Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

In 2003, Independence Group NL purchased the Long Shaft Nickel Mine complex (Long) in Kambalda, Western Australia. Lightning Nickel, the nickel operating arm of Independence Group, faced considerable challenges operating the mine, with the most significant challenge being able to prove that the remnant ore at Long and the associated orebodies could be mined safely and efficiently. Given the seismic history at Long, the magnitude of these challenges could not be underestimated. In an effort to achieve 100 per cent extraction of the flatter orebodies, traditional methods such as room and pillar were dismissed. A method consisting of transverse sills, butting into each other was proposed. To stop fill material from the first sill rilling into the adjoining sill, it was proposed to backfill the sills with pumped cement fill. The capital cost of the fill plant was estimated to be in excess of $1.5 million and the cost for cement alone was $1.0 million per annum. Shotcrete was already an extremely useful tool in dealing with the widely variable stress environment, but was to be used in an innovative manner that would enable the full extraction of a tabular section of the Victor South orebody. A layer of shotcrete, approximately 100 mm thick, was to be sprayed on the up dip wall of the initial development sill. The sill was to be backfilled with ænormalÆ development waste and ætoppedÆ with sand backfill. The next sill, ie slightly up dip and alongside, was to be mined along the shotcrete boundary wall. With respect to wall stability, the premise was that the shotcrete wall would stay in place and prevent the backfill (development waste and sand) from rilling into the adjoining development. It was also proposed that any breaches of the shotcrete wall would be repaired using shotcrete before substantial inflow of backfill into the ænewÆ development. This paper describes the development and implementation of this mining method, as well as some of the associated financial aspects.

To investigate the effect on coal spontaneous combustion with high geo-temperature, an experimental apparatus was developed to measure characteristic parameters of two kinds of coal samples at different temperatures: one was 40°C (G coal sample) and the other was a rising temperature from room temperature (C coal sample). Based on the relationship between CO concentration and the temperature variation, a calculation model of the apparent activation energy of coal was established. The results indicated that the oxygen consumption rate, the generation rate of CO and CO2, and heat release intensity of G coal sample were higher than C coal sample. This trend was more and more obvious as the temperature increased. Furthermore, the apparent activation energy of G coal sample was lower than C coal sample, especially at low temperature stage, which demonstrated that the more the oxidation and exothermic reaction of G coal sample was enhanced, the less energy was required to break the barrier of oxidation reaction. Under the same condition, the speed of oxidation reaction was faster for the coal in the high geo-temperature environment, which was more liable to spontaneous combustion.CITATION:Lei, C, Deng, J, Xiao, Y, Shu, C, Wang, K and Wang, W, 2017. Fosterville gold mine recently celebrated production of its one millionth ounce of gold based firmly within a history of refractory sulfide gold mining. Compared with other Victorian gold mines, the disseminated nature of the sulfide gold is a deposit style with low estimation variance combined with established processes to accurately delineate the controlling structures. The systems in place had been established and have worked effectively for the majority of the one million produced ounces.By the end of 2014, diamond drill campaigns targeting the lower Phoenix orebody at depths of 800 m below surface began showing a change to the nature of the gold within the deposit. Coarse visible gold within 0.5–2 m thick quartz carbonate veins were being intersected with regularity showing the emergence of a different zone of gold mineralisation.Data about the new and exciting discovery couldn’t be gathered fast enough, however, established systems and processes throughout the geology and processing departments were not developed to handle a coarse gold environment. Change would be commensurate with the size and scale of the discovery, and new learnings would need to be implemented quickly to keep in front of a mining schedule that was focused on producing tonnes due to the dropping grades of the sulfide ore.Gold assays being returned were showing that the gold nature was different to those of other Victorian deposits. Comparative to the highly nuggety nature of gold found in other Victorian goldfields, the fine grained gold accumulations were dispersed in relatively consistent narrow linear trends grading consistently into the hundreds of grams per tonne. New drill intersections were being returned by the day and research to find developed orebodies that had published information into how to handle such a rapid change yielded few examples.The challenge was to review and set new standards with regards to handling an orebody that transitioned the very nature of the gold being mined. This involved reviewing all steps in the estimation process including data capture and quality control and quality assurance through to mineral liberation through the mill. Difficulties also involved finding analogous orebodies that consisted of both free milling and refractory ores that were dealing with drill assays that were measured as percentages of gold.CITATION:Phillips, N, 2017. This paper details the approach adopted to upgrade the current metallurgical facilities at both the Driefontein and Kloof Gold Mines in the Republic of South Africa. Goldfields Ltd operates eight metallurgical plants within South Africa of which three have recently been upgraded to replace the older technology previously installed, with modern equipment. This upgrade was undertaken with a view to improving extraction efficiencies and to reduce operating costs. The upgrade was undertaken in a phased approach with the first phase focused on the replacement of the filtration/zinc precipitation processes with modern pumpcell carbon-in-pulp technology. Included in this upgrade phase was the installation of an automated hands-free electrowinning cell, which represents the first commercial application of its kind in the industry. The second phase of the upgrade entailed replacement of the multiple comminution stages previously installed with large SAG and SAG/Ball mill combinations. Due to the rapid return on these projects, a fast-track approach was adopted which necessitated the purchase of available good conditioned second-hand mills from both within South Africa as well as in Australia. Goldfields Ltd is a large mining house with gold mining operations in South Africa, Australia and Ghana. A well advanced PGM exploration project is underway in Finland- Arctic Platinum.

Simple parameters, capable of easy observation on-site under operating conditions without interruption to production, are outlined for the operational assessment of underground conveyor systems. Recording techniques, methods of analysis and deduction of operational characteristics are discussed for batch inputs to several points of a multiple belt conveyor system with limited inter-belt storage capacity. Particular attention is given to input and output load- time distributions, utilisation of inter-belt storage capability and system shutdown behaviour. Actual data, observed for a transfer feeder located between two trunk conveyor belts in an underground coal mine, is used to illustrate the operational assessment of an underground system. Load sensitive feedback systems-are briefly considered.

Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

In iron ore sintering, packing the granules onto the sintering strand to form a porous bed with optimum permeability is a complex dynamic process. The packed bed voidage is the key factor determining the flame front speed and the final sinter productivity and quality. Previous studies have found that granules are soft quasi-particles with a typical structure of nuclei with an adhering fines layer. The deformation of the adhering layer greatly affects the bed voidage during packing, which is related to the strength of the adhering layer and the force exerted on the granules. In this study, tablets simulating the particle size distribution in the adhering layer of granules were made for four single ore blends. Both the tensile strength and shear strength properties of these tablets were investigated as a function of water content by the uniaxial compression test and direct shear test respectively. The results of compression tests show that the adhering layer becomes weaker and more compliant with the increase of moisture. The most porous ore has a more rigid adhering layer than the other three tested iron ores at any given moisture content. In direct shear tests, the internal friction angle of the adhering layer ranged from 31° to 37° and varied little with the moisture content or ore type. The cohesion constant is around 1 kPa and is quite small compared to the stress applied to the granules during packing. Combined with the results of granulation and packing experiments, the influence of the adhering fines layer deformation on the degree of voidage loss is specifically discussed.CITATION:Zhou, M, Zhou, H and Honeyands, T, 2017. The classification of Mineral Resource estimates for reporting in accordance with the JORC Code is a statement of the Competent PersonÆs confidence in the estimate and an attempt to convey that confidence to the various users of the resource estimate. In general the classification process is either largely subjective, relying on the Competent PersonÆs experience, or relies on statistical measures derived from the estimation process. These statistical measures may not necessarily relate to the overall confidence in the resource which must also take account of the confidence in the geological inputs to the estimation. Several authors, including Jackson et al (2003) and Dominy, Noppe and Annels (2004), have addressed methods of including consideration of geological data and its reliability into the classification process. Henry and Parker (2005) have discussed a quantitative measure for classification of Measured and Indicated Resources related to mine production parcels. These methods rely on the availability of sufficient information for the application of geostatistics, data evaluation techniques or repeated interpretation of data to provide an indication of confidence. They are suitable for very advanced projects. In 2005, using a modification of the financial audit æcontrol and quality criteriaÆ principles, then widely accepted within Newcrest Mining Limited (Newcrest), the principal author developed a scheme which categorised the classified resources into æcontrolÆ and æqualityÆ (or risk) categories. Control covers all aspects of the data collection, the geological interpretation, the data analysis and the modelling of tonnage and grade; it is also influenced by the documentation of the estimate. The quality criteria are a subjective measure of risk associated with the estimation of the resource and refer to the risk that the tonnage and grade are not realised and the consequences if decisions are made on the basis of these estimates. By evaluating the generally accepted level of risk attributed to these quality ratings by Competent Persons within Newcrest, a graphical representation of the confidence in the resource ounces was prepared for communication of the expected confidence in the resource statement.

Wet beneficiation of iron ore fines less than 1 mm typically involves a desliming stage ahead of the fine gravity separation such as spirals. The desliming is achieved using a bank of cyclones. The reject ultra-fines emerge in the overflow stream at relatively low pulp density, contain high proportions of low-value slimes, but also well-liberated iron ore ultra-fines below 0.045 mm in size; however, recovering the valuable iron ore ultra-fines from this overflow stream presents a significant challenge due to the need to remove such a large amount of water and slimes.The REFLUX™ Graviton consists of distinct 3D-printed modular units, based on REFLUX™ Classifiers, which are rotated at high speed in a large centrifuge. This system has previously been investigated under semi-batch conditions, demonstrating the potential for precision separations with significant capacity. It has been shown that the throughput advantage of the inclined channels and G forces multiply. This is the first paper presented showing the performance of this system under continuous steady-state conditions. Ultra-fine silica in the size range of 0 to 0.045 mm was fed to the Graviton at different volumetric rates, fluidisation rates and pulp densities ranging from 2 wt per cent to 30 wt per cent, in order to develop a fundamental understanding of the system’s performance. New 40Ar/39Ar dates of vein and wall rock adularia from seven epithermal deposits and one porphyry copper prospect help constrain the ages of mineralisation in the Hauraki Goldfield. Vein adularia from the Paritu region yielded a single 40Ar/39Ar plateau date of 16.315 ¦ 0.066 Ma. Five 40Ar/39Ar plateau dates of three samples of vein adularia from the Opitonui deposit overlap within error to yield a preferred age of 13.149 ¦ 0.016 Ma. Two samples of vein adularia from the Night Reef at the Broken Hills deposit yield exceptionally flat 40Ar/39Ar plateaus, and all dates overlap within error to provide an age of 7.121 ¦ 0.010 Ma. Two 40Ar/39Ar plateau dates of one sample of vein adularia from the Wharekirauponga deposit overlap within error to provide an age of 6.318 ¦ 0.061 Ma. Four 40Ar/39Ar plateau dates of three samples of vein adularia from the Maratoto deposit overlap within error to provide an age of 6.411 ¦ 0.022 Ma. Two samples of adularia from altered wall rock at the Sovereign deposit yield three 40Ar/39Ar plateau dates that range from 6.547 ¦ 0.021 to 6.806 ¦ 0.028 Ma. This suggests that mineralisation formed around 6.6 Ma, but the results are complicated because the adularia contains minor illite that post-dates adularia formation. Results from the Karangahake deposit are complex. Two samples of vein adularia yield three 40Ar/39Ar plateau dates that range from 6.116 ¦ 0.116 to 6.901 ¦ 0.101 Ma, whereas one sample of wall rock adularia that contains minor late illite yields two 40Ar/39Ar plateau dates that overlap within error to provide a date of 5.734 ¦ 0.041. The range of dates indicates that more work is necessary to understand the history of mineralisation at this deposit. Two samples of vein adularia from the Tui deposit yield four 40Ar/39Ar plateau dates that overlap within error to provide an age of 5.714 ¦ 0.017 Ma. These results confirm previous work that indicates that the ages of epithermal deposits young southward in the Hauraki Goldfield. These results are also consistent with previously postulated different ages for deposits hosted in Kuaotunu Subgroup rocks in the northern goldfield (>10 Ma), and deposits hosted in Waiwawa Subgroup rocks in the southern goldfield (7.1 to 5.7 Ma).

"Work in CSIRO with several Australian ores has shown that?by heating a high-phosphorus goethitic iron ore and then leaching with caustic or acid, the phosphorus levels in the ore can be lowered to a commercially acceptable value of around 0.08 weight per cent phosphorus (P). With increasing heating temperatures up to 1300¦C, the extent of phosphorus removal increased. This is considered to be associated with mineralogical changes in the iron oxide phases in the ore during the heating.Little phosphorus was removed from four high-phosphorus goethitic iron ores containing 0.12 - 0.16 weight per cent P in leaches with boiling water. However, leaches with sulfuric acid removed ten to 20 weight per cent of the phosphorus and leaching with sodium hydroxide removed even more phosphorus to produce leach products containing between 0.08 and 0.12 weight per cent P from three of the ores.After heating at 300¦C, leaches at a low pulp density of 0.5 weight per cent solids with 1 - 5 M NaOH and 0.1 - 1 M H2SO4 gave leach products with 0.06 - 0.09 weight per cent P. The lixiviant concentration required and extent of phosphorus removal depended on the ore. At a higher pulp density of 25 weight per cent solids, leach residues with between 0.07 - 0.14 weight per cent P were obtained.More phosphorus was removed from ores heated at 900¦C. Leaches at both the low and high pulp densities, with 1 - 5 M NaOH and 0.1 - 1 M H2SO4, gave leach products with 0.05 - 0.09 weight per cent P. However, the lowest phosphorus levels were obtained after heating the ores at 1200 or 1300¦C and leaching with 1 M NaOH or 0.1 M H2SO4. Leach residues with 0.02 - 0.06 weight per cent P were obtained, even from leaches at the higher pulp density of 25 weight per cent solids. Leaching tests on heated samples under heap leaching conditions at ambient temperatures have shown that phosphorus levels can be reduced to similar levels to that achieved in an agitation leach within ten days.CITATION:Fisher-White, M J, Lovel, R R, Sparrow, G J and Washington, B M, 2013. Effect of Activated Carbon on the Leaching of Cobalt-Rich Ferromanganese Crust in Sulfuric Acid

Beach sands on the Morobe coast of New Guinea contain significant amounts of chromite. This chromite, together with the more abundant associated minerals such as olivine, enstatite, tremolite, antigorite and feldspar has been de- rived from rocks of the Papuan Ultramafic Belt and transported to the beaches by three rivers, the Paiawa, the Saia and the Sesimbai. Of the hundreds of samples taken, 26 have been analysed mineralogically and chemically in some detail. On this basis, five groups of samples, four on- shore and one offshore, representing character- istic mineral assemblages, have been recognized. The chromite grains themselves have been exam- ined to determine variations in amount and in the Cr/Fe ratio, since this is of economic importance. Much of the chromite fails to reach a high Cr/Fe ratio as a result of magnetite rims around chromite grains. The precious metal content of the sands is negligible.

Test Work on High Throughput Diamond Tracer Recovery from Alluvial Recovery Tailings with a Containerised Optical Sorter Under Real Production Conditions Worldwide alluvial diamond deposits are traditionally processed with dense media separation and XRF sorters, hand picking or grease tables. The test work conducted verifies the performance of an optical sorter detecting the transparency of particles for diamond recovery from the DMS concentrate, eg XRF-sorter and handpicking tailings. The containerised setup enables economically feasible, high throughput, semi-mobile setups to retreat recovery tailings from alluvial and also primary deposits. The test work has been conducted with quartz and glass particles, which are less transparent or comparably transparent, under realistic production conditions on a 600 mm belt machine with an installed electrical power of only 21 kW. The results show that 99 per cent recovery can be reached at a throughput of 10 t/h in the -8 + 2 mm fraction and at 22 t/h in the -25 + 8 mm fraction. At a throughput of 18 t/h a recovery of 88 per cent has been assessed. At a further escalation of the throughput, dust in the sorter container made sorting impossible in the coarse fraction and the recovery decreased significantly in the fine fraction. Analysis of the belt coverage indicates that higher throughputs of the coarse fraction can be fed onto the optical sorter if the dust extraction system is improved. The results are basis for the decision to conservatively feed 20 t/h of the coarse fraction and 17 t/h of the fine fraction in day to day production. The settings have been applied to sort alluvial recovery tailings in South Africa and will be applied to sort the recovery tailings of a primary deposit in Lesotho. The test work has shown that an optical sorter can be used to retreat recovery tailings with high throughputs. The compact setup of a screen and a 9 m standard container enables semi-mobile, temporary setups for small recovery tailings dumps and remote areas. In addition, sorting on transparency ensures the recovery of high value low-fluorescent diamonds.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.
