The Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs, and the direction and supervision of plugging all abandoned oil and gas wells, under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized, and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

The yield strength of annealed tungsten was found to have a strain rate exponent 12 times as great as that of low carbon steel. The effects of temperature and strain rate could be correlated through the Zener-Hollomon parameter with a heat of activation associated with yielding of 32,000 cal per g-atom. This heat of activation is independent of strain although both the temperature and strain rate dependence of the yield strength vary with strain. MOST metals have mechanical properties that are relatively insensitive to strain rate, especially at temperatures below that at which creep is important. In iron and molybdenum," however, relatively large strain rate effects are observed in the temperature range where the rapid increase in yield strength occurs which leads to the ductile to brittle transition. In this temperature range Zener and Hollomon' have suggested that the effects of strain rate and temperature T on the yield strength could be correlated through a single parameter, P, in the following manner where Q is a heat of activation characteristic of the metal and associated with some unspecified relaxation process. They also observed that if the temperature is restricted to a relatively narrow range— below room temperature for steel—that the logarithm of the yield strength could be expressed as a linear function of the logarithm of P. From this relation the logarithm of stress should be a linear function of the logarithm of the strain rate at constant temperature: where r will be referred to herein as the strain rate exponent. At a constant strain rate the logarithm of stress should be a linear function of l/T, ay(e = C) ~ eT [4] where q = Qr [5] and is referred to herein as the temperature exponent. These equations have been found to relate the effects of temperature and strain rate on the yield strength of molybdenum in the temperature range wherein the ductile to brittle transition occurs, —75° to +150°C.2 Bechtold and Shewmon3 have shown recently that the ductile to brittle transition in annealed tungsten occurs in the temperature range +150° to +350°C. One of the important hazards in coal mining is the danger of ignition of explosive mixtures of methane and air or coal dust and air, or both, by the explosives used in blasting the coal. It has long been recognized that certain explosives are more dangerous than others in this respect. ' In America and abroad, government testing stations have been established for officially passing on the suitability of explosives for use in coal mines. In this country the Federal government is given no power to enforce the use of the approved explosives but merely publishes from time to time, through the Bureau of Mines, those explosives which have passed the tests necessary to place them on the list for use in coal mines. In spite of this lack of police power, the increase in the use of permissible .explosives since the promulgation of the fist list in 1909 has been rapid. In 1912, only 8 per cent. of the explosives used in coal mines were permissible; in 1925, this figure had increased to 25 per cent. While the past record of permissible explosives has been most gratifying, it is very desirable that we pave the way for further improvement in explosives and blasting methods by learning more about the mechanism of ignition of gas and coal dust by explosives. To this end a considerable amount of investigative work already has been carried out and a large amount yet remains to be done. It is the purpose of this paper to discuss briefly the effect of the characteristics of explosives and method of loading in the borehole on the liability of a blown-out shot to ignite explosive mixtures of gas or dust. For an account of the methods by which an explosive is tested for permissibility for use in coal mines, the reader is referred to Schedule 17-A of the U. S. Bureau of Mines. The efficient operation of a blast furnace depends primarily upon efficient contact between the descending streail1 of solid materials and the ascending stream of gas. A program of research dealing with the interior of the present-day furnace is being carried by the U. S. Bureau of Mines along two lines: (I) observations on commercial furnaces and (2) experiments in the laboratory. Through the courtesy of the officials of the Illinois Steel Co. it was possible to make a detailed investigation of the interior of the shaft of NO. 4 furnace at the company's South Works, South Chicago, Ill. The experimental work is reported in a IT. S. Bureau of Mines bulletin' which will include the results of several thousand observations on the interior of the shaft of this furnace. Such of the data as are presented later in this paper constitute only a brief summary. The second part of the work has been conducted in the laboratory. Only one phase of the laboratory investigation has been completed at the present time, namely, the flow of gases through beds of broken solids." The object of this papcr is to correlate the results of the two different lines of research and to present a. more or less complete picture of the condition of the interior of a blast furnace by giving approximate, quantitative data of the actual size-distribution of solid particles in a typical furnncc, and of the efficiency of contact between the gas and solid phases. With such data before him the operator or the experimenter not only has a much better idea of the actunl conditions inside a furnace, hut he also knows in what direction to look for possible improvement. The discussion which follows presents only a few of the items studied and reported; those persons who are particularly interested in all the result's of this investigation must refer to the aforementioned publication.

By courtesy of the officials of the Chicago, Burlington and Quincy railroad, I am permitted to publish the results of an examination made in 1887 and 1888 of' the country west of the Black Hills, and lying between the Black Hills and the foot-hills of the Big Horn Mountains in the northeastern part of Wyoming. With the exception of the country constituting the foot-hills, or the encircling ridge or rim of the Black Hills proper, all of this area is occupied by rocks of Cretaceous age. In the central part of the Black Hills are found the tin-bearing granites, the mica-schists, and gold-bearing slates, already so well known. Surrounding this central area of older rocks (which should be considered as the "Hills" proper) are the attenuated representatives of the Palzeozoic, dipping gently away from the Hills in every direction, overlaid by the gypsum-bearing Mesozoic, which here forms a bold high ridge or rim, completely encircling the Black Hills, and known as the inner ridge. Overlying, and apparently conformable to this, we find the Dakota sandstone, which likewise forms a prominent ridge or rim, known as the first or outer ridge. This is the formation which contains the coal now worked at the mines near Newcastle. It is also the formation in which the best oil-wells have been obtained in the "Stoakdale," or "Beaver," and the " Belle Fourche " oil-districts. Overlying it are the Colorado shales, forming the great plains drained by Beaver creek and the south fork of the Cheyenne river, and extending west to the Belle Fourche, near Donkey creek, where the overlying Fox Hill formation (thin) and the Laramie group, the great lignite-formation, are first seen. The Laramie group occupies the surface from the Belle Fourche at Donkey creek west to the foothills of the Big Horn mountains at Buffalo, an air-line distance of some seventy or eighty miles.

REGISTRATION started bright and early Monday morning in the Silver Corridor at the Waldorf-Astoria with Mrs. W. H. Bassett as chairman. What a registration-over 200 ladies! Several joined us from as far away as California and Washington State. Apparently they enjoy our meetings so much that present travel inconveniences didn't discourage their coming. At noon the ladies joined the men at the All-Institute Luncheon and Monday evening we had our informal dance, which is separately reported. Tuesday morning was devoted to our annual meeting at which all Section annual reports were read. At noon we were all the guests of the W.A.A.I.M.E. at a luncheon at the Port Arthur Restaurant on Mott St. in Chinatown. Many of us rode down on the old 3d Ave. elevated railway-the last of four. It, too, is soon to be torn down. The luncheon was delightfully unusual, with huge dishes of delicious Chinese food on each table. Our chairman, Mrs. Read, who lived in China in her youth chose our menu, and she chose it well, for most of us indulged so heartily that as we arose from the table we felt we couldn't eat again for 24 hours. Someone donated sherry wine, and boxes of Chinese pencils as favors. We wonder who? All owe a big vote of thanks for this lovely party to Mrs. T. T. Read and Mrs. H. A. Prosser, chairmen, and Mrs. H. W. Hardinge, Mrs. R. Hursh, and Mrs. R. L. Lloyd, vice-chairmen.

TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN: Herewith are submitted the report of the Treasurer for the year 1936 and the reports for the same year of the following committees: Admis¬sions, Membership, Papers and Publications, Library, Student Relations, and MINING AND METALLURGY. To these reports you are referred for details of the year's activities. Finances.-Income for the year was $173,091 including an appropria¬tion of $2500 from the Rocky Mountain Fund earmarked to defray expense for official visits to western Sections and student societies. This compares with $141,754 in 1935 and exceeds by more than $50,000 the income of 1933 wherein the low point during the depression was reached. The major items of increase were: $6,700 from current dues; $10,600 in initiation fees and dues of newly enrolled members; $10,800 from the monthly magazine MINING AND METALLURGY. Sundry small declines were offset by minor increases. Expenditures for the year totaled $176,007 compared with $148,361 in 1935. Major increases were $5,700 for MINING AND METALLURGY; $4,000 for TRANSACTIONS and TECHNICAL PUBLICATIONS; $1,500 for meetings; $1,300 for Local Section appropriations; $6,500 for Technical Division expense; $5,000 for Increase of Membership expense; and $2,500 for visits to Local Sections and educational institutions. Comment on several of these items will appear under subsequent heads. Net deficit for the year was $2,915, this sum being made up from the accumulated surplus. It is interesting to observe that the net excess of income over outgo for the five-year period 1932-1936, inclusive, is $760. Membership and Dues.-During the year there was a net gain in membership, including Members, Associates, Junior Members and Junior Foreign Affiliates of 755 (from 7116 to 7871). In addition there was a gain of 616 in Student Associates (from 1004 to 1620). Taking account of small losses totaling 5 in the other grades, the net increase was 1366 bringing the total to 9607, the highest figure reached in the history of the Institute except at the end of 1921 when the total was 9850. This name is applied to the present mining law, as enacted in 1872 and since, to indicate its leading characteristic—in which it differs from all previous mining laws of this or any other country. The earlier act, passed in 1866, was practically the first attempt of Congress to deal with the question of mining titles upon the public domain. It was framed after nearly twenty years of acquiescence on the part of the Government in the self-constituted tribunals, officials, rules, and customs of the mining districts. In its recognition of these, and in several other particulars, the act of 1866 was open to serious criticisms. It is the purpose of this paper, not to trace the history of legislation on this subject, or show in detail what were the faults of the earlier law, but rather, by a discussion of certain aspects of the present law, to point out how great a revoluition it has effected in the rights of mining locators, and to indicate some of the difficulties attending its application. In the attempt to correct the vagueness of the act of 1866 an entirely new elernent was introduced into the law, bringing with it a new set of difficulties. Under the act of 1866 and the miners' customs which it followed, the lode was the thing claimed and subsequently acquired by patent. And the claim to a given number of feet on the longitudinal course of the lode was rooted in 'a discovery of any part of the lode in any part of the claim. ("Extensions" could in many districts—perhaps universally—be located and claimed on the strength of the discovery in the principal claim to which they referred; but this is a point not essential to the present discussion.) It was not necessary to find the outcrop or the upper edge of a lode in order to lay a valid location upon it. An explorer, sinking a shaft and intersecting a lode not already discovered and claimed by another, could claim by that discovery the number of feet along that lode which the local laws might permit (not exceeding the maximum set by the United States statute) whether his sur-

THE mines of the United States Coal & Coke Co. are located in the Pocahontas coal field, in McDowell County, West Virginia. Twelve plants have been opened and equipped, of which, by reason of the present business depression, only nine are now in operation. These twelve plants serve eighteen mines; some of the plants having several openings, in either the same seam or in different seams, tributary to the same tipple. Only nine of these mines are now being worked at the plants in operation. Construction work was begun in 1902, and coal from the first three plants started was shipped in December of that year. An additional plant was opened in 1903, two in 1904, two in 1905, two in 1907 and the last two in 1908. On Jan. 1, 1915, the plants have been in operation an average period of 8.8 years. The rules of the company, which have been in operation since work was first begun, are similar to those in use by the H. C. Frick Coke Co. at its mines in Pennsylvania, in which "Safety First" was incorporated as early as 1907; and it has always been the policy of both companies to look carefully after the safety of their employees. Although the field is an extension of the old Pocahontas field, the mines, located upon a new branch railroad, are away by themselves, and, as is usual in such cases, the class of labor attracted at first was temporary in character. The rapid development of the mines required the employment of many new men and officials each year; and, while the accident record from 1904 to 1909 was as good as the average of the field, it was felt to be not as good as it could be made, and a determined campaign was inaugurated for preventing accidents of all kinds. Fig. .1 shows the tonnage of coal produced per fatality, both total and for inside accidents only, at our mines; the tonnage per fatality of all West Virginia mines, and of those in the Pocahontas field.

NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. Mr. Weeks used the words " original inventor " in the sense (as he explained in one place) of first inventor, and neither asserted nor believed that Bessemer's con-

A successful surface coal operation requires the combined efforts of engineering and operating personnel. In the planning for a mine, machines should be selected to do the best work in getting the coal uncovered, loaded, and transported to the preparation plant. The best system and extent of cleaning will be determined by the market. After the fundamentals of operation have been established, the operating personnel should see they are carried out. There is no simple solution to some of the every day problems facing the operating officials. Here the production engineer with the technical approach, time studies, control methods, past experience, and available records can help in detecting causes of inefficient phases of the operations. With these studies, a careful analysis can be made in setting up the expected standards to be followed. Management can then compare the job under study with the standards and make corrections to solve the problems. 5.2-1. Annual or Daily Coal Production. Once the production cycle has been established, it is paramount that coal sales keep the productivity of the mine as high as possible. A successful company does this by what they call "the control approach." The daily tonnage report is one of the things that is a potent control tool in attaining the goals to be achieved. If production is falling short of the goal, the daily tonnage report will reveal what has to be done in the remaining days of the month or year to achieve the expected schedule. When goals are reached or exceeded, then budgeted tonnages and costs will be reached or exceeded and thus assure attainment of a profit. Failing to keep to the scheduled pace shows up quickly and prominently, facilitating any necessary action to get things back to the projected plans. During the years 1942-1934, about 125 New England deposits were mined for sheet and punch mica, and many others were briefly prospected. During this period the Geological Survey, United States Department of the Interior, carried on detailcd studies of the deposits and the pegmatite bodies that contain them. The primary purpose of the studies was to provide geological information that would contribute toward efficient mine development and operation. The studies were aimed directly at practical production problems. Detailed maps showing the structure of the deposits were prepared, and geological findings were closely correlated with data on specific yields and costs of mining and processing. The result is information that permits a reasonably accurate appraisal of the mica deposits of New England and the mining industry that they support. At a time when the future of the industry is in doubt, it seems desirable to submit this appraisal for consideration. Domestic mica deposits supply only a small fraction of the country's needs in normal times? for only the richest domestic deposits can compete with the low-cost mines of India and Brazil. However, the possibility that this country may be cut off from its supplies in time of war gives domestic deposits an importance much greater than their peacetime production would imply. New England supplied about 22 per cent of domestic output in 1943 and 1944, the peak years of wartime production. Its actual contribution to the war effort was greater, for the proportion of sheet mica of high quality in the New England product is higher than the average for domestic mica. The data analyzed below were collected for the Geological Survey by D. M. Larra-bee, A. H. McNair, J. J. Page, V. E. Shai-nin, G. W. Stewart, and the co-authors of this paper. The cooperation of officials of Colonial Mica Corporation and of mine operators and owners in furnishing information is gratefully acknowledged. D. M. Larrabee, A. H. McNair, and V. E. Shainin have made various suggestions based on critical reading of the manuscript. Analysis oF Warrtime Operations In considering the data presented in this report, it must be remembered that the scale of mica operations is very small compared with that of many other mining industries. The typical New England mica mine of 1943 and 1944 was worked by a crew of five or six men. Equipment was varied but on the whole extremely simple. The first stage of operation at a deposit was normally opencut mining. Drilling was done mostly with jackhammers powered by portable compressors driven by gasoline engines. Muck was shoveled by hand into buckets with a capacity of 45 to 35 ton and commonly hoisted by derrick to a dump adjacent to the cut. As operations were carried to greater depth, and the tram sition to underground mining was made, these methods were modified to a degree depending largely on the attitude of the deposit mined. Alluvial gold was first discovered in Guiana in 1852, in the sands of the Arataye river, by Paulino, a Braziliaii convict. During the following years, gold was found also in the rivers Orapu, CirubQ, etc. In 1873 the famous placers of the Sinnamary system were opened: Saint-Elie, Dieu-Merci, Adieu-Vat, and Couriege. This group of mines has produced nearly $10,000,000, according to official records, not including the gold that escaped the taxes. The discoverer was a mulatto named Vitalo. Except in a few rich spots, the gold was rather evenly distributed along the creeks. In one instance, gold was found in the red dirt from the slope of a hill, which, after transport to the creek, gave an amount of 150 kilograms. The placers of the Mana system, Enfin, Elysee, Pas-Trop-Tot, date from 1878, and their production has been about %g5,000,000. In 1888, the Awa placers, along the boundary bet.ween the French and Dutch Guianas, on the Maroni and its tributaries, were discovered. They have yielded $12,000,000. The only industrial company, the Dutch Guiana Freiich Minillg Co., produced in 15 years about 2,500 kg. of gold, worth $1,500,000. From 1893 dates the famous Carsewene discovery, in territory then in dispute between France and Brazil. A settlement was made recently in favor of Brazil, by arbitration of the Switzerland State Council. A STRIKING testimonial to the value of safety was contained in an ad- dress given in May, 1936, by A. R. Young, vice-president of the United States Steel Corp.: In the period from 1906 to 1935 we have spent $24,860,540 on safety work. By comparing the cost of "prevented" accidents by the cost of settling similar accidents, we found that we had made a saving of $117,224,238. Even if those figures are 50 per cent wrong, at least we got back every dollar we paid for safety and another with it. STREAM pollution caused by waste waters from mineral industry operations is a problem that has grown up with the industry. Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard.
