"INTRODUCTION The use of sheaths or hollow cylinders of flame-extinctive materials surrounding cartridges of permissible explosives has been developed during the last few years; the history of sheathed explosives in their salient development in Belgium was treated recently in a publication of the Bureau of Mines. 6/ This development is of great interest in explosives technology, for it holds possibilities of reducing further the ignition hazards that may cause many coal-mine disasters. The township interest in sheathed explosives in this country is attested by the passage of some State laws permitting the use of such explosives on shift 7/; inquiries are received in increasing numbers concerning the effects of sheaths on practical hazards as well as the general technology underlying their use."

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. "INTRODUCTION The Lookout Mountain coal deposits were examined by J.L. Stratton, an engineer of the Bureau of Mines in April and May 1943. The area investigated includes that part of southern Lookout Mountain in townships 4 to 8, south, ranges-9 to 11 east, and contains approximately 140 square miles in DeKalb and Cherokee Counties in northeastern Alabama (fig. 1.)Six coal seams having a minable thickness of 18 or more inches are represented in the area. The third seam, known locally as the Hill seam, has been correlated with the Upper Cliff No.1 seam and is referred to as such throughout this report. The preliminary investigation indicated that the Upper Cliff No. 1 seam is a low-volatile, high-grade coking coal. The work done on this project was confined principally to determining the amount and grade of coal in this seam.The only existing maps of mines in the area were one of the Lookout Fuel Co. at Lahusage, Ala. (fig. 2), and one of the Lookout Mountain Iron Co. at Battelle, Ala. (fig. 3), Consequently, to gain some knowledge of the grade and tonnage mined, surveys of the other mines were necessary. Many of them were caved, and many were filled with water, necessitating considerable preliminary work."

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

This study was undertaken by the Bureau of Mines to determine whether the sulfur-oxidizing bacterium Thiobacillus thiooxidans could use sulfur compounds to produce sulfuric acid in sufficient quantities to leach valuable metals from low-grade ores. The results of extended tests indicated that the bacterium is capable of extracting appreciable amounts of copper and cobalt from ore and mineral samples when sulfur is available in a state that can be readily assimilated by the organisms. Under the conditions of these tests, this organism was not able to assimilate and oxidize the sulfur as it occurred in the ores and minerals. Ores containing copper minerals in the silicate, carbonate, and oxide forms, in the presence of elemental sulfur, were more susceptible to bacterial action than ores containing copper minerals in the sulfide form. Thiobacillus thiooxidans remained active on elemental sulfur in the presence of some of the ores which were tested, but could not tolerate others. Therefore, strains of the bacterium were progressively adjusted to increasing concentrations (0.5 to 10 grams) of the individual ores until they could remain active on 10-gram portions of all ores being tested.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

Synopsis U.S. Mine Safety and Health Administration (MSHA) accidents statistics have identified ore-pass hazards as a significant safety problem in U.S. underground metal mines. The statistics show that nearly 75% of injuries are directly or indirectly related to pulling or freeing of ore-pass chutes, the use of hand tools in ore passes, fails of broken rock in ore passes and structural failures of chutes or gates and ore-pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines. Risk assessment methods, such as fault-tree analysis, have been employed to identify the most probable causes of orepass failures, define research priorities and analyse the factors that result in malfunctioning and unsafe ore passes. Static and dynamic loads are being measured in a laboratory setting with the use of a reduced-scale orepass mock-up. Field tests are being initiated in mine ore passes to determine static and dynamic loads. Data from the test ore passes are being compared with data from the mine to characterize true system behaviour. Computer modelling with the use of closed-form solutions, finite-element analyses and a newly developed particle flow code predicts static and dynamic leads from the flow and the impact of ore and waste in the ore pass. Preliminary results indicate that dynamic impacts from ore and waste rock might be considerably greater than expected. The total static load is substantially less than is typically used fur the structural design of chute and gate support members. It is suggested that damping factors, normal and shear stiffness and mass frictional characteristics have a significant effect on particle flow and resulting impact loads. This is being verified with the use of results from laboratory tests, field tests and particle flow analyses. Ore passes are vertical or steeply inclined openings in a rock mass through which ore and waste are transported and where they mar also be stored. A typical underground mining system is shown in Fig. 1. The arrows indicate the locations of ore passes and loading pockets and their relative configurations. The control of material flow is potentially one of the most hazardous operations in underground mining. According to MSHA data. most of the ore pass-related accidents in the U.S.A. are associated with the loading-unloading cycle and removal of blockages from ore passes. In particular, attempts to free ore hang-ups have resulted in multiple fatalities. The hazards are obvious; there is uncertainty as to when the ore will break loose and miners are unable to escape falling rock to a safe location. Although ore passes and chutes and gate systems for underground metal and non-metal mines roust meet the requirements specified in the U.S. Code of Federal Regulations (CFR). Parts 57 and 75, recent structural failures of ore-pass linings and gates have underlined the lack of adequate ore-pass design standards available to both MSHA enforcement staff and mine engineers. Because of the importance of an ore pass to the safe operation of a mine design criteria need to be assessed and new guidelines developed. Researchers at the Spokane Research Laboratory of the Nationals Institute for Occupational Safety and Health (NIOSH) are investigating hazards in and around ore passes in hard rock mines and studying design criteria for ore passes. This report presents results of a U.S. Bureau of Mines study of longwall gob material. The objective of this work was to determine material stiffness properties of the gob for use in numerical models of rock mass response to longwall mining. Photographs of actual mine gob were digitized to obtain approximate particle size gradations of gob material. The gradation curve was shifted down to a lab- oratory scale, and 20 uniaxial compression tests were conducted. Varying the maximum particle size was not found to affect the stress-strain behavior, but changing the gradation appeared to influence the stress-strain behavior. The stress-strain relationship of the simulated gob material was nonlinear, the stress-secant-modulus relationship, was approximately linear, and the stress-tangent-modulus relationship was approximately a second-order polynomial function. Equations were generated from these curves, providing numerical modelers with a means to estimate gob moduli based on the stress level. In addition, the experimental data were statistically evaluated using multiple regression analyses, producing a series of equations to predict the secant and tangent moduli from the given stress level, bulking factor, rock strength, and thickness-to-width shape ratio of the particles.

In 1927 the Carbonization Committee of the American Gas Association proposed cooperation with the Bureau of Mines in the development of suitable methods for determining the carbonizing properties of American coals. It was further proposed to apply these methods in the testing of representative coals and to make the information obtained available to the public through Government publications. A cooperative agreement was signed whereby the Gas Association contributed part of the funds necessary for beginning the project and appointed a committee to consult and advise the Bureau in the work. The Advisory Committee has been reappointed each year, and the Bureau has had the benefit of its advice. The composition and carbonizing properties of 33 coals previously tested have been given in technical papers of the Bureau of Mines and in short reports published for the most part in the Proceedings of the American Gas Association. A complete list of publications on the work previous to 1937 is appended to this report. The present report gives the composition and carbonizing properties of seven additional coals from West Virginia. The data include results of blending tests in which Beckley led low-volatile coal was used with all the high-volatile coals except the Alma coal, with which Pocahontas No. 4 coal was used.

The first report, giving, analyse of 6 Louisiana crude oils, was 3 published in 1921 and this was followed a year later by Report of Investigations 2416,4/ giving 7 additional analyses. The eleven most important of these analyses were incorporated in Bulletin 291.5/ issued in 1928 In 1934 analyses of 26 crude oils produced in southern Louisiana were published.6/ The percent report presents analyses of 72 additional samples of crude oil from 45 fields in 23 parishes In Louisiana.]

REPORTS received from operating companies by the Bureau of Mines, United States Department of the Interior, indicated marked progress in the reduction of injuries to employees in the coking industry in 1951 as compared with 1950. The fatality rate (0.14) per million man-hours of exposure declined 33 percent and was the second best performance since statistics on the industry were first collected in 1916. The nonfatal-injury rate (10.94), the best since 1940, declined 8 percent and was bettered only in 8 of the past 36 years. The nonfatal rate is based on all injuries resulting in loss of time for more than the remainder of the day on which the injury occurred. The exposure to hazard, as represented by the number of man-hours of work time during the year, was 7 percent higher than in 1950 and, except for the year 1943, was the highest since 1920. The fatality rate for men employed at beehive-coke ovens decreased 16 percent and the nonfatal-injury rate 23 percent, while the man-hours of work time or exposure increased slightly over 16 percent. The fatality and nonfatal-injury rates at byproduct ovens declined 33 and 2 ½ percent, respectively, while the number of man-hours worked increased 6 percent.

Recent theoretical, experimental, and field studies conducted by the Bureau of Mines suggest that rock failures may be predicted and, in some instances, controlled. Theoretical studies that were later corroborated by laboratory and field studies predict that a seismic anomaly will precede rock bursts and/or roof falls in mines. The seismic anomaly is predicted to consist of an increase in the number of seismic events occurring in the immediate vicinity where the failure 1s nucleated. This increase will then be followed by a dramatic decrease of seismicity in a broad region that surrounds the location of the impending failure. The dimensions of this region allow a preliminary estimate of the time to failure (measured from the time the seismicity increase began) as well as an estimate of the energy that will be released at the instant of failure. Field observations indicating that this predicted behavior does precede rock bursts and a roof fall are presented in this report. Implications of results to the problem of failure control in mines that experience massive rock failures are discussed.

The applicability of the Q-system [Barton et al. 1974] to Australian underground metal mines is discussed with reference to two common design issues: ground support for horizontal mine development, and assessing the stability of bored raises. Installed ground support in mine development is com-pared to empirical estimates using the Q-system and associated support capacity calculations. Data are graphically presented from 59 specially selected sites at 15 contributing mines. The actual performance of large-diameter raise-bored shafts is also compared to empirical stability assessments using a modified version of Q (Qr, after McCracken and Stacey [1989]). Lower-bound Qr values are plotted against raise diameter for 47 selected sites at 23 mines in Australia and Papua New Guinea. The influence on Q and Qr of some geotechnical aspects of the Australian landscape, the dynamic nature of mines (compared to civil construction), and occupational health and safety regulations are discussed. Stability and support assessments that are based just on Q or Qr are not always conclusive. It is often necessary to consider other rock mass parameters, the regulatory environment, and risk issues. These results are interim; further data collection and analysis are required with regard to comparing actual performance versus empirical assessments.

This paper describes the operations of the St. Joe Mining & Milling Co. in Boulder County, Colo., as of June 1936. Later a brief visit was made to the mine in September 1936; information obtained at that time has also been recorded. The company operates a gold mine, the Grand Republic, in the Sugar Loaf mining district; a 100-ton flotation mill in Lefthand Canyon near Gold Hill; and a custom sampling punt, the Boulder Ore Sampling Works, at Boulder, Colo.

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Clay, Gilmer, and Lewis Counties, W. Va. In 1966, almost 1.3 million tons of coal was mined in these counties, of which more than one-half was from the Pittsburgh coalbed. Washability analyses were made of 16 coalbed samples. Of these, only 11 samples could be upgraded to metallurgical quality. For steam or power generation five of the coals were of low sulfur content as received. The remaining samples were generally of medium sulfur content even after upgrading.

Attention of mine operators and engineers in the Picher zinc-lead field has been drawn increasingly in recent years to marginal ore deposits lying at greater than normal depth below surface in the marked structural depressions known as the Miami and Bendelari troughs. Not only mining but prospect and development drilling is relatively costly in the bottoms of the structural depressions known as the. Miami and Bendelari troughs which cross the center of the Picher field. Nevertheless, operations by various mining companies in recent years have shown that no insuperable problems exist, and with the gradual lowering of grade cut-offs throughout the field, certain potential deep-ore areas, previously only partly explored seemed worthy of further investigation. Some such areas were called to the attention of Bureau of Mines engineers by lease holders and operators, while others were noted in the course of Bureau's systematic investigation of Tri-State ore reserves. The writer was assigned to make a study of. those possible "trough extensions," in the course of which all available nine maps, drill logs, and prior reports were assembled. Subsequently 41 churn drill holes were bored by the Bureau in the periods October 1944 to May 1945 and October 1946 to April 1947. The general area under investigation this project is indicated on figure 1, which likewise shows its relation to nearby towns, roads, and railroads. The location of individual deposits included in the report is indicated more clearly on figure 3. Minable ore was found in only two holes, and the structural information procured by drilling was less encouraging than anticipated. This report, however, presents all factual data obtained, in the belief that they may be useful in subsequent prospecting and development projects in the areas investigated. There are also set forth some of the stratigraphic data relative to the Picher field ns a whole and the Miami and Bendelari troughs which were assembled in the preliminary investigation of this project.

Projects aimed at achieving the least disturbance to the Nation's air, water, and land resources in the mining and utilization of coal continued to be a feature of the Bureau of Mines coal program. This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

This report discusses fire-resistant hydraulic fluid safety from three different directions. First, results of a survey prepared for the Fire Resistant Hydraulics Journal by the staff of the Fluid Power Research Center are analyzed. Second, operational limitations of fire-resistant hydraulic fluids are examined. Finally, laws and standards of various foreign countries are investigated. Three conclusions are derived from a close study of fire-resistant hydraulic fluid safety from these three directions. First, a significant number of experts in the fluid power industry are no in agreement about aspects of fire-resistant hydraulic fluid fire-resistance and toxicity. This indicates a need for more in depth research. Second, the use of fire-resistant hydraulic fluids involves a compromise between the decreased fire hazards and increased toxicity and machine incompatibility problems. Finlly, major foreign governmental agencies have thorough laws and standards concerning fire-resistant hydraulic fluids. These laws and standards may provide a solid framework for further international research into fire-resistant hydraulic fluid safety.
