Highwall mining is an important surface coal mining method, and it may account for approximately 4% of total U.S. coal production. Highwall stability is the major ground control related safety concern. Ground control plans for highwall mining should specify hole width, web pillar width, barrier pillar width and number of holes between barriers. This paper offers simple design charts for these parameters aimed at providing “ball park” checks. Web pillars containing pre-existing auger holes are analyzed and a design chart for estimating their minimum width is also presented. Finally, close proximity multiple seam highwall mining, which may have caused several serious highwall failures, is analyzed. Web and barrier pillar recommendations for this special situation are presented.

The research described in the paper was aimed at providing standardized information of cases of failed and intact coal pillars in the form of databases to researchers. It also offered the opportunity to take stock of the pillar stability situation in coalmining and to review the impact of the application of the safety factor formula for pillar design. It was found that the physical parameters of coalmining have not changed substantially over the last four decades. However, changes in the controllable parameters like pillar width, pillar width-to-height ratio and percentage extraction have all moved toward the more conservative side. Scrutiny of the database indicates that of all the failures recorded, only 23 occurred in panels that were mined after 1969, when one can assume that the safety factor formula was fully applied. If the pre-1969 practices had been continued, at least 144 collapses would have been expected. There has thus been a substantial reduction of pillar collapse cases, justifying the cost paid for the formula, which has shown to be in the region of 600 million tons of coal. It is evident that that are distinct differences in the natures of the failures among different coalfields. This justifies the attempts to derive seam or coal field specific strength formulae and is a topic that should be pursued.

Some major mineral deposits in northern Australia are found in preconsolidation slump disturbances in the sediments.In the retransported marine sediments at Tennant Creek, breccia beds and disturbances are found which have localized later mineral deposits such as the Peko copper orebody. These disturbances are thought to result from slumping, turbidity flow and various types of "semi-fluidized" subaqueous slides intermediate between slumps and turbidity currents.Movements are found to ~ause widespread disturbances in the sediments such that subsequent mineralization can spread through a large volume of rock giving rise to orebodies greater than those localized by tectonic structures.A similarity is noted between the sedimentary disturbances at Tennant. Creek and those at Mount Isa and Mary Kathleerr. Due to population growth and rapid urbanization in Turkey, the need for the construction of residential units, transportation and infrastructure facilities has become increasingly more pressing. Since rock units encountered in the surface and underground in the construction of the subway, infrastructure and housing facilities, it is a necessity to use blast excavation methods. In recent years, large housing construction projects have been carried out especially in Turkish metropolitan areas, involving foundation excavations giving rise to great amounts of earthmoving. Since rock units encountered during foundation excavations are usually hard and solid, excavation with conventional machinery proves to be inadequate and unproductive, hence the necessity for the application of blasting technology.

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

"In mechanized mining, poor equipment efficiency (availability, utilization, productivity, and quality) can endanger the success of the operation. This case study will show how an initiative to improve equipment performance developed into a comprehensive turnaround plan for the mine that placed it in the forefront of performance achievement.As part of a company-wide review process, poor overall equipment effectiveness (OEE) was identified as a major reason for the mine not achieving its targets. A project to improve the OEE identified eight improvement areas (elements) that contributed significantly to the poor performances. Measurement metrics were determined for these elements, followed by determination of baseline and target (improved) key performance indicators (KPIs). Cost savings associated with the improved efficiencies were calculated and tracked throughout the project. The mine team determined the specific actions required to achieve the target KPI in each element. These were individually developed and managed like mini-projectswith allocated responsibilities for delivery. The paper will indicate how this OEE improvement initiative triggered an improvement in almost all sections of the mine. Soon after launch, the initiative gathered momentum as the KPIs starting to improve. A visible tracking system exists at the mine and each employee can see the improvements and feel the success. The original eight elements were extended by five more, and the mini-projects grew as participants saw the success of the initiative.This paper concludes that through management and worker involvement, visible measurement and controls, and carefully chosen improvement elements, the mine was turned around. It is now achieving and exceeding its targets, and employee relations and motivation as well as safety have improved considerably. All of these achievements are reflected in the bottom line."

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. The Washington Suburban Sanitary Commission (WSSC) has recently completed design for the Bi-County Water Tunnel Project. The project will include a 10-foot diameter, 5.3-mile long hard rock tunnel located within the Piedmont Physiographic Province in Montgomery County, Maryland. The rock formations present along the alignment are comprised of igneous and metamorphic lithologies. This paper presents the steps taken to characterize the complex geology along the tunnel alignment into a single ?Engineering Unit? based upon the intact rock and rock mass properties. The Rock Mass Rating (RMR) system is planned to be used as the basis for dividing the ground into three ?Excavation and Support? classes. This RMR approach was selected to establish contractual baselines as presented in the Geotechnical Baseline Report (GBR) and is intended to facilitate management of the ground support characterization during construction.

IRUP is an iron-rich ultramafic pegmatite rock that formed due to hot ironrich fluids and gases replacing local stratigraphic zones of the Bushveld Complex. This study focuses on the estimation of the probability of IRUP occurrence on the Merensky Reef at the Marikana Karee Mine. A 2.15 million centare IRUP-rich domain at the Karee Mine was initially defined from the interpretation of a surface aeromagnetic anomaly, and exposures in the mine workings. Surface boreholes (spaced 250-500 m apart) within this IRUP domain contain approximately equal numbers of IRUP-replaced and IRUP-free intersections. Owing to the uncertainty in the continuity of the IRUP alteration (a result of the wide borehole spacing), the risk associated with the development of mining infrastructure within this domain is unquantifiable. Semi-quantitative data comprising visual estimates of IRUP replacement from reef development mapping data and surface borehole reef intersections was interpolated into blocks using indicator kriging estimation. Comparative analyses of the estimate of IRUP occurrences were made by changing the block size and declustering the data systematically. Reconciliations of the probability of IRUP predicted from the block models derived from the different data-sets and sequential indicator simulation models were analysed for four mining study blocks. A quantitative approach to modelling the occurrence of IRUP can be an additional tool for refining the estimate of the geological losses that inform the mine plan in such high-risk zones.

This paper deals with a complementary soil investigation which being part of the contract helped understand the behavior of a softened clay and adjusted the design of a retaining structure accordingly. The investigated softened clay proved to have lost its original strength but had maintained some characteristics of its stress history and in particular high horizontal stress. Pressuremeter tests and flat dilatometer tests were of interest to estimate the at rest earth pressure. A design consisting of a T-shaped slurry wall in conjunction with transverse walls was the most effective solution to cope with high active pressures and low passive pressures.

Hydrocyclones are a common feature in almost all mining operations in the world, serving mainly as classifiers. Some of their advantages include low capital costs, low space requirements and their ability to reduce residence time in closed circuit grinding processes. Although an extensive body of literature exists for hydrocyclones, these devices are still inherently inefficient, and more research is currently being undertaken, particularly in the field of modelling. In the vast body of hydrocyclone literature published so far, there has been little or no effort devoted to analysing the effect of the cone force ratio on the performance of hydrocyclones. The cone force ratio is defined as the ratio of the spigot to the vortex finder diameter (Shah, 2005). In this study a total of 44 tests was carried out in a custom-built rig at the University of Cape Town. These tests were aimed at evaluating the effect of the cone force ratio on the performance of as mall diameter hydrocyclone. The cut size and water split were used as the criterion for evaluating the performance of the hydrocyclone. Results from the tests showed that the cut size decreased with an increase in the cone force ratio. The cut size also appeared to decrease as the calculated locus of zero vertical velocity (LZVV) shifted inwards. The water recovery to the underflow appeared to increase with an increase in the cone force ratio. The effect on the cut size of adjusting the cone force ratio was found to be higher for a coarser feed than it was for a finer feed.

A practical core-based method for estimating in situ stress was tested using 360° measurements of rock core diameter in a laboratory setting. In several mining districts across West Virginia, rock cores were recovered from exploration core holes and oriented using an acoustic televiewer (ATV) summary log. Measurements of diametral variation were performed at 0.1-foot depth intervals using a benchtop device comprised of a pair of diametrically opposed contact digital indicator gauges working in tandem. The diametral profiles were evaluated to determine strain direction and strain magnitude. Stress magnitudes were calculated when values for Young’s modulus, and Poisson’s ratio were available. Stress direction results are compared to other stress determination methods, including downhole overcores, drilling-induced fractures, and borehole breakouts. The testing and analytical methods used are similar to the diametrical core deformation analysis (DCDA) method (Ito, Funato, and Shono, 2012), but with a number of important improvements.

SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. An examination of 60 mines, 11 illumination hardware manufacturers, and Q mobile face-equipment manufacturers was conducted to determine the state of the art of mine-illumination hardware, define lighting system installation and maintenance problems, and assess personnel acceptance of lighting. Longwall and mobile face-machine illumination were studied. Major problems on room and pillar installations include damage of exposed components, electrical failures, and reduced lamp life, with extreme variability in the degree of these problems. Most longwall systems had low or moderate maintenance requirements, cable damage being the most significant problem. Most mobile face-equipment operators liked their machines' lighting systems, but many complained of glare and other problems. Longwall lighting was unanimously accepted by face personnel, and most complaints were minor. Based on the survey, general installation and maintenance guidelines have been established, addressing hardware design aspects, approaches proved effective to minimize problems, and improper practices noted which are detrimental to effective lighting.
