Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

Introduction Zircon is a natural occurring mineral and may exhibit natural low level radioactivity. It contains trace levels (90 to120 pCi/g and 110 to 115 pCi/g respectively or 3.3 to 4.4Bq/g and 4.1 to 4.3 Bq/g) of naturally occurring radioactive uranium and thorium. This mineral is often found in a suiteof minerals (rutile, ilmenite and monazite) Due to the overlap in physical properties of monazite (containing 4–7% thorium) with some of the zircon (slight magnetic susceptibility) it often contaminates the zircon, adding to the levels of thorium in the product. Hazards associated with the products from zircon and its processing is inhalation of respirable dust (generated by milling) containing radioactive uranium and thorium which may cause cancer of the lungs. Legislature regulates the transport, use, workplace environment exposure and storage of radioactive material. In America the general regulation for the unlicensed use of low levels of radioactive materials limits the concentration to 500 ppm (U plus Th). Europe (IAEA) specifies a limit of10 Bg/g (Bequerels per gram) on the parents for transport only which is a higher level of U+Th. Companies selling into these markets need to comply with these regulations and certification is therefore required, not only of the major constituents determining the price, but of the U and Th levels as well. Exceeding the limits for U and Th may result in material being returned to the country of origin. However, for the analyst the requirement is to analyse for these elements throughout the production process as well as the analysis of the ‘tails’ that is returned to the mine area. This requires a wide range of concentration to be analysed. Methods of analysis A wide variety of methods exist for the analysis of U and Th in a range of matrices. (Table I) All these methods have been used with varying degrees of success in terms of accuracy. Overall precision for the different techniques varies from 5 to 25% relative. Time to produce results from these methods vary from a few minutes to several days. The Production Chemist is expected to produce between5 and 10 analyses per hour for process control purposes. A suitable technique that fits this requirement is X-Ray Fluorescence. Both Wavelength Dispersive (WDXRF) and Energy Dispersive X-Ray (EDX) instruments are suitable. X-Ray analysis in general has a few major advantages over competitive techniques. •It is fairly simple to set up and interferences are known and easy to correct •It has multi-element analysis capabilities •Clean spectral lines for U and Th (in zircon specifically) •Uncomplicated and easy to measure background •Low detection limits (3 to 5 ppm) •A very high degree of precision •Sample preparation is uncomplicated and fast (pressed powders and fused beads). In Zircon (ZrSiO4) processed sands the matrix is constant(>99% ZrSiO4) and the background is thus essentially constant. Standards As with any other comparative technique XRF analysis relies heavily on the quality of the standards used. Assuming proper set-up and operation of the instrumentation as well as consistent sample preparation, accuracy is determined by the quality of the initial calibration standards. Human beings have been dependent on metals and alloys for livelihoods since time immemorial. In fact, there is irrefutable evidence that successful ancient civilizations achieved supremacy over their environments through the mastery of metals and alloys (Miller, 1995; Mtetwa, 2022). Over time, metals and alloys have evolved to become ubiquitous engineering materials indispensable to mankind, with applications in industrial and residential infrastructure, agriculture, energy generation and storage, transportation and communication systems, and manufacturing, among others (Elshkaki et al., 2018; Watari et al., 2021). Population growth, technological developments, and increase in urbanization and industrialization are all intricately linked to the intensity of use of metals and alloys. With up to 5 billion people estimated to live in urban areas by 2030 (Armstrong, 2009), the demand for metals and alloys will inevitably increase in order to satisfy the increased demand for infrastructure, machinery, and other human needs (Elshkaki et al., 2018; Watari et al., 2021). According to LePan (2022), urbanization and growth of mega-cities will increase the demand for metals and alloys, such as nickel, steel, aluminium, and copper by 116%, 50%, 57%, and 26%, respectively, between 2019 and 2035. Naturally, the production of metals and alloys from natural ores, secondary resources, and/or a combination of both, to meet this increased demand will invariably lead to the increase in generation of deleterious emissions in the form of wastes. In fact, mining and metallurgical wastes currently constitute the world’s largest anthropogenic streams by mass, often containing a high concentration of elements and compounds that can cause potential damage to natural ecosystems and humans (Hudson-Edwards et al., 2011; Lottermoser, 2011; Matinde et al., 2018; Seetharaman et al., 2022). Obviously, society’s heavy reliance on new mineral resources to drive the emerging energy transition entails that the legacy of these waste streams will continue unabated for the near-foreseeable future. The scarcity of high-grade mineral reserves, coupled with deliberate efforts to solve the anthropogenic circularity conundrum, therefore introduces a high level of urgency in the metal extraction industry to develop nascent and more eco-friendly processes and technologies. Integrating circular economy principles based on intentional configurations of circular industrial ecosystems in order to maintain the value of materials and resources in the economy for as long as possible is widely accepted as a practical approach to mitigating the negative externalities imposed by

"SynopsisCapital cost estimates are important in decisions on whether a project will be approved, mothballed, or abandoned. In South Africa, junior coal miners do not have extensive databases of historical projects from which to estimate capital costs. The purpose of this paper is to establish formulae that can be used for estimating capital costs of developing coal mines in a coal-producing country, using South Africa as a case study. The costs are estimated to an error of magnitude level of -30% to +50%, which is suitable for a concept study level, using a parametric estimation technique. The study uses data from completed coal mining projects from selected coal-producing countries. Three formulae are developed and presented for estimating capital costs of underground bord and pillar, surface shovel and truck, and dragline operations.IntroductionCapital cost estimates play a critical role in deciding whether projects will proceed, be delayed, or abandoned. It is therefore important that capital cost estimates are carried out accurately as determined by the estimation guidelines based on the level of estimation conducted (Shafiee and Topal, 2012). The lack of literature on estimation of capital costs in many coal mining countries is adversely affecting junior coal miners, since they do not have an extensive database of historical projects on which to base estimations. In South Africa, the difficulty in estimating capital costs is attributable to lack of publicly available data on completed South African mining projects (Hall, 2013)."

"The valuation of diamond ferous deposits depends on (i) the density distribution, (ii) the size distribution of stones and (iii) the selling price structure prevailing at a particular time.In the density distribution the stochastic variable is defined as the Dumber of individual stones found per sample unit irrespective of the stone size. The density distribution is discrete and allows for barren sample units.As diamonds often occur in clusters, a Poisson mixture distribution is derived which is entirely new, as existing discrete distributions cannot represent the stone number frequencies found in nature.For the sizes of diamonds, which are measured by weight, a new compound logarithmic normal distribution is developed.Combination of (i), (H) and (iii) leads to a meaningful appraisal of diamond ferous ground expressed in monetary value per production unit of mining.Finally, confidence limits are calculated which allow for inference from sampling to recovery."

High density slurry and paste tailings systems offer significant environmental benefits primarily related to reduced water consumption. However, these potential advantages need to be evaluated on a project-by-project basis. The successful design of a thickened or paste tailings system requires that the system is designed to accommodate the effect of the high density slurry on pumps, pipelines and the overall system operation. The transport system must be designed as an integrated unit and the interaction of all the components need to be considered. The transport system includes the slurry preparation plant, the pump station and the pipeline. This paper assesses the impact of increasing the slurry density in a platinum tailings system from conventional densities to thickened and paste tailings densities. As slurry density and rheology increase, there is a sharp increase in energy consumption for the additional water savings and this additional cost needs to be considered. A case study shows that there is a considerable benefit in increasing densities to the point at which tailings can be still be deposited in the standard manner. For existing systems, increasing density can result in an increased capacity at a marginal power cost, provided that the slurry is not too viscous. For a new system, a smaller pump and pipeline can result in lower capital costs and a marginally higher energy cost, if the optimum density is selected. Keywords: tailings, paste, pumping, slurry

Cruise matriculated at Durban High School and joined Union Corporation as a Learner Official in 1962. Researchers at Natural Resources Canada (NRCan) CANMET Mining and Mineral Sciences Laboratories (CANMET-MMSL) and Mining Technologies International (MTI) have designed and built a hybrid diesel-electric mining loader that is the first of its kind to be developed for underground mines. Diesel equipment is popular because of its mobility and most mining operations are reluctant to replace it with tethered electrical equipment despite the obvious elimination of diesel contaminants and significantly lower heat generation (? 35% of an equivalent diesel). However, a diesel-electric vehicle, being currently evaluated by CANMET-MMSL, could be beneficial. In this unit, a constant load diesel generator feeds batteries which, in turn, powers electrical motors that drive the equipment. In a hybrid diesel-electric unit, the constant load diesel generator can be optimized for minimal emissions and hence lower dilution air requirements. This paper will present the project status and the anticipated benefits for mining operations through the application of this technology.

A major challenge in the mining sector is the responsible management and efficient storage of mine residue. Over recent years numerous tailings dams have experienced unintended spills and failures, with severe consequences for the mining industry, the environment, local communities, and the regional economy. The fourth industrial revolution (4IR) is impacting society due to increased interconnectivity, processing speed, and automated technologies. This paper explores whether 4IR technologies have the potential to mitigate risks associated with tailings dams. Experts in the field of tailings dam operational management were surveyed to determine their view on the risks associated with tailings dams and the potential of 4IR technologies to mitigate these risks. The survey found that a majority of experts believe that certain 4IR technologies have the potential to reduce the risks associated with tailings dam failures.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. The results of an investigation evaluating whether an industrial plant, currently operating using sodium isobutyl xanthate (SIBX) as primary collector for sulphide minerals (mainly chalocopyrite), could adapt to operate using an alternate primary thiol collector without compromising plant and metallurgical performance. Initial laboratory scale flotation tests identified commercial dithiophosphate (DTP)-based and thionocarbamate (TC)-based collectors, that when blended, showed potential to replace the incumbent SIBX primary PGM collector. Industrial plant trail results show that there was no deterioration in recovery of 4E PGMs, even at a lower concentrate grade when operating the plant on the identified (DTP + TC)-based collector blend compared to SIBX. The effect on Cr2O3 content in the final concentrate was also found to be negligible. The (DTP + DTC)-based collector blend also showed promise in terms of plant adaptability in accommodating a new primary specialty collector blend. These observations highlighted the potential of replacing xanthate primary collectors with alternate thiol collector blends for PGM flotation. The application of modifying factors to the Merensky Reef and UG2 Chromitite Layer has a number of challenging aspects as the deposits are tabular and consist of a number of separate geological entities that are grade bearing. The important aspects of the conversion include mineral holdings, dilution with grade bearing material, mining and geological losses, marginal cut offs and recoveries especially where open pit or weathered material is being considered. It is considered inappropriate to add material for dilution at zero grade as the associated material generally comes with an associated low grade. The Merensky Reef Is typically a pegmatoidal feldspathic pyroxenite with bounding chromitite layers. The Merensky Reef is senso stricto too narrow to be considered as a mineable entity and therefore any reserve must include material at low or marginal grades. This is further complicated as the typical mine cut or approach varies across a mine of project. This variation must be included in the mineral reserve conversion. The UG2 Chromitite Layer is typically lithologically bounded i.e. chromitite hosted. However, this adds interesting aspects particularly where leaders are intersected in the hangingwall. These can contribute to unstable hangingwall. It may be considered appropriate to include these in the mineral reserve. One of the overarching principles is that the reserve can be demonstrates to be feasible i.e. can be mined at a profit. Here aspects of a feasibility including infrastructure (power, water etc) needs to be properly considered. The paper will attempt to describe these and other relevant issues and highlight examples from experience together with proposed solutions.

Energy & Densification Systems (EDS) has developed patented new technology crushing/milling equipment. The EDS Multishaft Mill is a compact vertical mill – utilising high-speed impacts to break down particles with large reduction ratios, low energy consumption and improved liberation. The milling action combines several processes to provide a multitude of output products to satisfy various specifications. Comminution often accounts for more than 60% of the total power consumption on a mine. Two of the key problems to be solved in comminution is to bring down the specific energy required to reduce particle sizes; and to improve liberation or improve the efficiency of the beneficiation and recovery of the required elements. The EDS Mill has shown extensive improvements in both these areas with energy efficiencies up to 75% better than conventional milling equipment and improving liberation beyond the standard beneficiation processes. Conventional comminution equipment requires massive, heavy parts to be moved or rotated, consuming a lot of energy in doing so and not inputting that energy into the breakage of particles. In the EDS Mill, ramping up the relatively small shafts to speed is all that is required. Once at speed, the momentum, together with the minimal amount of constant drive required, means that the energy can be transmitted directly and efficiently into breaking down the particles. The high-speed impacts allow for a shattering effect of the particles and this quickly generates a high ratio of fines. Furthermore, the single impact force breaks particles in a very different manner to conventional compressive force breakage. With compressive force breakage, the particle breaks from point to point. With high-speed impact force breakage, the force tends to migrate through the weakest areas of the particle, which tend to be the mineral boundaries. This, therefore, means that when the particles break, the various minerals are exposed and hence liberated. Keywords: Comminution, high-speed impact, liberation, energy efficiency, novel comminution

The mining industry, both here and internationally, is continually developing increasingly sophisticated software to compute mineral resource estimates, but these processes cannot compensate for a flawed geological interpretation of the geology of the economic commodity(s) concentrations. Quality assurance and quality control (QA/QC) is becoming increasingly common in association with the sampling and assaying practices within the industry. However, it is rare in the case of a geological interpretation associated with mineral resource estimation. Why? In the context of this paper, QA/QC relates to the use of statistical and graphical tools to show that the geological economic commodity concentrations have been appropriately domained. Domaining is essential to improve the chance of getting a mineral resource estimate right. Commodity value and acceptable concentration variation within a mineral resource can be ingredients that make mineral resource estimation difficult to get right. But it is possible to get it right a very high proportion of the time. It is more likely to occur when inappropriate data consolidation is minimised. In any case, inappropriate data consolidation is significantly reduced when the geological interpretation is strongly consistent with the data and it is demonstrable. To achieve quality global estimates of geological domain concentrations, it is essential that the geology of the prospect is understood sufficiently that the deposit is appropriately domained. Appropriate domaining occurs when sample populations are separated in such a way that only data in harmony with each other within the population contributes to the domain's concentration estimate. The paper will use four brief case studies to illustrate how QA/QC can be used to display data and validate the underpinning geological interpretation through its associated domaining to get it right when it comes to a mineral resource estimation.

Since 2012, Ghana has been implementing local procurement regulations in the mining sector to broaden and deepen linkages between mining and other sectors of the economy. The regulations have been implemented in collaboration with the mining industry. This paper offers an in-depth analysis of how the local procurement regulations and related initiatives have been implemented so far. Primary data gathered with semi-structured interviews and secondary sources of data indicate a steady improvement in both in-country procurement and local manufacturing of inputs for the mining industry. There are, however, some challenges relating to tariff structure and support (financial and technical) for local suppliers and manufacturers to meet high standards and demands of the mining industry. This calls for a well-thought-out strategy and programme of activities to sustain and improve on progress made.
