"In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale.The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP’s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed assufficient justification for the formation of INAP.INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage.This paper will explore the international efforts and activities of INAP."

On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. In December 2009, the Italian High Speed Rail Network AV began running over the full 1000 km system length from Turin, at the foothills of the Alps to Salerno, on the seacoast south of the volcano Mt. Vesuvius. It runs through Alpine rivers, highly seismic active zones, mountains, river plains, and through some of the most densely populated areas in Europe as well as some of its most expensive real estate. The Italian High Speed Network?s technical/economic constraints and its regulatory/socio-environmental concerns well may mirror similar obstacles set to confront the nascent California High Speed Rail Program. The two types of constraints must be dealt with together to reach the best construction solution. It is estimated that more than 20% of Italian High Speed Rail Network costs were spent on ground engineering including over 150 km of tunnels, 200 km of viaducts and bridges and 650 km of embankments and trenches. However, it also is estimated that 25% of costs were spent on social and environmental integration of the new rail lines including over 6 square miles of green offsets, 160 km of anti-noise walls, and 300 agreements for socio-environmental work. This paper will look at four examples of innovative ground engineering solutions, each with its own intricate set of constraints: ? "Since milling began in 1912, the Dome mill, now part of the Porcupine Joint Venture (PJV), has been expanded several times, the most recent increasing the milling rate from 3,500 to 11,500 tonnes per day. Dome uses conventional crushing and grinding followed by gravity concentration to recover free milling gold. A cyanidation/CIP process recovers the remaining gold in the gravity tails.Over the past few years, continuous gravity improvements have increased the gravity recovery from 20% to nearly 50% of the plant feed gold. This paper describes some of the factors that have contributed to this dramatic increase, and suggests how gravity recovery can be further improved. Gravity circuit availability has been improved to >98% with the implementation of a preventative maintenance program. More Knelson concentrators have been added to the circuit, and in 2002, an Acacia Intensive Leach Reactor was installed to replace the shaking table. In 2003, the entire gravity circuit was audited to evaluate and quantify the circuit performance. The metallurgical and mechanical operating conditions of the gravity circuit are now well understood, and areas for further improvement are well defined.INTRODUCTIONThe Porcupine Joint Venture was formed in 2002 between Placer Dome Inc. and Kinross Gold Corporation. One of the goals of the JV was to use the milling capacity of the Dome mill to process ore from Placer Dome and Kinross mines in the Timmins Camp. The PJV Dome Mill utilizes gravity concentration, cyanide leaching and carbon in pulp gold circuits to recover gold. Gravity recovery has been used in some form at the Dome Mill for most of its existence, first using conventional jigs, these being replaced in 1993 by two Knelson Concentrators, one for each of the two grinding circuits in the Dome mill. Over the years more concentrators have been added to improve the gravity recovery, most recently in 2002 for a current total of five. Also in 2002, an Acacia Intensive Leach Reactor was added to process the Knelson concentrate, replacing the shaking table."

The Safety Pays in Mining v2.0 web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app categorizes injury cost by part of body injured, by the cause of the injury, or by the nature of the injury. When the user selects one of over 150 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining v2.0 will estimate the total costs of the selected injuries and the estimated impact of total injury costs on mining company profits and will provide some examples of services and personal protective equipment on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining version 2.0 web application by discussing the development and updates to the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app.

Clay shales are currently being assessed as possible host rock formations for the deep geological disposal of radioactive waste. However, one main concern is that the favourable long-term isolation properties of the intact rock mass could be negatively affected by the formation of an excavation damaged zone (EDZ) around the underground openings. The goal of this thesis was to develop and validate a mechanically-based model of the deformation and failure process of a clay shale, namely Opalinus Clay (OPA), with particular focus on the influence of anisotropy on the short-term response of circular tunnels. To achieve this goal, a hybrid continuum-discontinuum numerical approach was developed in combination with new field measurements from the Mont Terri underground research laboratory. The response of OPA during the excavation of a full-scale emplacement (FE) test tunnel was characterized by geodetic monitoring of wall displacements, radial extensometers and longitudinal inclinometers. The deformation measurements indicated strong directionality induced by the combined effect of in-situ stress field and bedding planes striking parallel to the tunnel axis, with the most severe deformation occurring in the direction approximately perpendicular to the material layering. Computer simulations were conducted using a newly-extended combined finite-discrete element method (FEM/DEM), a numerical technique which allows the explicit simulation of brittle fracturing and associated seismicity. The numerical experimentation firstly focused on the laboratory-scale analysis of failure processes (e.g., acoustic activity) in brittle rocks, and on the role of strength and modulus anisotropy in the failure behaviour of OPA in tension and compression. The fracturing behaviour of unsupported circular excavations in laminated rock masses was then analyzed under different in-situ stress conditions. Lastly, the proposed modelling methodology was applied to the aforementioned FE tunnel to obtain unique insights into the EDZ formation process around emplacement tunnels for nuclear waste. The calibrated numerical model suggested delamination along bedding planes and subsequent extensional fracturing as key mechanisms of the damage process potentially leading to buckling and spalling phenomena. Overall, the research findings are already having a direct impact on the preliminary design process of an underground repository for nuclear waste in Switzerland.

Three of the five primary aluminum producers in the Pacific Northwest have facilities in the region to make aluminum mill products. Only one of the three, however, produces a variety of shapes and forms. The principal reason for the lag in development of an aluminum mill products industry was found to be transportation cost. The long range outlook is for expansion, based mainly on growth of the western market for aluminum used in construction, containers and packaging, electrical applications, diesel trucks, mobile homes, and irregation pipe. Consumption of western aluminum mill products in 1985 is projected at 1.1 million tons, compared with estimated consumption of 250,000 tons in 1961.

Powered haulage continues to be a large safety concern for the mining industry, accounting for approximately 50%of the mining fatal accidents every year. Among these fatal accidents, haul-truck-related accidents are the most common, with 6 of 28 and 6 of 27 fatal accidents occurring in 2017 and 2018, respectively. To better understand why these accidents continue to occur and what can be done to prevent them, researchers reviewed the 91 haul-truck-related fatal accidents that occurred in the USA from 2005 to 2018 and performed bow-tie analyses using the final reports published by the Mine Safety and Health Administration. The analyses explore the context of the accidents with a focus on the initiating event, event outcome, hazards present, and possible preventative and mitigative controls. Overall, the vast majority of the accidents resulted in a haul truck colliding with the environment, and the majority of these events were initiated by loss of situational awareness or loss of control. The majority of the hazards were related to design and organizational controls. The results of this study suggest a need to investigate operator decision-making and organizational controls and to focus on improving design and operation controls such as mine design and operational procedures.

The depletion of iron ore deposits at the face of the mine site dictates the necessity for the exploitation of formerly less attractive orebodies to meet the demand of the modern world. These orebodies will typically be found close to or even beneath the water table where an increasing clay and moisture content will result. Problematic iron ores, colloquially termed as ‘wet and sticky’ material (WSM), can have a significant impact in the material handling stream due to the expensive downtime of processing equipment, which is attributed to the inter-particle and boundary cohesion and adhesion forces of the bulk material.In order to gain a better understanding of the causes of poor handleability, experimental test methods to determine wall adhesion, and inter-particle adhesion within bulk materials were developed. Based on the combination of wall adhesion and inter-particle adhesion measurements, with traditional methods of assessing bulk material handleability, a new method to assess the potential of bulk materials to cause handling problems is proposed. This method reduces the multitude of factors leading to problematic behaviour to a handleability index (HI) [0,1], which is easily assessed and understood. The method is suitable for adhesive materials and applicable for a wide range of material flow, from gravity reclaim stockpiles to transfer chutes and carry back on conveyor belts.Additionally, this research presents an assessment of the HI derived by experimental testing of three iron ore samples. A clear understanding of the problematic behaviour of the iron ore samples is achieved with the use of dust extinction moisture (DEM) tests, which indicates the regions where problematic behaviour may be experienced on-site.CITATION:Carr, M, Plinke, J, Williams, K, Roberts, A and Chen, W, 2017. Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. In coal mining, longwall mining is a preferred method to maximize production by extracting large blocks of coal that have been outlined with a set of development entries. In U.S. mines, longwall panels are typically 305 m (1,000ft) wide (with a continual trend towards even wider panels), and usually over 3,050 m (10,000ft) in length. The increasing size of longwall panels, while helping to increase coal production, may also increase methane emissions due to the exposure of the mining environment to a larger area of fractured, gas-bearing strata. Thus, understanding the impact of increased panel widths on methane emissions, and designing gob gas ventholes and bleeder systems accordingly, can enhance the safety of the underground workforce by reducing their exposure to potentially explosive accumulations of methane/air mixtures. As part of its mine safety research program, NIOSH’s Pittsburgh Research Laboratory has initiated a reservoir modeling effort to better understand the interaction of the various geotechnical factors influencing gas flow within and to the underground longwall mining environment. A focus of this modeling effort has been 1) the prediction of the incremental amount of methane emissions to be expected due to increasing longwall panel widths, and 2) optimizing gob gas venthole completion practices to capture more of the gas in the subsided strata above longwall panels before it can enter the ventilation system of the underground workplace. The history matching phase of the study has been carried out on a 381-m (1,250ft) wide panel in the Pittsburgh Coalbed. Simulations have also been completed for a 442 m (1,450ft) wide panel to estimate the incremental increase in methane emissions and the performance of current gob gas venthole placement configurations. Additional venthole placement configurations were simulated to investigate options for optimizing methane capture from the subsided strata above the wider longwall panel.

The recent 20 years witnessed a boom and bust in the nickel laterite industry. Most notoriously is the story of the first three Western Australian nickel laterite projects which all suffered major ramp-up issues. Many hard lessons were learned by the industry and it has been widely reported that the major contributing factors included insufficient testing as well as a limited understanding of the materials handling characteristics at the front-end stage of the flowsheet. This paper compares the current "race to production" in the REE industry to the laterite industry 20 years ago and addresses the fundamental question: ‘Have mining and exploration companies with rare earth projects learned from past lessons and are they doing sufficient and appropriate testwork to prevent failure’? The authors will provide the perspective of a commercial metallurgical laboratory that has gone through the laterite cycle and is active in the present REE cycle.

The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

"Abstract The European Federation of Foundation Contractors (EFFC) and Deep Foundations Institute (DFI) developed a sector-specific carbon accounting methodology and associated “carbon calculator” for foundations and geotechnical works. The EFFC-DFI Carbon Calculator is believed to be one of the construction industry’s first collaboratively produced carbon calculator tools for European and international countries based on verifiable and standardized data. It is intended that the tool be adopted internationally and become the open-source industry standard for ground works. A detailed methodological guide is provided with the calculator (Lemaignan and Wilmotte, 2013). This guide explains the background of the standards, accounting methodologies, emission sources and factors that were used as the bases for the tool development and includes detailed guidance on use of the calculator.Drivers for DevelopmentFoundation contractors anticipate project cost and carbon emissions will become inextricably linked in response to the climbing price of fossil fuels and carbon intensive materials as resources become scarce. Low carbon solutions will therefore become more competitive options. Also with high profile construction projects having low carbon/carbon neutrality as requirements, sustainability in the foundations industry also becomes a market issue.This carbon calculator will be used to lead the industry and shape the expectations of commissioning organisations by providing insight into the carbon cost of their projects. Commissioning organizations are encouraged to be aware of the carbon impact of projects and to also facilitate a fair and accurate way of comparing footprints to provide a level playing field for foundation contractors."
