Microtunneling is rarely a straight forward “business as usual” endeavor. More often than not, these projects take twists and turns that require on the fly, out of the box solutions to get the project completed. This paper is a case history of a 63-inch diameter, Permalok, microtunneling project, extending nearly 700 linear feet under a hill forming the left-hand abutment to an earth embankment tailings dam. The job had three major and unexpected challenges that required unorthodox solutions. Challenge #1— Face Configuration: The Santiago Formation, a cemented sand formation with widely varying strengths, presented a challenge to configuring the face with regards to the number and length of pics and cutters. Subtle differences in type and size of the tooling had a big impact on the performance of the machine. Challenge #2—Eccentric Loading: Issues at the launch shaft with the Permalok pipe adaptors caused eccentric loading on the casing pipe. This issue resulted in overstressing and breaking of several pipe joints that ultimately led to seizure of the tunnel. Challenge #3—Back-tunnel Excavation and MTBM Recovery: There were many detailed considerations into excavating a recovery tunnel to retrieve the MTBM, especially being under a high hazard earth embankment dam.

Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. It is difficult to decide who most deserves credit for discovery of a mining district that has produced over 19.8 Mg (7,000,000 fine oz) of gold and still contains a large reserve of low grade ore. Fred Culver may have made the first discovery. In the summer of 1867, the ship's log of the Hudson's Bay Co.'s steamer Otter stated that Fred Culver had been found nearly lifeless from wounds, without provisions, but with some 2.3 kg (80 oz) of rough, placer gold in the bottom of his canoe; he told of finding a rich creek and an attack by Indians that caused the death of his two companions. The place of rescue was about 24 km (15 miles) southeast from the present site of Juneau. Possibly John Muir, the hero of modem environmentalists, should be given important credit. In 1879 he reported finding mineralization along what later became to be known as the Juneau Gold Belt, and it was his report that induced the cantankerous German mining engineer, George Pilz, to grub- stake some of the prospectors who had drifted into Sitka from the declining gold placers of Cassiar, British Columbia. Pilz also offered rewards to Indians who might report gold discoveries.

The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

Chromite ore processing tailings and low-grade manganese ores are typically considered waste due to their limited or negligible utility, leading to environmental and storage concerns. Researchers globally have explored various methods to utilize or upgrade these wastes, particularly because dumping chromite ore has been linked to severe health issues through Cr(VI) leaching. Individually, these ores lack economic value, and there has not been research on simultaneously reducing both low-grade ores. In this study, the focus lies on smelting these ores together, aiming to create a precursor alloy for 200 series stainless steel scrap. Initial research indicated the potential for scrap formation, validated through lab experiments with varying coke rate, basicity, and holding time. The investigation discovered that smelting this combination could yield a metal product comprising 59% Fe, 24.93% Cr, 7.56% Mn, 0.62% Ni, and 0.93% Si. The optimum basicity was found to be 0.6 with 80% recovery. Notably, this process eliminates intermediate steps in 200 series stainless steel production, potentially reducing overall CO2 emissions. This proposed method represents a cleaner, sustainable approach to repurpose these two waste ores, projecting a net profit of USD 330 per ton.

In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

It is no mystery why the mining industry has such lofty safety standards. In dealing with Mother Nature and gravity, the combination of the two can create significant hazards from high wall and tunnel collapses to huge landslides. The loss of production from a major disruption could be enormous. The price tag on the loss of human life is immeasurable. The evolution of geotechnical instruments and software has been ongoing for years. But the biggest innovations have occurred during the era of cell modems, internet, and wireless networks, allowing for real time data and alarms to be delivered globally anywhere and anytime to one?s computer, laptop and smartphone. Yet in some ways you can thank the urban construction projects for developing much of the technology in use by today?s mines. Due to the density of population and the billions in dollars of structures and infrastructure in cities throughout the US and the world, urban projects have faced intense scrutiny for years. Out of this scrutiny was born the necessity of real time automated monitoring of instrumentation and sensors, a defence against catastrophic failures, and real time early warning systems through alarms that can and do saves lives. It is also possible to identify areas of concern with subsequent remediation prior to failure.

Central Mexico's mining districts, opened centuries ago during the Spanish conquest, still form the backbone of metal mining in the country today. Beginning at Chihuahua City, the Second Mexican Mining Rail Excursion traveled southeast from camp to camp through this major mining area to Taxco. Improved exploration, exploitation, and beneficiation methods have permitted continuous mining of many old deposits, and led to the discovery of new ones. Minerals not sought by early miners-lead, zinc, copper, and fluorite-now contribute substantially to mining activity in central Mexico. Of Mexico's five physiographic provinces, the rail excursion passed through two: the Mesa Central, and the Sierra Madre Occidental. The Mesa Central province is a wide tableland with basin and range topography, containing important base metal deposits. Mining in this region is primarily of limestone replacement ore bodies. Massive deposits form horizontal mantos or vertical chimneys. In northern Zacatecas, the Santa Eulalia and Naica mines demonstrated this character. The Sierra Madre Occidental lies west of Mesa Central in northern states, then widens to almost the entire width of the country from outside Mexico City to the southern border. The area consists of volcanic beds, several kilometers thick. These intermediate volcanics are primarily andesitic, of Tertiary age. Resting on older strata of adjoining physiographic divisions, the volcanic beds are overlain by a thick series of acidic flows and tuffs. Economic mineralization in the Sierra Madre Occidental is vein-type, primarily gold and silver. Mines at Fresnillo, Guanajuato, Pachuca, and Taxco contribute to the claim that this region is the center for precious metals in Mexico. A third type of mineralization, contact metamorphic deposits, is commercial at Santa Eulalia. First Stop, Santa Eulalia Mine tours began with the Santa Eulalia unit, located 25 km east of Chihuahua City. Mining in the region dates back to the early 1700s. The oxidation zone was worked until 1790, but mining declined until Asarco arrived in the early 1900s, building a selective flotation plant for treating primary sulfides. Asarco still owns 34% of Industrial Minera Mexico, S.A. (IMMSA), operator of the Santa Eulalia mine. Santa Eulalia currently has a milling capacity of 850 t/d. The San Antonio and Buena Tierra mines provide feedstock. Head grades at San Antonio, the mine participants toured, average 80-120 g/t of silver, 1.5-4.5% lead, 4-16% zinc, and 0.1-2.5% copper. Tin and vanadium were also recovered between 1930 and 1940. Estimated proven and probable reserves total about 7.6 Mt, although 1.8 Mt of reserves are located in areas of high water pressure and volume, which makes extraction difficult. Water is a significant production problem at the San Antonio mine. In one area, an AX drill hole encountered 2.6 m3/min (700 gal/min) at a pressure of 2.5 kPa. Unfortunately, the term "control" has a negative connotation in the minds of many of our operating plant personnel. Whereas the opposite is true of those associated with research and technical centers in our industry. The magnitude of this difference in opinion and actual experience has often proved to be a major factor influencing the success or failure of process control applications. Through the years, many plant people have endured a number of unsuccessful attempts by "outside" people to "optimize" their plants; and these experiences have proved to have had quite a callousing effect on them. On the other hand, in many plants, successful process control efforts have made firm allies of the operating personnel, and have increased the number of metallurgical people who are well qualified and experienced in process control. The instrumentation industry, computer industry, and the mining industry's ability to quantify what is really happening in our processes have grown and developed rapidly since the first control efforts were made in the 1930's (1). Because of this-,: new control opportunities are becoming increasingly more feasible and older well established ones are becoming even more practical and necessary with regard to the economic s of our industry.

An overview of the history of mining technology, both past and present, shows that some of the new concepts being successfully applied have changed the reserve categorization and are having an overall impact on production. Past coal mining operations in the eastern coal fields, and especially in Appalachia, extensively utilized stripping with the predominately applied contour method. As a result, vast mountainous areas have abandoned benches left behind by past mining operations. While thicker seams previously stripped were usually mined by underground or mountain top removal methods, thin seams beyond technical or economical limits were left intact after contour mining had reached the ultimate height of the wall. These thin seams quite often contain high BTU, low ash and sulfur coal that makes them attractive for a secondary recovery due to the market requirements. Secondary highwall recovery has obvious potential and is economically attractive; however, with the present state of industrial experience and lack of analysis of site data, a trial and error approach is used by operators.

"Justified is a show on FX that takes place in Kentucky coal country. The two main characters, a cop named Raylan and a criminal named Boyd, are adversarial to the very end, yet they manage to maintain a seemingly inexplicable bond of friendship through it all. The final episode ends (spoiler alert) with Boyd asking Raylan why that is. He responds, “If I allow myself to be sentimental, there is one thing I wander back to” Boyd responds, “We dug coal together.” Fade to black.What creates these types of bonds between friends and co-workers in mining? I don’t know about you, but many of my best friends I met in mining. Certainly the people I respect the most in this world are a part of our industry. Good, honest, honorable men and women. And I am not just talking about the leaders of our industry. I am talking about great miners who taught me how to do the right thing and also be productive.I have had the pleasure to work for some great people and the misfortune of working for some of the loudest screamers. What I consider the worst butt-chewing in my life may surprise you. I once worked for a man I respected, because he showed me respect. He went on a business trip and left some instructions. For some reason, I was able to justify to myself that they applied to everybody but me, and I disobeyed them. When he returned he called me into his office and said to me: “Tim, you pissed me off when you did that.” He said it quietly and with no anger. I had lost his respect. This devastated me more than any screaming shift boss ever could have. I learned a lot about values from that conversation.Most of us will spend more time at work than we will with our families over a lifetime. It is natural that tight bonds be created at work. What I believe makes mining special is that these bonds are so strong. They are strengthened by the incredibly hard work our miners do. They work at all hours, on holidays and in all sorts of extreme weather conditions. The physical demands of the job are sometimes exhausting. Our bonds are further reinforced because the work is dangerous. Not only does management watch out for the wellbeing of their people, but each and every one of us looks out for one another. The bonds are made tight because our people are so passionate about what they do, no matter the department or profession. Finally, they are strong because of the thousands in the industry that keep doing the right thing, every day. We make great friends in this industry because of the strength of character of our people. That is why Boyd and Raylan respected one another so much."

The inadequacy of our knowledge of the coal combustion process has long been recognized. This was expressed very well by Spicer and Finney (1). "The control of combustion processes in industry and the design of the equipment necessary for efficient burning to take place have always been very much branches of an industrial art rather than of an exact science. This has been especially true of the utilization of coal, a substance so hetrogeneous and complex in character that all too little is known about its chemical and physical composition.' During the past several years one branch of coal utilization, that of high temperature carbonization; has made significant advances from being an art into being an exact science. This has been accomplished by the development of petrographic techniques for identifying, measuring, and determining the thermal properties of the organic materials which affect the carbonization of coal and the correlation of this information with a pre-existing standard of coke quality, the stability index.

The metallurgical processes that are frequently applied today use strong solutions and are of alkaline, acidic, or organic nature. These play a very important part in recovery of values from many ores. These solutions are of such a chemical nature that they are generally corrosive, flammable, and contaminating. In most cases, they are highly dangerous to the environment. Within the extractive metallurgical industry, it is also very common to have to deal with the handling of contaminating solutions with a high content of cyanide, arsenic, mercury, lead, copper kerosene, acid and many other components whose temporary or permanent confinement within the process must be adequate and absolute.

"AECOM completed a subsurface exploration program for an 18-foot diameter, approximately 4-mile long rock tunnel project in Hartford, CT. The tunnel crosses the regional geologic trend through the middle of a sedimentary basin, passing through four separate rock formations, including two volcanic flows. Faulting is prevalent, with at least 15 faults encountered during the site investigation. Severe artesian flows were also experienced in several of the borings, requiring highly specialized drilling equipment. Sixty-two borings and associated testing were performed to characterize the structural geology, hydrogeology, rock properties and ground conditions. A phased program was carefully planned and implemented with participation of geotechnical and geologic specialists, with thoughtful evaluation along the way to react to the ground conditions encountered, and make appropriate refinements. This paper will discuss the subsurface program details; the integrated efforts used to effectively characterize the ground; and will summarize the final characterization presented in the GBR. PROJECT DESCRIPTION The South Tunnel Conveyance and Storage Tunnel project is part of the Metropolitan District (MDC’s) Long Term Control Plan to address discharges to various water bodies throughout the greater Hartford area. This program includes a main conveyance and storage tunnel; a tunnel boring machine (TBM) launch shaft and retrieval shaft; adit tunnels with associated drop shafts and connection structures; consolidation conduits and manholes; and a tunnel pump station (TPS) at the downstream end of the main conveyance tunnel. AECOM is serving as prime designer for the MDC on this project. The main conveyance tunnel (hereinafter referred to as the “South Tunnel”) will be a deep rock tunnel with an invert depth of approximately 180 feet at its downstream end and approximately 218 feet at the TBM retrieval shaft. The tunnel will have a finished diameter of 18 feet. The tunnel will rise in grade at a slope of 0.1 percent to its upstream end. Total invert depth along the deep tunnel alignment ranges from about 180 ft. to as high as 320 feet. The total length of the tunnel will be 21,754 feet. The South Tunnel will be constructed using a shielded TBM and fully lined with pre-cast concrete segments."

With underground stone operations developing in deeper and more geologically complex conditions, accurate pillar stability analysis becomes for the evaluation of engineering design. This paper provides engineering-based recommendations for applying LaModel to evaluate multiple-level room-and-pillar stone mines in both shallow and deep cover. It provides practical guidance on model calibration using field observations, selection of input parameters, and interpretation of results to inform design and operational decisions. The analysis demonstrates LaModel’s effectiveness in simulating pillar load transfer, stress redistribution, and failure mechanisms in complex mining geometries where empirical methods may be inadequate.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

Mississippi Valley Type Pb-Zn deposits are widespread in the midcontinent U.S. and have been mined from the 1800's to present. Some tens of thousands of acres of mined land in the Tri-State District have been designated as Superfund sites as a result of surficial mine wastes and ground waters with elevated levels of metals. EPA considers the surficial mine wastes to be hazardous and a major source of acid mine drainage fAMD) that degrades water resources and threatens human health and the environment. To mitigate potential risks at one site near Galena, Kansas, a group of mining companies who had been identified by EPA as Potentially Responsible Parties IPRPs) proposed subgrade disposal of the mining wastes in shafts and subsidence features. However, this proposal was challenged by the Agency on grounds related to AMD and the potential for degradation of ground water quality. The PRP team developed a program of materials characterization, laboratory-scale leaching, and finally large-scale, pilot testing in the field. Static and dynamic leaching tests at both laboratory scale fusing artificial rainwater under both variably and fully saturated conditions) and field scale (using pH 4.5 ground water) showed that the surficial wastes do not produce acidic leachate and are not a long-term source of metals. Laboratory chemical and mineralogical tests show that the mine wastes contain substantial carbonate, but very limited iron sulfides, consistent with the leach test results. EPA "characterization" tests fEP Toxicity and TCLP) compare very poorly with tests simulating the expected leaching conditions. While these tests would classify the surficia1 wastes as "hazardous, they do not characterize the behavior of the high-volume, low-concentration, coarse-grained materials with respect to environments and disposal options of interest. To be meaningful, characterization of mining wastes must be performed in a manner that simulates the environmental conditions that are actually of interest with respect to a specific decision, such as subgrade disposal in the saturated zone.

TBM (TBM) mining in urban areas particularly under low overburden is a big challenge to design and excavate. During excavation of the Lucknow Metro project, in Uttar Pradesh, India the metro authorities encountered a design stretch where the TBM had to cross a sewer canal crossing of 15 m length under overburden of less than 1 m. Not only the stability of TBM due to uplift was of concern but also the stability of both banks. Most structures on the canal banks were non-engineered structures whose stability due to vibration of TBM was also of concern. Due to these risks, a method was proposed that met stability requirements for both ground and superstructures. The design was practical and cost effective to construct, and a collaborative exercise between the client, contractor and designer that took approximately 18 months to implement.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.
