After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.

The Geita Gold Mine is located 80 km southwest of the town of Mwanza in the north-west of Tanzania and is 100 per cent owned by AngloGold Ashanti Limited. Open pit mining commenced at Geita in 2000. In 2011, the operation produced 494 000 oz at a cash cost of US$536/oz. This is a significant improvement from 2008, when 264 000 oz were produced at a cash cost of US$742/oz.A period of relatively poor operating performance at Geita was recorded over the period from 2006 to 2009. A period known at Geita as æthe turnaroundÆ commenced in 2009, and has been remarkable to say the least. Over the last couple of years the mine has embarked on a journey, which saw various interventions and initiatives. Among the key initiatives were Project ONE (which focuses on business process framework, systems for people and safety transformation), asset integrity, fatigue management and contract mining of satellite pits.Since the commencement of the turnaround at Geita, gold production has matched market guidance. The mine has returned to positive cash flow on the basis of strong performance on cash management, improved production and increased gold price.This paper explains some of the details of the mine operationsÆ improvements, how they were implemented, their relative contributions to improved mining performance and the path ahead to best practice. Mining ‘as usual’, until the most recent decades has resulted in limited landform planning and a general lack of mine waste landform design. Material characterisation, mine planning and dedicated professionals undertaking these tasks were rarely available or in place at the majority of mines. This has led to landform instability, erosion, sediment and poor quality water emanating from mine landforms. In many cases rehabilitation and reclamation failed and these sites have ‘landform features’ that are difficult to relinquish or leave and have little or no apparent land use. In many cases mined landscapes around the world have resulted in a less functional and degraded environment, with deleterious impacts on surrounding ecosystems.This situation is now slowly being addressed, as global companies, academics and practitioners and their organisations have started to exploit the ideas from an integration of earth sciences and mining through the application of planning software dedicated to the design of landforms.This development has had its genesis primarily in the United States. We suggest that process has been driven, in recent decades, by the application of resources in response to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), (USA Congress 11 December 1980) and other mine reclamation legislation enacted by federal and states regulators in the USA. The combining impact has seen a huge transfer of capital back from the public purse and ‘potentially responsible parties’, into abandoned mines to affect control, remediation, and reclamation/rehabilitation of those mines.Given this investment in rehabilitation and reclamation, people engaging in the business of landform planning have had the opportunity to address landform reclamation of historic and active sites. The skills of engineers and scientists with improved technology, waste rock characterisation and modelling tools have been combined resulting in the evolution of landform design and in mine planning of active mines. This has delivered cost-effective, sustainable mine closure designs for over 30 years. Integration of mine design with an understanding of geomorphic principals and the natural landscape, coupled with waste and soil characterisation, yield a positive result. Recently work has been applied across large and small-scale projects by companies. As these processes develop, ideas and concepts are evolving that active mines, or mines in the early planning stages, could use to help reduce double handling, and in the long run reduce overall project and closure costs, more effectively attain the desired final land use, and enhance the industry’s reputation and licence to operate.CITATION:Leidich, T,?Lacy, H?and Van?Zyl,?M,?2014. The distribution of mineral deposits within northwestern North America (Alaska, Yukon, and northern British Columbia) allows for an in-depth examination of the metallogenic patterns of a growing continental margin. A more complete understanding of the tectonic evolution of this part of the Pacific Rim, achieved over the last 15 to 20 years, now allows for the placement of ore systems into a well-defined plate tectonic framework. Ore deposits older than about 185 Ma represent hydrothermal systems that were active in the platform/shelf environment of ancestral North AmericaÆs miogeocline or hydrothermal systems developed in oceanic arcs and continental fragments more distal to the craton. These include important SEDEX, VMS, and pre-accretionary porphyry deposits. In contrast, most mineral deposits younger than about 185 Ma were formed within the growing Cordilleran orogen, as terranes were accreted to the continental margin during interactions between the North America and Pacific/Farallon/Kula plates. Such syn- to post-accretionary mineralised systems include many large lode gold and porphyry/skarn systems.

TSL Concepts and Practical Examples of the Non-Reactive System - Meyco TSL 865 Thin Spray-on Liners (TSLs) have been intensively investigated by mining and chemical industries within the last decade. Apart from the basic concept of spraying thin liners, expectations of the product's performance vary, eg immediate active strata support is seen as a key to control the ground permanently. For many coal mines this is an important factor to reduce maintenance in their roadways and enable permanent production from the long wall. In opposition to a passive mesh system this technology offers immediate active support to the strata. But not only coal mines are interested in TSL technology, there are potential applications in hard rock mines, during shaft sinking, pillar support and as an anti-weathering sealant. This paper will explain the advantages and disadvantages of TSL concepts; it will give examples of successfully applied TSLs with a main focus on the non-reactive and flexible system MEYCO TSL 865 by BASF. Furthermore, it will indicate the limitations and discuss briefly the bearing capacity and reasonable lab testing of such systems.

The study commenced in October 2012, to understand the basic ecology of the spotted-tailed quoll (Dasyurus maculatus) and to confirm whether the species utilise previously mined land on the Mt Owen mine site that was rehabilitated in 1996 to 2011, as part of their home range. The spotted-tailed quoll is a widely distributed marsupial carnivore that is listed as rare or threatened in every state in which it occurs. The species is a forest-dependent marsupial carnivore that occupies a wide range of habitat types (Long and Nelson, 2004).The first part of the study involved trapping a spotted-tailed quoll and fitting the individual with a combined global positioning system / ultra high frequency (GPS/UHF) radio-transmitter collar (Telemetry Solution – Quantum 4000E). The benefit of the GPS/UHF collar is that it records locations (or fixes) at intervals programmed by the user. The UHF component allows the researcher to locate the individual at a frequent interval, and the Quantum 4000E also has a remote download function, enabling the GPS data stored in the collar to be wirelessly transmitted between the collar and researcher. The benefit of this new technology is that the animal does not need to be repeatedly captured to retrieve the GPS data.Daytime searches are also undertaken using the UHF receiver to locate the individual and locations of daytime denning and latrine sites. The location of each den site is recorded using a hand-held GPS. Data downloaded from the GPS collar is then imported and mapped using computer software program ARCGIS (geographic information system), to overlay the data points onto aerial photography.Results demonstrate that threatened species will utilise rehabilitation areas post mining. The data presented will be used to develop a greater understanding of threatened species ecology in and around rehabilitated areas, which will assist in the planning and design of native forest rehabilitation areas.CITATION:York, P, 2014. Fimiston Open Pit is operated by Kalgoorlie Consolidated Gold Mines (KCGM) as a joint venture between Barrick Gold and Newmont Mining. Over 110 years of underground mining resulted in the development of nearly 3500 km of underground workings including backfilled and open stopes up to half a million tonnes in size. These voids significantly complicate blasting processes at KCGM, influencing blast movement direction and magnitude. Blast movement monitoring to improve mine reconciliations was identified as an improvement project in the business plan for the geology team in 2008. Following successful trials in 2008 to 2009, blast monitoring and translation of ore blocks were implemented as a permanent grade control program from late 2009 and is now part of the Management Operating System (MOS) of the mine. This paper presents a summary of results from the Blast Movement Monitoring (BMM®) data collected to date. Ore blocks at KCGM are translated primarily using BMM® data. This data is obtained from the BMM® system which measures the movement of a radio transmitter installed in a blast pattern from a preblast position to a post-blast position. The application of the data collected by the BMM® tends to be both mine site and blast specific. At KCGM, an average distance obtained from the BMM® data within a given shot is the primary method used for translation. In the case that BMM® data is unavailable, a theoretical movement vector established from Orica Shotplus with distances gained from the historical BMM® database is used. Data is presented in an ore loss and dilution exercise for a bench undertaken at KCGM to understand the potential effects on reconciliations. Improvements that have flowed from implementing blast monitoring include improved reconciliations when combined with other grade control improvement projects. The increase in liaison between the geology and blast personnel at KCGM has been a significant improvement gained from the implementation of the blast monitoring program. This has allowed a better understanding of blast movement and the effects on ore dilution and ore loss by the mine geology team. In addition, the discussion of blasting tie-in plans between geology and blasting personnel has been improved which leads to more favourable blasting practices that take ore movement into account.

The Pajingo gold operation in Queensland is approximately 50 kilometres south of Charters Towers and 134km south-west of Townsville. The resource was discovered in 1983 and first open pit gold production began in 1986. The mine traditionally employed a bottom-up sequence – a combination of modified and traditional Avoca methods with run-of-mine waste backfill. This practice caused many high-grade crown pillars to be left in place, yet accessible. In recent years, these crown pillars have been extracted by injection grouting of rockfill. This process facilitated blind up-hole open stoping. To date, thirteen separate injection campaigns have been completed, of which ten were deemed successful. In general, the two key technical difficulties in this mining technique are: maintaining a consistent high-quality ground consolidation of the rock fill material; and controlling the drill and blast practices during stoping. Here, effective drill-and-blast control was found to be essential to achieve the dual aims of 100% extraction, and maximum sill pillar stability to minimise dilution. During stoping, the technical performance of the consolidated rock-fill was recorded; both to verify the design, and to identify operational improvements. The results showed that Pajingo has realised both reduced production down-time through use of early strength gain grout, and more rapid and thorough grout consolidation through changes to the emplacement method. The optimisation of consolidated rock fill has led to several quantifiable benefits to the mine, including: profitable extraction of previously sterilised crown pillars resulting in both increased ore reserves and production profile; improvements to the stability of grouted stope crowns, thereby reducing safety and production related; risks associated with open up-hole stopes; reduction in cost and time constraints, with respect to the grouting of loose fill; and reduction in grout curing time – from 14 days to 8 days – thereby minimising production down-time. This paper is a case study of the evolution and optimisation of the up-hole open stoping mining method at Pajingo. The challenges and successes are discussed in terms of their key mining outcomes. Copper-gold-pyrite ore types with an elevated pyrite head grade utilise a sequential flotation circuit to recover initially a copper-gold concentrate with a pyrite-gold concentrate being produced from the tailing of the initial circuit.A simpler flotation circuit with lower operating and capital costs for treatment of such copper-gold-pyrite ores with an elevated pyrite head assay was sought in the described work. After characterising the ore, the objective was to apply bulk rougher flotation of both the copper minerals and pyrite for the copper-gold-pyrite ore at natural pH. Hence, no lime or other pyrite depressants were required in bulk roughing. The bulk rougher concentrate was upgraded in a cleaner circuit to reject non-sulfide gangue and then the resulting sulfide concentrate was separated by depressing the pyrite to produce two products (copper and pyrite concentrates, both having significant gold assays). A standard test with a sequential circuit was applied to the same ore for comparison.The chalcopyrite and pyrite losses in the tailing from the rougher circuit were the same for both bulk and sequential roughing (less than six per cent). In cleaning (bulk circuit), the effective pH for pyrite depression was 11.8–11.9; copper recovery was 70–75 per cent (grade of 15–20 per cent copper) and the sulfur recovery (pyrite product) was 80–85 per cent (grade of 34–36 per cent sulfur).These results approached those for the sequential circuit where copper recovery was 80–85 per cent (grade of 15–20 per cent copper) and the sulfur recovery (pyrite product) was 83 per cent (grade of 38 per cent sulfur).The observed effects of feed sizing on the liberation of minerals in the rougher feed are discussed. Options for improving the bulk circuit results are also considered. Due to the perceived potential to extract the second economic manganese seam at its Black Rock Operations in the Northern Cape Province, South Africa, Assmang commissioned an investigation with respect to mining method and sequencing of the two orebodies in 2007. Based on this initial study into multiseam potential, conditions and impacts, the rock engineering aspect was expanded to determine conceptual rules to govern the extraction of both manganese seams using the normal bord-and-pillar layout implemented at this operation. This work included the theoretical analysis using basic pillar design practices and numerical modelling, including the use of Map3D, UDEC and Phase2 codes.In 2013, Assmang launched a large-scale investigation into the potential to increase mine output from all possible manganese sources at the operation. Included in this investigation was the requirement to confirm or modify the conceptual multiseam extraction rules to implementation. As part of this confirmation process, stress measurements, borehole camera audits and additional numerical modelling were performed at a particular site on the operation where a limited extraction of both seams had been undertaken. The GPM Gold Operation has been employing an Albion Process™ plant at its Sotk (Zod) gold mine in Armenia since 2014. Long term data from the operation is now being published for the first time. The data presented includes concentrate throughput, as feed to the Albion Process™ plant (tonnes per day), sulphur grade in concentrate (% S), total sulphide sulphur oxidation in the Albion Process™ plant (% SOx) and gold recovery from Albion Process™ plant residues (%). The data provides a basis for evaluation of the effectiveness of the commissioning, ramp up and operation of the Albion Process™ plant. Notwithstanding the impact of a slower concentrator commissioning than expected, the plant demonstrates Series 1 behaviour on McNulty ramp up curves, indicating successful commissioning and fast ramp up. Interrogation of the data and operational experience indicates that this successful operation is a result of a process that is flexible, robust and stable, one that was designed well based on solid testwork results and pilot plant trials during the study phase undertaken by Glencore Technology and Core Resources, and where the local operators were provided with appropriate training in operation of the plant. In this paper, an analysis is made of the present situation in the Chinese steel industry and its demand for iron ores. It is shown that the demand for iron ores has been growing substantially with the rapid development of the steel industry all over the world, especially in China. However, the iron ore market is currently in the situation where supply exceeds demand due to the economic crisis, with more investment in mines and less output of steel for several years ahead all over the world. Gigantic pressure is confronting the Chinese steel mills due to the too high and irrational price of iron ores. It is time to return the price of iron ores to a normal position much closer to their value. More attention has therefore been paid to developing low-grade and complex iron ore resources in China due to the irrational price of imported iron ores. More innovative mineral processing processes have been developed to tackle these complex resources. A systematic introduction to the development of beneficiation processes for low-grade iron ores is provided, including upgrading low-grade siderite, limonite, micron sized haematite and magnetite resources.

"This paper discusses the successful use of bituminous geomembranes (BGMs) in mining applications since their development in 1974. It explains and illustrates the structure of a BGM composite, which is a geomembrane manufactured by impregnating a polyester geotextile with a compound of bitumen, elastomer and filler. Examples of applications of BGMs in the mining industry are also presented in the following contexts.Storage of solid waste: storage of mining waste at mines in Canada heap leach pads in France, Peru, Chile and Turkey at the base of a mining waste landfill in Brazil capping of solid mining waste in Chile and Canada temporary capping of mining stockpiles in Australia (with possible reuse of the BGM for other works).Examples of the application of BGMs for the storage of liquid waste in mining containment reservoirs in Canada, Guatemala and Peru will also be given.For each example given, reasons are supplied that supported the choice of BGMs by the clients and consultants, drawn from the following advantages of the BGM:BGMs have excellent puncture strength, due to the internal polyester reinforcement, as well as excellent ultraviolet resistance. This often eliminates the need for a cushion geotextile or cover soil over the BGM.BGMs have a very long life expectancy, in excess of 300 years, in subsoil conditions (Breul et al, 2004).BGMs can be installed in very harsh climatic conditions. They are suitable for high wind environments as their heavy mass per square metre makes them resistant to wind uplift. The low coefficient of thermal expansion means that BGMs are suitable for installation in mines where very low or very high temperatures are expected. This reduces construction delays and allows for a quicker use of the mining facility.The fact that the BGM can be installed by the mine’s own workforce, after appropriate training from the BGM manufacturer, allows for a more flexible construction sequence on the mine.Ability of the BGM to connect to other materials such as concrete, steel, rock and other geomembranes that may be on the mine site.The technical advantages of a BGM enabled the engineering consultants to prepare solutions for their mining clients that had a lower environmental risk, had a faster completion schedule and were overall a cheaper option than with a polymeric geomembrane.CITATION:Breul, B and McIlwraith, R, 2015. The Waterview Connection will complete a strategic Auckland motorway route linking the south, west and north. The project will include 2.1 km of ‘undrained’ driven tunnels, 500 m of drained cut-and-cover tunnel and tunnel portals.The project is aligned beneath a stream valley of Oakley Creek, which is incised through alluvium and in places overlain by landfill, between Mt Albert volcano and a ridge formed in alternating sandstones and siltstones. The resulting topography, geology and hydrogeology of the tunnel alignment are complex.The Assessment of Effects required estimation of the likely settlements resulting from the tunnel construction and assessment of their effects on the buildings, services and other features. A conservative approach was taken when estimating settlements in order to provide an upper bound estimate of the consequent effects. There are three sources of these settlements: mechanical settlement from the tunnel excavation, mechanical settlement from the displacement of retaining walls and consolidation settlement from the groundwater drawdowns during construction and, in some cases, in the long-term.The settlements from these sources were calculated independently and then combined to identify the most critical effects. These combined settlements were used to assess the potential damage to the buildings, services and other features above and around the tunnels. The combined settlement results generally followed the anticipated trough shape centred on the underlying tunnel but with some noticeable effects relating to the underlying geology and hydrogeology.The effects on buildings were typically assessed as negligible with some areas of very slight to moderate damage predicted. Effects on services are anticipated to be minor but some large and older pipes will require specific monitoring during construction. A monitoring programme is proposed to allow the actual settlement and effects to be compared to those estimated with appropriate responses should those effects significantly differ.This paper describes the methods used to calculate and combine the settlements and assess their effects.

In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. OZ Minerals’ Carrapateena mine is a Sublevel cave mine located in South Australia, approximately 160 km north of the regional centre of Port Augusta. Carrapateena commenced underground development in 2016, with production commencing in 2019 and ramping up to 4.25 Mtpa by December 2020. In pursuit of continual improvement, the Carrapateena mining team sought to identify how it could better interrogate its current productivity levels and its drivers (root causes). During this process the team were confronted by a disconcerting number of different opinions (which often conflicted) on our actual productivity performance which led to a need for review. Although reliable data and a well-designed time utilisation model (TUM) existed, it was still unclear what actions needed to be put in place to improve productivity. This was for the following reasons: • Data sources were disparate unless significant effort was applied to compile them. • Data sources were not available in a format that could be easily viewed or analysed. • General understanding of the data which was collected and how it could be used was poor. • Process of regularly analysing performance and forming tangible actions to improve was lacking rigour. A project was then started with the goal to fix the areas stated above. An initial requirements gathering exercise was undertaken to identify key data sources for site which returned a staggering 42 known systems which were then shortlisted to the key systems that contained operational data and could generate tangible improvements when analysed. This paper discusses the approach to selecting the OZ Minerals Insights Hub as the chosen platform, and the effort and collaboration between cross-functional departments that was involved in transforming the data so it could be displayed in a useful way. The data sources identified included a fleet management system, two planning databases, a control system historian, and a mobile fleet machine data system. New processes were also introduced to digitally capture daily commentary; this was achieved utilising SharePoint Forms. Data pipelines were then developed in the Insights Hub platform to automate the ingestion and transformation of the raw mining data into curated data models for end user consumption. Tableau dashboard packages have been created to support facilitation of short interval control, daily review meetings, and weekly review meetings as well as data analysis of key equipment and locations. These dashboards visualise the mining data models in a form that provides the user a clear picture of what has occurred, why it has occurred, and where to focus improvement efforts. This has resulted in a team which is more accountable, more equipped to assess the root cause of performance, and more regularly able to make data driven decisions. The next step? To build this out from Mine to Mill and create a data indexing tool which will drive self-service reporting, a data agnostic platform and predictive tools that help our people continue to be one step in front.

The theory of froth flotation developed slowly, in almost all cases lagging behind practical developments in the operation of flotation processes. This was largely the result of a lack of understanding of the required basic principles of chemistry and physics, many of which were being developed at the same time. A review of some of the early theories propounded is worthwhile, and should encourage those who are presently studying or practicing flotation to exercise some care in claiming a complete understanding of the underlying phenomena in the art. This paper considers theories presented up to and including those in Principles of Mineral Dressing by Antoine M Gaudin (1939). Of course, developments since that time are important, but they are beyond the scope of this discussion.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

Lihir operations of Newcrest Mining Limited (NML) are on Lihir Island (PNG) which is located approximately 900 km north-north-east of the national capital Port Moresby. The mine is located within the Luise Caldera of the Luise Volcano which is located on the east coast of the island. The caldera is an extinct volcanic crater that is geothermally active. Volcanic activity on Lihir Island is limited to remnant hydrothermal venting in the Luise Caldera in the form of hot springs and fumaroles. Steam and gas (including H2S) naturally discharge within the pit area and along the Kapit beach and near shore region. The hydrothermal reservoir temperatures can reach 100°C at the water table and exceed 200°C at depth. Newcrest maintains a Geo-hazard Management Plan to identify and manage the various geotechnical and geothermal hazards on-site. The major geothermal hazard to mining at Lihir is the occurrence of geothermal outbursts, which have occurred in the past with varying intensities and caused two ‘near misses’, production delays and material losses.

Fluorine is a penalty element due to its reactive nature. In acidic environments many fluorine minerals dissolve to form hydrofluoric acid (HF), changing processing conditions. When smelted HF can be released, causing negative effects to nearby people and the environment, as well as potentially damaging the smelter. Sale of ore with high fluorine levels elicit a financial penalty or are banned outright. Real-time sensors create the opportunity for instantaneous decisions on ore processing due to changing conditions. A fluorine sensor would allow rises in fluorine concentration in a processing stream to be flagged, and decisions on processing conditions or diversion to stockpile before processing could be undertaken. As fluorine is a light element, it is difficult to detect with in-field XRF devices and does not work well with PGNAA. There are currently no existing sensors to quantify the presence of fluorine in real-time, and thus decisions based on fluorine grade cannot be made at minute- or even hour-scales. Sensors designed to measure the presence of minerals that contain fluorine are a possible avenue to enable the real-time detection of this element. Mineral-based sensing may also give an added advantage of additional information about how the fluorine will react under different processing steps. The authors were given a grant under CRC ORE II (project number P1–005) to search for mineralspecific signatures suitable for real-time analysis. The work focused on novel regimes and applications of fluorescence as a means to detect specific minerals. The aim was to exploit fluorescence responses unique to minerals of interest in mining systems in order to produce sensors that address gaps in existing capability. After the successful discovery of signatures specific to two major fluorine minerals an additional grant (P1–014) was funded to develop the research into a prototype on-belt sensor, in partnership with Scantech International Pty Ltd. This paper details the development of a sensor package through multiple Technology Readiness Levels (TRLs) through collaboration with government/industry grant schemes, academics from university, and a sensor-focused Mining Equipment and Technology Services (METS) company. We give a brief description of the new sensor technique and provide a case study of multi-disciplinary collaboration.
