INTRODUCTION The slurry shield method was developed in Japan in 1963 and its experimental tunnelling work was performed in 1965. Although the history of this method is short compared with the conventional shield method in Japan, many companies such as Tekken Construction, Okumura Gumi, Nishimatsu Kensetsu, etc. are engaged at present in developing their own unique system of the slurry shield method. The ground of Japan is generally pervaded with ground water and a large number of districts are covered with soft ground, which is composed of fine sand, silt and clay, etc. Therefore, the conventional shield method has always used compressed air with various kinds of auxiliary methods. However, with this method there have been experienced numerous troubles such as ground settlements, lowering of ground water, oxygen shortage within the tunnel, and so forth. The slurry shield method has been developed with the above background. In recent years remarkable progress has been made from the engineering viewpoint in applying this method to driving various kinds of tunnels such as road tunnels, subways, water supply and sewer tunnels, and other tunnels. Apart from Japan, the slurry shield process using bentonite is carried out in England and Germany. Samples of an as extruded Mg-6Zn-0.6Zr-0.4Ag-0.2-Ca (wt.%) alloy was compressed at room temperature and at 250°C. The in situ deformation tests were performed at the P07 (HEMS) beamline of PETRA III, DESY, with a modified DIL 805 A/D dilatometer with to Kapton windows on the sides and the induction coil opened for the beam to transmit the sample. The deformation rate was 10-3 s-1 the samples were deformed to failure. The diffraction patterns were recorded every 3 s with a Perkin Elmer 1621 Flat Panel Detector. The results reveal that different deformation mechanisms are activated during compression at a given strain value. At room temperature twinning is the dominant deformation mechanism, while at elevated temperature dynamic recrystallization occurs while the contribution of twinning to deformation is significantly reduced. The compressed samples were further investigated with conventional metallography and SEM-EBSD to determine the volume fraction, the type of twinning and the strain retained within the grains. The parallel testing of pure Mg samples under the same conditions allows comparison of the compression behaviour of the ZKQX alloy with Mg.

Drilling in the south of the Rapahoe Sector at Greymouth Coalfield has demonstrated the existence of thick coal seams in the upper Rewanui Member. Seam correlation is handicapped by complex lithostratigraphy and laterally variable geophysical log profiles. An integrated investigation of coal measure stratigraphy, coal petrology, and proximate analyses, suggests a feasible model whereby most of the major seam intersections belong to a single horizon. Coal properties vary laterally in response to original swamp conditions, which are believed to have ranged from well-drained to ponded. A new model of peat accumulation is proposed for the northern Rapahoe Sector, whereby Upper Rewanui peat accumulation occurred on a flood plain between the levees of a major south southwest-flowing fluvial system in the east and the toe of a western alluvial fan.

INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. THE development of the North Lily ground, which lies in the East Tintic district, Utah,. about half a mile northwest of the famous Tintic Standard mine, was undertaken by the International Smelting Co. on purely geological reasoning. The geologic theory on which this work was based resulted from several years' intensive study of the East Tintic district by the geological department of the International Smelt-ing Co., who were, during this period, indebted to many for valuable suggestions that were adopted and became part, of the gradually maturing concept. For example, E. J. Raddatz, president of the Tintic Standard Mining Co., first called attention to the significance of rhyolite alteration; J. W. Wade, assistant manager, contributed greatly to our knowledge of the great Tintic Standard orebodies; and so on all along. the line. In short, the ultimate theory embodies the aggregate experience and thought of all those most familiar with the area in question. The problem in brief was this: is the Tintic Standard deposit an isolated occurrence of ore, or are other ore deposits to be found in the vicinity? If the latter is the case, where can these others be looked for? The difficulty of the problem lay in the fact that most of the area is covered by rhyolite; beneath which lies the limestone in which the orebodies occur; so that the available evidence as to the structure of the formations, and, their mineralization; is of the slightest. The sav-ing features of the case, by means of which it proved possible to solve the problem, are three in number first, the rhyolite is pre-mineral and hence has been exposed to alteration by the mineralizing agencies; second, certain persistent dikes and fissures are con-tinuous through the rhyolite into the limestone below; and third, the extensive underground workings of the Tintic Standard gave a good basis for study of the sub-rhyolite structure and the occurrence of ore. The rhyolite overlies the Tintic Standard orebodies, and over them shows a large patch of brownish altera-tion. This patch proves to be due to chloritization and sericitization, which has spread out from certain zones of dikes, pebble-dikes and fissures. The dikes are com-posed of a light fine-grained rock which has been altered to an aggregate of quartz, alunite, and magnetite. They can be traced southwest to a common center in Big Hill, the entire mass of which is composed of the same material. The pebble-dikes, which consist of a mass of rounded pebbles, mainly quartzite, in a matrix ranging from the same quartz-alunite-magnetite rock as above to almost pure vein quartz, are closely asso-ciated with these light dikes, but in general extend farther northeast. They thus represent a specialized phase of the intrusive action of which Big Hill is the center. The brown chloritized rhyolite, then, is an alteration product due, in all. probability, to emana-tions closely associated with this phase. Since it coin-cides geographically with the Tintic Standard area of highly altered limestone, with its many great ore-bodies, it has been concluded, that it is the expression in the rhyolite of activities which have also altered and mineralized' the underlying limestone.

Particulate matter (PM) is one of the main actors related to air pollution caused by surface mining. Fugitive dust, considered as particulate matter that cannot be collected by conventional measures, is classified by the particle size. The Environmental Protection Agency (EPA) categorizes PM as coarse and fine particles based on the particle size being less than 10 μm (PM10) and less than 2.5 μm (PM2.5). Basic operations of surface mining such as drilling and blasting, loading, haulage, and processing are processes that can potentially generate fugitive dust. Regulations and legislations enforce the mining industry to use environmental monitoring systems, fugitive dust level measured by PM10 level as part of this. Air quality monitors are positioned at different locations around surface coal mines and track air quality levels during production. This study introduces a data-driven methodology to handle air quality issues related to fugitive dust at surface coal mines. Data is sourced from different mine equipment in real-time and they are integrated with air quality monitoring systems to provide information to support decisions for fugitive dust. The method is implemented and demonstrated in a case study at a large surface coal mine.

Bureau of Mines studies of mine roof fall problem in the Pocahontas No. 3 Coalbed of southern West Virgania and southwestern Virginia have established that type and sequence of rock are significant factors in roof competence. The poorest conditions occur where the immediate roof consists of slump structures and slickensided rock. The best conditions occur where the roof consists of a sequence that coarsens upward from shale to massive sandy shale. A small manual of color photographs of rock types was devised to aid in identifying drill cores. Proper identifications should enhance the prediction of areas of potential roof problems in advance of mining.

CESIUM-137 ISOTOPE began to displace cobalt-60 III the treatment of cancer during 1956. Production and Consumption.-Consumption of cesium and rubidium was approximately the same as in 1955. Production, however, decreased, as several companies shipped from stocks produced in previous years. South Africa was the source of most cesium and rubidium minerals used in the United States in 1956. Cesium and rubidium metals and compounds were produced from ore by: DeRewal International Rare Metals Co., Philadelphia, Pa.; Fairmont Chemical Co., Inc., Newark, N. J.; Foote Mineral Co., Philadelphia, Pa.; and Rocky Mountain Research, Inc., Denver, Colo. Most sales were to domestic consumers, but small quantities were exported to Australia, England, Germany, and Sweden. New production facilities were under construction in. 1956 by San Antonio Chemicals to produce mixed potassium, rubidium, and cesium carbonates. A plant capable of separating and packaging 200,000 curies of cesium-137 annually was under construction at Oak Ridge National Laboratory.6

THE following paper embodies the present practice and the results of past experience in the survey departments of two of the leading Broken Hill mines, the Central (Sulphide Corporation Ltd.) and the Broken Hill South S. M. Co. N. L.The authors intend to limit the scope of this paper to a consideration of office methods, as much has recently appeared in technical literature concerning field work, both surface and underground. Special reference may here be made to a valuable paper on 'Mine Surveying' by H W Gartrell, in Vol XIII of Transactions, in which the author gives considerable attention to field work. Moreover, much of the office work described in current literature is American, and sometimes not suited to local conditions, being ·often exceedingly elaborate and demanding a large staff of assistants. It is believed that the methods of recording information described in this paper are sufficiently simple and flexible to be adapted to most Australian mines. Brief acknowledgement must be made to the work done by Americans, who have raised mine surveying to the position of a separate profession, instead of being merely an unimportant branch of land surveying.

The results of investigations of the oil-shale resources of the United States were first published by the United States Geological Survey in 1915.1 Other reports 2 have followed. These reports, investigations by private individuals and corporations, and the beginning of the development of an oil-shale industry in this country have aroused considerable interest in the possibilities of these shales as a commercial source of hydrocarbon oils. The Bu- . reau of Mines bas appreciated these possibilities, and since 1916 one or more of its engineers have given all or part of their time to investigations relating to the treatment of oil shales. A short pamphlet a containing general information on the possibilities of oil shale in this country, particularly the shales of the Rocky Mountain district, has already been published. This pamphlet gives methods for assaying the shales of oil and ammonia and contains a bibliography for the use of those desiring to search the literature.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

"This presentation will cover some crushing and grinding considerations in plant design and operation. There is nothing basically new in the subject matter presented here; however, the viewpoint and interpretation may be novel and some of it controversial.The presentation is based on experience gained in the metallurgical design of plants for Placer Development Limited from 1960 to the present. The plants are listed on SLIDE No. 1.These plants have conventional crushing, followed by rod mill and ball mill grinding. I would like to think that autogenous grinding plants are the answer for eliminating secondary crushing plants and reducing the capital and operating costs; however, the autogenous plants seem to have some problems of their own and I have had no experience with them.Fineness of Grinding RequiredFirst let us consider the fineness of grinding required.The fineness of grind will affect the recovery obtained, and the relationship must be determined. If the grinding is too coarse, some of the valuable mineral, either free or locked in middling grains, will not be floated. However, as grinding is probably the greatest single operating cost, we do not want to grind any finer than is justified economically.Finer grinding should not be carried beyond the point where the net smelter return for the increment saved becomes less than the added operating cost. Even this fineness will be beyond the economic limit because of the additional capital cost for the equipment needed to achieve it. These factors will be discussed in more detail later.The Bond work index is the commonest method of expressing a measure of the effort that has to be expended in grinding. It is the kilowatt-hours required to reduce a ton of rock from an infinite size to 80% passing 100 microns. The formula allows a calculation to be made for other size ranges."

An industrial port complex was constructed on the west coast of Leyte Island The work was started in December 1981 and completed in May 1984. This port complex includes a 665 m long wharf and can accommodate vessels ranging from a 60,000 DWT ore carrier to a 4 000 DWT general cargo ship. It now handles materials for and products from a copper smelter with an annual capacity of 130,000 t and a fertilizer plant with an annual capacity of 900,000 t. The Wharf structures consist mainly of interlocked steel pipe piles, steel sheet piles and steel pipe Piles. Material handling equipment such as unloaders, shiploaders, etc. were installed on the wharf. Site survey, planning, engineering design and construction aspects of the port development are discussed in this paper with particular emphasis on the wharf structure.

From 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig.1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig. 2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91%, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from1990 to 1996. This number is not large in magnitude. But a workforce of fewer than 2,000 miners makes for a high fatal-accident rate. The severity of the typical fall-of-ground injury is, in general, very high. About three-fifths of all roof, face and rib fall injuries were designated by the US Mine Safety and Health Administration (MSHA) as some kind of lost time accident. MSHA assigns each accident a severity value from one to six. A one represents a fatality, a two, a permanent disability and three, a lost time accident (Fig. 3).

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

Beryllium possesses attractive properties for use in the nuclear and space fields. Since fused-salt electrorefining can be employed to produce this metal in high-purity form from low-grade or scrap metals, the Bureau of Mines investigated electrorefining of beryllium in electrolytes composed of a LiC1-KC1 eutectic mixture plus varying amounts of BeC12. Results showed a 99- percent or better reduction of oxygen and magnesium and a substantial reduction of other minor metallic impurities. Extremely pure beryllium metal was produced. Operating variables, including BeCl2 concentration in the bath (3.5 to 16.5 mole-percent), temperature of operation (450° to 550° C.), and cathode current density (45 to 770 a,/sq, ft.), were studied; their effects on the deposition of metal, working condition of the bath, and purity of the refined metal are discussed. The safety precautions used in handling beryllium in the laboratory are also described.

A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first produc¬tion is scheduled for early 1983. The company expects full capacity-9 Gg of molybdenum per year-to be reached in 1984.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.
