground water problems sometimes are compounded. Over-application of open pumping techniques can result in slope failures, cofferdam instability, bottom heaving, boils, loss of ground, damage to adjacent structures and utilities, and assorted other maladys which could and should be avoided. This paper will deal with the options involved in ground water control, a discussion of the unwanted side effects of dewatering, and examples of ground water control projects in various cities around the U.S.

There are a number of methods available for the determination of the fracture toughness of rock. Some of the most recognised methods include the hollow pressured cylinder, the short-rod, the chevron - edge-notched round bar in bending and the disc-shaped compact specimen. Most of these tests are difficult and expensive to conduct. In this paper the simple Brazilian testing of discs for tensile strength has been used to determine their fracture toughness. Tests were conducted on six different rock types and the values of the fracture toughness obtained for each type are in close agreement with the results of the well recognised the chevron edged types. Native asphalt was produced in 1981 by five companies in three States, Alabama, Texas, and Utah. Texas was the leading State in production of native asphalt. Total production increased in 1981 to 1.26 million tons, while value increased 10.5% to $27.7 million. Bituminous limestone, used primarily for street and road repair, was produced by Whites Uvalde Mines and Uvalde Rock Asphalt Co., both in Uvalde County, Tex., and Southern Stone Co., Colbert County, Ala. Gilsonite was produced by American Gilsonite Co., Uinta County, Utah, and Ziegler Chemical and Mineral Corp., Weber County, Utah. This material was used for purposes other than road repair.

A heterojunction of PbS - CuS thin film has been grown on glass slides by SGT. The films were annealed for 1hr at temperature of 373K and 423K respectively. The optical properties were characterized using a UNICO UV - 2102 PC Spectrophotometer at normal incidence of light in the wavelength range of 200 - 1000nm. The minimum percentage transmittance was observed to be 34% for sample A and 25% for sample B within the same optical region. The band gap energy was determined from the spectra to be 2.05eV for sample A and 1.85eV for sample B which gave a band shift of 0.20eV. It can thus be concluded that the optical properties of the films within the VIS - UV - NIR can find application in solar thermal technology, particularly as antireflection coating, window materials and as good materials for selective solar cell fabrication.

"This paper is the second of a series of progress reports4 on a study of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States.There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value.One of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although several manganese minerals were readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.5 Recent experiments have shown that a roast at 650 to 9000 C. converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution.6 Introduction of smelter gases containing much as 5 per cent SO2 during such a roast would not add much to the cost of the operation, and might result in the formation of considerable water-soluble manganese sulpate.Another case involves a subsequent step in the hydrometallurgical process, namely, the formation of oxides of manganese with simultaneous evolution of SO2 by the heating of the MnSO4 produced by evaporating its solution.A third has to do with the roasting of zinc sulphide ores containing manganese as a preliminary to leaching. During purification of the solutions to be used for the electrolytic deposition of zinc the iron must be oxidized to make possible its removal. Manganese dioxide has been used for this purpose,7 and since manganese compounds are present in some zinc concentrates,8 it is of interest to learn what happens to the manganese in a zinc sulphide or on roasting, and what portion of the manganese in the roasted product might be available for oxidation."

Bench scale beneficiation studies were made on Idaho dolomitic phosphate rock using the TVA carbonate flotation process. The process used diphosphonic acid as a phosphate mineral depressant and fatty acid as a carbonate mineral collector. Silica was subsequently rejected as float using an amine collector, with phosphate product recovered as the sink fraction. Two samples of prepared flotation feed from commercial operation were used. One contained 21% P205 and 3.2% MgO. The other contained 26% P205 and 1.8% MgO. The results indicate that concentrates containing 31% to 33% P205 and 1% or less MgO can be obtained, with about 80% P205 recovery.

The increased consumption and importation of fluorspar and cryolite (1)3/ in recent years, and especially the addition of fluorine compounds to drinking water in the United States, have aroused renewed interest in the properties of such compounds and possible health hazards incident to their use. It has been suggested that the issuance of a revision and elaboration of Information Circular 7311, The Hazards of Hydrogen Fluoride Poisoning in the Mineral and Allied Industries, which hay been out of print for some time, would be opportune. Fluorine minerals have been known since the Middle Ages. Fluorine was isolated in 1886 by Moisson (2).
