In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. B. P. Thomson (South Aust. Dept. of Mines): Dr. A. B. Edwards presents in the published discussion on the above paper, his interpretation of the dolerite dyke-lode relationship as a major objection to the syngenetic origin for Broken Hill ore bodies to which Mr. Condon subscribes.Dr. Edwards claims that the dyke-lode relationships indicate clearly that the Broken Hill orebody was formed after the folding and regional metamorphism of the Willyama Series. Field evidence compels m:e to join with H. F. King (1958), in finding this conclusion unacceptable-as follows:(1) Broken Hill type mineralization, as defined by King and Thomson (1953), is clearly confined by the regional sillimanite isograd and does not extend into the lower temperature almandine and biotite zones as does the Thackaringa type mineralization.(2) In the Corruga area the writer has mapped a dolerite dyke apparently cutting a conformable quartz gahnite lode of the Broken Hill type (see Edwards 1958, p. 12).(3) At the Champion mine a similar lode is cut by a fine grained granite dyke.An alternative history of the dolerite dykes to that given by Stillwell & Edwards (1956, p. 26) appears possible. It has been suggested by the writer in an unpublished thesis, (Thomson 1955, p. 30), that the pyroxenite and serpentine plugs and dolerite dykes are rheomorphic end-products of a complex regional metamorphic and metasomatic process involving the formation of amphibolite and pegmatite. The analogy in composition between the dolerite and normal amphibolite is close (see Edwards 1958, Fig. 1, p. 22).

The beach sand industry is the only Australian mineral industry which, so far, has used electrostatic separation on a full commercial scale. The main application of the process is for the separation of rutile from zircon. Laboratory work has demonstrated that electrostatic methods are effective for ilmenite-monazite and cassiterite-zircon separations, thus facilitating the production of high grade monazite and cassiterite products from top-strip table concentrates, but the commercial application of these processeshas been rather limited so far. Overseas, electrostatic methods are becoming more widely used for the treatment of granular material which is not amenable to flotation. The use of electrostatic separation for the treatment of ores other than beach sands has been investigated in this laboratory 1, 2, 3, and two pilot separators were built during i953 to carry out field tests. Of these, the first was an inclined feed plate separator for the removal of silica from granular lime-sand in Western Australia, the second a conductance roll separator for the removal of diamonds from alluvial gravel in New South Wales. In both cases the whole of the ore passed through the separator, not a gravity concentrate only as in beach sand practice. The two types of separator mentioned are shown diagramatically in Figs. 1 and 2.

The value at the mine gate equals the Net Smelter Return minus all realisation costs. The paper develops a simple predictive model for Net Smelter Return based on metal prices.

At last year's. annual meeting of The Institute, Sir George Fisher, as President, compared it somewhat nostalgically with a meeting of its kind in the 1920s when comment was expressed on the decline of Australianmining and on the lack of new mineral discoveries.I feel that tonight's annual meeting is even more an occasion for nostalgia, for it represents the seventy-fifth anniversary of the founding of The Australasian Institute of Mining and Metallurgy. I hope, therefore, that I may be allowed to retrace some of the circumstances of this Institute's origin and at the same time to look at some of the broader happenings of those 75 years.From this distance in time it is, of course, much easier to get things in perspective and one of the things that compels enormous admiration in looking back over the history of our Institute is to note the qualities of foresight and keen concern for professional standards which moved the pioneers in this Institute. They had no benefit of hindsight to aid them.Just over 75 years ago, a small group of men met in Broken Hill to discus.s the possibilities of forming an association of mining engineers. The moving spirit was Uriah Dudley, our first secretary, manager of the Umberumberka mine at Silverton. The first formal move to form an association of mining engineers came from the Amalgamated Mining Managers Association of Australasia. At the time, this association was a fairly new group, being 5 years old.It had been formed to try to raise the standard of management throughout the industry. Uriah Dudley and our first provisional president, John Howell, held their first talks in 1891 and further meetings at Broken Hill followed. The inaugural meeting, attended by 200 members, was held in Adelaide in April, 1893.

With the proving of a mineable orebody at Orlando in May 1961, Peko Mines N.L. was faced with the decision of whether to mill the ore on site or to haul it 25 miles to central facilities at Peko. Orlando was a relatively small orebody, so that it was decided to haul, although no reliable assessment of possible ore haulage costs was available.The necessity for a good haul road was recognised from the beginning and a 17 mile, 12 ft wide, single seal bitumen road was constructed, to link the mine to the Stuart Highway and Peko. The initial selection of 20 ton capacity diesel-powered end-tipping ore carts was made, with the best information available at the time.Since then some 130,000 tons of ore have been carted over a period of 3 years, and this paper presents the experiences of this haulage operation and the lessons learned.A second mine has just been brought into operation at Ivanhoe, 19 miles from Peko. For this haul it was decided to use an ore haulage vehicle of the side tipping road train type, which would cart some 70 tons, or more than three times the load of the vehicles initially selected.Only about 5,000 tons had been hauled at the date of this paper, but preliminary figures indicate a cost 01 1· 65d./ton-mile as against 2·47d. for the smaller vehicles.It would appear that the road haulage of ore from small outlying mines to a central plant can be highly economical, if certain basic rules concerning haul roads and vehicle selection are followed. This paper does not try to determine the maximum tonnages and haul distances which would finally make road hauling uneconomical...

This paper describes the methods of constructing timber barricades against pillars of ore in the South Mine, property of Broken Hill South Limited, Broken Hill, N.S.W., and discusses the behaviour of the various types of barricade alongside trucked sand filling and hydraulic stowed sand filling.Since the introduction of hydraulic stowing, cut and fill and overhand square letting methods have been used in mining the pillars. Such methods could not be used where the pillars had failed badly. The filling used is partially deslimed concentrating millresidue containing among other gangue minerals, calcite and a small amount of pyrrhotite and pyrite.The author is indebted to the mine superintendent of Broken Hill South Limited for permission to publish this paper.OLD METHODS OF CONSTRUCTING BARRICADES.Square Set Stopes.Before filling each stope the outer row of legs was lined inside with 10 in. x 2 in. boards spaced 2 in. apart. It was usual to tie the row of legs and caps together with timber dogs. As the space between the barricade and ground varied from nil to several feet, it was general practice to fill behind the lining boards. No provision was made to retain this sand during subsequent pillar stoping, consequently a run of sand right up the barricade could cause adilution of ore and serIOUS dIstortion of the barricade.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. Water use and wastewater management is becoming a focus for many industries around Australia and the rest of the world. Good quality water is increasingly being recognised as a precious resource, and regulations on the bulk storage and discharge of waste streams is becoming more stringent in order to protect the environment, existing water reserves and the communities that use these resources. Components such as heavy metals, arsenic, cyanide, and sulfate from acid mine drainage are some that occur at mining and metallurgical processing sites. Removal of such components can allow safe re-use of these streams, reducing the new water requirements of the process, or else allowing acceptable discharge to the environment. Re-use or discharge of treated water eliminates or reduces the risk associated with storage of large volumes of contaminated water on site.Technologies where a contaminant is selectively precipitated and removed as a sludge are used for many of these treatments. Selection of the best treatment option for wastewater must depend on what is suitable to each site, and consider not only the nature of the contaminant, but also other aspects, including the location and situation of the site, local regulations, cost of reagents, the sensitivity of the local environment and waste sludge disposal options. To outline how an effective and economical solution can be designed and delivered, this paper will present a case study for the removal of arsenic from a site wastewater, from assessment of the problem, selection of suitable technology, design and implementation, to the benefits delivered to the site.CITATION:Salokannel, A, Nevatalo, L M, Martikainen, M, van der Meer, T and McCulloch, J, 2013. Aqueous oxidation is a possible alternative to roasting for the processing of gold bearing arsenopyrite (FeAsS) concentrates. The reaction has been studied by voltammetry and this has shown, for the first time, that FeAsS can be readily dissolved without passivation at room temperature in dilute sulphuric acid at relatively modest oxidation potentials (0.7 V SHE). The reaction forms sulphur on the mineral surface and the oxidant consumption is thus minimal. Two practical modes of slurry oxidation are listed.

On-stream determination of xanthate concentrations can be made by photometric measurements at 313 nm.A simple double-beam instrument was developed for this purpose. A mercury lamp is used as the light source and a composite filter of UGll glass and chromate solution is used to isolate the required spectral region. The light beam is split into two components of approximately equal intensity. One component is passed through a reference cell containing water to a photo detector; the other component is passed through the xanthate solution to a second photo detector. The reference signal controls amplifier gain to eliminate effects of lamp intensity changes and the amplified sample signal can then be used to measure xanthate concentration.Plant trials showed that provided a clear solution free of air bubbles was obtained from an on-stream filter, the instrument indicated the xanthate concentration and operated satisfactorily for long periods.

THE following notes, compiled in the first instance for the makers of rock-drIlls, were read by Mr. Hanton at a meeting of the Broken Hill Branch on 12th Septelnber, 1922. It was decided that all Broken Hill mines be asked to give their individual views on the subject, so that a comprehensive Broken Hill view could be published. Replies have been received from four (4), mines to date, and their'ideas fairly well coincide with those set out by Mr. Hapton. His notes were as follow:- "The Zinc Corporation Limited.NOTES ON ROCK-DRILL DEVELOPMENTSAs far as our present experience goes, the rock-drill developments on this mine will probably be something resembling the following. The programme is subject to modification or alteratian, according to circumstances. The results of further trials and improvements in present drills, and the design of new types, will, of course, affect any general scheme such as that outlined. It appears reasonably certain that the 3i-in. reciprocating drills which have done practically all the stoping up to date, will be gradually replaced by hammer drills of the internal water-feed type, and that the existing types of hammer drill on the mine will be converted into internal water-feed machines instead of being used as dry machine with outside jet.The ultimate types of machines will be four... Type 1 would be a machine equivalent to the Ingersoll Leyner: 248, Waugh Turbro, SullivaIi DX61, or Holman CH2. This would be used for driving, cross-cutting, and similar excavating work, and possiblyfor stoping also, and should be capable of efficiently working any class of ground. Features, apart from the general requirements set out later, would be the weight of the machine and mounting height of the machine above the seating (as this affects the convenience of boring back or bottom holes); absence of projections on the mounting which the air hose will foul as the machine is fed...

The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. I would take this, opportunity of thanking you for the high honour you have conferred on me in electing me to the responsible position of President. You may rest assured I will use my best endeavours to promote the interests of the Institute in every way that lies in my power. In reviewing the work of the past year, it is a matter for congratulation to find the Institute in a position at once so healthy and robust, and that notwithstanding the acute depression which has prevailed in the mining industry.Owing to deaths or departures from the colony, the names of six members have disappeared from the roll of membership, but you will be pleaed to learn that several new members have been elected, the register now, showing 56 Members, 25Associates and 2 Students. A complete record of the papers read and the discussions that took place will be found embodied in the splendid volume of Transactions which has just been issued, and which I am sure will be welcomed by mining engineers in all parts of the world.

WHEN making comparisons of the efficiencies of different grinding and crushing machines it is desirable to be able to estimate the work actually done in crushing the ore from a given size of feed to a given size of product, the screen analysis of both feed and product being determined. Messrs. Klug and Taylor, in a paper on this subject, published in the monthly journal of the Chamber of Mines of WA, 31st January, 1906, have described a method adopted by them in calculations made in connection with a series of trials of grinding pans. Their methOd is based upon the assumption that if a quantity Q of material consisting of particles of average diameter x be crushed down until the average diameter of the particles is y, then the work done in grinding is proportional to Q x. There is no theoretical basis for this assumption that the writer is aware of, and it does not appear to satisfy the fundamental conditions necessary. If the material be further crushed until the diameter 2 becomes Z, the additional work done is measured. The work done in crushing from diameter x to diameter Z in one operation is proportional to Q x:, and therefore we ought to have zx2 y2 x2 Q-+Q-=Q-. y2 Z2 Z2But these expressions are not in general equal to one another. The Australian Gas Light. Company was established in 1837, the first gas being sent out from the Kent Street Works, then the headquarters, in 1841. Mortlake Works were opened in 1886, and has since grown to the vast undertaking inspected by members of the Institute.The Kent Street Works were closed in 1921. In gold ores, the range of value disclosed by ordinary mine sampling is very wide, and the number of 'samples required for a reliable average is correspondingly great. Even where a large number of samples is available the weighted mean value of the samplesalmost invariably exceeds the true gold content. In operating mines this disparity is overcome by arbitrary reduction of high assays until reconciliation is achieved, but it is frequently necessary, especIallyin exploration, to base an estimate or to reach a decision on a relatively small number of samples from underground openings or even on a few drill hole intersections. In these circumstances, a decisive influence may be exercised by the weight allowed to high assays and to low grade intersections, both of which events are, of course, dependent on the metal distribution in the ore. Where sufficient data are available, statistical analysis will measure the risk involved, but as this information is seldom to be had, the final choice becomes largely a matter of personal judgment.With this problem in mind, a study was made some years ago of the distribution of values in four Western Australian gold ores, with the primary purpose of learning from actual ore-bodies of differing types, something of the metal distribution in the smallquantities of ore involved in individual routine mine samples, and of the importance in each case of high assays. Adequate and suitable data were available in .four cases, in three of which high assays were of frequent occurrence due to the presence of free gold. The results give concrete expression to well known differences of metal distribution, and it is proposed, firstly to record the observed distribution; secondly to examine some of the consequences of the differences in the distributions limd thirdly, to comment, in the light of this data, on the vexed question of the treatment of high assays. Standard statistical procedure was employed in the compilation of the data. The assays were classified by value into groups, each group covering a range of value of 1 dwt. per ton. Assays of less than 1.0 dwt. per ton form the first group; assays equal to or greater than 1.0 dwt. and less than 2.0 dwt. comprise the second group; those equal to or greater than 2.0 dwt. and less than 3.0 dwt. appear in the third group; and so on. Where the number of samples is large, it can be assumed that the mid-value of the group is the mean value of all the samples in the group, thus the mean values of the first three groups are 0.5 dwt., 1.5 dwt. and 2.5 dwt. respectively.The number of samples in the group is the frequency of the group, but for convenience of plotting this frequency is converted into percentage of all the samples in the series.
