This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

This report deals with the creation of an efficient method to determine if command, control, communication and monitoring (3cm) equipment in coal, metal and non-metal mines is susceptible to Radio Frequency Interference (RFI) from the Medium Frequency (MF) radio communications system. A qualitative and quantitative RFI test plan was developed for in-mine and laboratory evaluation of the equipment. The laboratory testing was accomplished using the TEM Test Chamber. Detailed information on the Test Plan and the TEM Test Chamber is included. During in-mine testing of the MF System some underground equipment malfunctioned when the transmitter's radiating antenna was in close proximity. Electromagnetic Compatibility (EMC) testing was done on three levels; Component (circuit or box), subsystems and system. Nine tables are included which show the results of testing various equipment for RFI.

These companies obtained the samples and analyzed them for their own information and supplied data from their laboratory reports to the Bureau of Mines for compilation and publication. This user's manual covers a set of 5 computer codes which were generated during development of a simulation of deep ocean mining operational economics. Table 1.1 provides a summary of these codes, and a more thorough description of each follows, In addition to the descriptions in this user's manual, internal documentation is provided throughout each code, except for the very simple ones, for ease of understanding or possible modification. The two major codes are MINER, which performs the deep ocean mining system operational simulation, and MSWEEP, which calculates the sweep and feed efficiencies for a set of collector paths generated by MINER. The standard operating procedure is to input the system and operating parameters to MINER, which computes a set of collector paths automatically and stores the information in the fife PATH.DAT. MSWEEP subsequently retrieves the collector path data in PATH.DAT, and uses it to calculate sweep and feed efficiency. Separating MINER and MSWEEP allows parmetric execution of MSWEEP without recomputing the collector paths with MINER. PIPEST, RESP, and OBSTCL are special-purpose codes described in more detail in the following documentation.

"INTRODUCTION The property was first examined by an engineer 3/ of the Bureau of lanes in December 1942 and was later investigated by the sane engineer in January and February 1943. Prominent outcrops and underground exposures of high-grade iron ore, together with mention of sizable intersections of hematite in logs of four widely scattered churn—drill holes, indicated the possible occurrence of a substantial tonnage of iron ore at this old copper producer.From March to May 1943, detailed topographic and geologic mapping of the property was done by the Federal Bureau of Mines, the Federal Geological Survey, and the Arizona Bureau of Mines.Funds were allotted for exploration of the property by churn and diamond drilling. This work was started in December 1943 and completed in June 1944.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts, developed by each exploratory project as soon as practicable after its conclusion. The Mining Drench, Lowell B. MOLYBDENUM, one of the more versatile alloying elements in modern metallurgy, was first isolated by Hjelm in 1782. The pure metal is silvery white and softer than steel. It melts at a higher temperature than all other metals except rhenium, tungsten, and tantalum. Molybdenum, a member of group V of the periodic table, chemically exhibits valences in stable compounds of 2, 3, 4, 5, and 6. It is a strong carbide-forming element, and much of its alloying effect in steel is imparted through the formation of carbides. Molybdenum occurs in nature only in combination with other elements. The most common occurence is molybdenite (MoS2), which is widely distributed throughout the world; the few known commercial deposits are the major sources of molybdenun1. The other commercially important mineral, wulfenite (PbMo04), was a major source of molybdenum in the United States during the early part of the 20th century, but with exploration and development of the world-famous Climax molybdenite deposit during the World War of 1914-18, molybdenite soon became the world's major source of molybdenum. In recent years, virtually no wulfenite has been mined. Many copper deposits contain minute percentages of molybdenite; and, since the inauguration during the early 1930's of the recovery of molybdenite as a byproduct of these deposits, they have been an important source of molybdenum.

This study of the preparation characteristics of the coals in Indiana County, Pa., is the second in a series of Bureau publications appraising the Nation's coking-coal reserves by counties and the practicability of upgrading marginal deposits to metallurgical standards. The first publication dealt with the preparation characteristics of the principal coal beds in Cambria County, Pa. Over 95 percent of the coal remaining in Indiana County is in the Upper Freeport, Lower Freeport, and Lower Kittanning beds. Isolated patches of Pittsburgh-bed coal are present, and the Upper Kittanning bed is found in minable thickness at some locations, but production from these sources is not large. The greatest production is from the Freeport beds, which account for nearly 70 percent of the Indiana County coal output. These beds usually contain two or more shale or hone partings and in many places are high in sulfur. The large proportion of bony coal in the Freeport beds 'produces a relatively high-ash product. Mining practices vary from place to place, but it is frequently necessary to leave certain bony portions of the bed in place in order to load a satisfactory product. Table 1 shows the county's coal production, by beds, during 1948.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . Output of mineral products was estimated to be unchanged in 1983 from that of 1982 with the exception of petroleum. The country began production of crude oil from the Seme Oilfield, and all output was exported. Wd and charcoal constituted 72% of Benin's total energy consumption, and imported petroleum products and electric power accounted for the remainder. Cement was produced from imported clinker. The gross domestic product (GDP) was $1,061 million in 1982, the latest year for which information was available.2 COMMODITY REVIEW Gold.-Exploration was underway at Perma by the U.S.S.R. as part of the United Nations development program. Gold had been produced previously at Perma, where a grade of 0.289 troy ounce of gold per ton was reported, An exploitation program for the deposit was to employ about 100 people, and output was targeted to reach 1,600 troy ounces per year. Recoverable reserves were put at 96,000 troy ounces.

Ibis report summarizes the results of the contract. Included are summaries of existing legislation pertaining to outcrop barriers and a state-of-the-art survey of outcrop barrier designs and related, mine closure techniques. Six sites were inspected in the field and are presented as case histories The data analysis presented includes a computer modeled seepage analysis, an overburden blew-out analysis, and a wedge stability analysis. The results tit these analyses are interpreted to form recommendations for coal outcrop barriers which will minimize seepage and the potential for failure. Supplementary support and reinforcement alternatives are also discussed.

"The agglomerating index of coal is an index based upon the nature of the coke residue left when the standard volatile-matter determination of the well-known proximate analysis is made. In this determination a small amount of coal is heated in a container to about 950° C. (1,742° F.), at which temperature the volatile matter is driven off, leaving a coke formation. The coke residues for various coals are quite different in physical structure: and, for some time past, work has been done on studies of the nature of these residues in connection with the coking of coal. In 1934 Gilmore, Connell, and Nicolls proposed use of the agglomerating index for indicating the dividing line between noncaking coals and those having weakly caking properties. 4/ Its use was adopted in the standard classification of coals by rank as a requisite physical property index to differentiate semianthracite from low-volatile bituminous coal and also high-volatile ""C"" bituminous from subbituminous ""A"" coal, as shown in table 1, the standard coal classification adopted by the American Society for Testing Materials and the American Standards Association. 5./In studying the agglomerating properties of coals based on the coke residue the Bureau of Mines has adopted the notation given in table 2. Coals that in the volatile-matter determination give a coke residue either in the form of an agglomerate button that will support a 500-gram weight without pulverizing or a button that shows swelling or cell structure are considered to be agglomerating."

Amenability studies were conducted by the Federal Bureau of Mines on an electrooxidation technique for the extraction of mercury from cinnabar ores, particularly those that are too low in grade to be furnaced or retorted economically. Oxidation was accomplished by electrolysis of the ore while slurried with brine. Mercury was dissolved through the formation of the soluble tetrachloro mercury complex, HgC142-. Mercury extractions ranged from 90 to 98 percent in 4 to 6 hours of processing time when tests were made on eight different types of cinnabar ores containing from 0.7 to 18 pounds mercury per ton ore. Salt concentration was varied from 4 to 10 weight-percent depending on whether Pb02 anodes and iron cathodes were used or whether graphite was used for both electrodes. Power consumption ranged from 17 to 64 kilowatt-hours per ton of ore treated. Ninety-nine percent of the mercury was recovered from pregnant solutions by precipitation on an active metal such as zinc, followed by distillation of the resulting amalgam at 600° C.

The results of designing, constructing, installing and operating a ventilation monitoring system throughout an entire commercial coal mine is presented. Measured parameters were airflow, methane, carbon monoxide, temperature, relative humidity and differential pressure. A central computer provided for automatic system operation. Preliminary tests of two remotely controlled ventilation regulators were performed in conjunction with the monitoring system.

The primary objective of this final phase of Contract No. H0133004 was to provide a description of all experimental assemblies and procedures used throughout this project in such a detail as to permit duplication of the tests in any other laboratory. A further objective was to summarize and evaluate all results generated throughout the duration of this program and to tabulate all the materials and data in such a manner as to allow this report to be used as a reference index for specific compositions or groups of compositions regarding potential hazards arising from their use .in underground coal mining operations. The report also contains an updated survey of the literature on thermal oxidative degradation of compositions investigated under this contract.

The deformation modulus of coal mine pillars theoretically can be reduced by drilling holes in advance of the mining face. This reduction of modulus along the edge of the pillar has the effect of decreasing the stress concentration in the roof; control of roof caving is thereby predicted. Initial field work indicated that a high horizontal stress field existed at the field test site: Subsequent field work was undertaken to confirm the high horizontal stress field and to attempt to relieve the horizontal stress in the immediate roof. A method of softening pillars in conjunction with normal mining activity was developed. Instruments to measure horizontal roof strain, roof parting, roof tilt at the rib, and changes in vertical and horizontal stress in the roof and in the coal were used. These instruments were installed in both softened and unsoftened entries and in locations to indicate the effect of vertical slots in the roof. Significant stress reduction due to pillar softening was indicated, but the effect of this reduction on roof stability was not established. The vertical roof slots relieved the horizontal stress in the immediate roof very effectively, and observations of roof conditions indicated that the slots definitely improved roof stability.

During the summer of 1935 a plan was proposed by which the Government should establish custom sampling plants for gold and silver ores in the mining districts of the West, where the construction of such plants would be justified as an unemployment relief measure. It was known that in many districts prospectors and small operators had small lots of smelting ore that could not be marketed for lack of sufficient capital to get out enough ore at a time to make carload shipments to distant smelters. Moreover, considerable ore of milling grade was available in many districts in which there were no custom milling facilities. It was felt that. accurate sampling and the classification and consolidation of small lots of ore produced from prospects and small mines, with quick cash returns to the shippers on a nonprofit basis, would stimulate the working of small gold and silver properties: Idle mines would be put to work, and there was a possibility that some of the prospects could be developed into regularly producing mines. Each sampling plant was to be centrally located so as to serve the greatest possible number of mines and prospects. Wherever possible, the plants were to be built on a railroad, is ore of smelting grade accumulated, it was to be shipped to a smelter in carload lots. Where a plant was not on a railroad, smelting ore was to be trucked to the railroad after being sampled.

The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

The aced for reliable reserves of the essential element, manganese, has been a continuing concern of the Federal Government for more than three decades. Because of the increasing vulnerability of outside sources of supply efforts have been intensified to find a means for beneficiating United States domestic deposits. The deposits of most interest would of necessity be near, or have access to, suitable transportation to processing plants. The Georgia manganiferous iron deposits represent some 10 million tons4 of ore readily available to southern iron and steel industries, if a manganese recovery process capable of functioning in the presence of large quantities of iron can be developed. In addition, a successful method for beneficiating the Georgia ore could produce a significant quantity of high-grade iron concentrate. The Differential sulfatization process developed 47 the Bureau of Mines5 seemed to be well suited for this application, particularly because it results in low concentrations of iron in the leach liquors with relatively complete extractions of manganese. In this process, manganese in the presence of iron is preferentially reacted with sulfur dioxide at elevated temperatures and subsequently extracted with water.
