Fair market value, in the legal sense , is the price which a prudent and knowledgeable buyer and a prudent and knowledgeable seller, acting without constraint or compulsion , will agree upon to exchange an asset. In the ordinary commercial or engineering usage, the term may imply simply the market value or a reasonable and equitable price. The engineer evaluator who is called upon to express an opinion about the fair market value of an asset may be able to base his estimate on the sale price of similar assets or on the market values of stock. Frequently such indicators of value are not available and the evaluator must devise other means of appraisal. Mineral resource properties may be thought of as having value by virtue of the existing or potential ability to produce at a profit. Conventional procedures permit the computation of the present value of future revenues having due regard for the time value of money and the risks attendant upon the realization of the venture. Such computations have gained wide acceptance as a basis for the estimation of fair market value.

Kinetics studies and other rate measurements are reviewed in the amine extraction of uranium and of some other related and associated metal ions. Equilibration' is relatively fast in the uranium sulfate systems most important to uranium-hydrometallurgy. Significantly slow; equilibration-has ' been encountered' in some other systems. Most of the recorded rate information, both qualitative and quantitative; has come from exploratory and, process-development development work, while some kinetics studies have been directed specifically toward elucidation of, extraction mechanisms. In contrast to some other extraction systems, relatively little attention has been given to the kinetics of uranium extraction by amines. This is because investigators have not been troubled by slow extractions. Instead, when rate limitations have been of concern in amine extraction (Amex) process developments, they have been mainly from slow phase disengagement rather than from slow equilibration. Nevertheless, taking uranium together with several other elements that are closely related to it or associated with it in typical processes, a considerable body of rate information has been recorded.

Technological advancements in electronic sensors and mine-wide monitoring systems have improved remote monitoring and analysis of underground mining information. The effective use of . these systems for ground control applications, however, remains a challenge facing the mining industry. The U.S. Department of Interior, Bureau of Mines is conducting research, utilizing real-time acquisition of rock mechanics data, to provide mine operators the means to rapidly identify and manage potentially hazardous ground conditions. The Bureau has installed a remote monitoring network in a Colorado coal mine to record Pressures from instruments installed in the roof and pi1lars of gateroads and from transducers on shield-legs along the face. The field data are being monitored at the Denver Research Center, 150 mi from the mine. A computer at the Center analyzes the field data and generates graphic displays, which permit detailed examination of mine-wide ground conditions in real-time. For the first time, Bureau researchers are able to perform real-time monitoring and analysis of rock mechanics data while mining is in progress. The data collection and display capabilities of the system were effectively used to identify and evaluate face stability problems at the mine.

Differentiation of a basaltic (?) magma occurred in an active volcanic area during the late Miocene and Pliocene, and a change in the general mode of extrusion from fissure flow for the basalt to explosion for the andesite reflects an accompanying increasing magmatic viscosity. A caldera formed after the flow phase was completed and was filled with coarse agglomerate, much of which has a fused appearance. After an erosion interval its shape was modified and it became gradually deeper as repeated explosions from growing andesitic volcanoes caused large quantities of pyroclastic material to be deposited. At the close of this phase the floor abruptly collapsed when a, large block of the underlying crust was engulfed. The incompetent pyroclastics filling the caldera steepened in dip and the ensuing fractures were filled by the rising magma as dykes and sills and a chonolith formed below the caldera at a shallow depth. The ensuing activity reveals a further stage in differentiation and biotite is an important new ferromagnesian to be observed in the new rocks.Fracturing of the surrounding basalts was most intense in the rocks forming the periphery of the caldera where steeply and flatly dipping faults resulted from increasing horizontal pressure directed towards the caldera.Further differentiation resulted in the increased crystallization of orthoclase felspar, as evidenced by the numerous intrusives of trachy andesitic composition. Magmatic freezing caused mineralizers to accumulate at the top of the chonolith. These eventually escaped and auriferous pyrites, tellurides, quartz, and calcite were deposited in the surrounding rocks.The flatly dipping fractures are the most important and can be expected at various depths in a zone about 4,000 ft wide surrounding the caldera. Latest movement along these was controlled by magmatic consolidation rather than the shape of the caldera. Some flat faults were able to remain open during mineralization and acted as a feeder for the shallower fractures, thus limiting the depths to which the steeper dipping fractures were mineralized with the possible exception of one particular Nw.-striking lode (the Crown-Crescent).INTRODUCTIONThe gold deposits of the Tavua district were discovered in 1932 and from 1935 to June, 1961, 1,985,041 fine ounces of gold were produced from 4,202,504 tons of ore. "Water is a very important component in the production process at underground coal mines. Current unfavourable economic conditions have forced the coal mining industry to identify and address every possible bottleneck preventing optimal production. An increase in water-related downtime was identified as one of the bottlenecks at Goedehoop Colliery’s Vlaklaagte Shaft. The purpose of this project was to identify the various causes that contributed to the high downtime (501 hours in 2013, which led to a potential profit loss of R12.9 million) and to suggest possible solutions.After a thorough investigation the main causes of water-related downtime were identified as low water pressure and low water flow caused by pipe leakages and bursts. The main root cause for the low water flow and pressure was identified as being the low pressure resistance (1600kPa) of the thin-walled galvanized steel pipes used in the underground inbye water reticulation system. The pipes were selected according to the previous 1000 kPa pressure requirement for the continuous miner. However, the pressure requirement changed to 1500 kPa, which resulted in the pipes being exposed to much higher pressures than designed for.The water reticulation system was reviewed and current and future underground pipe layout and water requirements were determined for the shaft. The time frame in which the water consumption would be the highest was determined to be between 1 January 2014 and 7 September2014. Machine and sprayer specifications were used to determine theater consumption at the shaft. Three different solutions were considered to solve the water-related downtime problem and to ensure the efficient supply of water to the newly open sections. Permanent underground concrete dams, semi-mobile dams, or new pipe columns with a higher pressure resistance of 3200 kPa were considered. A trade-off study (taking into consideration cost, time to completion and ease of implementation, maintenance requirements, safety, and flexibility) was completed to determine which of these solutions would be most viable.Paper written on project work carried out in partial fulfilment of B. Despite the recovery of approximately six million ounces of alluvial gold from the West Coast of the South Island, New Zealand during the last 140 years, a great deal of this having been obtained via sluice boxes and riffle tables, there has been little advance in riffle table technology during this period. In this paper contemporary riffle table design and current operational practices are examined. Studies of gold loss to undersize tailings are described. In addition recommendations derived from recent research carried out in North America are contrasted with gold saving strategies adopted by West Coast miners.

This study of the tin-tungsten ore of the Shepherd and Murphy Mine, in central northern Tasmania, was originally undertaken at the request of the Moina Tungsten-Tin Mining Co., N.L., as part of the research programme of the Mineragraphic Investigations Section of the C.S.I.R.O. It is based on the examination of a suite of specimens supplied by the management, supplemented by a more extensive collection and observations made by the author during a short visit to the mine in October, 1956.The Shepherd and Murphy Mine is at Moina, 36 miles S.W. of Devonport and 22 miles from Sheffield, the nearest railway station. It was worked almost· continuously from 1893 to 1919, when a fire destroyed the mill; to that date it had produced concentrates to the value of £141,000. After a long period of idleness, the mine was re-opened by the present company, but it has been announced recently that unfavourable market conditions have again forced closure.GENERAL GEOLOGYThe mine is on a deeply dissected plateau, about 2,500 ft. above sea level; it lies between the Iris and the Forth Rivers, whose valleys are deep gorges cut to about 400 to 600 ft. above sea level. From Moina westwards to the Iris River, a limestone regarded as part of the Gordon River Group, of Ordovician age, conformably overlies a sandstone containing tubicolar casts which are circular in cross section, half an inch in diameter and up to two feet long, and which resemble marine worm burrows (Elliston, 1953).

The global shift towards decarbonisation is driving competition for the extraction of critical minerals such as nickel, lithium, and copper. To meet this demand, new mines are being developed while mines approaching closure are being reimagined as sites of potential resources. This reimagining challenges how mine closure is being conceptualised. In the conventional case, when a mine reaches the end of its economic life, it is closed or put into care and maintenance until it transitions to the next land use, such as agriculture, native ecosystem corridors, solar farms or integrated eco – precincts (Murphy et al, 2019; Holcombe, 2020) (the authors acknowledge that unplanned mine closures have left a devastating legacy of contamination, safety and cultural heritage impacts). Extracting minerals from closed or closing mines will extend mine life and, therefore, delay relinquishment and transition. In this context, innovative technologies are needed to make mining economically viable. In the first year of her doctoral research on improving stakeholder engagement in mine transitions, Lee Zhi Yi has coined the term ‘mine life extension technologies’ (MLETs) to describe a class of technological solutions that optimise extraction of resources after a mine reaches the end of its economic life. Examples of MLETs include agromining (van der Ent et al, 2015), in situ recovery (Robinson and Kuhar, 2018), and reprocessing or reuse of tailings (Gou, Zhou and Then, 2019). MLET extraction offers several benefits compared with conventional mining processes, such as waste remediation, value recovery of minerals, a smaller footprint and less environmental impacts (Sellers, Picorelli and Salmi, 2022). What requires further investigation is the consequences of MLET implementation to host communities or community perspectives towards the proposed technology and subsequent delays in transition.

Piling work for modification to the Charles Grimes Bridge in Melbourne, Australia required piles to be installed through 15 to 20 m thickness of very soft to soft silty clay overlying 10 m of stiff clays and sands in turn overlying siltstone. The presence of an old sewer founded at depth in the soft clays demanded that vibrations be kept to a minimum. Two pile type were used by Vibro-pile (Australia) to provide the client with the most economical piling price. The two pile types were CFA piles of 750mm diameter founded in the weathered rock and a full displacement concrete injected screw pile developed by Vibro-pile called the "Z" pile, founded on the rock. The development and features of the "Z" pile are briefly discussed, including the perceived applications and advantages of the pile type. On board instrumentation comprising a computer was used to monitor all aspects of the construction. The rig instrumentation provided an important quality control measure that gave confidence in the pile installed. Pile performance was proved on the cast in situ piles by dynamic load testing methods. Initially tests performed with a 120 kN drop hammer, which was not capable of mobilising the required loads. The performance was then satisfactorily proved by using a drop hammer of 20 tonne mass delivering blows drop heights of 1.5m. Low strain integrity tests on a number of piles were also used to confirm the structural integrity of the piles.

THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

I. INTRODUCTION. In presenting, this paper the writers wish to call attention first of all to the fact that the electric furnace was not developed as a competitor of the combustion furnace, but: 1. For the purpose of doing high-temperature work which it is not possible to do in the combustion furnace; and 2. For the treatment of ores from deposits which. are located in regions where fuel is scarce and costly, and where hydro-electric power is comparatively cheap, as is the case in Chili, in Canada, in certain parts of this country and Mexico.. This paper is not presented with the idea of trying to. prove that the electric furnace should replace the reverberatory or the blast furnace as used at present in the smelting of copper ores, but that it may be substituted for their in those localities which are not favorable to them,) and where either of the two following conditions may exist: (a) A district remote from railway transportation. facilities, and where there is a deposit, or deposits, containing sufficient values to warrant their being worked, but which, due to the cost of getting coke in for operating a smelter and of getting ore out to a smelter, have to remain unworked.. And where, on the other hand, there is plenty of water power which call he developed at reasonable cost for the production of electric power, by the use of which for. smelting the ores in an electric furnace, with subsequent Bessermerization if necessary, a concentrated product may be obtained, which can easily stand the necessary transportation charges. (b) Or,. comparatively speaking, the transportation facilities may be all right, but the cost of fuel be too great to permit of the ordinary methods of smelting, whereas,- on the other hand, hydro-electric power can he developed: in the district at a, low cost,, and the ores could be smelted by the electric furnace at a cost. that would make their treatment possible. With these possibilities in mind we have attempted to make a brief comparative study of the problem for the purpose of aiding those interested in the subject, in determining whether it would be possible metallurgically, and feasible commercially; to use the electric furnace-in those localities where, by reason: of excessive fuel costs, the cost, of operating the furnaces for smelting copper-ores. is either excessive or prohibitive. THE year 1935 is noteworthy for the superior legislative measures passed by several states. Sincere efforts have been made to establish equity between the various producing tracts in oil and gas fields. Outstanding legislative measures include the New Mexico law, known as Senate Bill No. 79, approved on Feb. 23; the Oklahoma law on April 22; the Texas law on April 30; and the Kansas law, which became effective July 1. Primarily designed to prevent waste, but more or less the direct out- growth of the current excess of potential oil and gas production, these statutes fall in the class of "Proration Laws."

It's not news to you that the United States is highly vulnerable to potential problems in supply of critical and strategic metals, and that these metals - chromium, for example - are employed in important bearing alloys. It's also not news to you that there is a significant challenge to improve durability and life of bearing systems which contribute to conservation as well as productivity. The objectives of this workshop are to identify available technologies and opportunities for new technologies in conservation, substitution, and displacement of critical and strategic metals in bearing systems. These considerations are among the most viable options for reducing vulnerability to a cutoff of chromium and other critical metals and action should be taken to identify and develop those technologies now rather than after a crisis is upon us.

Some of the problems associated with drill core evaluation of alluvial tin deposits and correlation with plant-scale recovery are discussed. Panning churn-drill cores on site tends to undervalue such deposits because of failure to recover completely all the available liberated cassiterite, and secondary gravity processing may also fail to give an accurate determination of potentially recoverable tin. However, by using a combination of heavy liquid separations, x-ray fluorescence analysis for Sn, and normal methods of reflected and transmitted polarized light microscopy, a quantitative assessment of alluvial material can be carried- out. The information obtained may include the liberation characteristics and distribution with size of the cassiterite, the nature and quantities of the various gangue minerals, and the amount of potentially recoverable cassiterite in the material as compared with the amount locked with light gangue minerals and hence difficult or impossible to recover. In addition, an analysis of the efficiencies of the various gravity processes, such as panning, jigging, and tabling, used to determine "recoverable tin" in the alluvial material, can be carried out. A detailed example is given of this type of investigation, in which an assessment was made of a churn-drill core from Uncia, Bolivia.

O presente trabalho tem como objetivo investigar a influência da adição de carvão vegetal e do seu tamanho de partícula na reatividade do coque. Para isso, um carvão vegetal de eucalipto foi adicionado a um carvão médio volátil americano em três teores (3%, 5% e 8%) e em duas faixas granulométricas distintas (abaixo de 1 mm e entre 3 mm e 4 mm). O carvão individual e as misturas de carvão/carvão vegetal foram carbonizados em um forno de escala laboratorial (1 kg). A reatividade dos coques produzidos e do coque de referência foi avaliada e comparada usando análise termogravimétrica. Também foram realizadas análises morfológicas através de microscópio óptico e eletrônico, usando amostras antes e após os ensaios termogravimétricos. Baseado nos resultados, a influência da introdução de carvão vegetal na reatividade do coque foi analisada e discutida neste trabalho.

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner's signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

The U.S. Bureau of Mines inventoried Federal mineral lands in Idaho and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal restrictions and agencies' management practices. The Bureau also identified known mineral deposit areas (KMDAs) and areas conducive to oil, gas, and geothermal resources. This information is shown on maps (developed in part by geographic information system technology) that spatially compare the availability for mineral entry of Federal land with these KMDAs to demonstrate the extent and severity of restrictions on mineral entry. Idaho contains 53.1 million acres, 35.7 million (67%) of which is Federal mineral land. About 7 million acres of this land is within KMDAs that host medium-to high-value locatable mineral deposits; 36% of this land is available, 27% is slightly to moderately restricted, and 37% is severely restricted or unavailable. For the leasable minerals, about 1.8 million acres are within KMDAs that host medium-to high-value phosphate deposits, about 5.4 million acres are favorable for oil and gas resources, and 3.9 million acres for geothermal resources. The percentages of land availability are 30%, 45%, and 25% for the phosphate acreage, 38%, 34%, and 28% for the oil and gas acreage, and 43%, 30%, and 27% for the geothermal acreage.
