The Bureau of Mines since its establishment has always taken an active interest in the utilization of lignite and in the development of the lignite dep'osits of the United States. Extensive lignite fields occur in the west central States, notably in North Dakota, Montana, Wyoming, Colorado, and Texas; there are smaller areas in several other States, some of which are widely separated. The total area of the deposits and the total amount of lignite in these several districts are so enormous that the economic value is seldom recognized. To the people of ·the west and west central regions, however, the larger utilization of lignite, in whatever form it may be, is of fundamental importance, and any new methods or uses that promise to open these great lignite fields for more general and more efficient use deserve careful study. Although these lignite deposits underlie areas of thousands of square miles, their development and general utilization has been rather slow. This is no doubt partly because many of the districts are not thickly settled or highly developed in manufacturing industries, but is largely because lignites, from their peculiar physical and chemical characteristics, are low-grade fuels. Most of the lignites in these areas are imperfectly developed coals; many have a more or less woody structure; some belong to the brown-coal type; and others are darker, denser, and more homogeneous, approaching subbituminous coal. The people living in the regions in which these vast deposits occur, especially in the west central part of the United States, are vitally interested in every effort toward bettering lignite as fuel and aiding its wider utilization.

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. The Crewstation Analysis Programs (CAP) is a package of computer programs that can be used to analyze some human engineering aspects of crewstation design (such as visibility and illumination) that have particular significance in underground mining. It was developed under the U. S. Bureau of Mines (USBM) Health, Safety and Mining Technology program at the Pittsburgh Research Center, Pittsburgh, PA. This manual describes the steps necessary to collect data in the laboratory to develop luminaire profiles for the CAP illumination analysis. It also describes how the CAP Illumination Model calculates illumination. 1.1 How CAP Calculates Illumination 1.1.1 Background -CAP currently includes assessments of visibility and illumination in the surrounding work area. The advantage of using computers for these types of analyses is that many design iterations can be tested quickly and efficiently to learn the effects of changes. This reduces the need for expensive testing using physical mockups. Another advantage is that design ideas can be tested in situations where it would not normally be possible. For instance, the effects of modifications to a lighting system or canopy design on visibility could be tested while the machine remains in service.

Before listing the laboratories and the work performed there, it is proper to make clear what is done and what is not done by Federal bureaus, States, and Territories, as well as by Canada and Mexico. FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays, analyses, or tests for individuals or firms unless they be incidental to investiga¬tions that are of possible benefit to the entire mineral industry. All significant results obtained in this way are made public through published reports. Any mineral sample sent to this Bureau for simple identification will be subjected to a cursory examination.

Since its inception the United States Bureau of Mines has fostered the development of portable mine lamps. Although there is still much to be desired with respect to illumination in coal and metal mines and the replacement of open lights has been slow the Bureau has been given credit for assisting materially in the development and introduction of the safe and efficient portable mine-lighting equipment available today. Much of the work conducted by the electrical section of the Bureau entails approval tests of various types of electrical equipment, including lamps; to be used in atmospheres that may contain methane or coal dust in explosive proportion. If a can lamp meets the requirements-for safety, efficiency, and adequacy, as published in Schedule 6B,4 it is approved and is generally known as a "permissible" lamp. The terms "approved" and '"permissible' often are used interchangeably. The manufacturer must put an approval plate on each approved lamp, showing it has mot the schedule requirements. The approval plate is not a guarantee that the lamp is safe. However, if the lamp, once in service, has not had any parts changed or improperly assembled or if carts that wear out or depreciate have been properly replaced it should still, be safe, efficient, and adequate for the service intended. Virtually all electric cap lamps in service today in the United States and a great many that have been sent to foreign countries bear the approval plate of the United States Bureau of Mines. Although many explosions have been attributed to open lights none has been charged against the permissible cap lamp. Nystagmus, a disease of the eye attributed to working under insufficient illumination, is practically unknown among; American miners, although it is quite prevalent among European miners.

Bureau of Mines exploration at the property of the Tulare County Tungsten Mines was by core drilling from the surface from May 16, 1950, to July 13, 1950. The property is in the western foothills of the Sierra Nevada Range, 18 miles northeast of Lindsay, Calif. It has been in almost continuous production since 1942 and has produced 40,831 units of tungsten trioxide (W03) with a grade of approximately 67 percent. The work performed comprised a study of the geology, mapping the area, sampling the outcrops, and diamond drilling the area adjacent to the mine workings. Ten holes were drilled for a total of 1,824 feet. Ore reserves were found to be confined to tactite zones in a surface area approximately 250 by 400 feet and extending downward about 350 feet.

Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

This report is the second in a series concerning the Bureau of Mines program for microfilming maps of abandoned mines in the Pennsylvania anthracite region; a catalog of the microfilmed maps of mines in the Wyoming Basin of the Northern anthracite field is presented. The first report I.C. 8274, published in 1965, was a catalog of microfilmed maps of mines in the Eastern Middle anthracite field. Additional catalogs will be published as the microfilming of significant mining areas is completed.

"IntroductionThe combined library facilities of the five universities in the Generic Technology Center for Respirable Dust, The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University, represent one of the most extensive and comprehensive collections of information on respirable dust research which is available in the United States. The Center encompasses two major medical schools, the Milton S. Hershey Medical Center at The Pennsylvania State University and .West Virginia University Hospital at West Virginia University, and includes national and international experts from such diverse disciplines as geology, geomechanics, mining engineering, mineral processing, electrical engineering, industrial engineering, mechanical engineering, material science, physics and several areas of medicine. In order to maximize achievements in research and facilitate early results application in the private industry, university, government and public sectors, a geographically dispersed Reference Center on Respirable Dust has been established at each of the affiliated universities. This network serves to encourage unity between the universities in the Center and coordination and communication with other entities who benefit from their research.Description of the Reference CenterIn this light, the goal of the Reference Center network is to identify at what location Information is available and to provide a means for others to access this information. It is especially necessary to have both ease of input and maximum retrieval capabilities available to all the research personnel in the Reference Center. At the same time, the service provided to the inquiring public must be complete and cost-effective. The Center's approach to realizing this goal incorporates advances in computerized and electronic searching of individual library holdings and the networking of major library and commercial search systems.The Reference Center uses the following means to achieve this goal. At each participating university, a hard copy collection ls maintained of the current respirable dust research in progress by that institution's personnel. Also, available. at each university ls a review of their past and present research on respirable dust. At each participating university a hard copy collection of annual status reports and of all publications produced by Center personnel for symposiums, national and international conferences ls maintained. A key word computer search capability ls available to participating universities. This computer search, by title, author and location, allows researchers to determine at which facility information is available, thus avoiding the tremendous expense and effort of housing all the information on respirable dust research under one roof. The Reference Center has access, through The Pennsylvania State University Libraries system and the libraries of other institutions, to a large number of data bases such as MEDLINE at the National Library of Medicine,"

The Determination of Sound Exposures (DOSES) software was developed by the National Institute for Occupational Safety and Health (NIOSH) specifically for use by mine management and safety personnel. DOSES simplifies the record-keeping and analysis associated with time-motion studies and worker noise exposures, making it easier to identify and solve noise problems. The software relies on a time-motion study that profiles the worker?s daily activities. At the same time, noise measurements are collected with a dosimeter or sound level meter (SLM). Observations about the worker?s location and tasks or other activities are recorded along with times and durations so they can later be matched up with the noise data. After the completion of a time-motion study of the worker?s daily tasks and locations (possible noise sources), which measures the worker?s noise exposures during the recorded events, the information is entered into DOSES. The program then displays information about the worker?s accumulated noise dose over time.

The two volumes of this report summarize the noise control work performed by BBN on a rail personnel carrier operated in coal mines. Volume I of the report - submitted November 1977 - describes the aboveground work performed to identify the noise sources, design, fabricate, and install the treatments, and evaluate the treatments through noise and vibration tests. The current volume (II)-describes the underground work conducted by BBN to determine the deterioration, if any, of the treatments when the vehicle is operated normally in a mine. There were no significant changes in the acoustical performance or mechanical integrity of the treatments at the end of a three-month period.

"INTRODUCTION Information on the gaseous products from the detonation of explosives has been obtained in two ways. In the first, the atmosphere in mines is analyzed after blasting, and in the second, the gases found after detonating an explosive in a testing apparatus are analyzed. The Bureau of Mines, in a cooperative research 3/ that compared data obtained in the field with those obtained in the testing station, showed that the results were not in entire agreement. The production of carbon monoxide was found to be governed chiefly by the oxygen balance of the explosive, but the production of oxides of nitrogen did not change in so simple a manner. Because of the increasing interest in correlations between the composition of the explosive and the production of toxic gases, it seemed desirable to continue the investigation.PURPOSE OF INVESTIGATIONAs field tests are both time consuming and expensive and as field results are affected by factors that are not always under control of or clearly evaluated by the operator, the purpose of this investigation is to develop a testing-station procedure that will reproduce the gaseous products quantitatively under known conditions analogous to those that may be expected in the field. This paper outlines briefly results of seismic measurements recorded in the vicinity of quarry blasting under practical operating conditions. The data cover field work done from January to the middle of August 1930, during which time records were made of 61 blasts in 19 quarries. Of the tests made, one was in biotite-gneiss, two in dolomite, two in a flintlike volcanic complex, three in gabbrodiorite, five in trap rock, and six in limestone. One quarry was in Alabama, two were in South Carolina, two in New York, four in Kentucky, five in Connecticut, and five in Massachusetts. Explosive charges ranged from 0.30 pound to 41,900 pounds, and the method of shooting varied from mud caps through hammer and wagon drill holes to churn drill holes and coyote tunnel shots.

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defence for purposes other than the extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallic is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of the Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

The Code of Federal Regulations (CFR) requires that the transverse load capacity of stoppings be equal to or greater than traditionally accepted in mine controls, which for block stoppings is generally accepted as 39 psf as referenced in the preamble to the CFR standard. This measure is based on physical testing of a freestanding wall in accordance with ASTM E 72 specifications, where our past research has shown that the dominant parameter is the tensile strength of the sealant. A new protocol based on rigid arch loading of the structure is proposed to determine the true transverse load capacity of block stoppings. Arching is achieved by the restraint of the stopping against the mine roof and floor, whereby compressive forces are developed within the wall. A laboratory procedure using the NIOSH Mine Roof Simulator (MRS) to simulate rigid arching of block stoppings was developed and results verified through full-scale in-mine tests. The rigid arch tests have demonstrated transverse load capacities more than an order of magnitude higher than the ASTM E 72 evaluation method from which the 39-psf requirement is derived. More importantly, the rigid arch tests have shown that the load capability is dependent on the physical properties of the block and geometric properties of the wall and not the sealant.

In recent years the Federal Bureau of Mines tested and approved four new types of self-contained breathing apparatus and a facepiece designed for use with the McCaa 2-hour self-contained oxygen breathing apparatus. The Bureau also developed and perfected a battery-powered lifeline telephone for use in mine rescue and recovery operations. Some of this equipment is described in Bureau of Mines Information Circular 7413.4/ This publication is a revision of information Circular 7413 and presents pertinent information on more recently developed mine rescue equipment. The breathing apparatus described herein are 1/2- and 3/4-hour sell-contained types of much simpler design than the conventional 2-hour self-contained oxygen breathing apparatus ordinarily used by mine rescue crews; however, it is just as important to select rescue crews carefully and to train them properly in the use, care, and limitations of the newer types of apparatus as well as the older, established types, if the newer types are to be used safely. The Bureau of Mines recommends that 1/2- and 3/4-hour self-contained breathing apparatus be used only as auxiliary equipment in mine rescue and recovery work and that the capabilities and limitations of the apparatus should be well understood by those who wear the equipment.

This report describes the engineering feasibility and economic advantages of a unique new mining machine using cutting bits that take a constant-depth linear cut in the coal face. The studies show that this innovative new cutting concept, being developed by the Bureau of Mines, can be designed into the basic continuous mining machine. The resulting miner would be attractive to mine owners because coal could be mined with minimum generation of airborne respirable dust, substantial increases in productivity, and elimination of methane ignition due to cutting.

The methane emission rate into an underground mine environment from overburden strata during longwall mining is impacted by reservoir and geomechanical characteristics of the coal measure rocks in the overlying strata, as well as the presence of any coal seam. The reservoir characteristics and how they change during mining potentially affect the performance of gob gas ventholes, which consequently impacts the efficiency of methane control in the mining environment. This study presents reservoir and elastic properties of coal measure rocks in the Lower Monongahela Group in Greene County, southwestern Pennsylvania, of the Northern Appalachian Basin. Since the source of methane in this region from underground mining is located between the Sewickley coal and the Pittsburgh coal, a specific emphasis was given to this interval. Core analyses were performed in the laboratory to determine rock porosity and permeability. Geophysical logging data (gamma, density, sonic) obtained from two exploration boreholes were used for evaluating formation boundaries, shale contents, log porosities, and geomechanical properties of formations. Permeability was also calculated using density-log data and empirical equations and compared with laboratory measurements and slug tests performed in isolated intervals of boreholes. The results presented in this study can be used as data sources for reservoir studies related to the production and control of methane.
