Identifying high value areas of unmined coal when large quantities of coal are available relative to annual markets is difficult because of the uncertainty of when the coal is to be mined. A GIS based methodology developed to value reserve coal in a producing coal region for the purpose of ad valorem taxation also identifies high value areas for mining investment. The methodology is unique in that it accounts for most mining, environmental, and market factors to determine when specific properties are to be mined. The methodology and data base are useful for directing regional exploration and acquisition activities toward most favorable areas.

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

The operation is based in southeastern Idaho in the Western Phosphate Field. The plant is located about 275 km (170 miles) northeast of Salt Lake City, UT and about 4 km (2.5 miles) north of the town of Soda Springs.

Introduction Examining the short- and long-term job prospects for engineers in the coal industry might include looking at coal tonnage projections, future export markets, federal regulations, and the decrease in overall graduates. But coal is the US most competitive basic industry. As such, why not go back to basics? That is, there are three basic challenges that need to be faced by students, faculty, and members of the coal industry. These challenges are counseling, career placement, and professionalism. Counseling Counseling can include elementary, high school, and college students, as well as individuals already employed. But what happens to students after they have selected a course of study at a particular university? As shown in Fig. 1, only 87,000, or 7.25% of our graduates have technical degrees. Generally, there is a strong market projected for these engineering graduates. However, many students who have majored in other nontechnical curriculums, have to scramble for jobs. This says something about our ability to make students aware of where the real job opportunities are. As a student spends four or five years pursuing a degree, he or she is looking for professional guidance. The student has the right to expect "real world" counseling - counseling that is not "the way it should be" but "the way it is." The influence of faculty members is significant. They should take this long opportunity to tell students not what they want to hear or what the problem's of academia or the industry are, but what the real job market is all about. If faculty do not use this opportunity, they in-advertently-through omission - mislead their students. Once a student graduates and is a working alumnus, faculty should take advantage of their relationship with the student and continue to stimulate conversation leading to a two-way exchange of ideas and information. Faculty should also encourage and solicit financial support for their mining departments from their alumni. These monies, in many cases, will be matched dollar for dollar or more, depending on the company the alumnus works for. In the private sector, the responsibility is to communicate with faculty and students. Alumni can be effective by participating in this two-way dialogue with their professors at meetings, technical seminars, and conventions. In many cases, alumni will employ summer or co-op students in their organizations. While getting to know these students, industry members should level with them on where the true opportunities are and what it takes to be successful. It is important to communicate with both faculty and students candidly on both the posi-

To mitigate and control the combined sewer overflows from 17 outfalls in the City of Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township, the Detroit Water and Sewerage Department has completed the preliminary design of a storage tunnel in 2005. In 2006, a final design has revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km(7-miles) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each, and 14 drop shafts with various IDs. This paper discusses the latest development of this tunnel system.

Section 25 has been assembled to give the geological, mining, or metallurgical engineer an overview of some of the important downstream operations that typically follow mining activities. This subject is obviously too broad and complex to be covered in detail within this Handbook. However, the engineer will be interested to learn about the basic fundamentals, and especially how they might affect the economics of the total project from prospecting and mining through to metals recovery and marketing. In this way, it is hoped that the engineer will have a better overall appreciation for the technical and commercial prospects of a mining and metal-producing project.

Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

Timber support of mine openings continues to be an effective system for ground support, due to its avail¬ability, flexibility, and ease of installation. Timber support of mine openings as a primary method to support loose rock has been replaced to a large extent by rockbolting and by filling systems. How¬ever, the many designs of square-set timber and varia¬tions of crib and stull support that have been developed to suit many stope configurations have proven reliable over many years of application. Integrated in modern excavation and stoping methods, timber remains an im¬portant ground support material for today's mines. ADVANTAGES AND DISADVANTAGES OF TIMBER SYSTEMS Timber, when used as a part of the total support system, is recognized for its unique support properties. More than a cover to prevent minor falls of ground, timber systems have been carefully designed to provide adequate support with sufficient compressive qualities to achieve a safe working environment in extremely diffi¬cult ground conditions. In some cases, a timber support method is designed to yield while retaining its protec¬tive support qualities. Little or no initial investment in equipment or plant is required for incorporating timber into the mining support system. Low cost cutoff saws and portable chain saws are sufficient equipment for effective use of dimen¬sioned (sawed) or round (stull) timber support. Until recently, small sawmills of various complexity were com¬mon at mine surface plants. Sawmills at the mine sites have generally been replaced by timber vendors' mills. Suppliers have been able to use efficient cutting and lumber handling methods to reduce the cost of mine timbers. Most suppliers will package dimensioned mine timber into bundles that are suitable for handling down mine shafts and on level conveyances. The principal disadvantage of timber as a support method is higher material cost and labor cost associated with its labor-intensive installation. Furthermore, stand¬ing timber reserves of mine quality wood are in short supply in some areas, and heavy competition exists for alternative uses of the timber supplies. Vendors are reluctant to supply large cross section dimension tim¬bers relatively free of defects. Some mine operations require 4.8-m (16-ft) lengths of firm timber over 0.09 m2 (144 sq in.) in section and these are difficult to obtain in large quantities. APPLICATION OF TIMBER FOR MINE SUPPORTS Timber used in mine support has been cut from many species of trees. A firm hardwood with physical properties similar to western Douglas fir has been pre¬ferred in the US. Other harder and softer woods, how¬ever, have been used when readily available or where the specific strength or crushing quality of the wood is a desired specification of the support system design. Hard¬ wood, commonly oak, has been used where maximum crushing resistance is required. Mahogany and fir are widely used for shaft guide timber. Normally, timber is used with its core axis parallel to the long axis of the timber dimension. However, in some cases, it is placed normal to its core in a "butt" log position, so as to provide maximum resistance to abrasion of the ore passage adjacent to the cut end of the block. By selective placement of timber block¬ing, controlled resistance to ground closure can be achieved which will prevent early failure of primary sup¬port members of the timber structure. Timber is widely used in modern mining operations as a construction member for chute-lip support. These designs are tailored to each operation to conform to the dimensions of the haulage equipment being used. As a construction material, wood requires none of the spe¬cial equipment necessary for placement of concrete or steel support. Placement of these alternate support ma¬terials requires carefully dimensioned and engineered excavation for their installation. Wood can be easily sawed to fit on location. The successful use of timber in heavy ground de¬pends on the careful and accurate placement of block¬ing and bracing to achieve the controlled yielding re¬sistance needed to support the mine opening. Similarly, frequency, size, and placement of top and bottom block¬ing stulls in flat-bedded deposits are carefully determined to provide adequate support at the mining face. Con¬trolled caving through failure of the stulls may be required as the scope retreats from the earlier mined-out sections. The support program must achieve both of these dimensionless qualities by specification of stull frequency and size. The utility of the square set-system of ground sup¬port and timber support is described in Chap. 2, re¬printed from US Bureau of Mines Information Circular 6691. Four examples of effective use of timber for support of stoping and other mine openings are pre¬sented in other chapters in this section. The Gilman mine's use of Mitchell slice stoping described in Chap. 3 is an early modification of the square-set mining system. This application proved reli¬able for heavy ground and overcame some of the dis¬advantages of conventional square-set timber. Chap. 4 describes the Burgin mine's use of timber with other reinforcement material. This combination of materials achieved high strength and control with yielding com¬ponent members necessary for heavy, squeezing ground. Chap. 5 describes the Bunker Hill mine's use of square¬set timber in a new configuration that provides an effi¬cient and safe support for stoping using small load¬haul-dump (LHD) mobile equipment. The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

Caving mining methods that are based on a planned caving of rock above and/or at times surrounding the material being mined can be classified in three broad categories: longwall mining, sublevel caving, and block caving. Each of the three methods involves a distinct technology as well as art of operation. Each requires a relatively large, regular, and predictable ore body. As a rule, the effect of mining results in some form of impact or change on the surface. Operationally, underground caving methods are characterized by high productivity as well as a high percentage of extraction of the mineral being mined. A key element for the productivity of this form of mining is the ability to standardize the various elements of work taking place underground. Therefore, work-men may perform a specialized role rather than function as all-around miners. Further, the nature of the mining methods lend them to a high level of mechanization. Operations and manpower can be centralized into a relatively small area where supervision can be concentrated and therefore be more effective. Productivity as well as safety benefits thereby. The caving method is unique in that the exploitation openings are deliberately destroyed by the process of mining. Rock mechanics principles focus on the ensurance and the propagation of the cave as well as the continuance of the mine openings designed to extract the broken ore. As a rule, production operations are designed to maintain a steady, continuous flow of ore from the extraction areas. This steady flow rather than an intermittent flow tends to promote good caving action as well as reduce hangups.

The ability to efficiently process lowgrade ores has allowed the Gold Fields Mesquite Mine in Imperial County, CA to expand from a 2.1 Mt/a (2.3 million stpy) rate in 1986 to its present 7.3 Mt/ a (8 million stpy) processing rate. Increased tonnage demands led to the 1989 construction and startup of a dump leach pad to supplement the existing heap leach operation. This resulted in an excellent opportunity to compare the two processes at the same operation. Additional operating costs associated with the crushed ore heaps are justified through enhanced recoveries, even at very low ore grades. Gold Fields' Mesquite Mine is a gold heap leach facility located about 55 km (35 miles) east of Brawley in southeastern California. Five open-pit mines will be developed over the projected life of the property, covering a total area extending to a maximum of 5.5 km (3.4 miles) to the east and west, and 2.4 kin (1.5 miles) to the north and south. Mesquite will process 7.3 Mt (8 million st) of ore and produce more than 6.2 t (200 000 oz) of gold in 1990.

Oregon Resources Corp. (ORC) has developed and permitted a new mining operation that incorporates a process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be extracted efficiently and economically, creating the only domestically mined source of a unique foundry grade chromite and specialty de-veining sand for precision casting. The operation will also provide an additional domestic source of garnet and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. For the construction of tunnels and other underground structures, extraction of the exact amount of material is of paramount importance both economically and for engineering purposes. In the Sequential Support Method (NATM) immediate (sequential)and smooth support by means of shotcrete, steel arches, lattice girders and rockbolts, either singly or in combination are used; cutting of the precise (albeit sometimes of complex geometry) profile is an integral part of the method. In order to save unnecessary excavation and provide better information to the machine operator, VMT GmbH has developed a system to support precise excavation of the tunnel profile when using road headers or other partial face cutting machines. This paper outlines the principles of this system with examples from Australia, Ger-many, Sweden and Spain and will cite examples of typical savings achieved.

The Safety Pays in Mining v2.0 web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app categorizes injury cost by part of body injured, by the cause of the injury, or by the nature of the injury. When the user selects one of over 150 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining v2.0 will estimate the total costs of the selected injuries and the estimated impact of total injury costs on mining company profits and will provide some examples of services and personal protective equipment on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining version 2.0 web application by discussing the development and updates to the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app.

It is an honor to present the lecture in honor of Daniel C. Jackling, the developer of the technology of copper mining that we continue to use 100 years later. He made a dramatic breakthrough in the early part of this century in the development of bulk-mining methods for large, low-grade porphyry copper-sulfide ore bodies. At Magma Copper, we are particularly proud that the Jackling Award states we have "made significant contributions to technical progress." Before Jackling's time, copper mining had exploited with primitive equipment very high-grade underground ore bodies and high-grade open pits. During the 20th century, the situation changed. Three significant innovations occurred within about 10 years around the turn of the century. In 1903, Jackling's concept of large-scale mining with steam shovels and rail haulage was implemented at the Bingham Canyon mine in Utah. Eighty years after the introduction of rail haulage, the mine converted to truck haulage with large-capacity high-efficiency haul trucks and reduced the stripping ratio from 3.5:1 to less than 1:1.

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects).
