La disponibilidad de energía eléctrica permitirá la explotación de recursos acuíferos subterráneos, los cuales serían complementados por una permanente dotación de agua fresca para la agricultura e industria. Por tanto, la instalación de plantas nucleares de tipo dual para la generación de energía eléctrica y la producción de agua fresca del mar, tiene por lo tanto un objetivo eminentemente social y económico ya que se relaciona íntimamente con la energía, la tierra y el agua que constituyen la base del desarrollo económico de la Nación.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

It is a quite challenging objective to aim at covering in one paper the most recent evolution in piling and deep foundations technologies. This report has to be understood within the limits of the session 2b. It will therefore concentrate on the technological evolution of deep foundation techniques, addressing design issues only when directly related to execution aspects. For the same reason, it will not address the related codes, as a separate session of this conference is specifically dedicated to this topic. Monitoring and deep excavations being covered in other sessions, they will only be addressed when clearly relevant. We will try to show, from a practical viewpoint what are the main changes and the most exciting or critical issues over the last years, as they appear from the topics addressed in the literature or in the papers published in this session of the conference. As the paper mostly intends to explain trends and critical topics, it cannot be exhaustive, neither can it give the full description of the case studies. The author invites the reader to read the full papers, for a more complete description. We have divided our report in three main topics: Piling, soil improvement and treatment and retaining walls. Anchors and tie-backs will not be treated, neither tunneling.

This paper presents the near-field rock damage owing to production blasting in limestone quarry in the western region of Japan. The study's purpose is to learn the mechanism of crack development due to blast vibration. In this study, blast vibration's magnitude was expressed with peak particle velocity (PPV) which was obtained based on seismographs recorded database. In attempt to pursue a research's purpose of this study, there were two considerable interests: near-field blast vibration propagation and prediction, and crack observed and prediction. Furthermore, with regards to considerable interest of the study, there were three essential aspects which were challenged, such as: monitoring and interpretation of seismic wave propagation in a rock mass near large explosive charge of production blast scale, measurement of blast rock damage in adjacent to blasthole, and determine critical value of PPV which may produce significant rock damage. In order to determine precision critical PPV, understanding correlation between rock damage with vibration level is firstly important to be done. This paper also discusses how to measure, detect and quantify near-field blast vibration and blast rock damage in adjacent to blasthole.

The Bureau of Mines determined the costs associated with the production of chromium, in the form of chromite and high-carbon ferrochomium, from the demonstated resources of 10 market economy nations. The analyses evaluated the relative geologic and economic position of these chromite resources contained within 80 producing or potential mining operations. This report presents cost evaluations of a demonstrated resource of chromite, contained within the nations studied, of appoximately 1.2 billion metric tons (t). Of this total, 70 pct is contained within the southern African nations of Zimbabwe and the Republic of South Africa. The majority of current chromium mining and smelting capacity is contained within these two countries as well. India and the Philippines have recently demonstrated greatly increased chromite resources and hold the most promise for expanding both chomite and ferrochromium production outside southern Africa. Their demonstrated resources represent approximately 7 and 16 pet, respectively, of the cost evaluated total tonnage. Chromite resources, on an identified or hypothetical basis worldwide, are highly concentrated within Zimbabwe and South Africa, with these two nations containing in excess of 95 pet of the total. Given the present market structure, a majority of chromium contained within the demonstrated chromite resources of the nations studied is economically recoverable; but from a long-term resource and economic perspective, South Africa should inceasingly dominate the markets for both chromite and high-carbon ferrochromium. In addition, it is anticipated that an increasing percentage of chromium traded on the world market in the future will be in the form of high-carbon ferrochromium as opposed to chromite, as this additional processing stage continues to relocate from the industrial nations that account for a majority of chromium consumption to those nations that mine chromite.

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. Informal gold mining operations in the Amazon emit about 100 tonnes of mercury annually because of poor amalgamation practice. Lack of information and the complexity of mercury transformations hinder effective action to prevent such pollution and/or monitor its extent. In the past, mathematical equations have been formulated to deal with the correlation of natural variables and mercury in biota but often, the error range is too great to provide useful models. Projection of physico-chemical variations in an environment subjected to mercury emissions onto the extent of bioaccumulation is fraught with many uncertainties and unknowns such as internal correlations between variables and the site-specific nature of biota contamination. Often assumptions about closed systems are invalid when applied to natural environments. This work presents a heuristic approach to this problem in which amalgamation methods and natural variables are dealt with using an IF-THEN rule-based system that concludes about levels of emission and risk of bioaccumulation. The system is able to handle uncertain or vague data and yet still provide useful output. Belief in mercury oxidation or dangerous conditions are examined using Fuzzy Logic techniques and Inference Equations. These belief levels are derived from thermodynamic equilibrium data together with field observations of natural variables. This procedure can reduce the need for sophisticated analytical equipment and can provide information and diagnosis to non-technical people.

Acid production or acid drainage is a major environmental issue that also has negative implications on the aquifer system surrounding the mine tailings area. The approach to controlling acid mine drainage involves physical and geochemical characterization that affect acid production. The material permeability determines the availability of oxygen, which is paramount in acid production in coal rejects, and varies with depth. In this paper the author presents the variation in oxidized pyrite/acid production with depth in black coal mine washery wastes. Chemical kinetic parameters and the diffusive parameters have been used to obtain the variation in oxygen content and the oxidized pyrite content with respect to the depth and time. Its dependence on porosity and moisture content is illustrated.

The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. El presente texto señala la importancia del programa de seguridad industrial -en tanto representa la responsabilidad de la gerencia y complementa el interés y seguridad del trabajador-. El planeamiento de responsabilidad depende de cómo se desarrollen las operaciones de orden, limpieza, trabajos bien realizados, ausencia de accidentes y la eliminación de sufrimiento y perjuicio económico a la familia del trabajador. De otro lado, el cumplimiento de las normas de seguridad son bases complementarias de un programa moderno de seguridad, el cual es preparado por nuestra Sección de Seguridad Industrial, que forma parte del Departamento de Relaciones Industriales. Cabe mencionar que para desarrollar un exitoso programa de seguridad en la empresa, es necesario revisar siete elementos básicos que sirven de guia para la elaboración de un programa de actividades en un año cualquiera. Así como el desarrollo de la conciencia de seguridad, el entrenamiento, repetición, corrección son elementos que ayudan a controlar y reducir los accidentes de trabajo, como la voluntad y deseo de trabajar de los trabajadores.

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... But to fill dry a receptacle of known volume with calcines, as described by Mr. Norwood, gives the following apparentspecific gravities:

A composite iron ore-reductant pellet is a mixture of fine iron ore and fines of coal/char/coke, bonded at essentially room temperature with sufficient green strength for subsequent handling. In ironmaking, these pellets offer the advantage of fast reduction, utilisation of fines, non-coking coal and coke breeze. The composite pellet-based alternative ironmaking processes constitute a promising route for ironmaking in future. The present paper is a brief review of kinetics and mechanism of reduction of iron oxides into iron and other associated reactions, when these pellets are heated to high temperature. It would draw significantly from investigations conducted by the author and his co-workers.

Marble deposits of dolomitic variety are available in large quantities in India and for extracting these deposits diamond wire saw cutting machine is mainly used. Cutting performance of the diamond wire saw machine depends on rock parameters, machine parameters and operational parameters. Rock parameters related to physico-mechanical properties, such as, compressive strength, tensile strength, shear strength, modulus of elasticity and abrasion resistance of marble play role in determining cutting rate and beads wear rate. Thus, this study was undertaken to determine the relationship between different physico-mechanical properties and cutting performance. This work also aimed at enhancing the cutting performance of diamond wire saw in dolomitic marble deposit. Study was conducted in the field at three different zones having deposit of soft, medium hard and hard dolomitic marble. During the study, cutting rates and wearing of diamond beads were recorded in the field. Physico-mechanical properties were determined in the laboratory. The results obtained were subsequently evaluated by using statistical analysis. Study revealed that these properties of marble play a significant role in the performance of diamond wire saw machine. Predictive equations for the wearing of diamond beads and cutting rate were developed based on regression models. Results of this study will be of ample use for operators of wire saw to achieve maximum cutting performance and for manufacturers in designing the diamond beads.

It is with great pleasure that we announce the availability of this fourth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment. On behalf of the members and leaders of the IPMI, we hope you will find value in this new publication.

Experimental results are presented that test the hypothesis that the descaling behaviour of stainless steel slabs following reheating is controlled by interfacial roughening at the scale-steel interface. In this investigation, two stainless steels were considered: type 304 (austenitic, with 18% Cr and 8% Ni) and type 412 (ferritic/martensitic, with 11.6% Cr). It was found that the entanglement that arises at the scale-steel interface was in fact effective in maintaining scale-steel adhesion, under the mechanical descaling conditions used. In the case of type 304, descaling proceeded by fracture along chromite layers, which formed (by internal oxidation) on the austenite grain boundaries; for this steel, the extent of descaling depends most strongly on austenite grain structure, and not primarily on the conditions in the reheating furnace. In contrast, type 412 samples descaled only at the edge of the entangled zone, and showed a greater sensitivity to the reheating conditions; specifically, higher free oxygen in the reheating gas and longer reheating times were found to increase the residual scale thickness. "A study has been done of the scale-up of laboratory bench-scale flotation to continuous plant circuit performance. It was found that the impellor speed and the air flow rate influenced the results and in this case extreme values of these operating variables were required in order to reproduce the plant rougher results in the laboratory. Despite the experimental uncertainty introduced by these extreme values, it was demonstrated that the plant performance could be predicted and experimentally reproduced with bench-scale tests.IntroductionThe mineral processing industry relies heavily on batch flotation testwork to design flowsheets, evaluate reagent s and compare various types of ore. The batch tests are generally regarded as being directly comparable within themselves, but quite often they relate poorly or not at all to continuous circuits. Obviously this dilemma generates considerable uncertainty with wide-ranging ramifications. One of the manifestations of this unfortunate situation is the commonly expressed opinion that ""it may work that way in the laboratory, but it will never work that way in the plant"".In a previous publication, a method was described whereby the results of batch bench-scale tests could be used to simulate a locked cycle flotation test series. The work to be described here is a continuation of that investigation with an extension to the simulation of an actual plant circuit. It would have been preferable to progress from laboratory batch data to a continuous pilot plant and then finally to a full-scale plant operation. However, because that possibility did not present itself, an attempt will be made to show that the performance of an existing plant circuit can be successfully simulated from batch data. The success of the procedure can be judged by the agreement among the plant results, a locked cycle test and the predicted results based on batch tests."

This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau's surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.
