This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1982 (October 1, 1980 -September 30, 1981) under its Minerals Health and Safety Technology program. Contingencies may require that a significant port ion of the program be deferred into fiscal year 1983. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the systems technology required to create a healthier and safer working environment for the Nation's mining and minerals processing workers.

Barite In 1987, United States mine production of barite increased 15.870, consumption (sold or used by grinding plants) increased by 6.97, and imports are estimated to have fallen by 19.57. World mine production decreased by 137, according to the US Bureau of Mines. The value of US produced barite, fob mine, decreased 1.4%, according to the Bureau. The declared value for cif US port of all imported unground barite during the first 10 months of 1987 decreased from $39.02/t ($35.40 per st) to $37.16/t ($33.71 per st), the Bureau stated. Nevada continued to be the leading US producer of' barite with 637r of the total. It is followed by Georgia, Missouri, California, Tennessee, and Montana. The Bureau of Mines estimates 657 of the US mine production was used as a weighting agent in drilling fluids. The remaining 35°/r was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector continued to increase. Of the total consumption (used by grinding plants and chemical manufacturers), it is estimated that 8070 was used in drilling fluids and 2017( in the non-oilfield sector - barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market increased slightly. But the average number of rotary rigs operating decreased from 964 in 1986 to 936 in 1987. This is the lowest number of operating rigs reported since 1949. The increase in consumption in this sector is due to an increase of rigs operating in the US Gulf and other higher consumption areas over 1986. Crude barite imports were estimated to be down by 19.5% in 1987. Still, they accounted for 637 of the barite consumed in the US. During the first 10 months, China continued to be the leading exporter to the US with 86.970, followed by Mexico with 10.997, and Morocco 2.107(. About 5Y of the imported ore was used in the nonoilfield sector. Ground barite imports dropped from 19.8 kt to 8.8 kt (21,800 st to 9800 st) in 1987. Of this amount, 1.4 kt (1598 st) was used in drilling muds and the remainder of the non-oilfield use. During 1987, a few more grinding plants that supplied the drilling fluid market were closed. Along the US Gulf Coast, there are 13 operating plants versus a high of 31 in 1981. Cameron Offshore reopened its grinding plant at Cameron, LA. New Riverside Ochre Co. of Cartersville, GA, purchased a jigging-washing plant in Missouri and plans to place it in operation this year on a new deposit near Cartersville, GA. Milpark purchased Hughes Drilling Fluid in 1987 and operates under Milpark. US mine production will probably stay about the same as 1987. Price increases in the 10 % range for imported ore are expected due to water freight and the weak dollar. Baker Hughes estimates the average number of operating rotary rigs at 1070. A slight increase is expected in the non-drilling fluid market (chemicals, glass, and filler). Bauxite and alumina L. Baumgardner, US Bureau of Mines Domestic bauxite production in 1987, expressed as dried equivalent, was 581 kt (640,400 st), a 14% increase over 1986. US mine production amounted to less than 170 of total world production. Virtually none of the domestic bauxite was consumed in the production of primary alumina metal. About 30% of the bauxite produced by US mines was calcined to produce 117 kt (128,970 st) for use in abrasives, catalysts, chemicals, proppants, and refractories. Most of the uncalcined bauxite was refined to specialty aluminum oxide (alumina) forms. Metallurgical grade bauxite was imported from 10 countries in 1987. Principal suppliers of the 9.8 Mt (10.8 million st) were Guinea (4270), Jamaica (3501,), Australia (127), and Brazil (57). U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. Mining corporations have spread their operations worldwide in the last few decades. The reason behind widening operations geographically can be seen as it being part of a risk diversification strategy. Given that the technical, financial and social risks are high, favorable deposits, taxation regimes and legislative frameworks create incentives for international mining operations. On the other hand, international mining activities add the risks of permitting, investing, operating and decommissioning to the corporations. These risks could emerge from defaulting, corruption, resource nationalism, social license to operate, and political and legislative uncertainties and instabilities.

Laboratory studies indicate that the specimen size influences the compressive strength of coal significantly. In the past, the diameter/height ratio of coal and rock specimens with different geometry and its influence on failure characteristics was discussed (Khair, 1993; Khair, 1994; Khair and Xu, 1994). In the current attempt, tests are designed and carried out under uniaxial condition in the laboratory to investigate the influence of specimen size. Cubical specimens of coal with edge dimension ranging from 5 cm (2 in.) through 20 cm (8 in.) were prepared according to the standards and tested uniaxially. Results show that compressive strength of coal is dependent on specimen size until certain level and later the change in specimen size would not yield significant change in compressive strength. Cubical specimens were chosen for testing because they are not only in close resemblance to underground pillars, but they are also the most stable shape under loading. The failure characteristics of these specimens were analyzed and their applicability to pillar design aspects in coal mines is studied. A detailed analysis of the physical and mechanical properties of the tested coal seam is also presented.

A vehicle proximity warning–collision avoidance system is being developed using GPS and wireless local area networks to improve safety of off-highway trucks in open pit mines. After two-and a-half years of research, software development, and laboratory testing, field tests were carried out at operating limestone quarries and open pit mining operations to evaluate GPS accuracy and overall system effectiveness under rugged operating conditions. This article describes the progress made on this NIOSH-funded project and discusses the GPS accuracy tests and overall system tests that were carried out during the year 2001 at the Colorado School of Mines Survey Field and at the Morenci open pit copper mine in Arizona. "The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. "History of Whitehorse Copper BeltThe first discovery of copper on the Whitehorse Copper Belt is reported to have been made by miners on their way to the Klondike in 1897. By 1899 the district had been well prospected and many of the presently known deposits had been staked.The first shipment of ore was from the Copper King property in 1900. This consisted of 9 tons of hand picked ore grading 46.4% copper. It was not until the period between 1912 and 1917, the production years of the Pueblo Mine, that significant ore shipments were made. Total production was 140,000 tons at 3.5% copper. An underground disaster killed six men and closed the mine in March 1917.Although the general area was dormant until after World War II, by 1947 geological mapping, magnetic surveys and diamond drilling had been done on the important showings. In 1954 Mr. Aubrey Simmonds directed the formation of Imperial Mines and Metals, which acquired by option and staking a large part of the Whitehorse Copper Belt. In 1957 Mr. Arnold Pitt reorganized the company as New Imperial Mines. With financing from Sumitomo and Toronto-Dominion Bank, a mill was built and production was started from the Little chief orebody by open pit in 1967."

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

"Quality control of drilled shafts and CFA piles is greatly dependent upon the practices of the site personnel. In many applications it is difficult or not possible to fully inspect the shaft prior to concreting, such as when the shaft is drilled under slurry. CFA piles are cast with no ability to inspect the shaft prior to concreting. There are numerous methods currently available to assess the integrity of drilled shafts and CFA piles. This paper will compare evaluations by three existing non-destructive test (NDT) methods with a new method of Thermal Integrity Profiling for assessing integrity in drilled shafts and CFA piles. This Thermal Integrity Profiling method determines the integrity over 100% of the shaft cross section, both inside and outside the reinforcing cage, by measuring the hydration temperature of the concrete along the length of the shaft. These temperature measurements are made typically only 12 to 48 hours after concrete placement, thus accelerating the construction process. Thermal Integrity Profiling will be described in detail and the Thermal Integrity Profile (TIP) results from several shafts with purpose built defects will be discussed along with several case histories from drilled shafts and CFA piles where Thermal Integrity Profiling was used. The case histories will compare TIP with various other NDT tests utilized on these particular piles including comparisons with Low Strain Integrity Testing and Cross Hole Sonic Logging. Test results for the various methods will be discussed and the excavation of the upper portion of one drilled shaft will be shown and discussed. IntroductionDrilled shafts can be a desirable foundation element in many applications due to the large axial and lateral capacities which are attainable for very large drilled shafts. Drilled shafts can be cast in a dry hole which allows for inspection of the hole prior to casting, but the casting process is very difficult to nearly impossible to inspect with any accuracy. Drilled shafts are frequently cast under slurry as a means to stabilize the surrounding soils during the construction process. When casting a drilled shaft under slurry, it is very difficult to accurately inspect the hole prior to casting and it is equally difficult to inspect the shaft during the casting process. CFA piles are another popular choice for their relative ease and speed of installation. The trend has been larger CFA piles carrying greater loads, which makes quality control critical for these piles. Many of the above mentioned processes are blind to inspection and therefore the chances increase for having defects present in the completed elements."

Gypsum mining and processing has been one of the principal industries in Iowa for more than 75 years. For most of that period, Iowa has ranked among the five leading States in the production of crude gypsum and of calcined-gypsum products. The Fort Dodge area accounted for 11 percent of the gypsum products produced in the United States in 1956. Before 1927 the output by the major companies came from underground operations, using a room-and-pillar stoping method. At present, all production comes from quarries. The quarry methods at the various properties are similar. This paper describes the quarrying, methods employed in the district and the type of equipment used by each company. The sections on history and geology are, in part abstracts from State annual reports and an Iowa Geological Survey publication.3/

This Bureau of Mines laboratory research demonstrated that building bricks meeting ASTM specification C62-66 for grades SW and MW of FBS-type bricks can be produced from waste copper mill tailings. Waste tailings from accumulations at Magna, Utah, Anaconda, Mont., and Hayden, Miami, and San Manuel, Ariz., were dry-pressed into bricks, and the products were tested in accordance with ASTM Designation C67-66 on sampling, and testing of brick. An evaluation derived from pilot-plant production of similar brick at the Coal Research Bureau of West Virginia University indicated the production cost to be about $34 per 1,000 bricks. Utilization of such mill tailings on a commercial scale would eliminate the need for digging new pits for brick raw material production, conserve natural resources, and simultaneously remove potential sources of air pollution.

Results of a comprehensive study of the absolute spectral radiance of the infrared emissions from methane-air explosions are reported. The spectral growth of these expanding flames were recorded with a time resolution of 1 msec in the spectral range of 1.7 to 5.0 µm. Time-resolved spectra were obtained for methane-air mixtures as a function of stoichiometry, nitrogen dilution, and Halon dilution, in a 9-liter vessel under different venting conditions. Data are also presented for coal dust-air explosions. Temperatures, obtained from the absolute radiances and from a band ratio technique for methane-air, are internally consistent and are generally 50° to 200°K below adiabatic flame temperatures. All near limit mixtures gave essentially the same flame temperatures (1,500° to 1,600° K) regardless of whether the limit was obtained by dilution with excess air, excess methane, excess nitrogen, or Halon. The coal dust explosion spectrum is essentially a blackbody continuum at 1,500° K with some selective emission at 4.4 µm from hotter CO2. The data are analyzed in terms of the radiative dynamics of a sperically expanding flame zone. The importance of radiative transport is assessed. An equation is derived which relates the instantaneous fraction of combustion power radiated to adiabatic variables.

A testing method for assessing the shear-bond strength of thin spray-on liner (TSL) on rock substrate was developed at Wits University Rock Mechanics Laboratories. The gap between a 20 mm thick steel ring and a rock core is filled with TSL along the depth of the ring. After the curing of the TSL for a predetermined period, the sample is placed on a base, which offers support to the steel ring and the TSL but not to the rock core. A compressive load is applied on the rock core displacing the core on TSL contact and punching it towards the void in the support base. Shear-bond strengths for different TSL products as well as shotcrete were measured. This paper describes the test set-up and points out the important aspects and procedures during sample preparation and test execution. The test results are also presented and discussed.
