The gold and silver markets from the late 1960's to the present are reviewed and the outlook for these metals in the 1980's is presented. Included in this discussion is a summary of the basic supply and demand balance for gold and silver since the mid-1960's. an explanation of the price formation for the metals, some of the relationships between the prices of these metals and selected economic parameters, and how these factors affect the outlook.

Mining Engineering education is in trouble, if not in crisis. The most visible signs are the decrease in the number of programs that offer the degree, and the continued difficulties in attracting students to the discipline. Unless these trends are reversed, the future of the profession is uncertain, at best. Remedies have been proposed, and some are drastic. They range from consolidating mining engineering education into one or two national schools, to cooperative regional programs, to distance education programs, and to proposals to limit mining engineering to a graduate degree or specialization only. These alternatives deserve serious attention and merit discussion. I hope that one alternative that will remain on the table is the classical and traditional “School of Mines”. A reasonable number of such schools are needed to provide the educational diversity and the critical mass to maintain accreditation and professional registration for their graduates. Most importantly, such an approach is most likely to assure the continued existence of mining engineering as a profession. It also provides the best educational framework to teach mining engineers. However, such Schools are vulnerable, highly susceptible to university budget pressures, and probably can survive only with strong external support.

"The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance. 9K medium was used to isolate iron-oxidizing bacteria from 27 sump water samples collected from Dexing Cop-per Mine, Chengmen Mountain Mine and Yin Mountain Mine, Jiangxi Province, China. Lead acetate and silver nitrate were used to enrich metal-resistant iron-oxidizing bacteria from the above water samples. Isolate 16 was isolated from the sample taken at Dexing Copper Mine. Growth experiments indicated that when incubated under lead acetate (3,500 mg/L), isolate 16 still carried out ferrous ion oxidation, while isolate H1, a less resistant strain taken at Yin Mountain Mine, had a tolerance level of only 400 mg/L. When assayed with other metals, i.e., Ag+ (240 mg/L), Hg2+ (0.9 mg/L), Cu2+ (32,000 mg/L) and Mg2+ (22,500 mg/L), isolate 16 still carried out ferrous ion oxidation while, on the other hand, isolate H1 exhibited much lower tolerance levels, i.e., Ag+ (60 mg/L), Hg2+ (0.1 mg/L), Cu2+ (19,000 mg/L) and Mg2+ (13,500 mg/L). Based on 16S rDNA sequence data, isolate 16 and H1 were both identified as Acidithiobacillus ferrooxidans.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. The extraction of lignite in open-cast mines has a severe impact on the landscape. Proper landscaping after the shut-down of the mines has always been the statutory responsibility of the mine operator. The large area of the land used for open-cast lignite mining requires special regional planning procedures well in advance of the permitting procedure stipulated in the mining law. The lignite plan determines, among other things, the objectives of land reclamation. These objectives will then be outlined in more detail in the mine operation plans and implemented accordingly. Apart from the actual mining laws and regulations, a large number of environmental laws also determine the process of land reclamation. The success achieved in the field of land reclamation in all mining regions during the recent decades has shown that the lignite mining industry creates new landscapes that do not leave any scars in the countryside and merge very well with it.

North American Coal is a subsidiary of NACCO Industries. Originally founded as Cleveland and Western Coal in 1913, North American Coal took its present name in1925. Today, North American Coal is one of the 10largest coal producers in America, mining about 32Mt/a (35 million stpy). The company mines primarily lignite for electric utilities. Its current operations are in North Dakota, Texas, Louisiana, and Mississippi. In addition, North American Coal’s Florida operation provides dragline mining services for quarries that produce more than 18Mt/a (20 million stpy) of limerock. With more than 1.8 Gt (2 billion st)of bituminous and lignite coal re-serves in the United States, North American Coal constantly seeks new technologies to keep its operations modern, productive and cost competitive.

To prevent coal dust explosion propagations, rock dust needs to be lifted and suspended in the air with the coal dust during an explosion. The addition of anti-caking agents prevents caking of rock dust in the presence of water. Mining and rock dusting processes can frequently create alternating layers of rock dust and float coal dust on mine surfaces. For this test series, a thin layer of coal dust was distributed on top of a layer of either treated or non-treated rock dust in the Experimental Mine Barbara, Poland. The experimental results compare the effectiveness of treated and non-treated rock dusts to attenuate a propagating coal dust explosion initiated with either strong or weak methane explosions. Experimental results indicate that the treated rock dust performs better than non-treated rock dust in arresting a propagating explosion, especially in the presence of moisture.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P205 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Variables examined included superficial air velocity, throughput (superficial feed velocity), frother type, frother dosage, and bias rate.

San Juan Coal Company (SJCC) operates an underground coal mine near Farmington, New Mexico. Continuous miners and a longwall produce 7-8 million tons per year. The coal seam at SJCC has tested to have a propensity for spontaneous combustion. As such, during feasibility for this project, it was elected to utilize a bleederless ventilation system on the longwall. Three-entry gateroads are developed, and the longwall gob is sealed as mining progresses. SJCC utilizes a nitrogen injection system to continuously inertize the gob. In 2004, the mine was nearing completion of its first longwall district. The next district would contain longer panels (up to 12,500 feet). Due to the liberation of methane, and to a lesser extent hydrogen sulfide, a typical wrap-around ventilation system would not be appropriate. Not only would gas concentrations likely be challenging, but the overall ventilating pressure in the mine would have to be increased beyond limits established to mitigate the potential for spontaneous combustion. Given the above-described operating constraints, SJCC determined a need for a small ventilation shaft in the back (longwall setup area) of the next district that would draw adequate air past the longwall seals to maintain low gas levels and permit the required regulatory inspections to occur. Extensive ventilation modeling and gas desorption testing indicated that the shaft would be required to handle a volume of air ranging from 40,000 cfm to as high as 185,000 cfm. This large range is driven by the position of the longwall face with respect to the shaft and the effectiveness of the SJCC degasification program (SJCC uses vertical gob vent boreholes and horizontal in-seam methods). Ventilation simulations determined an appropriate diameter for the 350-ft-deep shaft to be 5 feet. Having determined shaft size, the next decision related to the method of shaft construction. Conventional shaft sinking was ruled out, due to the small diameter. Raise boring was an attractive option but had two drawbacks: (1) development crews would reach the bottom of the shaft just a few weeks before longwall startup, leaving a compressed timeframe to install the shaft, and (2) raiseboring requires additional underground entries to be developed to stow the project’s cuttings. While raiseboring remained a viable option, the problems associated with it led SJCC to also investigate blind drilling.

From 1993 through 1999 Cyprus Amax Minerals Company successfully completed eight major construction projects around the world. Six greenfield mines were brought into production, an ongoing operation was completely modernized, and an environmental issue was appropriately remediated. The projects stretched over three continents, from arctic Russia to the Atacama Desert, from 16,000feet to sea level, from city suburbs to remote wilderness, from a low of $130 million to over $1 billion. Open pit and underground; mill and leach; gold, copper, molybdenum, and coal were all encompassed. The breadth of diversity experience from these projects inspired Cyprus Amax to create a “best practices” project management protocol, to steer corporate expansion into the next millenium. This paper summarizes those best practices, while high-lighting project management pitfalls to avoid.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

Coal is currently cleaned with the minimum of size reduction, fine particle processing, recovery, and tailings disposal are major problems. Adequate water resources are not always available. For example, two thirds of China's coal is located in arid areas. Hence, dry separation provides an alternative approach. Of the dry coal separation methods available, air dense-medium fluidized beds have been used to separate 50~6mm coal efficiently. However, excessive bubbling and back mixing of the separated solids in the air-dense media fluidized bed causes the high lower size limit of 6mm for the feed material, this affecting the preparation efficiency. Based on prior study on air-fluidized dense media for 6~50mm coal preparation, this paper presents methods and test results on the fine coal dry classification, static electricity beneficiation of 0~0.5mm coal, and magnetically stabilized fluidized beds for separating 0.5~6mm coal.

San Francisco Public Utilities Commission is planning to replace 5 miles of pipeline under San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance (EPB) TBM and will be the first TBM-driven tunnel under the Bay. The alignment passes under environmentally sensitive habitats, through interbedded layers of sands and clays, and through a buried bedrock ridge. This paper discusses the geotechnical characterization and anticipated tunneling conditions and presents the analysis of various construction methods that resulted in the selection of an EPB TBM. Considerations related to tunneling with an EPB TBM are described in detail, including ground conditioners, TBM cutterhead wear, muck control, and squeezing ground.

In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.

The Pogo Mine, near Delta Junction, Alaska is a 2500 TPD gold operation employing processes including grinding, gravity, rougher flotation, leach, CIP, and E/W. An OCS(Optimizing Control System) expert control system has been implemented on rougher flotation in early 2008. The OCS system communicates with the Plant DCS(Distributed Control System) through OPC(OLE for Process Control) communication. The initial strategy was to control the flotation cell froth level set points to achieve target froth velocities. This strategy was enhanced by controlling both level and air flow setpoints. The flotation cell air and level are adjusted to reach cell pulling rates (froth velocities). The pulling rate setpoints for each cell are determined based on downstream capacity (concentrate surge tank level). The effect of pH and upstream disturbances is also taken into account in adjusting the air and level setpoints. Feed forward compensation is employed down the flotation row to minimize disturbances.

The FASTMETSM Process is a coal-based process for converting iron oxide fines into metallic iron. The end product, direct reduced iron (DRI) is used as a low residual charge material in electric arc furnace steelmaking. This paper describes the FASTMET Process and its potential application in the United States. Operating results from a 175 kg/h process simulator are presented. Characteristics of the end product are discussed. Process economics are reviewed along with plans for scaling-up the process to full commercial size.

The newly discovered South Arturo deposit is a Carlin-type, breccia-hosted, oxide gold deposit located on the Dee Mine property at the north end of the Carlin Trend in Nevada. The Dee Gold Mine was discovered in 1981 by Dee Delamar, a Cordex geologist. The property was put into production by Rayrock Mines in 1984. During its 16-year mine life, the Dee Mine produced about 18.6 t (600,000 oz) of gold from oxide ore at an average production rate of about 1.24 to 1.55 t/a (40,000 to 50,000 oz/year). In October 1997, Bar-rick Gold Exploration acquired the right to earn a 60-percent interest in the Dee property from Dee Gold Mines through an exploration farm-out agreement. Barrick Gold Exploration began exploration activities on the property in 1998 and vested in its 60 percent operating interest in 2004. However, the discovery hole at South Arturo was not drilled until July 2005 from atop the historic mine dumps located 300 m (985 ft) south of the Dee openpit. The discovery hole (BD-72) encountered a cumulative 75.6 m (248 ft) of oxide mineralization grading 1.9 g/t (0.055 oz/st) gold beneath 260 m (855 ft) of dump material and post mineral Tertiary Carlin Formation volcanic and sedimentary rocks. Oxidation within the deposit extends to depths greater than 610 m (2,000 ft). The deposit has passed the prefeasibility test and is presently in the feasibility stage. Exploration is on-going to enhance or enlarge the known deposit. The current resource for the deposit stands at 40.4 t (1.3 million oz) of gold. The South Arturo discovery is an example of an historic mining property yielding a new discovery through the diligent application of area selection criteria of the model type and persevering when early results were generally negative. Barrick?s original exploration pro-grams on the property were focused on the discovery of deep, high-grade sulfide deposits that would likely be mined by underground methods. As it turns out, South Arturo is mostly oxidized and will be amenable to mining by openpit methods

Cortez Gold Mines completed a feasibility study for a new openpit gold mine in north central Nevada. The production schedule calls for a peak in material movement. This schedule is based on current operational efficiencies and equipment parameters observed at the company’s existing openpit operation. To mitigate risks of over/under predicting production, simulation modeling was used to validate the loading and haulage requirements during the peak production period. The advantage of simulation is the ability to provide a realistic model of a mining operation based on scheduled and unscheduled random events during the period under analysis.

This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.
