The Ispat Mexicana SA de CV (IMEXSA) pelletising plant is located at Lazaro Cardenas on the west coast of Mexico. It is the primary source of feed stock for the adjacent direct reduction (DR) plants and steelmaking facilities. The initial design of the pellet plant began in 1981 for 3 Mtpa of DR grade pellets using local concentrate received by pipeline.' Several construction delays, an ownership change, and a decision to use imported concentrates delivered in 60 000 to 90 000 tonnes ship cargoes required flowsheet modifications and additions. The design concepts are described for the plant which includes concentrate regrind to final pelletising particle size.

Smelting of Cu anode slimes involves the use of a slag to hold the oxidised Cu, but some Ag is also inevitably oxidised to the slag. The solubility of Ag in sodium silicate slags at 1 100 and 1 150 degrees C has now been determined over a very wide range of oxygen partial pressures. Silver was found to be present in the slags both as neutral atoms and as AgO(0.5). The activity coefficient for atomic Ag was a very strong function of slag composition and temperature, whereas that for AgO(0.5) was much less affected by slag composition and was almost independent of temperature over the limited range examined. The results reveal that the dissolved Ag cannot be fully recovered by reduction of the slag with very reducing gases

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. Variations in water percolation rates through saturated cohesionless hydraulic backfill (mill tailings) have been studied in relation to the many physical aspects of the system to determine the most important factors in causing these variations. A multivariable least-squares regression analysis of 135 separate tests shows that a reliable estimate of the water percolation rate through typical hydraulic backfill can be made if the bulk density (unit weight), specific gravity, and grain-size distribution are known or can be estimated. Equations for predicting percolation rate, coefficient of permeability, and seepage velocity are developed both for the range of data analyzed and for extrapolation. The prediction equations for use within the range of data studied are quite accurate, while the ones developed for extrapolation are less accurate but still give reasonable approximations of flow rates. The equations given are valid for cohesionless materials that are free of clays and micas, exemplified by classified mill tailings. The equation developed for predicting percolation rates is as follows: 1nP20 = 11.39147 + 2.853422 1n(VR X D10) + 0.1747436 VR X Cu -178.8039 D10 X D50 + 311.7034 (DSO )3, (1) where P20 = percolation rate, inches per hour at 20° C; correction factors for other temperatures are given in the text, VR = void ratio, dimensionless, D10 = effective size (diameter in millimeters of the 10-percent-finer grain size), Cu = coefficient of uniformity (ratio of the diameter of the 60-percent-finer grain size over D10), D50 = average size (diameter in millimeters of the 50-percent-finer grain size), and In = natural logarithm (log to the base e). The prediction equation for percolation rate is rather complicated, so for practical use a nomograph that simplifies the solution of the prediction equation was developed.

During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. Profits in the crushed-stone industry, as in any other, represent the difference between selling price and production cost. When consumer demand increases rapidly, as occurred in the crushed-stone industry from 1918 to 1927, selling prices tend to rise. Cost of production usually rises, also, owing to the expense of expanding facilities, searching for and developing new quarries, and purchasing, installing, and operating new equipment. Frequently, also, the inattention of managements to the details of operating costs is responsible for their increase. This is not due to negligence but rather to the necessity of confining attention to the problems involved in producing material to supply orders. When market conditions change and consumer demand becomes stabilized or contracts, the producer r s attention usually is directed to assuring the orders necessary to keep his enlarged facilities busy. Hence, competition increases and soiling prices decline.

Due to elevated temperatures, excessive stresses and severed corrosion conditions, turbine engine components are subject to creep processes that limit the components life such as a turbine bucket. The failure mechanism of a turbine bucket is related primarily to creep and corrosion and secondarily to thermal fatigue. As a result, it is desirable to assess the current condition of such turbine component. By using eddy current images, it was shown that the eddy current technique could be used to monitor creep damage in a nickel base super-alloy. The eddy current results also show a significative variation in the electrical conductivity on the creep damage zone with respect to the background zone in nickel-base super-alloy samples. In addition, the absolute thermoelectric power coefficient show also a strong dependence associated with creep damage in nickel base super-alloy samples using a copper hot tip reference. The eddy current and thermoelectric power techniques seems to show promise as nondestructive evaluation tools for monitoring the level of creep damage in metallic alloys.

Cycloconverters are discussed as a proven technology for mine hoists. \IntroductionUntil rather recent technical and commercial advances in power and signal electronics, DC motors were used almost exclusively for applications requiring continuously adjustable operating speeds and torques. More recently, the significantly higher efficiency and the accordingly lower operating costs of AC motors gained importance. An effective and efficient speed control of AC motors requires the control of AC voltage and frequency. Table 1 shows typical applications of adjustable-speed AC drives.CycloconvertersOf particular interest to the mining industry are cycloconverters for hoist drives. The cycloconverter represents by far the simplest, most efficient and most economical means of converting a constant-voltage, constant-frequency supply into an adjustable-voltage, adjustable-frequency supply as required for the speed control of AC drives operating in the frequency range to half of the utility frequency.Cycloconverters feeding synchronous motors or induction motors are ideally suited for slow-speed direct-coupled drives."

Large deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the .manganese content of manganiferous iron ores in a form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports.' The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treatment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a 1/2-ton basic open hearth. This paper describes a method for estimating the density distribution in the soil cap as a function of distance from its top at the time of impact with the target. It provides an estimate of the density distribution in the soil on the center line of the soil cap at the time of target impact for a single depth of burial of the charge and two heights of target and shows that, for the heights of target and the depth of burial considered, the thickness of the soil cap first increases from the in situ value and then decreases. The distribution of soil density along the centerline of the soil cap changes significantly with distance from its original position. These results can be used for validating hydro-code computations and the soil models used in the computations.

A few of the more progressive mining companies have taken precautions to safeguard employees or man-trips. Specially constructed men-cars -have been provided with special devices or mechanisms to stop the cars on slopes, if the hoisting cable should break. Cars have been equipped with safety chains to connect and hold them together if a coupling should break. Steel frames covered with heavy wire netting have been placed over cars to reduce injuries to the riders from roof fails on slopes. A safety cable passing from the front car to a point above the cable socket on the slope hoisting cable is used frequently as a precaution in case the socket loosens o the main cable breaks at the socket. Such devices are commendable, but the percentage of man-cars and man-trips protected is relatively small - entirely too small. Man-trips that travel level haulage roads are rarely protected safety devices, and haulage roads are seldom inspected by mine officials to determine the condition of roof and ribs.

The underground industry has been forced to reconsider risk management sincethe introduction and implementation of the “Joint Code of Practice for Risk Management of Underground Works in the UK” published in 2003 and the subsequent international version published by the ‘International Tunneling Insurance Group’ (ITIG) in January 2006.What does this mean for major tunnel projects in the US and elsewhere? The discussion will highlight the implementation of the Codes to date, risk management principles embodied in the Codes and the use of risk registers as a projectmanagement tool and the management of risk.

Understanding relationships between mineralogy, texture, microstructural features, and element distribution and residence in minerals, is critical for accurate modeling of mineral weathering in waste-rock piles. The morphology of minerals and deformation structures, such as veins and faults, are important factors that control: (1) fluid access to the mineral surface to initiate dissolution, (2) the distribution of trace elements, and (3) formation of secondary minerals. We characterized the mineralogy, textures, and chemical properties of waste-rock material at three sites at scales ranging from outcrop to micrometer scale. A comprehensive hand-sample to thin-section scale methodology utilizing light microscopy, scanning electron microscopy, electron microprobe, and laser ablation ICP-MS was used to thoroughly characterize the waste-rock material.

The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

The Bureau of Mines designed and constructed a series of calibration models for geophysical borehole logging. A nominal hole diameter of 3 inches was selected as representative of typical core holes drilled for mining and engineering purposes, although additional hole diameters of 2, 5, and 8 inches are provided in one of the models for determination of empirical correction factors for variations in hole diameter. The physical properties of the models were determined by laboratory analyses of drill core samples and evaluated statistically for reliability. This report outlines the location of the models, elements of design and construction, and results of the laboratory tests. The models are available at the Denver Federal Center, Denver, Colo., for use by Government agencies and private industry to calibrate logging equipment for measurements of density, sonic velocity, magnetic susceptibility, and electrical resistivity.

Reduced access to knowledgeable workers is creating challenges for operations. We are doing more 4D Operations - dirty, dull, dangerous, and distant. Personnel costs in these environments are high, and it is not always possible to get the people where you need them. Integrated Operations is a strategy to integrate people, process, and technology for faster and better decision making. Adopting an integrated operations approach can help to relocate personnel, improve collaboration, and align objectives to deliver reduced costs and improved performance. In this paper, the authors will highlight the required infrastructure to enable an Integrated Operations platform. Key decision points for enabling this technology for both Greenfield projects and existing mines will be discussed. Furthermore, the benefits and improved return on investment that result from deployment of an Integrated Operations strategy will be presented.

President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

Laboratory test results are presented for the determination of elastic modulus made with the NX borehole jack. Determinations were made in massive pieces of aluminum so as to satisfy conditions of linear elasticity, homogeneity, and isotropy. Results indicate a large discrepancy (approximately 200 percent) betwen material modulus as determined by laboratory block-loading tests and that indicated by the jack under relatively ideal circumstances. Effects due to interface friction, finite block size, incomplete plate-bore contact, and other factors were examined and found not to be significant. Finite element results indicate that assumed loading conditions for the jack differ from those actually occurring, at least in materials of high elastic modulus (approximately 10 million psi), such as quartzite.
