This paper will discuss the issues associated with blasting in an urban mining environment that have been addressed by Winstone Aggregates at the Mt Wellington Quarry. These issues include - control of vibration and air overpressure, repeatability of shot performance, fragmentation on an extremely low maximum instantaneous charge, compliance with Territorial Authority regulations and perception. Over the last two years, in order to address these issues, Winstone Aggregates have undertaken a programme of continuous improvement, which has included; ò implementation of new technology; ò revising site procedures; ò conducting an investigation into the structural response of local buildings; ò investigating safe extrapolation; ò extensive public consultation; ò establishing credibility during the consent process; ò identification of perception issues; and ò building relationships and trust with neighbours. The issues addressed at the Mt Wellington Quarry have increasing significance for traditionally rural mining operations, as the input of the local community being urban or rural, increases. New and existing operations have the potential to adopt best practice now, building trust with the community and raising the profile of the industry.

In presenting this paper may I preface my remarks by recognizing the presence here to-day of the many delegates from the overseas mining communities throughout the world. That is to say - those delegates not representative of Companies resident in Australia. This does not mean that my comments following are directed solely to the Australian exporter - far from it. The Company which I represent is internationally based. The experiences we have had in dealing and negotiating with our good friends the mineral cargo shippers vary very little in any operational area. However for the purposes of this exercise this address is based on some of our experiences within the Australian trade scene with the emphasis on the fact that we believe it has application to all trading areas.

The significance of blasthole stemming in determining blasting efficiency has been extensively studied for small diameter holes using gelignite explosives. Recent developments in blasting technology with the use of large diameter holes and low cost blasting agents have not included studies of the effectiveness of different types of stemming materials. A review of previous measurement techniques and the relevance of these earlier results to present stemming practice is presented in this paper. A survey of operating mines in Australia provided information for this analysis. The value of stemming in reducing blast noise and improving blasting efficiency is generally accepted but the use of bulk-loaded explosives in underground operations has resulted in the practice of eliminating the use of stemming material.In surface operations drill cuttings are used for stemming on the basis of availability rather than efficiency in providing resistance to movement. The development of laboratory testing techniques, based on noise level and borehole pressure measurements, to evaluate the relative efficiency of different types of stemming materials is described. The results of an extensive series of tests with ANFO explosive showed similar trends tothose obtained from earlier published results with gelignite type explosives. Conclusive quantitative results on the relative effectiveness of different stemming materials will require minor modifications to the existingequipment. Observations and the results of pressure measurements indicated the presence of shock wave effects which caused the ejection of the top section of the stemming column when using coarsely fragmented material.

The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

The first steps for in situ resource utilisation (ISRU) on target bodies such as the Moon, Mars and near-Earth asteroids (NEA), and even comets, involve the same sequence of steps as in the terrestrial mining of resources. First exploration including prospecting must occur, and then the resource must be acquired through excavation methods if it is of value. Subsequently a load-haul-dump sequence of events occurs, followed by processing of the resource in an ISRU plant, to produce useful commodities.While these technologies and related supporting operations are mature in terrestrial applications, they will be different in space since the environment and indigenous materials are different than on Earth. In addition, the equipment must be highly automated, since for the majority of the production cycle time, there will be no humans present to assist or intervene. This space mining equipment must withstand a harsh environment which includes vacuum, radical temperature swing cycles, highly abrasive lofted dust, electrostatic effects, van der Waals forces effects, galactic cosmic radiation, solar particle events, high thermal gradients when spanning sunlight terminators, steep slopes into craters / lava tubes and cryogenic temperatures as low as 40 K in permanently shadowed regions. In addition the equipment must be tele-operated from Earth or a local base where the crew is sheltered. If the tele-operation occurs from Earth then significant communications latency effects mandate the use of autonomous control systems in the mining equipment. While this is an extremely challenging engineering design scenario, it is also an opportunity, since the technologies developed in this endeavour could be used in the next generations of terrestrial mining equipment, in order to mine deeper, safer, more economical and with a higher degree of flexibility. New space technologies could precipitate new mining solutions here on Earth.The NASA Kennedy Space Center (KSC) Swamp Works is an innovation environment and methodology, with associated laboratories that use lean development methods and creativity-enhancing processes to invent and develop new solutions for space exploration. This paper will discuss the Swamp Works approach to developing space mining and resource extraction systems and the vision of space development it serves. The ultimate goal of the Swamp Works is to expand human civilisation into the solar system via the use of local resources utilisation. Many different approaches have been used in the past to characterise iron ore sinter mineralogy to predict sinter quality and elucidate the impacts of iron ore characteristics and process variables on the mechanisms of sintering. Characterisation techniques include optical image analysis and point counting, X-ray diffraction and scanning electron microscopy. Each technique has its advantages and disadvantages depending on the objectives of the measurement. It is generally acknowledged that silicoferrite of calcium and aluminium (SFCA) is very important to the quality of the sinter produced; however, strict definitions of the phases and textures of SFCA are not generally agreed. This paper summarises the state-of-the-art in sinter characterisation applied in Australia by both academics and industrial researchers. Procedures employing thiocyanate and dithiol complexes of molybdenum have been developed for the determination of the metal in the presence of large quantities of ferric iron. The procedures are developed for field application and it is possible to complete 200 analyses per day with laboratory accuracy. Use is made of sulphuric acid extraction and ascorbic acid reduction in the case of the thiocyanate procedure whilst the reducing system in the dithiol procedure is potassium iodide-sodium sulphite. Using a simple photometer the range of determination possible is 0-10~g for the thiocyanate procedure and 0-5 g for dithioI.INTRODUCTIONOf the many colorimetric procedures that have been developed for the determination of molybdenum only those using the thiocyanate or toluene-3, 4-dithiol complexes of the metal are sufficiently free from interference to be of use in geochemical prospecting. Rapid methods based on both these complexes 'have been developed at the. Broken Hill Division of The University of New South Wales as part of a general programme designed to improve geochemical procedures. Whilst speed rather than high accuracy is the important factor in prospecting, the aim of the programme is to develop procedures which will allow determination of 200· samples per man-day without loss of normal laboratory accuracy for the methods concerned.In most geochemical procedures visual estimation of a coloured complex is used in the determination of the quantity of metal present. The fundamental features of the Cable Belt Conveyor are described. It consists of independent wire ropes which take the transmission load, and a special reinforced rubber belt which acts 'only as carrier of material. The first cable belt installation in Scotland is described briefly.A general description of this type of conveyor is followed by details of the rubber belt construction and the method of joining sections of belt. The drive unit, the tensioning arrangements and the power requirements are outlined.Applications of the cable belt conveyor are 'dealt with and its advantages summarized.INTRODUCTIONThe cable belt conveyor, as its name implies is a conveyor composed of steel wire ropes and a rubber belt, in which the ropes serve as transmission members, and the belt merely as a carrier of materials.Over the years it has been the ambition of engineers connected with the belt conveyor industry to develop a conveyor that would use the high tensile strength of wire ropes to transmit the stresses involved in the driving of large capacity belt conveyors. Different lines of approach have been adopted in the United States of America and in Britain. In the United States the method adopted was to introduce a large number of flexible steel cables into the rubber belt itself, in the form of a closely packed layer arranged across the full width of the belt. These small cables are packed in a nylon filled duck envelope which is incorporated in the rubber belt. This is commonly known as the steel corded conveyor belt. TIMBER supports for large underground cavities are temporary expedients until the permanent filling can be put in. Nevertheless, timber supports are very necessary in some form. The general problem is to support the cavity in all directions withthe minimum of timber, disposed in the strongest way. The simplest way of filling an irregular space with timber sets is to form triangles.The right-angled isosceles triangle (Fig. 1) leads to the true square set, in which caps are equal to struts. The right-angled unequal-sided triangle and the scalene isosceles triangle (Fig. 2) lead to the oblong square set, where caps are longer than struts.The scalene triangle (Fig. 4) leads to the rhombic or oblique set. The equilateral triangle leads to the hexagon set (Fig. 3), in which the caps and struts are all equal. These five plane figures, the triangle, square, rectangle, rhomb and hexagon, are the only figures that will completely fill any irregular plane figure, without interstices. Hexagon sets were first suggested by the writer in 1902 to a mine manager at Broken Hill, who did not see his way to use them.

A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of the cementation of cadmium, lead, and silver from dilute aqueous solutions. This work is an extension of studies carried out on the Cu-Zn and Cu-Fe systems for which the reaction rate was found to be completely solution phase mass transfer controlled.When the amount of material deposited was greater than 0·2 to 0·4 mg/cm2 there was an apparent enhancement in rate which is attributed to the formation of a roughened deposit. This same phenomenon was observed in the Cu-Zn and Cu-Fe systems. Again, the rate of reaction of each system investigated was found to be solution-phase mass transfer controlled.

llmenite from the west coast of the South Island, New Zealand, shows exceptional reactivity with dilute sulphuric acid. Based on this, a cyclic acid leaching process was developed for the production of material with more than 98% TiO2, suitable as a substitute for mineral rutile.Titanium hydrate is recovered from the leach liquor by hydrolysis, and is calcined to give the required product.Ferrous sulphate is crystallized from the hydrolysis filtrates, which after concentration are returned to the leaching stage. The need for further evaluation of the process on a larger scale is indicated.

A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

(This paper reviews the reasons for and the principles followed in designing and constructing complete new surface works at the mine of the Zinc Corporation Limited, Broken Hill, New South Wales, and describes the layout, plant, buildings and services.)The Zinc Corporation mine produces high grade lead, silver and zinc sulphide ore. Lead and zinc concentrates are sent by rail to Port Pirie, where the lead is smelted and the zinc concentrate is shipped to Tasmania, England and other overseas countries.Some time ago consideration was given to the advisability of sinking an additional shaft. For some years the old main shaft had been working at full capacity and developments underground had indicated that the mine would eventually be capable of an output greater than that which could be handled through the shaft. It was therefore decided to sink a new main shaft and the site chosen was in footwall country 900 feet south of the old main shaft. The reason for the move south was so that the new shaft would be opposite the centre of gravity of the ore-bodies at depth. The size of the new shaft is 27 ft. ,6 in. x 15 ft., and the work was put in hand early in 1936.It was intended to haul the whole mine output through this shaft, which was 1,600 feet from the mill then operating. During recent years there has been a marked increase in the use of explosives in Queensland coal mines. Delay detonators have been introduced and their use has extended with the wider application of mechanised methods of mining.The need for careful study of the characteristics of delay detonators is stressed so that the advantages of simultaneous firing, from the points of view of safety and efficiency, may be obtained. With their use new potential hazards are introduced. These hazardsare considered and means whereby the overall safety may be improved are discussed.The increase in the number of misfires since the introduction of delay detonators is shown and the examination of misfired detonators is described. Lessons to be learned! from these misfires are noted and details are given of the essential requirements for safe and efficient blasting using delay detonators.INTRonUCTIONOne of the aims of mechanization in coal mines is to reduce the physical effort applied to the winning of coal. Explosives play an important part in achieving this and, following the introduction of power borers for the drilling of shot-holes in Queensland coal mines, much of the arduous work associated with coal getting has been eased. At an early stage of the examination of most prospects, samples are taken; and the sample values obtained play an important part in determining the subsequent history of the prospect. It is, therefore, important that. eveJJy effort should be made to interpret asfully as possible the meaning of the observed results. In this connection, it is suggested that examination of the assay values of mine samples by simple statistical methods may bring to light information of considerable value, which might otherwise be missed.Although expert statisticians may derive more information from the available data, those who are, like the writer, less proficient mathematically, may also benefit by applying quite simple statistical methods. At least they will develop a useful habit of thought bywhich they become aware at all times that sampling results only provide estimates of the truth, but that an assessment of the precision of such results may be possible. The object of this paper is to provide some evidence of. the truth of these statements, by theuse of a few very elementary statistical calculations.General.The idea that any mine sample is subject to error from a variety of causes is a very familiar one. Doubt always exists with regard to the representativeness of a perfectly cut sample, and other errors may arise through imperfections of sample cutting, crushing, splitting and assaying. Some causes of error may give rise to "constant" errors, others may cause variable but one-sided "systematic" errors, and others again may bring about variable results without any tendency toward bias on the average. In statistical language, mine sample values are subject to errors which may have either assignable causes or chance causes. The former are those which can be isolated, or should be capable of isolation, while the latter are those remaining when all assignable causes have been removed. A single constant assignable cause brings about bias in all results, and one or more than one variable assignable cause brings about variation between individual results and perhaps an overall bias. The system of chance causes that would remain if all assignable causes were removed would cause variation between individual results but no overall bias. My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. For Fe-Mn alloy production, two reactions are responsible for this process: the MnO reduction in the slag and the carbon dissolution in the bath. The smelting-reduction process has been studied as alternative route to be used to produce alloy so as steel. This technical paper presents some initial studies to be used to determine the main ways that one can have for the mechanisms for this reaction. The limited factors like mass transport or chemical reaction were analysed. The Mn content in the bath were varied and it was concluded that by increasing the former, dissolution of Mn into the bath was increased, so as a reduction of MnO in the slag. For carbon dissolution, it was used a experiment with a stationary bar, this one was added into the bath, after ten minutes probes were catched, by temperature 1600¦C, for the dissolution of MnO, one graphite crucible was employed, after 45 min the slag and alloy were analysed. After the experimental part, some curves were plotted against time, based on these graphics, and kinetic analysis was made.

The monosaccharides glucose, galactose and arabinose, and the polyols glycerol and mannitol (0.1 Ufo WIV) supported pure and mixed culture heterotrophic bacterial manganese leaching of solid pyrolusite (MnO2, 2% W/V) to yield 14-38 mg/litre manganous ion in 3 days from a simple mineral salts media at 30°C. Supplementation of pure bacterial isolates growing on glucose with soluble intracellular photosynthate from freshwater algae (0.07 g/l carbohydrate) and marine algae (0.11 g/l) led to an improvement in Mn++ yields of 24 and 100 per cent respectively. Extracellular products of the freshwater algae (0.3 g/l carbohydrate) boosted recoveries by 57 per cent.

This modern plant consists of a battery of 72 Otto Wilputte Compound Under-jet Ovens with extensive plant for the recovery by-products. The ovens produce 9000 tons of furnace coke per week together with some 17,000,000 cub. ft. of coke oven gas, which is used for heating purposes throughout the works and for heating the ovens.Coal is supplied from the, company's colliel'ies and is stored under a Coal Handling Bridge of 264 ft. span and 365 ft. overall, capable of handling 250 tons per hour. The coal storage space of 1600 ft. can. be extended to a maximum of 2800 ft.Preparation of the coal for coking involves fine grinding which is carried out as follows:-Coal is dumped from rail waggons on to a conveyer belt which delivers it to a 12 ft. x 22 ft. Bradford Breaker, with a capacity of 400 tons per hour. The coal, then approximately 4 in. in size, passes, to the mixing bins; and after careful blending is reduced in the,hammer mills to a fineness suitable for the ovens.The fire coal is elevated to the main storage bin over the battery for subsequent charging by electric larry car. The average cokingtime is 15 hrs. 36 mins. At the end of ,this period the doors, are removed and the coke pushed from the oven by a mm. The coke, is, then quenched with fresh, water and sent to the Blast Furnace in 50-ton Copper Waggons.The gas is exhausted from the ovens by Brown Boveri turbine, exhausters of 23,000. cub, ft, per min. capacity. Exhaust steam from these is used for various. purposes in the By-Product plant. After removing the last traces of tar by Electrostatic Precipitators', the gas is bubbled through sulphuric acid, the ammonia forming ammonium sulphate, which is subsequently washed, dried and bagged for sa,le as a fertilizer. The gas then goes to the Benzol Scrubber Towers, where benzol and other derivatives are recovered and later redistilled and purified. The cleaned gas is then piped to the main works for heating purposes, being used with tar to fire the steel furnaces, and also the soaking pits and reheating furnaces.BLAST FURNACES.The company is at present operating two Blast Furnaces of 800, and 1000 tons nominal daily capacity respectively.
