The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.

The evolution on the computer in the last 10 years have caused a big change on the way the mining companies are doing exploration. The following factors have contributed to that change: the downgrade of computers and software cost associated with the “usability” (easy of use) of the present systems (remember the old DOS and UNIX systems). New systems are more focused on the users rather than on the experts in applications, meaning that the geologist must understand geology and not operational system, programming, etc. Market conditions requires exploration to be faster and more intelligent than in the “old” times, and companies are always demanding quicker answers from their geologist group as well as lower exploration budgets. Exploration teams must be more effective and efficient. In this sense, the only way to achieve those requirements is to use the proper techniques, methods and tools on the diverse stages of exploration. Its necessary to consider that the costs of data acquisition increase, almost exponentially, through the stages of exploration, from grass roots to advanced stage.

In, one stage of the purification sequence of the zinc sulphate electrolyte used at Risdon, cobalt is, precipitated as cobalt nitroso-,B-naphtholate, which is separated from the solution by filtration. Owing to the method of conducting the purification the filter cake contains much gypsum, unconsumed calcium hydroxide, basic zinc sulphate, and entrained zinc sulphate solution, Small amounts of iron and copper that have escaped previous purification steps are also precipitated with the cobalt as nitroso-,B-naphtholate. Thisprecipitate, normally carrying about 18% cobalt, is the raw material for the production of cobalt oxide, cobalt sulphate and cobalt metal.COBALT OXIDEThe main problem in the preparation of a reasonable grade of cobalt oxide from the filter cake is the economic separation ,of the cobalt nitroso-,B-naphtholate from the gypsum. This was solved by the application of flotation. It was discovered that the cobalt nitroso-,B-naphtholate, under correct conditions, would float without any addition agent, giving a relatively high grade concentrate. A plant, was built and has been in operation since 1936. The filter cake is pulped with water and pumped to one of two mechanically agitated tanks, eath capable of holding one day's output. Sulphuric acid is added until the free acid concentration reaches about 3 gm. per litre. Basic zinc sulphate is dissolved and calcium hydroxide converted to gypsum. The pulp, carrying about 2t lb. of solids per gallon, is pumped at a suitable rate to the first of a series of 10 flotation, boxes.. A new strain of Thiobacil/us ferrooxidans (SPK I) has been isolated which has a higher copper to iron release ratio (2.04) than the standard T ferrooxidans (CPBI) (1.12). The diminished iron oxidizing ability enables almost quantitative release of copper (93 per cent) from a chalcopyrite-rich concentrate without interference by iron reprecipitation. In a single batch leach, Bougainville copper concentrate yielded 9.3 grams/litre soluble copper from a 4 per cent w/v suspension in 100 days at 32°C.Solvent extraction recovery of soluble copper is recommended as a final step in a leaching process.

The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

The silicate slag and copper matte that are the byproducts of smelting copper in a reverberatory furnace contain SiO2, FeO, Fe3O4, CaO and Al2O3, and Cu, Fe and S, respectively. These components influence the oxide (Cuox), sulfide (Cusul) and total (Cutotal) copper content lost in the waste slag. This paper uses multiple linear regression analysis (MLRA) to determine the degree of influence. The results of calculations obtained using MLRA were compared to actual measured results and found to have a large degree of correspondence, with the coefficient of determination R2 = 0.975. These results indicate that slag composition and copper content in the matte influence the copper losses in the waste slag with a probability of above 97%. It was determined that, of the total copper content of the slag, 74% is in sulfide and 26% in oxide form, and that this ratio is not dependent on the slag or matte composition.

H ELIUM (chemical symbol: He) is a member of a family of normally gaseous elements, which, because of their zero valence and corresponding lack of chemical activity, are called the "noble" or "inert" gases. It is a monatomic element with an atomic number of 2, and it exists naturally in two stable isotopic forms-He3, with an atomic mass of 3.0170, and He4, with an atomic mass of 4.0039. With the exception of a trace (10-6 percent) of He3, all of the naturally occurring helium is He4. Two unstable isotopes-He5, with atomic mass 5.0137, and He6, with atomic mass 6.0208-are listed by various scientists, but the existence of He5 is questioned by some of them. He6 is radioactive, with a half-life of 0.8 second. Helium was discovered in 1868 in the gaseous atmosphere surrounding the sun. Although several scientists studied the solar chromosphere that year, it is generally agreed that J. Norman Lockyer of England should be credited with the discovery of helium, which he named, deriving the word from "helios," the Greek name for the sun. It was not found on earth until March 1895, when William Ramsay of London produced a small amount from a sample of cleveite, a uranium-bearing mineral. In 1905, H. P. Cady and D. F. McFarland of Kansas found helium in natural gas produced from a well near Dexter, Kans., and for the first time a large source of helium became available.

When selecting a solution for improving resiliency at facilities, such as airports, utility and transit sites, there are many options to protect structures and equipment against potential flooding. Each case involves an evaluation of the several key factors such as: design flood parameters, the geography and geological conditions below the site, the facility, and the layout of buildings and equipment to be protected. Upon reviewing these conditions and conducting a cost analysis of various options, the most suitable approach to protecting a facility can be determined. This paper will compare the conditions at various New York City sites, and give detail to the solutions utilized at these sites to improve resiliency and protect each facility. Flood wall types varied as did the strategies for raising critical equipment, to meet the Federal Emergency Management Agency (FEMA) and American Society of Civil Engineers (ASCE) 7 guidelines. Due to granular soil conditions, some sites may experience soil seepage below the flood wall resulting in the need for underground cut off systems. The authors will also present detail regarding the solutions used to control seepage. Various cut off systems will be discussed such as grouting and sheeting, explaining the factors that may impact the choice of systems. Another consideration in flood resiliency is the potential for a buoyancy condition on basement slabs when localized flood barriers are employed on first floor doors and windows. The authors will discuss the potential impacts of this condition on facilities and methods to mitigate this issue. 1. INTRODUCTION New York City is an urban coastal Metropolis with varied geology and low land areas. This includes but is not limited to sandy soils at Coney Island and the John F. Kennedy Airport. Soft marshes are found near Flushing Queens and LaGuardia Airport. Heavy rains and coastal storms caused disruption to daily life and heavily affected the economy of this vibrant City. For instance, in lower Manhattan business was interrupted in the Financial District. Power outage was widespread; commuter trains and subways were stopped and put out of service. Additionally, numerous residential homes were damaged in Coastal Neighborhoods such as the Far Rockaways and Staten Island. 1.1. Superstorm Sandy Flood Statistics On October 29, 2012 Superstorm Sandy impacted numerous facilities in the New York City Metro area. The resulting damage cost New York City more than $42 billion in repair costs. $33 billion was allocated to repair housing and infrastructure, and $9 billion was allocated to protect transit systems1. One of the major issues that impacted the city in terms of its preparedness was the high flood surge. The surge surpassed the former base flood elevation and reached as high as 13.88 feet (above mean lower low water - MLLW) in Battery Park at 9:24pm that evening. Tottenville, Staten Island experienced more damage where the water was recorded at +16 (North America Vertical Datum of 1988 - NAVD88), which is equivalent to 18.7 feet above MLLW (see Fig. 1). Not only was the surge at record levels, the waves in New York Harbor were also at record level where some buoy stations recorded waves of up to 32.5 feet. The City released “A Stronger, More Resilient New York” in June 2013, a plan laid out to rebuild communities impacted by Sandy and improve the resiliency of the infrastructure and buildings in New York City. Figures below help to illustrate the extent of the inundation relative to the projects being discussed.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

"Solvent extraction followed by electrowinning (SXEW) is an economical option for the processing of low grade and oxidized copper ore. Phenomenological models were developed to simulate the copper solvent extraction and the electrowinning processes. The two models were linked together to make a SX/EW simulator. The simulator is used to predict the operation of the mines Gaspe pilot plant put in operation in 1996. Results confirm the potential of the simulation that would subsequently be used for student training, process optimization and to assess the performances of control strategies.INTRODUCTIONSolvent extraction followed by electrowinning (SXEW) has become in the last two decades a key process for the recovery of copper from solution obtained by leaching low grade copper ore. Several operations have been commissioned in North and South Americas in the last decade (Arbiter, 1994). In Canada, Gibraltar Mine (Scott, 1991) operates a SX plant followed by electrowinning (EW) to produce copper cathode from leached low-grade ore dumps. From 1996 to 1997 Mines Gaspe operated a pilot plant to test the economical feasibility of leaching an oxidized copper ore, followed by solvent extraction and electrowinning of copper. Despite copper SX/EW processes have the reputation of being low cost operations, plant engineers should always look at way to make the plant more efficient. Process models provide an economic platform to learn, control and ultimately optimize the operation of a plant.Several models have been independently proposed to simulate the SX process (Cadman and Hsu, 1970; Medina Gomez, 1980; Wilkinson and Ingham, 1983; Garcia et al., 1988; Aminian et al., 1997) and the EW process (Bryson, 1981; Barton and Scott, 1992; Barton and Scott, 1993). However few papers, if any, deal with the integration of the two process models into a single simulator of a SX-EW plant. This paper describes the development of an integrated simulator for the SX-EW process and shows some steady-state simulation runs of an actual SX-EW pilot plant. The paper consists of four sections. The first section shows the general layout and principles of operation of a SX-EW plant.The second section describes the SX model while the third section deals with the process model used for the copper electrowinning process. The last section shows how the two process models are linked to simulate the operation of the Gaspe pilot plant."

The final criterion of the payability of gold production must necessarily be the cost per ounce. While the cost per ton or per cubic yard is a convenient comparative measure, and a necessary one for operating control, it is obviously insufficient as a means of judging whether or not, in a given set of circumstances, a gold production operation can be carried out economically.. An alternative method, which brings in the ton or cubic yard as a unit of measurement, is to determine what the cost per ton or per cubic yard is equivalent to, in terms of pennyweights or grains at the ruling price of gold. But this is really only another way of stating that the cost per unit of product is the ultimate measure of profit or loss, and not the cost per unit of input material.It is accordingly of interest to determine the cost per ounce of Australian gold production and to compare it with the cost of gold production in some other parts of the world which are important gold producers. The attached Appendix, which it, is believed comprises practically all Australian mines of any consequence (except Big Bell and the de Bernales group, for which. insufficient information is available), shows this information for financial years ending between 31st December, 1938, and 31st December, 1939, the production of gold dealt with being some 1,084,000 oz., or 66% of the total Australian production for 1939. For comparative purposes the cost of producing gold at representative mines in New Guinea, New Zealand, Fiji, Canada, India, West Africa and Rhodesia, and the average cost of production at the Rand mines, has also been included.It is obviously necessary in a study of this sort that the basis of the cost should be clearly set out and should be as nearly as possible uniform. Silver is one of the three major metals produced from the Broken Hill mines. The accurate determination of the silver in these ores, therefore, is of economic importance.With due appreciation of the divergence of opinion of many who are interested in the subject of the determination of silver, the writer has been prompted to present the results of some recent experiments on silver losses during cupellation and conclusions from these experiments in the present paper. The losses of silver in the fire assay for this metal are due to silver retained in the slag during the fusion or scorification of the ore, and to silver volatilized from, and absorbed by the cupel during the process of cupellation.The literature describing the results of experimental work on silver losses due to the above causes is extensive, and the general conclusion of these experiments is that the silver lost in the slag is small, but that lost by cupellation is larger and more variable.The term cupellation loss in this paper refers to the total cupellation loss, no distinction being made between the absorption and volatilization losses.Volatilization loss is shown by King to be 0.5% of the total cupellation loss and, as it is generally accepted among assayers as being only a small fraction of the cupellation loss (3) (5), it will not receive further consideration in this paper.The factors causing the loss of silver by cupellation and the precautions to be obs~rved to reduce the loss in this operation are described in (1), (2), (3), (4) and (5). Similarly to notions of constant capital/expenses in business or magnetization power for electric motors an energetic base load (E0) is always necessary to set up a mining process. Denominated as ?non-productive energy? or base load, (E0) is a constant component of the entire energy consumption of the process, while another component the ?productive energy? (Ep) is variable, being function of the production/throughput (M). By using these new concepts, the author creates an energetic model proposing a new method of assessing changes in mining processes (throughput) that can reveal possible energy savings (DSM component) or energy losses. Proposed mathematical model of assessing (E0) and energy savings by using ?Marginal Energy Usage Index? (MEUI) enables creation of historical benchmarks and direct on line energetic (efficiency) assessment of mining processes and/or equipments. The paper analyses the case of assessing possible energy savings that can be obtained by: ?? Improving efficiencies of various equipments (by retrofit) ? reducing E0 ?? Improving the process control or other process changes ? reducing Ep ?? Monitoring persistence of the adopted Energy Conservation Measures (ECMs). For the new plant design, the proposed method enables prediction of Customer Baseline in various mine/process configurations. The method could become part of a ?preventive action? in design process by offering a reliable tool of assessing additional financial effort (Incremental cost) when choosing various higher efficiency equipments and/or processes.

"Basement construction is one of the challenging geotechnical concerns in the urban environment. Several types of retention systems are practiced to support the earth which is suitable for restricted access, rapid mobilization, fast excavation and cost-effective designs. A thorough understanding of geotechnical engineering as well as the structural mechanics is important for the earth retention systems. This paper discusses a project with various types of foundation solutions including monitoring of deflections during excavation stage of a retention system.A multi storeyed residential building (3B+Stilt+18F) in Chennai having structure foot print area of 1500 m2 has to be constructed on large diameter pile foundations and also to support the proposed basement excavation. Ground water table was encountered at about 6m below the existing ground level (EGL). In order to support heavy structural loads, large diameter bored cast-in-situ piles were chosen and installed. Further, complete retention system was economically designed and built, which includes installation of Contiguous Bored Piles (CBP) in combination of vertical grout columns behind CBP wall to seal the gap between the CB Piles, installation of inclined ground anchors, construction of capping beam, stressing and locking of installed ground anchors. A detailed monitoring program was in place and continuous monitoring of wall deflections is being measured at the time of publishing this paper. This paper describes the design and construction aspects adopted for foundation and retention system including the monitoring results during excavation stage of the project.INTRODUCTIONIn general, stage wise open excavation will be opted for basement construction where plenty of space is available. Due to urbanization and restricted space, open excavation became a difficult task nowadays. To overcome this problem, suitable retention system need to be selected to retain the soil mass. Selection of suitable retention system for multi-level basement excavation is a great challenge in geotechnical industry, especially when the proposed site is located within the minimum set back distance from the existing structures. This in turn calls for the advanced and innovative methods of retention system.Several earth retention systems such as Diaphragm Walls, Secant Pile Walls, CBP system, Soldier Pile Walls, Sheet Piles, Deep Soil Mixing (block walls) etc. with or without inclined ground anchors are being practiced worldwide. Considering the advantages and disadvantages of the available retention systems in practice locally and keeping in view of present site conditions, the developer has chosen CBP system with inclined ground anchors so that all foundation related works of the project will be handled in a single package. The main advantage of such packaged solution will ease the coordination between design consultants and foundation contractor resulting in faster construction of foundation works which in turn reflect savings in time and cost."

The petroleum industry continued to be the most important mineral activity in Bahrain during 1978-79. Revenues generated by the petroleum sector increased from $378 million' in 1977 to an estimated $419 million in 1978 and approximately $522.5 million in 1979, despite decreasing production over the 2 year period. There were two oilfields that produced revenues for Bahrain, the Awali oilfield, the nation's only onshore producer, and the Abu Sa'fah oilfield, located in the Persian Gulf, north of Bahrain, The Await oilfield has been decreasing output from a high of 27,973,000 barrels in 1970 to 19,000,000 barrels in 1979. Bahrain shared the revenues from the Abu Sa'fah oilfield with Saudi Arabia, as settlement of an ownership dispute. For the first time, in 1978, revenues from the Abu Sa'fah oilfield represented over 50% of the total receipts from the petroleum sector. The years 1978-79 saw the gradual takeover of the Bahrain Petroleum Co. (Bapco), formerly a subsidiary of the California Texas Petroleum Co. (Caltex), by the Government-owned Bahrain National Oil Co. (Banoco). By yearend 1978, Banoco owned 60% of Bapco, and Caltex the remaining 40%. The Government-owned company controlled exploration concessions, managed domestic marketing of petroleum products, and controlled natural gas production and marketing. On December 15, 1979, the Bahrain Government completed full takeover of the Bapco operations. Bapco will continue to own and operate the 250,000-barrel-per-day oil refinery located near Sitrah, as well as handle foreign marketing of petroleum products.

The paper describes an improved process for the recovery, purification, and concentration of copper values from acidic dump leach liquors. The process employs a new liquid ion exchange material (LIX® 64 reagent) capable of separating copper values from iron and other impurities common to dump leach liquors in the typical pH range of 1.4-3.0. Properties and performance of the reagent are discussed. Design scale-up information for both pilot plants and commercial installations, including preliminary economics, are presented. Economic considerations include the production of electrolytic copper from the purified copper aqueous concentrate. INTRODUCTION Since the commercial acceptance of the liquid ion exchange process in the mineral processing industry, it has been predicted that a wide selection of chemical reagents to efficiently and economically separate many metals in solution under a wide range of conditions would be commercially available. Several years ago, General Mills began a basic research and development program to determine if it were possible to develop a reagent to extract economically metallic ion from existing process streams. Progress toward reaching this objective was reported in late 1963, when development of quantities of LIX -63 reagent, a highly selective reagent for the extraction of copper, was introduced. The properties of this reagent are described in a previous paper.' The development work with this reagent indicated that perhaps the largest potential application for a copper extractant, the treatment of acidic dump leach liquors, would not be economically possible with LIX-63 because of limitations of the reagent to extract copper below a pH of 3.0. The relatively small pH adjustment required with LIX-63 would result in a significant processing cost and the undesirable precipitation of ferric hydroxide from the liquor. This pointed to the need for another copper extractant which would extract copper from dump leach liquors without pH adjustment. General Mills was successful in synthesizing a molecule which does not have the pH limitation of the LIX-63, yet possesses the selectivity-solubility properties required of a metallic extractant. The resulting LIX-64 reagent broadens the pH range from which copper can be effectively extracted and separated from other metallic impurities. Of special significance is the fact that the reagent, LIX-64 was developed by combining the technical requirements of a specific problem in hydro-metallurgy with theoretical organic and physical chemical principles.

Research at the University of Colorado on southern pine and Douglas-fir piling has determined that the existing building code design stress values of 1200 psi and 1250 psi, as determined by ASTM D-2899, are substantiated; but testing procedures should be revised. All full size piling tests should be standardized at 1/d ratios of 2:1, or confined tests performed. Also, it has been determined that theoretical design values for timber piling should not be based on the lumber criteria of D-245 and D-2555, but instead should follow the pattern set by engineers in the utility industry for timber poles, in accordance with ANSI 05.1.

Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...
