The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.

A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

"The Subtropolis room-and-pillar mine extracts the Vanport Limestone (Allegheny Formation, Pennsylvanian System) near Petersburg, Ohio. Strata instability problems associated with excessive concentrations of lateral stress caused the mine operator to implement a change in layout design. This mining method has been identified as a stress control layout, which has been used by other underground stone mines in the past with varying degrees of success. Practical experience has shown that entry headings advance in the direction of the principal lateral stress, producing lower stress concentrations with better mining conditions. It is important to minimize stress concentrations along the mining front, so an arrow-shaped advance is recommended. This technique advances more developments (headings) in a “good” direction and reduces developments (crosscuts) in a “bad” direction. As is expected, the stress control layout enhances the potential for shear failures in crosscuts. It is, therefore, important to focus crosscut engineering interventions that either: (a) lower stress concentrations (for example, an arched roof) or (b) enhance strength of the strata containing the shears (for example, rock reinforcement). This study focuses on observing strata conditions on a regular basis and monitoring the response of this strata to changing geologic and mining conditions through 3D Dynamic LiDAR scans.INTRODUCTIONProject AimsThe Subtropolis Mine is extracting the Vanport Limestone in northeastern Ohio. Since the start of mining in 2006, ground conditions have been significantly affected by excessive lateral stress condition. In some other mining districts with this hazard, certain mine layouts have been shown to lessen the potential for unstable ground conditions. The term “lessen” is used to state the realization that stress concentrations are not eliminated but instead occur in less frequency and intensity, and their locations can be projected.The stress-control mine layout, specifically for large-opening room-and-pillar stone mines, naturally evolved at mines suffering from excessive lateral stress problems. These mines will typically experiment with methods to mitigate adverse impacts, thus developing best practices for their conditions. These practices have evolved into a basic framework for the stress control mine layout. For example, Jack Parker was able to write about personal experiences at the White Pine Mine in Michigan (Parker, 1966, 1973). Various researchers at the U.S. Bureau of Mines (USBM), the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and Health (NIOSH) have studied the effectiveness of stress-control mine layouts over a wide range of geologic conditions (Emery, 1964; Mark and Mucho, 1994; Iannacchione et al., 2003). While the stress control layout design approach has proven successful in many categories, it can be difficult to implement. For example, excessive stress conditions in crosscuts can put the ground control focused intervention at odds with ventilation and haulage constraints, thus limiting optimal crosscut size, shape, and location. Therefore, more information on the effectiveness of this approach is needed."

Push backs used in the production planning of open pit mines play an integral role in generating annual cash flow. Although several algorithms for push back designs have been proposed, none have studied the optimum number of push backs. In this paper, different algorithms have been implemented for the push back design of a cross section of a copper deposit and the results discussed. Moreover, the optimum number of push backs has been determined using analytical and multiple attribute decision making (MADM) methods based on minimizing the risk associated with grade uncertainty, and minimizing stripping ratio, while maximizing net present value (NPV). According to the findings, the optimum number of push backs has been proposed to be between three and six, as lower quantities of push backs are more likely to achieve the calculated net present value, and have smoother stripping ratios for different pushbacks. This approach was examined in an operating mine and the optimum number of push backs determined to be four.

The Disputes Potential Index (DPI) is a computer program designed to help team mem¬bers assess the likelihood of contract disputes on a construction project. The program's predictions are based on data from 159 construction projects that encompass a variety of public and private projects. The impact of three categories of project characteristics are included in the DPI program, specifically, people, process and project characteristics. Ultimately, DPI returns an overall project score that indicates the likelihood of exces¬sive contract disputes. The output of a DPI analysis can be used as part of a contract readiness review or to define the need for extraordinary dispute avoidance procedures. This paper examines the development of DPI and presents the results of DPI analyses on several tunneling projects.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

Kinetic models are the most important tool for predicting and evaluating the performance of flotation circuits. Gilsonite is a natural fossil resource similar to an oil asphalt, high in asphaltenes. Here, in order to determine the kinetic order and flotation rate of a gilsonite sample, flotation experiments were carried out in both rougher and cleaner stages. Experiments were conducted using the combinations of oil–MIBC and gas oil–pine oil, with one test without collector and frother. Five kinetic models were applied to the data obtained from the flotation tests using MATLAB software. Statistical analysis showed that the results of the experiment with oil–MIBC were highly in compliance with all models. Kinetic constants (k) were calculated as 0.1548 (s−1 ) and 0.0450 (s−1 ) for rougher and cleaner stages, respectively. Rougher and cleaner tests without collector and frother also matched all models well (R2 > 0.98), with k values of 0.2163 (s−1 ) and 0.284 (s−1 ), respectively. The relationship between flotation rate constant, maximum combustible recovery, and particle size showed that the maximum flotation combustible recovery and flotation rate were obtained in the size range of −250 + 106 μm in the rougher and cleaner stages. The combustible recovery and flotation rate were higher in the rougher flotation process than in the cleaner stage.

The Umiray Angat 13,2 km long tunnel in Philippines have been bored through extremely variable and difficult ground conditions including a number of special events. In particular the following adverse conditions were found: faults in decomposed ground, high temperature rocks, extremely rapid and important convergence phenomena, water inflows up to 800 litres per second. The special El Nino climatic conditions caused a long dry season and lower the level of the lake that was granting the access by barge to the site under the minimum navigable level. Many equipment have had therefore to be transported to site by a 10 ton capacity helicopter, after having been partially dismounted. For the same reason most of the tunnel drive have been bored servicing the site by 1 ton capacity helicopters to transport materials, spares and personnel. In order to overcome the above geological and logistic problems several innovation were introduced and tested in this project. Despite all that difficulties the 13,2 km of tunnel were bored in about 24 months, with a global average of 500 m/month.

Vertical circular shafts have been proposed for multiple access to high level nuclear waste deep geologic repositories. Shaft construction is a critical path item in the commissioning of a repository. Other constraints on the shaft design and construction criteria include the lack of design precedence for long term performance and the importance of minimizing rock and groundwater disturbance. A comparative evaluation of conventional and mechanized shaft sinking techniques is presented in the context of the particular geologic and design constraints. Technical and non-technical factors for blind drilling, blind boring, raise-reaming, drill-and-blast and ream-and slash methods are reviewed for typically "hard rock" and "salt" type repository sites. Appropriate shaft designs are developed, the suitability of each method to the particular requirements evaluated and construction costs and schedules determined. The explicit appraisal of the significant design factors for each method serves as a rational basis for the preliminary selection of the most suitable sinking technique for a particular set of site/design conditions.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

The Donkin-Morien Mine in Cape Breton, Nova Scotia, has successfully completed the excavation of a 7.6m (25-ft) diameter access decline over a distance of 3.5km out under the Atlantic Ocean. The tunnel, completed in December 1984, was driven through a sedimentary sequence of sandstone, siltstone, mudstone and various gassy coal seams prior to intersecting the Harbour Coal Seam where development work will commence. The tunnel was driven by a Canadian prototype tunnel boring machine (TBM) manufactured by Lovat Tunnel Equipment, Inc., Toronto, Ontario. The 7.6m (25-ft) diameter full-face shielded TBM operated at various grades from 0-20%. This paper outlines the TBM design, excavation, support and backup system utilized in the drivage. Problems encountered and drivage rates will be addressed.

The empirical rock failure criteria play an important role in predicting the mechanical behavior of rocks, since affecting parameters on the behavioral properties of rocks are complex and numerous. Usually the empirical failure criteria are obtained by statistical methods, namely by means of fitting the mathematical function onto the experimental data. For evaluation and verification of the results, however, the quality and accuracy of the fit must be considered. This paper studies the efficiency and accuracy of conventional empirical rock failure criteria using a new approach, which is based on the analysis of uncertainty amplitude on the constant parameters of each criterion. The approach adopted here, is based on the combination of some parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), type of function, degree of freedom and the confidence level of constants. Correlation coefficient (R2) is then a comprehensive test and can be used effectively for comparison and accuracy of empirical rock failure criteria.

Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts of fine bulky materials (<3 mm). These wastes are mostly given to specialized landfill sites. Starting out from classical and traditional beneficiation processes a new research project was initiated to work on certain new ways to efficiently separate plastic material mixes. First basic results show that the use of new and improved thermal beneficiation methods is a great implementation in the field of plastics separation. The results can be further increased by a suitable combination with other methods as well. This leads to high-quality and almost pure separated plastics and rubber products, easy to sell on recycling product markets.

The Bright water Conveyance System includes 21 km of tunnels mined by two earth pressure balance Tunnel Boring Machines (TBMs) and two slurry TBMs. The probabilistic baseline approach defined in the Geotechnical Baseline Report (GBR) can representatively be verified by use of a comprehensive tracking system to identify face conditions that allows comparison with the baselines. The glacial geology includes a high lateral variation in soil types that, when combined with the pressurized face tunneling methods, creates challenges for documenting face conditions. Baseline tracking using spoil samples and TBM operational parameters provides information to document actual conditions and support resolution of differing site condition claims.

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH&apos;s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. The McDonald gold project and two satellite gold deposits near Lincoln, MT were discovered in the early 1990s. They contain at least 307.9 t (9.9 million oz) of gold and 933 t (30 million oz)of silver. The McDonald gold deposit alone contains 223.9 t (7.2 million oz) of gold reserves that can be open-pit mined and processed by cyanide heap leaching at a projected cash operating cost of $6.10/g ($190/oz). The deposit is predominantly oxidized with no chance of acid production. It can be mined, operated and reclaimed with minimal permanent environmental disturbance other than the creation of an open-pit filled with a fresh-water lake that would support trout.

In the past 15 years the enforced improvement of the public traffic systems caused a boom in urban tunnel construction. In 1961 the City of Paris started to build the Express-Metro. Of the 47 km long double-track line crossing the city center, nearly 45 km are in operation since 1971. Still missing is here only an about 2.6 km long connecting stretch, which is under construction now. From 1963 to 1969 the 21.8 km long Victoria Line was built in London as extension of the existing network,. A little later, in the years 1965 to 1973, the City of Hamburg supplemented its subway network by the construction of a 16.8 km long line between the Boroughs of Billstedt and Stellingen. Also in 1965 the City o Munich started to build a subway system of 54 km f length. Thereof a stretch of 16.2 km could be taken into operation in 1972 shortly before the Olympic Games. These are only some of the better known projectsas examples of the activities in European cities. In nearly all cities with more than about ½ million inhabitants subsurface traffic lines were begun or supplemented. Furthermore, numerous undercuts or other subsurface structures were built. The Ij Tunnel in Amsterdam and the new Elbe Tunnel in Hamburg may be mentioned, both structures finding international attention.
