THE Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the com-position as shown by proximate analyses. To these, when required, are added the fusing temperature of ash, Hardgrove grindability index, and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 4 issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) are valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Efforts to win an enriched manganiferous product from the Missouri Valley deposits of South Dakota have included an application of most known ore-dressing devices and have been largely unsuccessful. At least two methods showed some promise of success and were the subjects of detailed Investigation by the Bureau of Mines during the period from July 1945 to August 1947. A series of mining and beneficiation tests were undertaken to determine conditions under which the most feasible concentration methods could be employed and to define the limits of such applications in terms of the character of the final beneficiated product. In the absence of a significant current market for any conceivable product of beneficiation, the extent to which applied methods might be considered successful was measured in terms of ratios of recoveries to grade, regardless of the adaptability of such beneficiated products to further metallurgical or direct usage. The results of all investigations show that production of a shale-free, concretionary, manganese-bearing product by any known method requires great sacrifices in manganese recovery. Products of beneficiation, with specifications permitting some inclusion of shale, can probably be most effectively produced by methods employing specialized jigging equipment as the principal functional unit of a process.

If a conductor traversed by an electric current is broken, a conduction forms in the air between the two broken ends of the wire. This conduction manifests itself in an initial phase by an electric spark and, in a second phase, by an arc if the the circuit continues to supply sufficient power. This arc goes out when the distance between the two ends of the conductor becomes sufficiently large. If the break occurs in an explosive atmosphere, the energy contributed by the arc can cause an explosion. To avoid such accidents, electric circuits that may be utilized in hazardous atmospheres can be made "intrinsically safe". The investigation which we conducted is part of a research project on the intrinsic safety of arcs of high intensity but short duration, in the case of resistive circuits. We developed an electronic system which makes it possible to limit the duration of an arc at the level of the break of a conductor traversed by a current with a possible maximum intensity of 80 amperes. This experimental device for monitoring and measuring the parameters of the arc has shown that arcs of high intensity but with a duration limited to a few microseconds do not ignite an explosive methane-air mixture.

This report contains the results of a technical and economic evaluation of conceptual systems for the underground mining, rubblization, and in situ retorting of deep oil shale deposits. Study efforts were first directed towards evaluation of the applicable geology, associated minerals, rock mechanics, in situ retorting, access mining, ventilation, rubblization, safety, and environmental impact factors. Conceptual systems were synthesized and then evaluated against these factors from both a technical and limited economic viewpoint. The results of these evaluations were then analyzed and, based upon this analysis, the following two systems were selected for further study: System II: Room and Pillar-Vertical Drill and Blast System IV: Tunnel Boring-Horizontal Ring Drill and Blast Due to the large number of variables to be considered, a computer program was developed and utilized to provide data for the cost trade-off studies and economic analysis. Results of the early computer runs indicated the value of the tool available? in the computer program and led to an extension in the contract to determine the sensitivity of the systems to several of the more apparent significant variables. These results in turn led to a refinement in the design assumptions and a better understanding of the technical and economic options available to an owner-operator of a Vertical Modified In Situ Shale Oil Extraction System. This report is submitted in fulfillment of the requirements of Contract Number 50241073 by Fenix & Scisson, Inc. to the Denver Mining Research Center, United States Department of the Interior, Bureau of Mines. On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

This report covers the final phase of a project demonstrating the economic efficiency of cross-ridge mountaintop coal mining. A demonstration mine was established at Big Wheel Gap in northeastern Tennessee. Not only was cross-ridge mining feasible for the selected site, but parallel cut methods could not be used due to a deficit in available spoil storage. Cross-ridge mining permitted coal extraction at a cost almost identical with costs simulated by computer projections using mathematical optimization techniques. No unexpected environmental problems were encountered. Volume I is accompanied by Volume II which describes the MATHMINE Mine Simulation System, software used to support the mining demonstration.

The industrial hygiene and safety aspects with internal combustion engines in mining systems is truly interdisciplinary and encompasses many fields such as mine ventilation, exhaust gas and particulate analyses, mine atmospheric environment monitoring, mathematical modeling of generation, dilution and dispersion of pollutants in ventilation systems, and engine testing and approval. This bibliography, therefore, is a compilation of references from interdisciplinary sources pertaining to diesels and related areas. Related areas are defined as those concerned with: (i) mine ventilation system design and operation; (ii) description, measurement, modeling and monitoring of mine atmosphere contaminants, and (iii) tests, standards, selection procedures, and operational practices for internal combustion engines in underground mines. References cited from source materials span the years 1900 to early 1977. Total number of references cited is 511. Subjective criteria governed the definition and selection of references. Therefore, this bibliography is not claimed to be all-inclusive nor does it purport to be an exhaustive search of all sources.

The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

"INTRODUCTION The introduction of mechanized pining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage.ACKNOWLEDGMENTThe information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines wore studied. [In many coal-mining countries, during he pest decade, there have seen made extended studies and accurate measurement of movement of roof strata, tests of the physical properties of specimens cut therefrom, and tests of the strength of end load on artificial supports. Naturally, such studies have been more extensive in European countries, where mining conditions are less favorable than in the United States. As a part of its work in the conservation of coal resource and prevention of accidants in mines, the Bureau of brines began systematic measurements of the movement of roof strata to in coal mines in the fall of 1935. It was decided- that, in the beginning, work on a rapidly retreating rib line in a mechanized mine would give the greatest amount of information in a reasonable time. To this end w cooperative tine agreement was made with the Pittsburgh Coal Co., through Dr. L. E. Young, vice: president in charge of operations, for conduct of work in that company's Montour 10 mine operating in the Pittsburgh coal bed. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as appear to be justified.]

To help reduce the Nation's dependence on imported chromite, the Bureau of Mines is conducting research on the use of dolomites as an alternate material. Dolomite is a plentiful domestic resource and offers certain advantages as a refractory raw material. A review of the literature has indicated that there are many sources of high-purity dolomite in this country and that European nations use a greater proportion of dolomite refractories, primarily in steelmaking, than the United States, The Bureau of Mines characterized 14 domestic dolomites as to chemistry, density, mineralogy, microstructure, and thermal behavior, to develop baseline data on their suitability as refractory raw materials.

The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. The contributions of Jimaleen Jansma for keypunching, information acquisition, and data entry, and John Brandenburg and Sandra Brake for keywording and information acquisition are gratefully acknowledged. The Anaconda Copper Company reportedly reached an exclusive agreement with Cook Inlet Region, Inc., to explore 24 million acres in south-central Alaska and to share equally with Cook the proceeds of any mineral discovery. According to an Anaconda geologist, "the company is anticipating, based on geologic testing, that it will find significant deposits of copper, lead, and zinc. There is also evidence of the presence of precious metals such as silver and gold, and also strong evidence of strategic minerals such as chrome, platinum, tin, and nickel." Cook Inlet Region, Inc., is owned by 6,500 Alaskan natives. Chile, which has a growing, free-market economy under President Pinochet, reportedly will no longer require companies to obtain prior governmental approval for the exploration and development of new mines.

"Vanadium and uranium occur widely distributed throughout western Colorado and eastern Utah, and a few deposits have been found in northeastern Arizona and northwestern. New Mexico. The area in which it occurs includes approximately 10,000 square miles and is generally referred to as the vanadium region of Colorado and Utah.The majority of the deposits consist of replacement bodies and impregnations of rare minerals in the lower Morrison formation of Jurassic age. The ore bodies are flat, with irregular margins, and most of them conform to the stratification.The ""rim rock"" topography of the region includes many steep-walled canyons and plateaus, which afford an abundance of outcrops that have been responsible for most of the discoveries of mineralized areas. Delimitation of ore bodies within the areas is accomplished most effectively by core drilling from the surface.The deposits were discovered in 1899 and from 1911 to 1923 wore worked extensively for radioactive uranium ores, principally carnotite.The discovery and marketing of the richer and more cheaply mined pitch-blende ores of the Belgian Congo left the Colorado-Utah deposits without economic importance as sources of radium and uranium, and the region became inactive in 1923. After a period of comparative inactivity, the rising demand of the alloy-steel industry for vanadium renewed interest in the deposits, which were known to contain that metal. By 1938, vanadium production in the area had achieved respectable proportions, and new impetus was given to it by the United States’ entry into World War II in December 1941. In 1942, new treatment plants for vanadium ores were completed in Monticello, Utah, and Durango, Colo. In order to meet the requirements of these and other plants in the region, it became necessary to open new vanadium mines and prepare old onus for production.In an effort to stimulate mining, the Metals Reserve Company initiated a stock-piling program and appointed the united states Vanadium Corporation, to act as its purchasing agent.The extra production was expected to come largely from small, independent operators whose limited funds did not permit them to maintain development and exploratory programs. Study of conditions made it apparent that extensive exploration would be necessary to sustain production, and accordingly the Bureau of Mines initiated an exploratory drilling project on a cooperative basis with the Geological Survey. The principal objects of the work were to enlarge the known ore reserves of the area and, if possible, discover new ones. The results have been gratifying in both respects."

The primary objective of this program was to determine the toxic fume and fire hazard of elastomeric noise abatement materials with a limited effort expended on the evaluation of specific treatments applied to mine timbers. Under the conditions employed, for a dimethyl silicone rubber, formaldehyde presented the major toxic threat; acrolein was the main toxic species for both polyester and polyether urethanes and an acrylonitrile-butadiene-styrene resin; in the case of flame-retardant styrene-butadiene rubber compositions, hydrogen chloride, and in the case of PFA-treated timber, furfural, were the major toxic compounds. Of the materials studied, the flame-retardant styrene-butadiene rubbers presented the greatest toxic hazard. The generated data have been reduced to toxic load tabulations amenable to employment for potential hazard assessment.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.
