Currently in Canada there are 15 major mining companies with a minimum of $1 billion in market capitalization or net private value. This group forms the core of an important sector for Canada. The mining sector had gross revenues of about $35 billion in 1988. This compares to a Canadian GDP of $410 billion in 1988. There are at least three different sub-groups within the mining group, each facing the future with very different prospects for the coming years.

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

As part of the I-94 North-South Corridor reconstruction program, the Wisconsin Department of Transportation (department) is reconstructing the Mitchell Interchange in Milwaukee, Wisconsin. Located on the south side of Milwaukee near Mitchell International Airport, The Mitchell Interchange interconnects I-94, I-43 and I-894. Reconstruction began in 2009 with the letting of the first advance contract for local crossroad bridge reconstruction. A second advance contract for construction of collector-distributer roads on each side of the I-94 mainline was completed in 2010. The main contract involving reconstruction of the core of the Mitchell Interchange was let in the summer of 2010, and is scheduled to be completed by the end of 2012. The core contract includes construction of three cut and cover tunnels along two system interchange ramps. Construction of the three tunnel structures is on the critical construction path. The contract includes an interim contract completion date that requires the tunnels to be open to traffic by the end of 2011. A top down method of construction using drilled shaft secant piles for the sidewalls of the cut and cover tunnel structures was selected as the preferred structure type to address subsurface and construction schedule challenges. The department identified in pre bid coordination that no cost reduction incentives would be reviewed or accepted for changes in tunnel wall type. A major component of the tunnel structures requires the installation of 1,500, 4-foot diameter secant piles. This paper presents mitigation strategies to manage construction risks associated with the installation of the secant piles including; prequalification of the secant pile subcontractors, requirement for use of full depth temporary casing, a site specific quality control plan, specifying drilling equipment, and developing a geotechnical baseline report for this critical component of the Mitchell Interchange reconstruction project.

In this paper, the nonlinear finite element analysis is used to study the support system of a tunnel which is designed to pass through deep-embeded stratum. The rock mass is rather intact, though a section of tunnel will pass through the weak belt. Under the influence of the high ground stress, the condition of stability and the form of support become complicate. This paper, talcing into account the nonlinear properties of rock mass and the Interaction between rock, and support, makes a comparison between the two kinds of soft and rigid support systems, and analysed the changes of their bearing forces.

Introduction In recent years - even months - the number of articles on computers has increased rapidly. One can hardly pick up a newspaper or magazine without seeing a computer-related article. The article usually explains how the computer will change our lives. Many of us have some concern about the nature and type of change. For most of us, though, the problem is lack of information and understanding about how computers work. In other words, how do we make cost-effective decisions about computers? This three-part series will explain, simply, what a microcomputer is, how it works, and how to decide if you need one. This first article will define terms and briefly discuss areas where computerization might be economic. The second article will discuss geology and mining applications. The third article will discuss plant, administrative, and geotechnical areas as well as the future of software development in the minerals industry. Terms and Concepts All computers have input and output devices and a central processing unit (CPU). Information - instructions and data - is communicated to the computer by means of input devices. These instructions to the computer are converted into language that the computer understands. This causes the instructions to be carried out in the CPU. The result of these operations is translated back into language that we understand. This information is then sent to output devices such as printers and video display tubes. Traditionally, peripherals were devices separate from the main-frame (the CPU and memory) and were used to input, output, and store information or instructions. Today, peripherals perform the same functions though they may be housed in the same cabinet as the CPU and memory. Historically, peripherals included all input and output devices not part of the mainframe. Input devices include keyboards, magnetic tape, and card readers. Tapes and disks are input as well as output devices. Output devices are printers, CRTs (Cathode Ray Tubes), and any mass storage device capable of storing data when directed to do so by the computer or the program. In fact, any mass storage device that can give the computer data when requested is an input device. Mass storage devices include floppy disks (thin, round sheets of plastic covered by metal particles), and hard disks. The latter are thicker and more densely coated with metal particles. This allows much more information to be stored. Another type of mass storage is magnetic tape. Its type and size varies widely. Processing and Storage Any computer understanding must include how instructions and data are processed and stored. Information is stored as a positive or a negative field known as a "bit." There are eight bits in a byte. The bits can be represented as either a one or a zero. Thus the code for a byte representing the numeral one is 00110001. The byte representing the letter A is 01000001. These codes are from the American Standard Code for Information Interchange (ASCII). ASCII defines the standard set of characters including alpha, numeric, and special characters. The computer's memory has allocated locations where instructions as well as incoming information can be stored. All information and instructions are stored as binary numbers bit by bit - zeros and ones. The amount of data that can be stored is referred to as either thousands or millions of bits or bytes. The letter "K" is used to designate one thousand units. The letter "M" is used to mean one millon units (one meg). From October 2000 to April 2001 a local array of fourteen seismograph stations was deployed at the Trail Mountain Mine (TMM), an underground coal mine in Emery County, Utah, to locate mining-induced seismicity (MIS). Original analysis of the data provided epicentral locations that coincided closely with the active longwall panel. The original analysis yielded poor quality hypocenters, however, preventing a useful relation from being made between mining activity and the event depths. For the original analysis, only stations at elevations above mine level were used for locating MIS. As a result, P- and S-arrival times from four of the stations in the local array were not used: an inmine station and three stations at elevations below mine level. This study compares mine workings and active mining to a revised TMM dataset that included P- and S-arrival times from the lower elevation stations that were not used in the previous study. In the revised locations, a modified master event methodology was used to calculate station delays. These station delays correct for errors in the shallow layers of the velocity model. The resulting hypocentral locations have improved depth resolution, determined by a lower root mean square (RMS) for the locations, compared to the original study. Most of the events occur in the roof of the mine and follow the longwall panel. When located using the velocity model determined in the original study, the elevations of the events increase as the longwall panel progresses. One possible explanation for the elevation increase is that it may be related to geology or the caving process. As presented here, a 10% decrease in the shallow velocity structure results in a more plausible location for the hypocenters. Consequently, it is hypothesized that progressive development of the TMM longwall panel(s) may have resulted in a progressive change in the velocity model.

Issues between resource utilization and resource preservation often develop in connection with coal mining. One such conflict exists in eastern Utah where PacifiCorp and Energy West Mining Company are working with State and Federal agencies to address the resource recovery/resource preservation dispute. The effects of underground longwall coal mining on golden eagle (Aquila chrysaetos) cliff nesting sites have been studied at the Cottonwood Mine since 1986. Subsidence, escarpment spalling, and the nesting activities of the local eagle population were monitored.

A stochastic approach was developed and applied to the Butte, Montana Hillside abandoned mining site for modeling stormwater runoff and subsequent receiving stream loadings. This approach enabled capture and quantification of the uncertainty associated with stormwater quality data and allowed the prediction of copper and zinc concentrations in the receiving stream caused by runoff from the Butte Hillside during storm events. Runoff flows and stormwater concentrations were input to the model as probability distribution functions. Monte Carlo simulation allowed prediction of expected instream concentrations in the form of cumulative distributions functions. The modeling results allowed evaluation of current best management practices (BMPs), targeting of future BMPs, and identification of key data gaps to fill during future sampling activities. This modeling approach is considered extendable to other active and inactive mining sites. Output from a model of this type is easily understood and can be used to communicate effective stormwater management to site regulators. Furthermore, application of this modeling approach will facilitate the development and implementation of a site-specific stormwater management plan and will optimize efforts to achieve standards for compliance with stormwater discharge permits.

The phenomenon of sympathetic detonations in blastholes is investigated by comparing experimental observations and numerical modelling results. Numerical modelling using the TDL computer code and Forest Fire decomposition rates for commercial explosives has shown the importance of blasthole diameter, impedance of the stemming and host rock. Comparison with experimental observations has also shown that sympathetic detonations cannot always be treated as shock to detonation transition. Examination of previous results which have been obtained from calibrated low amplitude shock experiments reveal that there is an ignition threshold prior to the detonation threshold. The difference between the two thresholds is more pronounced in the case of air bubble sensitized products. The ignition threshold can be very important under the confinement provided by the blasthole and the conditions of application. It also correlates well with the pressures expected at the gap distances of interest in the practical application. It is suggested that critical energies are used as the criterion for cross initiation in blastholes. Practical suggestions based on the numerical calculations and experiments based on these calculations are also given and discussed.

"Displacement Cast-in-Place (DCIP) piles are not a common deep foundation type in the Washington, DC Metro Area market. As a result, less regional data is available for these foundations compared to other alternate deep foundation types. Displacement cast-in-place piles (DCIP) differ from traditional Auger Cast-In-Place (ACIP) piles in that the pile annulus is formed by pushing a partially-flighted, auger bit to depth via a large mandrel. The auger bit includes a displacing body near the bottom of the tooling. Therefore, little to no spoils are generated during installation and the soil around the annulus is largely densified in-place due to the displacing body being slightly larger than the mandrel it is attached to.Due to this densification, one would expect that the theoretical DCIP capacities (compression or tension) would be greater than an ACIP pile (assuming a pile of similar length and diameter). After 20 static load tests and the installation of over 6,000+ piles on the MGM National Harbor Casino Project, the differences in pile support characteristics between DCIP and ACIP piles of same size and depth was small. The performance of both pile types depended on the density and type of soil within the bearing stratum. In some early cases of DCIP use, the performance exceeded expectations and appeared to be more in line (or better) than typical capacities obtained from driven displacement piles. Other times, the tip elevations could not be achieved or were so difficult to achieve that installation delays occurred and/or significant additional engineering effort was required to address piles short of their requirement embedment.This paper will discuss the limitations of DCIP pile installation in dense Coastal Plain soils and will present the lessons learned during this project. The paper will also compare the DCIP pile type to both conventional ACIP and driven displacement piles utilizing regional and site-specific load test and installation data."

U.S. Bureau of Mines research has found that maintenance of surface mining equipment is involved in slightly more than one-third (34.1 pct) of all surface mining accidents. Two groups of machines, haulage trucks and power shovels, accounted for over one-half of all surface mining mobile equipment maintenance accidents in 1978-84. Maintenance work-time histories for these machines were compared with accident records to identify the most hazardous-to-maintain systems within the machines. Recommendations to reduce the accident risk associated with maintenance of these hazardous systems are presented.

The augered cast-in-place piling technique was used to install deep foundations 20 feet into weathered sandstone. The project involved the upgrading of the Air Quality Control System (AQCS) for a 560 megawatt coal fired power plant located in Stillwater, Minnesota. The site subsurface consisted of 20 feet of overburden overlying weak sandstone. The overburden consisted of sands and gravels with cobbles and boulders, and variable thicknesses of peat. Ground-water at the site was approximately 8 feet deep. Two foot diameter piers were selected to facilitate installation through the cobbles and boulders in the over-burden and to penetrate the sandstone 22 feet. During installation of the first pier, the weak sandstone broke down to sand-sized material that could not be cleaned from the pier hole without the use of slurry to hold the material in suspension. However, the use of slurry would significantly impact both schedule and cost. Since the sandstone could be easily drilled with the pier equipment, it was believed that 2 foot diameter deep foundations could be installed as designed using augered cast-in-place piling techniques. A brief test drilling pro-gram was conducted to evaluate the viability of 2 foot diameter continuous flight augers penetrating 22 feet into the weak sandstone. The test drilling indicated that augered cast-in-place installation techniques should be successful. Following a short delay to mobilize the additional required equipment, construction commenced. Installation of the 2 foot diameter augered cast-in-place piling to a depth of 22 feet into the weak sandstone was successfully performed.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.
