Marble has been recognized as a valuable natural resource ever since ancient times. Due to its peculiar aesthetic and technical characteristics as well as the lithotype uniqueness, it has widely been appreciated over the past centuries. In present times its production and demand are enjoying an increasing trend, with comparatively high market prices. All this considered, marble can be included among these natural resources whose exploitation provided, and still provides, an important contribution to the growth of the economic system. Nevertheless, there is at least one more important reason that makes marble a valued resource. For ages, marble represented one of the most important raw materials for sculpture sand architectural masterpieces, which constitute part of the cultural heritage of mankind. With this in mind, the value of marble is strictly related to its extraordinary capability to preserve cultural heritage and therefore to convey civilization from past to future generations. In other words, the role of marble should be recognized as being of the utmost importance in order to attain an overall objective of ?cultural sustainability?, that is, the assurance of the inter-generational flow of the cultural heritage capital. To achieve this sustainability goal, the priorities should be to protect and preserve the world?s artistic and architectural historical heritage, which require restoration works. In this field, a very il task is entrusted to the extractive industry: this industry, in cooperation with historians, art experts and public authorities, is in charge of detecting and supplying historical stones for restoration purposes, taking into consideration that, in order to restore a monument in a correct way, the same lithotypes the monument was made from are needed. These marbles are often no longer in production, so that it becomes necessary to find the location of the original quarries, as only there is it possible to extract even the small quantities of stones that are needed. In this case, the stone, located in its geological context, could have such valued characteristics as to be considered an important public asset and consequently a resource to be preserved and protected even beyond the market conditions. This important task should be carried out by the public administration through a targeted intervention of territorial planning and monitoring, which could include the support for the specific extractive activity.

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. ng of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. Gravity sedimentation is one of the most widely used unit operations in mineral processing and hydrometallurgy. Properly selected and operated sedimentation equipment can provide probably the most economical means of concentrating solids or clarifying solutions. Because of the variety of different approaches possible, including the use of modern flocculants, it is easy to overlook the optimum approach in selecting equipment. The different types of sedimentation systems that can be used in the minerals field and the sizing methods that are currently employed will be discussed here. Sedimentation applications usually fall into two areas, clarification or thickening. While the two operations are basically similar, the difference in emphasis (a well-clarified overflow as opposed to a highly concentrated underflow) results in significant differences in testing, equipment design, and operation. Clarifiers may be merely simple settling vessels with no special features, other than ample volume to provide the detention time needed for suspended solids to settle out of the feed slurry. Or, they can be designed to employ elaborate solids-contact techniques utilizing coagulants or flocculants to achieve more rapid clarification through the growth of particle agglomerates. Thickeners also are available in a wide variety of designs, with the main differences concentrated in the design of the raking mechanism. Thickeners operating in series (continuous countercurrent decantation or CCD) are used to recover valuable solution or purify the insoluble solids. Tray thickeners are used for recovering fine particulate solids such as alumina seed, but in other applications have been supplanted largely by unit thickeners or inclined plate units. Thickeners and clarifiers sometimes are used for storage of either solids or overflow liquor, or employed as precipitating reactors, such as in desilication applications. The use of flocculants and coagulants is much more common in modern processing plants, primarily due to the reduction in capital costs rendered possible through the use of these reagents. The terms flocculant and coagulant are often used interchangeably; generally, it is understood that flocculants refer to organic, high molecular weight synthetic or natural polymers which are useful in flocculating most suspended solids, but generally are ineffective on colloidal suspensions. Coagulants refer to chemicals such as those commonly used in water treatment, alum, ferric salts, lime, etc., which are usually far more effective on colloidal solids but cannot achieve the degree of agglomeration that is possible with the polymers. In some cases, both coagulants and flocculants are used in order to achieve optimum results.

Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

Research was conducted at a western coal mine on a wide variety of underground mining vehicles to develop testing procedures for portable instrumentation monitoring of tailpipe concentrations of diesel particulate matter (DPM), carbon dioxide (CO2) carbon monoxide (CO) and nitric oxide (NO). DPM was measured using the Emissions Measurement Appa¬ratus (EMA) developed by Michigan Technological University (MTU), and an ECOM-KL five-gas analyzer was used to measure gaseous tailpipe concentrations. Baseline concentrations of the tailpipe pollutants were measured using vehicle systems to load the engine. Concentrations before and after the water scrubber were measured and water scrubber efficiencies were estimated by calculation. Field measurement procedures were established. Heavy-duty vehicles with automatic transmissions were loaded using the torque converter to stall the engine. Consistent engine loading for light-duty vehicles with manual transmissions involved placing the transmission in neutral and adjusting the throttle to maintain a constant engine speed of 2,500 rpm. Tailpipe CO2 concentrations for Caterpillar 3306 and 3304 engines were compared to laboratory CO2 data from Caterpillar and MSHA to help determine if engine settings were correctly adjusted for operation at high altitudes. (Perfect agreement between the mine vehicle tailpipe and laboratory measurements would not be expected because of the differences in the test conditions.) DPM concentrations for light-duty vehicles ranged from about 20 to 160 mg/m3, and one light-duty vehicle averaged near 1,000 mg/m3. DPM concentrations for heavy-duty vehicles ranged from about 55 to 200 mg/m3. Widely ranging DPM concentrations for a particular vehicle type reflect the state of maintenance, fuel rate settings and different engine loading procedures as well as differences between samples collected upstream and downstream of the waterscrubber. The calculated DPM removal efficiencies due to the water scrubber varied considerably between vehicles, ranging from 13% to 51%. Calculations indicate that, under worst-case conditions, very large reductions in DPM may be required to meet the proposed DPM PEL of 0.15 mg/m3, even on vehicles with water scrubbers. In-mine ambient air studies, which are needed to actually measure the impact of the tailpipe concentrations on the work environment and the effect of mine ventilation on the dilution of DPM were not done in this first set of tests.

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). During several years of operation in Europe, South Africa and other locations, the Tri-Flo process has demonstrated substantial improvements in dense-medium dynamic-separation systems. The reasons for this improvement are: • a high-sharpness separation due to the multistage system and the application of new concepts in the design of the regeneration circuit and in the control of the medium Theology, and • the possibility of performing two cuts at different densities using a single separation device and a single regeneration circuit. This paper discusses the above points in detail with particular reference to the multistage technology (based on the circuit analysis theory) and to the control of the medium rheology (based on recent work in the modeling and simulation of the rheological behavior of dense suspensions). Concerning the multidensity separation, information is given on the new three-stage separator where the high-density separation is performed by the first stage and the low-density separation is performed by the second and third stages. This configuration (already realized in two operating plants) was selected because no particular sharpness was required at the high-density separation, while high sharpness was required at the low-density separation. However, the configuration can be inverted or a fourth stage can be added (at very low additional cost) to provide two stages for each separating density. The importance of achieving a high sharpness separation is related to minerals (industrial minerals in particular) where the density difference of the phases to be separated is very low (as in processing of lithium ores, feldspar- and others). Information is provided on plants operating in South Africa and Canada, for the beneficiation of lithium minerals and on a plant under construction in Italy for the beneficiation of feldspar. Finally, the importance of making the separation at two densities is emphasized with particular reference to coal; i.e., producing a low-ash premium coal and recovering, in the middling, a by-product without losing heating value. Also, very important for some minerals is the production of a high-grade concentrate (at the first stage) suitable for sending directly to metallurgy (e.g., chromite ores) and the production of a low-grade concentrate that can be further treated. In this way, a higher overall recovery of the valuable mineral can be achieved, and, at the same time, a reduction of the treatment costs can be obtained. All of the above applications were once considered impossible.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

Traditional methods of creating a water tight shaft liner involve the use of segmented or welded steel. When shafts are located in ground that exhibits extremely difficult conditions of high water inflow and hydraulic pressure, composite liners are often combined with ground freezing during construction. The authors were searching for a cost effective and more flexible solution to hydrostatic liners design than the traditional concrete/steel composite design used so far. Searching through new technologies developed for tunneling applications, sprayed on membranes systems seemed very promising but were not developed for the specific circumstances encountered in shaft sinking applications where ground freezing is involved. Even though freezing is a very effective technique, it creates adverse temperature conditions for the application of spray on membranes. In addition, application and hydrating cure times for those membranes products ranged between six to twenty-four hours under ideal conditions (usually temperatures well above freezing point), which eliminated them from consideration in a shaft sinking cycle. While researching different spray on membrane materials, it was discovered that Stirling Lloyd Polychem Ltd. has developed and proven a different membrane material for waterproofing liners in different tunneling applications. The characteristics of the membrane exceeds the pressure parameters encountered in frozen shaft sinking operations, and the chemical cure times were reduced to one hour per layer which worked well into the shaft sinking cycle times. More over their system included a quality control procedure that allowed insuring integrity of the membrane at application time, a very desirable feature for shaft liner construction. However, the frozen rock surface still presented an unknown in the cure time and stability equation. As all membrane products a shotcrete substrate is usually required prior to application. The hypothesis used by the author was to use this shotcrete layer, not only as a substrate, but also as a thermal insulation against the frozen rock and the membrane during both application and curing time. The authors knew from experience that shotcrete could be applied successfully over frozen rock. But the shotcrete temperature curve over time was unknown and no information were found in the available literature. Testing was required to determine whether a suitable mix of shotcrete could be applied to the frozen shaft wall to provide enough heat of hydration for a suitable period of time to create conditions suitable for membrane application and curing.

To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.

Cyanide is one of the most used reagents in the precious metal extraction process; as well as the most efficient from the point of view of the dissolution process; but it is also a toxic product that requires a lot of care in handling. Likewise, the residual solutions of the process must be followed because they can be a risk of contamination of water, animals and human health. In the artisanal processes of obtaining gold and silver, neutralization of the residual solutions is used to passivate the present cyanide. During this process ammonium cyanate is formed which decomposes rapidly in the presence of air and sunlight in carbon dioxide and ammonia gas, contributing to the greenhouse effect. In this work the use of the ammonium cyanate obtained in the process of neutralization of the cyanide solutions as a reagent to obtain urea is proposed. Urea was obtained indirectly through the use of the reagent kit UREA/BUN-COLOR. The process is effective at pH ≤ 4.5 with a rapid increase in solution temperature, and addition of hydrogen peroxide. The urea crystals begin to form at 50°C. The cyanide / urea ratio obtained was 1 / 7.5 INTRODUCTION In the processes of extractive gold metallurgy, the use of cyanide leaching is perhaps the most widely used method worldwide; by the ease of operation, its low cost and high levels of precious metal recovery. However, neutralization, in most processing plants, is not done properly, and leftovers of solution with free cyanide are dumped in concentrations harmful to the environment, in particular animals and humans. Cyanide can enter surface water through releases from industries using cyanides. Due to its high toxicity, the presence of cyanide in water is a matter of great concern (Jawale et al., 2017). The pollution generated by the effluents from the leaching of gold ores is one of the main obstacles of social opposition presented by mining activity due to the impact of both surface and groundwater. During the cyanide decomposition process, a compound known as ammonium cyanate OCN(NH4), which is a raw material for the manufacture of urea, CO(NH2)2 is generated. In the case of good neutralization, cyanide is no longer a toxic compound through oxidizing reagents, but as a result, there is the generation and emission of ammonia and carbon dioxide into the atmosphere, generating both a greenhouse effect (Gómez, 2012). This is evidenced by the strong effervescence of the reaction, and a penetrating smell of ammonia, which can irritate respiratory mucous membranes and eyes; however because they are greenhouse gases they are considered pollutants.

Method of tunnel excavation is generally classified such as full-face excavation, bench-cut excavation, diaphragm with center pillar excavation, center drift advancing excavation and so on. These excavation methods should be selected properly in terms of ground condition, the area of tunnel section, the arrangement of construction. Center drift advancing excavation method in mountain tunnel construction, is often applied under quite weak ground condition, prior to the main tunnel widening excavation. Recently, the advancing drift is for the excavation of extreme larger section in main tunnel to confirm the stability of face. In addition, we make advancing deformation occur in drift when the construction was done in poor ground like squeezing and swelling ground, and the force occurred in main tunnel was expected to reduce by the effect of ‘dodging’ for support structure. Mechanical relation between drift and main tunnel has been mainly grasped on past experiences in Japan. However, the characteristic of tunnel enlargement was partially discussed by using the three dimensional analysis and the result was grasped by past experiences on the basis of each tunnel construction. It is considered that the natural ground stress is normally released as the advance displacement, but it was released after the main tunnel widening, causing a displacement and deformation increase. Up to now, the construction practice has shown the reduced displacement during the main tunnel widening excavation by the drift, and the numerical analysis agreed with above observation. However, there is no report found that the displacement and deformation at the time of widening excavation of the main tunnel become larger in case of a drift application. In Kyusyu area, western part of Japan, the northern part of Yoshinomoto tunnel was applied an advancing bench-cutting method for a center drift for the purpose of obtaining the geological information for support selection of the main tunnel in widening excavation. The shape of center drift was a perfect circle with a diameter of 4.0 m or 6.0 m and the same temporary support regardless of the geological situation. As a result, the displacement and deformation of the main tunnel after widening excavation were larger than the section where the center drift was not applied. Furthermore, the displacement and deformation of the main tunnel after its widening excavation was considered larger in the section where the cross-section of the center drift with 4.0 m diameter was applied than one with 6.0 m. Therefore, the center drift with a high rigidity support structure had the effect of suppressing the advancing deformation prior to the main tunnel widening excavation.

"NIOSH has observed that many control rooms and operator compartments in the US mining industry do not have filtration systems capable of maintaining low dust concentrations in these areas. In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room which had no cleaning system for intake air, a filtration/pressurization system originally designed for enclosed cabs was modified and installed. Eighty-seven percent of submicron particles were reduced by the system at static conditions, meaning that greater than eighty-seven percent of respirable dust particles should be reduced. The particle size distribution for respirable dust particles are greater than for submicron particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced which is an important component for an effective system and minimizes particles (e.g. dust) from entering into the room. The intake airflow was around 118 cfm, which is greater than the airflow suggested by ASHRAE for acceptable indoor air quality. INTRODUCTION Chronic overexposure to respirable silica dust (particle diameter < 10 microns) leads to a progressive lung disease known as silicosis. Workers who develop silicosis have an increased incidence of lung cancer and pulmonary disorders. In June 1997, the International Agency for Research on Cancer (1) found sufficient evidence to declare that inhaled crystalline silica in the form of quartz and cristobalite is carcinogenic. Mining is one of the leading industries for occupational exposure to silica dust (2-7). Control rooms located in dusty areas in some mines are of particular concern (8). Many mineral processing operations utilize operator’s compartments and/or control rooms to house workers who are performing particular job functions. Most industrial processing mills have rooms where a worker looks out over the facility and has direct control over the product flow throughout the entire building. In addition, primary crusher operators are often located in a compartment from which they are able to view the primary crushing function. Their job is to control when trucks dump into the primary jaw crusher and the rate of feed of the ore from the hopper into the crusher. Many of these control rooms and operator booths do not have filtration systems capable of cleaning air entering the control room or booth, which can result in elevated concentrations of dust in the room or booth. To reduce the dust concentrations in these rooms, it would make sense to clean the entering air with filtration/pressurization units similar to those proven to provide a clean environment in enclosed cabs."

"INTRODUCTION The Jefferson Barracks Tunnel is in the final stages of design and is expected to go out to bid in the summer of 2016. The project is located in south St. Louis County along the west bank of the Mississippi River, about 13 km downstream of the St. Louis Gateway Arch. The project consists of a deep sanitary sewer tunnel, a deep pump station and several intakes. The intakes will divert sanitary flows into the tunnel and the tunnel will convey the flows by gravity to the Lemay No. 3 Pump Station, which will pump them up into the Lemay Waste Water Treatment Plant. The tunnel is about 5.4 km long and will be lined with 84-inch (2.1 m) fiberglass pipe. It drops at a gradient of 0.1 percent from south to north and will be bored through strong limestone using a hard-rock tunnel boring machine (TBM). The diameter of the TBM is anticipated to be about 3.4 m. The Owner’s original concept was for a relatively shallow tunnel so as to minimize construction and pumping costs. The preferred alignment ran close to the river, next to the existing force main, which was to be abandoned. Keeping the tunnel close to the force main would reduce the amount of shallow sewer work needed to connect the existing feeder sewers to the new tunnel. Several geotechnical investigations were performed, with shallowly focused geophysics and the borings all going exactly down the conceptual tunnel depth. Limestone bluffs run along the Missouri side of the river. These bluffs are pockmarked by sinkholes and riddled with karst. Large, well-known caves occur both north and south of the alignment. Karst features, including deep crevices and possible caves, were found in those early geotechnical investigations. Many of these features extended well below the level of the Mississippi River and would have been encountered by the tunnel. If a large crevice or cave were encountered, then the inflow of mud and water into the tunnel could have been large and possibly uncontrollable. Something had to be done to mitigate this situation. Pre-excavation grouting was considered, but the program would have been huge and extremely expensive. Using a closed-face TBM with bolted and gasketed lining was also considered, but that too was both risky and extremely expensive. The Owner could have abandoned the tunnel altogether and built a new force main, but that would have brought a whole new set of problems and was undesirable to the Owner. The last option was to move the tunnel away from the karst."
