"There has been considerable output over the last three decades from the social sciences concerning man and his working environment. In the mining industry at large, however, authoritarian, hierarchical control systems remain the norm, and it can be argued that something less than optimum effectiveness in terms of both productivity and worker satisfaction has resulted.Recently (/975), Campbell Chibougamau Mines Ltd. devised a most interesting organization and incentive system that links the underground production of a standard ton of mined output at controlled grade to an incentive payment scheme. A parallel scheme in the mill complex is based on maximizing recovery of copper and gold from available feed. A key part of both minsystems is the formation of groups who have considerable autonomy, particularly when compared to the still prevalent traditional mining industry relationships between the worker and supervisory levels.This paper traces the development of Campbell Chibougamau's system . Attention is drawn to qualitative and quantitative measures of the success of the method through the commentary of those miners involved in the scheme, and by reference to the favourable records on productivity, absenteeism, safety, turnover and grievance activity.IntroductionPyramidal or hierarchical management control systems, coupled to piece-work incentive schemes, predominate throughout Canada's underground mining industry. Although specific details of such systems vary from site to site, they , are generally understood and accepted as fact by the majority of the work force.Normally, a front-line supervisor (shift boss) directs a number of workmen and assigns them to tasks and working locations commensurate with their abilities, knowledge, training and skills. This front -line supervisor may direct or supervise from as few as 12 to as many as 75 or more workmen. He issues orders according to his assigned production objectives and ensures that these directions are fulfilled in accordance with standard mine practice . Several shift bosses are usually directed by a mine foreman or mine captain. The mine captains report to a general foreman or directly to the mine superintendent or his assistant, depending on the size and scope of the operation."

In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff of the Explosives Division of the Bureau of Mines and, are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes, of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more' rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. The approximate geometry of these emissions about I millisecond after the shpt is fired is illustrated in figure

"INTRODUCTION The heavy loss of life from mine fires in some coal mines recently has focused attention on the importance of maintaining reliable communication systems between the active working sections of mines and the surface. A study of conditions following disasters in mines indicates that in several instances lives could have been saved if telephone communication had been available. Communication systems were not installed in some of these mines where disasters occurred, and in other mines they were installed in such a manner as to be rendered useless following a mine explosion or fire. Lives have been lost because of the inability of the rescue crews or persons di-recting the rescue to communicate with trapped men. Cases are known where many lives might have been saved had it been possible to give instructions for escaping or for location of barricades.More than 500 major disasters in which 5 or more lives have been lost have occurred in mines in the United States. The total number of lives lost in these disasters has exceeded 13,000. Some of the victims died instantly; but for many it was hours and in some instances days before death occurred. Evidence found in recovery operations following some of the disasters indi¬cates that many died needlessly because of the lack of suitable means of communication between the underground working areas and the surface.A localized gas and dust explosion in a coal mine in 1930 resulted in the death of 82 men; 2 were killed outright by the force of the explosion, 6 by a combination of burns and afterdamp, and 74 by afterdamp. About 140 men escaped or were rescued following the explosion, Of these, 119 escaped with little or no assistance, 2 were rescued promptly following the explosion, and 19 were rescued from behind a barricade. Seven bodies were re-covered from behind an ineffective barricade in another place; subsequent investigation proved that these men might have been guided to a safe location had an effective communication system been available."

This report covers the calendar year 1954 and has been prepared and submitted to the Congress of the United States in accordance with the provisions of Sec. 106(a) and Sec. 2l2(c) of the Federal Coal-Mine Safety Act (66 Stat. 692; 30 U.S.C. Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

Theory pertaining to the exchangeability of fuel gases on appliances has been extended to exchanges of propane or butane with mixtures of these. In particular, new considerations were developed bearing on the hazard of an occasional emission of carbon monoxide and flashback and blowoff possibilities. The new considerations involve using current requirements for approval of liquefied petroleum gas appliances. These requirements were used to predict allowable tolerances in chemical composition of liquefied petroleum gases for existing appliances. In addition, changes in gasline pressure were computed which may be substituted in place of fuel exchanges during testing of appliances,

The backfill system at Cleveland Potash?s Boulby Mine places waste filter cake underground in the form of a high concentration slurry in worked out areas of the mine reducing the mine?s environmental impact. The backfill system delivers slurry approximately 1100 m down the mine and up to 11 000 m horizontally underground. The Boulby backfill system is unique in that the placed backfill waste is not used for the usual purposes such as support, pillar extraction or reducing ventilation requirements. It was specifically implemented for environmental reasons. This influenced the design and resulted in some unique features of the system. A previous paper (Wilkins et al., 2004) described the design and commissioning of the backfill system. This paper describes the operational experience with the backfill system and backfill placement since commissioning in May 2003 and looks at lessons that can be applied in other backfill designs.

Cansiderable time and effort frequently are expended to establish, with a degree of confidence, the PVT behavior of pure substances. In particular, a great deal of experimental information contributed by a number of investigators is available in the literature. The data of each investigator, although significant in themselves, cannot be used with a high degree of confidence until they are compared with the continuum of information presented by others. Current interest in thermodynamic and transport properties, for not only the gaseous state but the con-densed state as well, requires that PVT infarmation be presented for both regions. The density dependence on temperature and pressure, when presented as a continuum, is of considerable value in itself, especially since the available equations of state fail to properly account for the PVT behavior in the condensed state. For this reason and to incorporate PVT data recently presented in the literature, this investigation was carried out. In their studies concerned with the thermodynamic properties of methane, Matthews and Hurd in 1946 utilized the data of Kvalnes and Gaddy and Olds, Reamer, Sage and Lacey to establish the PVT behavim of methane in the superheated region and the saturated liquid densities of Keyes, Taylor and Smithl in conjunction with the Clapeyron equation to develop the densities for the saturated envelope. Current activity sponsored by API Project No. 44 under the direction of F. D. Rossini has led to a tabular presentation of compressibility factors for gaseous methane in the superheated region.la These values were obtained by using smoothed residuals, developed from experimental data and the Ben edict-Webb-Rubin equation,' to establish internally consistent compressibility factors for the real gas. This approach offers probably the most precise presentation of PVT information for gaseous methane to date. The PVT behavior of methane also can be represented accurately by equations of state such as the Benedict-Webb-Rubin equation or the Martin-Hoa equation.' These equations, although valuable for analytically representing the PVT behavior, lack precision in the compressed-liquid region. The PVT data available in the literature for methane were utilized to obtain reduced densities that are presented in Figs. 1 and 2 as functions of reduced temperature with parameters of reduced pressure. The critical constants utilized for methane are those reported by Kobe and Lynn." These critical values, T, = 191.1°K, PC = 45.8 atm and p, = 0.162 gm/cc, produce a critical compressibility factor, z, = 0.289. To improve SO2 emission compliance, pyrrhotite from Sudbury copper-nickel ores is being depressed with DETA. To understand the mechanism of depression, the role of complexing in controlling metal-ion activation of pyrrhotite was investigated. DETA was found to remove Cu and Ni ions but leave hydrophilic ferric species on the pyrrhotite surface. The metal:DETA ratio appeared to be 1:2. Cu was more readily removed than Ni, but the combination of DETA with sulphur dioxide was equally effective for both metal ions. Certain combinations of DETA, Ni ions, xanthate and dithionite (S2O4) or dithionate (S2O6), as representative derivatives of SO2 in water, produced hydrophilic precipitates. Underground blasting in permanently frozen gravel was studied in a 7-by 12-ft drift by running a nonreplicated 2 X 2 X 2 factorial experiment on the effects of type of cut, delay, and explosive on the fragmentation subsystem. Comparisons were made between a V-cut round and a burn-cut round, millisecond delays and half-second delays, and 40 percent special gelatin and 60 percent high-density ammonia dynamite. The number of large blocks in the muck pile) loading time, shuttle car operating time lost because of cleanup needs, length of advance per round, and length of muck pile were recorded and statistically analyzed. None of the blast parameters had a significant effect on the length of advance or length of muck pile, although the half-second delays tended to give a shorter muck pile than millisecond delays. The burn cut required less secondary breakage, less loading and cleanup time, and gave better overall fragmentation than the V-cut. The ammonia dynamite shots required less secondary breakage and less loading time than those using special gelatin. The half-second delays gave better overall fragmentation and required less cleanup time, but the millisecond delays gave a better loading rate. None of the differences between delays and explosives were notably significant.

The ironmasters of America had asked the Iron and Steel Institute to visit the USA. The Council decided it was not possible to accept, but Mr. Bell visited; this is an account of his trip. Topics covered include transport, charcoal, coal measures, coal, anthracite, bituminous coal, flux, magnetic iron ore, specular iron ore, limonite, red hematite, clay ironstone, black band ironstone, smelting works, blast furnaces of Pennsylvania, Lake Champlain furnaces, Lake Superior furnaces, Cleveland furnaces, Pittsburg furnaces, Missouri furnaces, and those of the southern states. He goes on to describe Catalan hearths, malleable iron works, Bessemer works, the Blair steel process, and labour.

This paper investigates the effects of solids concentration and the addition of Dispersant S40 on the flowability of original and ground limestone slurries. A rotational viscometer with a concentric cylinder geometry and a controlled-stress rheometer with a cone-and-plate geometry were used to characterize the rheological behaviors of limestone slurries. The rheological behavior of original limestone slurries (<100 µm) is transformed through different types of flows with increasing solids concentration. The use of Dispersant S40 can improve the slurry flowability by decreasing viscosity and eliminating Casson yield stress. It is therefore used as a grinding aid for the wet ultrafine grinding of limestone. The rheological behaviors of ground limestone slurries vary with grinding from a starting dilatant flow-ability to a resulting pseudoplastic one with an evident Casson yield stress in combination with a thixotropic character. The appearance of pseudoplastic flowability combining thixotropy is related to the fineness of a ground product and its specific surface area, which are both correlated to solids concentration and the additive amount of Dispersant S40. In addition, the accurate rheological characterization of time-dependent fluids is dependent on the instruments used and operation conditions.

The shortage of sulfur is not only continuing but appears to be worsening, attended by steadily rising prices. At the same time emphasis on air-pollution abatement is also increasing. These two factors, a rising market and the growth of environmental attention, have encouraged producers to carefully review all possible sulfur sources. As a result, production of sulfur from hydrogen sulfide occurring in petroleum is receiving greater attention than ever before. Until about a decade ago, the practice of recovering sulfur from hydrogen sulfide separated from gases (either found naturally or generated in desulfurization of liquid petroleum) was wide1y recognized but contributed little to total free-world sulfur production. However, during the past ten years, the production of sulfur from this source has increased so rapidly that it now accounts for a substantial portion of total production. This trend shows no signs of slackening, and current forecasts predict that recovered sulfur may become the dominant source of supply within ten years, exceeding mined sulfur production. This paper is intended to list sulfur sources and relationships, and to discuss the potential of producing sulfur from petroleum. The processing involved, in addition to product storage and transportation will also be discussed along with important economic aspects of sulfur recovered from hydrogen sulfide. For many years, most of the world&apos;s elemental sulfur has been produced from salt domes, predominantly by the Frasch process. During the past decade, however, another production source has developed so quickly that it is expected to surpass the Frasch production sources within a short time. This new source lies in the petroleum gases and liquids from which dramatically increasing quantities of elemental sulfur are being recovered. In the phraseology of the trade, the sulfur so obtained is know as "recovered sulfur," a term which does not, as one might expect, include sulfur recovered from other sources such as smelter gases. The growth rate of recovered sulfur compared to that of Frasch sulfur, total elemental sulfur, and total Free World sulfur in all forms is shown in Fig. 1 Since 1963, sulfur consumption has exceeded production,with the natural result that the price of sulfurhas continually increased. The posted price reported for f.o.b. Port Sulphur, La., has risen from as low as $18 per ton in 1962 to $32.50 per ton in mid-1967. With freight and other charges, delivered prices have of course run much higher, amounting to $45 or $46 per ton on the east and west coasts. In some cases, spot sales for as much as $60 have been reported. Although it is playing an ever-increasing role in the sulfur market, recovered sulfur was originally a by-product of the removal of hydrogen sulfide from natural and petroleum refinery gases. Today, however, it is often the most valuable product of a multi-product processing facility. Since there are two major sources of recovered sulfur—production and refining processes —natural gas is included with liquid petroleum for purposes of this discussion. Sulfur from these sources is produced in the form of gaseous hydrogen sulfide which is removed from a gas stream and converted to elemental sulfur. Gases in which hydrogen sulfide occurs naturally are natural gas and the gas produced from a high=pres-sure crude=oil or condensate field.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. The demonstrations of the "Silent Sentry" by Union Carbide Corp. in 1957 and of a special tractor-plow by Allis-Chalmers in 1959 ushered in the technology era of fuel cells. The idea for direct conversion of chemical to electrical energy, first published in 1801 by Davy in England and Ritter in Germany, has been kept alive by a few people through 150 years: Grove built the first hydrogen-oxygen fuel cell in 1839; Mond and Langer made electrolyte contributions around 1890 that are still used today; Baur worked on coal-based cells from 1900; Bacon started his work in the &apos;30&apos;s, which resulted in the first multi-kilowatt unit in the &apos;50&apos;s; Davtyan studied molten-salt electrolytes in the &apos;40&apos;s, followed by Ketelaar in the &apos;50&apos;s; and Justi developed highly active electrodes in the &apos;50&apos;s, to name only some of the pioneers. Despite the tremendous increase in research and development of fuel cells, these direct energy converters are still in their infancy. They will find their functional application in space, where power density must be maximized and product water utilized. These early systems will provide valuable experience in system engineering and reliability.

Good afternoon, ladies and gentlemen. It is a pleasure, for several reasons, to be here at this 13th International Conference on Ground Control in Mining. Of course it&apos;s always a pleasure to be able to see and reacquaint myself with many long-time friends; but it&apos;s also a pleasure, or 1 should say worthwhile, because I take something back with me, some knowledge about mining that lets me do my job better and more safely. if I can do that, I&apos;ve accomplished my purpose in being at a conference such as this. This conference is a little different, though. I have to earn my stay. I have to earn it by telling you a story; a story about mining through a mile of rock to get from one coal seam to the same seam on the other side of an ancient river channel; a story about mine personnel taking over the job from a contractor; a story about having to mine through two faults after the hard part was supposed to be over, but, most importantly, it&apos;s a story about how it was accomplished successfully and safely by a group of ordinary coal miners possessed with determination, belief in themselves, and a "can do" attitude. If you can take any part of my story and use it to do your job better and more safely, then I will have accomplished my purpose in being here today. Kerr-McGee Coal Corporation&apos;s Galatia Mine is located in Southern Illinois near the town of Harrisburg in Saline County, about 350 miles south of Chicago and 120 miles southeast of St. Louis. Construction of the mine began in 1982, and the first coal was shipped in 1984 from the Harrisburg No. 5 Seam, 550&apos; below the surface. Mining began in the Herrin No. 6 Seam, 100&apos; above the No. 5 Seam, on April 1, 1985. Mining in both seams began by using the room-and-pillar method. In 1989, the No. 6 Seam was converted to longwall mining, as was the No. 5 Seam in 1992. Today, all mining is done by the longwall method except for the required development work, which is performed by continuous miners. A heavy-media preparation plant with a 4.2 million-ton annual clean-coal capacity processes the coal. By the end of 1994, with annual production now exceeding 4 million tons, we will have shipped over 30 million tons of steam and metallurgical coal throughout the United States and the world. Most of the coal has been used as the primary source of fuel to generate electricity for the city of St. Louis. The No. 5 Seam coal can be used as a semi-soft coking coal or as a high-Btu, relatively low-sulfur steam coal. Its use allows utilities to comply with Phase I of the Clean Air Act Amendments of 1990 without installing flue gas desulfurization units or blending with other coals. The Herrin No. 6 Seam is a high-Btu, medium-sulfur steam coal that requires blending to meet Phase I requirements. Because the No, 6 Seam coal does not meet the Clean Air Act Amendments&apos; Phase I compliance standards, we were forced to cease mining operations in the No. 6 Seam, leaving 170,000,000 tons of minable coal in the ground. Last month the Galatia Mine became a single-seam operation mining the Harrisburg No. 5 Seam only. The Clean Air Act Amendments of 1990 and the resultant S02 emission limitations on electrical power generation plants effectively eliminate, beginning in 1995, the near-term potential for profitable mining of the Galatia Mine&apos;s high sulfur Herrin No. 6 Seam coal. Because of the Clean Air Act Amendments, it is virtually impossible to market high-sulfur coals like the No. 6 coal unless the mine location and mining conditions enable greatly depressed sales prices to cover costs. The impact of a mineral project in a developing country is evaluated in the broad context of its economy using input-output models. Minimum economic theory is used to develop simple numerical models. Sets of technical coefficients are exploited in the development of linear models of the productive element of an economy. The analysis allows assessment of the overall economic consequences of a mineral development in which issues broader in scope than financial objectives need to be incorporated in the evaluation. In part 1, the framework for the development of the input-output model is presented. The model is refined to incorporate country-specific behaviour. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy-wide effects associated with a new project in the mineral sector of a developing country. The relevance of the models is illustrated using an example from Namibia

This report describes in detail the circuitry used in the Automated Time Domain Reflectometry System and the testing and modification done to the system to improve the units performance and consistency. The analog ATDR software is described and explained in detail. Also attempts to implement the same Assembly Language program in a higher level language (PLM) are documented along `h two versions of the PLM program - one which uses a data filtering approach to limit noise and another which uses data averaging to reduce noise. The field testing of the analog and digital ATDR units is described along with the hardware modifications that resulted. The analog unit has been abandoned and the digital unit adopted for most field tests. Tests indicate that the digital units are much more consistent and less confusing for the lay-person to operate. The results indicate that the it can locate an abnormality in a test cable to within 5% of the true location (provided the cable phase velocity is known). The units can consistently locate shunt type faults which are less than 300 ohms and series type faults which are greater than 30 ohms.
