THE matter that I have on my mind this evening is engineering's need of an open forum. Our fathers of three centuries ago were pro-testanta for freedom of speech and thought in matters religious; later, our fathers were revolutionists for freedom of speech in matters political; until today freedom of speech has become so universal throughout the land that even in the sanctuary of our homes, at times, we have to turn off the loud-speaker. Talk is not always a condition of progress, but light is everywhere necessary to growth, whether the growing thing is a blade of grass, a baby chick, or a young idea, and we must regret anything that tends to shut out the light from the operations of business and industry. Of course, I realize there is little that is novel in what I am saying. Indeed, I have found that Dr. James Douglas-a name we love to honor in our Institute-as long ago as 1907, gave an address at the Toronto meeting that any of us would be proud to be author of twenty-one years after. Dr. Douglas at that time spoke on secrecy in the arts and the text then taken by this leader in metallurgical technique and in the constructive management of big business was "the dangerous temptation to adopt secretive methods by very large corporations." In both thought and language Dr. Douglas was direct and vigorous and he needs no internreter. He advocated the wide open door for ideas on two counts: advancement of technical knowledge and education of public opinion. A few sentences will serve not only to prove the vision of James Douglas, but also, I hope, tempt you to hunt up his address in the Institute's TRANSACTIONS, and thus get his whole thought first hand.

UNQUESTIONABLY the Coal Division has never had a meeting in which so many outstanding technical papers were presented of immediate practical application to problems of personnel, mining, safety, preparation, combustion, and carbonization. Should there have been those present with the lingering idea that all that was needed for success in the coal industry was a strong back and a weak mind they must have had a rude awakening.

Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

Moderate but substantive gains were recorded in 1972 in the minerals processing industry. In the area of mill design, a number of large plants under construction during the past two to three years were tuned up and went into production. The application of operating controls has also made some significant strides. Progress here has been made in the areas of on-stream particle size analysis, on-stream x-ray analysis, slurry transportation, tripper control, flotation reagent control and digital control of grinding circuits. The major contributions to improved equipment are coming from smaller specialized equipment makers.

IT is singular that an industry quite the antithesis of flying should record tremendous strides in the utilization of aviation through- out the entire depression period, .while in the same years private interests lagged and airplatie manufacturing plants closed to such an extent that he purchase of new planes of certain types was practically impossible. Though receiving little notice from aviation publications and national associations, this use of the airplane progressed by sheer merit. It saved money, conserved energies, and made minutes in the air the equal of weeks on foot or water. The advent of aviation into mining and petroleum operations dates back many years, yet it \vas not until the depression that this new facility of the mineral industry was put on its proper economic basis. Considerable interest has been shown, during recent years, in the possibilities of developing oil fields in the South American Republics, now that the exhaustion of our present fields can be seen in the not very distant future. The demand for fuel oil and its products has been increasing far more rapidly than our increment of production during the last few years. Increase of consumption has been largely curtailed by the lack of sufficient supply. The main factors that have contributed to our previous neglect of the southern fields have been as follows:, (a) Lack of sufficient demand for the product. (b) Competition with producing fields, having large production, low cost, and better geographical position, such as Tampico, Mexico. (c) Greater interest in home fields with ready market at hand. (d) Our ignorance of southern economic and geologic conditions, clue to the distance between those areas and our financial centers. (e) Economic conditions in the southern countries, necessitating high costs of exploration and exploitation of the fields.

There were no easily identifiable tourists. Everybody carried attaché cases and sported the buttoned-down look in dress. They were all there at the Hotel Indonesia to make a deal. But deals don't come quickly over there and those that staved and persevered became bored. They clung to the air conditioning of the Hotel and sought hobbies to while away the weeks-and even months. It is not an easy life but it can pay off fog sonic company. The government officials are neither stupid nor lazy. They are new at their jobs. Many are ex-army men and they know they must learn before they can enter into a contract with confidence. So they take time, and time is on their side.

On the basis of experiments con- ducted on quartz using a bubble pick-up method, it was shown in an earlier paper1 that this mineral will preferentially adsorb hydrogen, calcium, or sodium ions, depending on the relative concentrations of those ions in the solution in which the quartz is immersed. For quartz particles ranging in size from 0.2 to 1 mm, it was demonstrated that the concentration of calcium in solution (assumed present as ions) necessary to completely activate quartz for flotation is given by the expression: In this expression, ionic concentrations are in mols per liter. It was further shown that the pick-up method is apparently more sensitive to changes in reagent concentration than the standard captive-bubble method, and that induction times are apparently much reduced. Since completing these earlier tests, a new type of cell has been constructed; this is shown in Fig 1 and 2. In Fig 1, A is a ground joint, B is a ceutral tube reaching to within a few millimeters of the bottom of the cell, and C is a stopper which may be removed for re- agent addition, and serves the further purpose of excluding carbon dioxide from the air during the test. The entire cell is constructed of Pyrex glass, and does not give the trouble experienced with the earlier cell, in which activating ions were released from the glass at high pH values. The electric arc welding of cast iron has been studied by Braune Lamberton, Schimpke, Kenyon, Gale Manufacturing Co., Wedemeyer Candy, Neese, Miller, Carter, American Welding Society, Namack Lebrun, Achenbach, Jansson, Xochendorffer and others.' The write of this paper has been able to obtain a series of cast irons, from gray tc white, without using cast-iron electrodes but by coating on wrought-iron bars mixtures of carborundum (Sic) and graphite (C). In this work, he found the curious phenomenon of barium carbonate.

OpeRations on the Texas Gulf Coast during 1936 increased materially over 1935. A number of new fields were discovered and a few of the older fields were extended, both by the discovery of deeper pay sands and by lateral expansion of the known producing horizons. Twenty-seven new fields have been discovered, of which 25 are oil fields and the others are gas fields that have every indication of becoming oil-producing areas. Amelia, Anahuac, Bay City, North Pettus, Placedo, Pickett Ridge and Tomoconnor have had major extensions. Production for 1936 amounted to 91,224,844 bbl., an increase of 21,627,033 bbl., or 31 per cent, over the 1935 production of 69,597,811 bbl. The number of producing wells at the end of 1936 was 6727, as compared with 4851 at the end of 1935. Proration has continued in force, thus decreasing the rate of depletion and the number of abandonments normally expected. New Fields A brief discussion of the new fields follows, in addition to Tables 1 and 2, which contain the general data on these fields. Aransas (McCampbell).-Buckingham and McCampbell No. 1 McCampbell was drilled to 7501 ft., then plugged back to 6560 ft. and completed in the Marginulina for a 100-bbl. flowing well on July 18. Bee County.—The Voss field, discovered by Swiger and Devonian's No. 1 Voss, and the Holzmark field, discovered by Miller and Donzis on the Holzmark farm, are both of the same type structurally and are caused by folding against a fault, one field being on one side of a fault and the other on the opposite side of the same fault. Brooks County.—-Standard Oil Company of Texas Garcia No. 1, the discovery well in the Alta Mew field, and Dick Young's Singer No. 1, the discovery well of Alta Verde, appear to indicate small fields. Garcia No. 1 was drilled to 8022 ft. and plugged back to 2485 ft., at which depth the well made 189 barrels. A drilling-rate formula for roller-cone bits is derived from rock crater-ing mechanisms. This formula holds for "perfect cleaning", which is defined as the condition where all of the rock debris is removed between tooth impacts. Under these conditions, the drilling rate is directly proportional to the rotary speed and to the bit weight squared, and inversely proportional to the bit diameter squared and to the rock strength squared. Under imperfect cleaning conditions, such m those usually present in field drilling, re-grinding of the cuttings occurs under the bit, and the drilling rates fall below those for perfect cleaning. INTRODUCTION Drilling with a roller-cone bit consists of two fundamental operations: the formation of craters under the bit teeth, and the removal of the broken rock from the craters. To delineate the mechanisms of drilling, it is first necessary to understand the mechanisms involved in the formation of individual craters and then to relate these mechanisms to the over-all drilling operation. CRATER FORMATION When a bit tooth impacts a rock, the rock is elastically deformed until the crushing strength of the rock is exceeded, at which time a wedge of crushed rock is formed below the tooth1, 2 as shown in Fig. 1. As additional force is applied to the tooth, the crushed material is compressed and exerts high lateral forces on the solid material surrounding the crushed wedge.- en these forces become sufficiently high, fractures are initiated below the tooth and propagate to the free surface of the rock. The trajectories of these fractures intersect the principal stresses at a constant angle,'s4, as predicted by both Mohr's and Griffith's theories of failure. It has been experimentally 3,1 .6 that the volume of an impact crater, V,, varies as where Ec is the total energy imparted to the rock during the formation of the crater, and E is the threshold energy required before cratering is initiated (Fig. 2). Indexing experiments' have shown that, when there is a second free face to which the crater can fracture, a larger volume of material is removed and that above a transition zone there is a linear relationship between V, and Eo., which has a slope equal to the relationship for the single crater. The beneficial effect of indexing tends to offset the threshold energy requirement to a large extent, as shown in Fig. 2, and the relationship is closely represented by Rate-of-loading effects have been used to explain the nonproportional relationships usually obtained between drilling rate and rotary speed. The data4, in Fig. 3 show that the Ec/Vc parameter remained constant for craters produced with impact velocities ranging from 10 to 8,000 ft/sec. Since no rate-of-loading effects were detected over this wide range of loading rates, it seems improbable that there would be detectable rate-of-loading effects present in the small changes in impact velocities produced by varying the rotary speed. The writer has shown (Fig. 4) that, for craters produced in rock by impacting spheres, where X is the depth of penetration. DEVELOPMENT of new gold mines in Canada since the price of that metal was increased in 1932 and 1933 has been of interest and importance to many of us. The day-by-day story has given an impression of aggressive effort and enough good luck so that the spirit of enterprise has been encouraged. It is the purpose of this article to report the results of a statistical appraisal which give emphatic numerical confirmation to this impression, together with certain side lights on the costs of development and equipment of new mines. The data presented have been taken from all readily available published sources up to the close of 1938 and are representative of that year. A. B. Bower did a large part .of the spadework and Weston Thomas offered many helpful suggestions.

The occurrence of oil- and gas-springs in the State of New York has been a fact of historical record since 1627, when the existence of the Cuba oil-spring was first recorded. The utilization of natural gas at Fredonia in 1821 attracted the attention of the public to the possibility of obtaining an illuminating gas by digging and drilling into the rocks. No active search was made, however, for oil or gas by the drilling of wells until after the discovery of commercial oil in Pennsylvania in 1859. In 1862 a well was drilled at Bradford, McKean County, Pennsylvania, but a few miles south of the New York state line, to the depth of 200 feet, in search of the oil-sand which had been found at Titusville, Oil City, and at other points in Western Pennsylvania. My. first paper, read at the Cobalt Meeting of the Institute,1 July, 1907, dealt with the behavior of a small Wilfley table when concentrating galena from quartz, the table being fed with natural products, with sized products; and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of, lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test, however, I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the contents in copper 8.80 per cent. Through the kindness of Mr. H. 0. Cummins, this material was obtained from Shasta, Cal.,in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg: or less.. As a consequence of the smallness of the 'quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

FOR the third consecutive year, I have collected the data on enrolment and employment of graduates from the schools in. the United States and Canada that grant degrees in mineral technology. The data were collected in the same way as formerly; namely, by questionnaire, dated Jan. 5, 1935, and are therefore comparable with the figures reported for former years. This year, along with the names of the 48 schools in the United States and the six in Canada, are listed the courses offered and the degrees granted by each, school, together with the names of the professors in charge. The names and addresses of the four schools in Mexico are also given. The list is on pages 450-1, which should he valued as a directory by those interested in mineral technology education. So far as is known, this is the most complete and up-to-date list that has ever been published.

THE North Texas district presented in this paper includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Jack, Knox, Montague, Wichita, Wilbarger and Young. It corresponds with the Texas Railroad Commission's district No. 9. Table I conforms with the nomenclature of pools as designated by the Commission. Most of the oil and gas produced in this region, generally referred to as the Red River uplift, comes from the Pennsylvanian strata. In recent years, however, increasing amounts are being developed in both the Mississippian and Ordovician.
