"INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

But increasingly busy traffic through a number of neighborhoods made it necessary. That’s the challenge a joint venture of several tunneling contractors faced when starting its portion of the $1.9 billion Northgate Link Extension in 2013, and the project is still keeping them busy three years later. Completion will mean just a 14-minute ride from Northgate to downtown for an extra 60,000 passengers by 2030. The transit lines will join 58 km (36 miles) of new and under-construction light rail lines running north, east and south from Seattle.Voters, tired of long commute times, approved the project, a key part of Seattle’s regional mass transit system, in 2008. The extension is part of a plan adopted by the Sound Transit board in 1996 to connect the region’s major activity centers. The Northgate project is meant to relieve one of the area’s most congested traffic areas by connecting the Northgate, Roosevelt and University District neighborhoods to existing routes including downtown Seattle and SeaTac airport.Sound Transit dedicated more than a quarter of the project’s estimated expense — $440 million -— to general contractor JCM Northlink LLC to handle the tunnel segment. JCM is a joint venture formed in 2013 between Jay Dee Contractors of Livonia, MI, Frank Coluccio Construction of Seattle, WA and Michels Corp. of Brownsville, WI. The contractors regularly collaborate on large-scale projects and brought experience working on a different section of the extension they completed in 2013.JCM project leaders knew immediately that the schedule would be demanding. They had to work around the clock, six days a week to meet deadlines. The extension runs through highly populated areas, meaning contractors had to follow strict city noise restrictions between 10 p.m. and 7 a.m. Plus, supervisors needed to manage the scheduling of nearly 250 employees to keep work running smoothly.“We had eight different operations and four different subcontractors trying to work in one tunnel,” said Chris Wood, JCM site project superintendent. “It’s important that we keep work linear. That’s the biggest challenge: keeping a path in and out so you can pour concrete, keep electricians and carpenters going, and accomplish everything else.”"

"In today’s fast paced, globally competitive world, reliability and machine uptime are of the utmost importance to a successful operation. Along with these targets more emphasis is being put on cost reduction and decreasing the environmental impact of the overall system. To achieve these goals, automatic lubricators and lubrication systems have been used in many industries for years and are now becoming a common tool in the mining industry as well. These systems are able to provide proper lubrication amounts at the proper times autonomously, helping to keep the machines running smoothly while minimizing the physical support required. Copper mines in the southwest have begun utilizing auto lubrication to avoid mistakes and unplanned shut downs on critical equipment. This paper will describe the engineering behind these products and review case histories where these tools have been successfully utilized in the mining industry. INTRODUCTION In a dirty, dusty, wet environment, where machine uptime is imperative, proper lubrication of bearings is the only way to survive. With the push for cost reduction and mines striving to lower their environmental impact and increase worker safety according to MSHA guidelines, the old lubrication practices have come under scrutiny. It is no longer encouraged or cost effective to have maintenance personal walk from point to point throughout the entire mine pumping a shot of grease into each bearing once per shift. Automatic lubricators and lubrication systems have been on the market for years but recently, as the market focus has changed and technology has developed, the use of these systems has begun to rise in the mining industry. Automatic lubrication systems can be as simple as a single point lubricator lubricating one (1) bearing or a more complex system lubricating numerous bearings. With system design, the automatic lubricator provides a preset amount of grease to a bearing at regular, predetermined intervals. The systems designed to lubricate more than one bearing contain grease pumps of some design and possibly PLC controllers which can be used to remotely adjust and monitor the system. As can be seen in Figure 1, the right amount of lubrication can be achieved much more reliably with automatic lubricators. Depending on application needs, the market now has products to fit almost every wish list. This paper is going to focus on the single point systems that are lower in cost but are still being effective."

"This study adopts and analyzed a shield tunneling case in Taiwan, with a diameter from 5.25m to 6.70m and the smallest radius of curvature 100m, which was constructed in gravel formations as well as a vibration sensitive area. In this case study, a vibration monitoring plan, comprising the sensors inside the shield machine and on the surface, was proposed and performed to provide the vibration data during the construction. In this project, the major vibration reduction considerations were increasing the open ratio of the cutter head (to reduce the cutting function) and reducing the rotational speed of the cutter head. The results of the construction suggest the appropriateness of the above considerations. The findings could provide suggestions to the other similar shield tunneling cases. INTRODUCTION Underground vibrations during shield tunneling are typically isolated and absorbed by the soil. However, a portion of these vibrations may disseminate to the surface. These vibrations are considered micro-vibrations, which generally do not pose a threat to surface structures, and are thus seldom the focus of research. The present project was located in the Hsinchu Science Park where shield excavation bypassed numerous high technology manufacturing plants (e.g., wafer manufacturing plants). The vibrations generated by shield tunneling may affect the vibration-sensitive manufacturing equipment and instruments in these plants, and induce problems in manufacturing processes. Therefore, research to comprehensively understand the characteristics and potential influence of such vibrations is essential. To clarify the characteristics and potential influences of vibrations generated during shield tunneling, the vibration level in the excavation of the Taoyuan International Airport Access (TIAA) Metropolitan Rapid Transit (MRT) Project was examined, as it possesses similar excavation conditions to the present project. The parameters collected from relevant tests were provided as a reference to the firms along the excavation route of the present project to explain the effects of vibrations, and to relevant units for shield machine selection and project execution. No yield problems resulting from shield machine induced vibrations were reported by the firms, and the vibration levels measured in the present project were comparatively lower than those in the TIAA MRT Project. Because the related literature is scarce, this study aims to analyze the collected measurement data and provide suggestions on shield machine selection or designs. Such that we can more properly evaluate and control the impact of shield tunneling induced vibrations in similar projects."

"INTRODUCTION Since the introduction, several decades ago, of the first concepts of tunnel boring machines (TBMs), the unremitting increase of mechanized and automated tasks and the reduction of manual tasks carried out by human operators have gone hand in hand with the continuous improvement of these machines. In the present state of TBMs, the replacement of worn cutting tools is a critical, tedious, and dangerous manual operation especially for earth pressure balanced (EPB) and slurry TBMs. For such pressurized TBMs, hyperbaric interventions are used. They consist in replacing the pressurized soil/mud inside the chamber with compressed air that balances the face pressure. The operators can then ""dive"" into the chamber; however, because the human body cannot naturally undergo pressure changes, they have to follow strict procedures that have been developed for subsea divers, based on decompression stops. Indeed such interventions are actually quite often performed by professional deep-sea divers. The pressurized TBMS are consequently equipped with a manlock that allows for the required compression and decompression cycles. Hyperbaric interventions increase risk to the operators and require long decompression procedures that increase the TBM idle time and reduce its efficiency. At higher pressures, over 3.5 bar (ITA Report No 10, 2011), specific equipment and special gas mixes and/or saturation techniques are recommended (Lamont, 2012). Such procedures are even more expensive and time consuming although the duration of work in the pressurized area can be very limited for health and safety reasons. Contractors are therefore increasingly interested in automating these operations to reduce the risks to human workers and improve the TBMs performance. Moreover, the demand for new, ambitious and challenging tunneling projects (very deep, high pressure boring) is ever increasing, but the supply of suitable TBMs is limited and the risk from working in the hyperbaric environments becomes increasingly unacceptable. Impact of hyperbaric interventions The UK Health & Safety Executive has analyzed the consequences of working in intermediate pressure compressed air. The retrospective study of decompression illness (DCI) indicated that at certain pressures its incidence was around 2% of all exposures. More worryingly it showed that over 20% of the exposures commonly undertaken by shift workers in tunneling (those over 1 bar pressure for 4 hours or more) resulted in DCI. It was concluded that on some contracts up to 50% of shift production workers experienced DCI at some time during the contract, a situation which was considered to be wholly unacceptable (Lamont, 2006)."

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

Introduction Mining has always been sensitive to the fluctuating income of downstream customer industries. The industry is now becoming more vulnerable to booms and busts as economic pulsations increase and demand for mining products shows little or no long-term growth. As the general economy has become more cyclical in the last decade, the capital-intensive primary industries have become more aware that timing as well as preparation of survival plans are vital in investment decisions. Strangely, however, some of us have not yet included the business cycle in our feasibility studies. Cyclic prices and volumes and fluctuations in profits and cash flows do not fit our linear models. The increased cyclical nature of our economy is recent and poorly understood. Forecasting peaks and troughs is still more an art than a science. Nevertheless, avoiding business cycle parameters can lead to error in value estimation and contingency planning of new projects. Metal and Mineral Industries More than half the iron and steel, aluminum, copper, lead, zinc, manganese, tin, nickel, molybdenum, cobalt, and chrome that we mine, smelt, upgrade, and recycle goes to construction, transportation, capital goods, and consumer durable industries. All are cyclical. Their products are consumed slowly, so replacement can be postponed in recessions. Purchases of such goods are usually financed by debt, and their customers are sensitive to highly cyclical changes in interest rates. During prosperous periods, people tend to buy capital goods despite high interest rates. Upstream industries also tend to be whipsawed by inventory cycles. With high interest rates and good transportation, downstream fabricators can lighten their inventories during recessions. They know that upstream suppliers can deliver supplies and raw materials immediately, And, with the advent of electronic accounting, the fabricator with timely inventory information can afford to hold fewer contingency stocks. Likewise, when recovery returns, inventories surge back through industry pipelines, accelerating demands on primary supplies. The price elasticity of most primary products is low. Their share of the value of finished products of the industries they supply is generally small. The 60 kg (130 lb) of aluminum in a car is vital. But whether it costs $80 or $130 will not visibly influence the demand for an automobile. With low elasticities of demand, the primary producer is hit with decreases (or increases) in prices and in sales volume, during recessions as well as recoveries.

A coal-fired fluidized bed steam generator rated at 12.6 kg/s has demonstrated the industrial and institutional application of fluidized bed combustion by burning high sulfur coal in an environmentally acceptable manner within a populated area. Designed to provide steam for heating and cooling, the unit was placed into service at Georgetown University in Washington, DC, and has already logged 5275 hours.* The unit has consistently operated well within Washington's strict regulations governing emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), and particulates. The Georgetown program, cofunded by the university and the US Department of Energy, has shown that fluidized bed combustion is a promising way to realize the full potential of coal, the nation's most abundant energy resource. In a fluidized bed steam generator, a layer of granular limestone is placed on top of a grid designed to prevent particles from falling through. Air is passed upward through the bed with sufficient force to lift and float the particles. At this point the bed material resembles a boiling liquid. Crushed coal is then introduced into the bed and ignited. When high sulfur coal is burned, limestone absorbs the SO2 produced. The operating temperature of a fluidized bed steam generator is relatively low (approximately 871°C). As a result, NO, formation is minimal. Another potential problem encountered in burning coal is fly ash, a form of particulate. A feature of the fluidized bed design, developed by Foster Wheeler Energy Corp., is a fly ash reinjection system. Fly ash is reintroduced into the bed where it is burned again, thereby enhancing fuel efficiency. Nearly all remaining fly ash is captured by a baghouse dust collector. At Georgetown, the fluidized bed steam generator and all auxiliary equipment are enclosed in a structure aesthetically compatible with the surrounding university complex. The steam generator has two separate beds that can be fired independently, and operation to date has been with one and two beds in service, based on steam load demand. During several operating periods, when the fluidized bed unit was the only boiler in service, it supplied all the steam required by the 18.5 hm2 of buildings on campus. Initially fired with low sulfur coal, the unit was quickly switched over to higher sulfur fuel which will be used most of the time.

Introduction Mining and minerals transportation spans the distance from the pit face and mine wall to the consumer. This transportation can be as simple as coal transfer from the mine and preparation plant by conveyor to a mine mouth electric generating plant. Or it can be as complex as copper ore transportation: concentrated, smelted, refined; drawn into wire and insulated; and cut into reels and transported to local industrial supply houses. The route of aluminum from the bauxite pits to the supermarket shelf in the form of household food wrap is another example of the potential complexity of minerals transportation. For perspective, however, mine to market minerals transportation can be split into three components: materials handling, transportation, and distribution. It should also be recognized that each mineral, market, producer, and consumer has unique transportation characteristics regarding costs, transportation mode, and alternatives in the transportation scheme. Some obvious considerations are the number of producers and consumers, the number of markets and customers the mineral serves. Concerning the latter, are you selling a million tons to one customer or a ton each to a million customers? Transportation volume About the only generalization that can be made about minerals transportation concerns the large volume of materials involved. No other industry compares to the mining and minerals industry in its huge movement of product in the crude, semi-processed, processed, fabricated, and converted states, as shown by the accompanying table of US mineral production. Whether it is crushed stone or sand and gravel moving by truck to a local market from local producers, or coal moving by 9.07 kt (10,000 st) unit trains from a mine to a power plant, or iron ore moving by lake vessel from the upper lake ports to the lower lake steel mills, mineral transportation volumes are huge. The nature of production and consumption affects the transportation mode. More than 60% of the coal moves by rail. The majority of iron ore moves by lake vessel. Ninety per cent of the sand and gravel and more than 80% of crushed stone moves by truck. Factors Affecting Minerals Transportation Some would define minerals transportation as the cost and route to move a mineral product from the first point of sale to the first point of consumption. The development of heap leach technology for the treatment of low grade gold and silver ores has led to a boom in gold production in the Western United States in the last 15 years. The heap leaching process consists of stacking the mined ore on a specially prepared leach pad followed by leaching with dilute alkaline cyanide solution. Depending on the nature of the ore, it may require crushing and/or agglomeration prior to stacking on the leach pad. As the dilute alkaline cyanide solution migrates down through the stacked ore, the precious metal values along with a portion of the base metal values present in the ore are dissolved to give a pregnant leach solution which is collected at the base of the stacked ore. The precious metal values are then recovered by zinc precipitation or by adsorption on activated carbon. Once all of the economic metal values have been leached from the ore, the spent heap leach pad, the leached materials, and associated process solutions must be decomissioned. Decommissioning requires that the spent heap leach pad along with the leached materials and process solution be treated to reduce the concentration of the residual cyanide, base metal cyanide complexes, and other anionic metal species to levels where they no longer represent a long tenn liability for the environment and the operator. The levels to which these components must be reduced is dependent upon the applicable water quality standards as determined by the responsible federal, state, and local agencies. As environmental awareness has grown, these standards have become increasingly stringent. A number of treatment options have been developed for the de-toxification of the process residues. These include natural degradation which incorporates bio-degradation, fresh water rinsing, alkaline chlorination, hydrogen peroxide, and sulfur dioxide/air. Each of these options has been reviewed with regard to relative effectiveness, generation of hazardous by­products, reagent handling considerations, relative costs, and time requirements by Denton, Iverson, and Gosling I. As an outgrowth of the program to develop Henkel's guanidine based gold extractants, COGNIS, Inc., the environmental ann of Henkel, has developed the CyanoMet R process for the extraction and concentration of the various cyanide and anionic metal species from the dilute aqueous alkaline solutions generated during the process of detoxifying spent heap leach pads. This paper describes the CyanoMet R process, its application to three different feed solutions, and treatment of the concentrate generated by the process.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. Factored or ratio estimate based on major equipment costs with probable accuracy in the 25 to 30% range. 3. Budget authorization or Preliminary estimate, based on sufficient project data to

HISTORIACAL INTRODUCTION Mineral processing has three principle branches, to quote Taggart, "Ore Dressing, which comprises the methods of separation of solids in inorganic crude by means which do not affect substantial chemical change; Extractive Metallurgy, which utilizes chemical reactions for separations of constituents from solids in inorganic crude; and, Fuel Technology, which employs both physical and chemical methods for separating and rearrangement of liquid gaseous and solid components in crude oil and natural gas, tar sands, shale oil, or coal." The scope of this handbook covers the first two classifications, that is, "ore dressing" and "extractive metallurgy," which have been combined in one term: "mineral processing." For a brief history of the development of mineral processing, one could well refer to the Introduction, Sec. I of the Handbook of Mineral Dressing by Taggart, Froth Flotation, Principles of Mineral Dressing by Gaudin, and the original Richard's Ore Dressing, volume No. 1, first published in 1903-1905. In these references and the references given in them a coverage of the history of "ore dressing" can be found and studied at the reader's leisure. For the history of extractive metallurgy as well as ore dressing, the bibliography in General References, taken from a History of Ex¬tractive Metallurgy by F. Habashi, will give a good background for those who are interested in more detail on the history of metallurgy in general. Mineral processing covers a very wide field as is illustrated by the topics discussed in Part II of this handbook and dates back to the early history of man which started with the production and use of native minerals such as gold, silver, copper, mercury, and meteoric iron which were washed or picked from deposits on the surface of the earth and worked because of their malleability. Later, melting was discovered and then it was possible to cast objects of these metals, excluding mercury. The discovery of a method for reducing the metal¬lic oxide probably was developed from melting fragments of oxides or roasted sulfides with charcoal, so that the native metal could be produced in simple blast furnaces such as are used today in rural parts of Spain, China, and elsewhere. Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. Introduction Many solids processes that look feasible on paper or even in pilot studies become disasters in full scale. Changes in solids flow characteristics from pilot scale to full scale be- cause of larger solids contact pressures, thermal shocks, or unforeseen temperature excursions often cause full-scale solids flow problems not encountered in the laboratory or pilot studies. Fortunately, proper applications of solids flow principals and solids flow properties measurement at full scale conditions can anticipate the problems and thus provide an accurate basis for full-scale design or existing plant modifications. Solids flow properties The basic solids flow property definitions are given in Table 1 (Johanson, 1966, 1976, 1978, 1985). In this section, the author will discuss each property and its potential for creating full-scale pilot plants. Unconfined yield strength The unconfined yield strength of a bulk solid determines the tendency for cohesive hangups of the solids in the process and is effected by the time at rest, chemical reactions, temperature, liquid content, solids size consist, and phase changes of solids or fluids involved in the process. One of the common mistakes is to consider the solids condition only at the beginning and the end of the process. For example, consider the direct reduction of iron ore. The feed solids are free-flowing, hard lump ore or pellets. The end result is a hard, free-flowing reduced sponge iron lump or pellet. One might conclude that the process involves free-flowing lumps. This conclusion may seem reasonable based on laboratory studies oreven pilot plant studies where solids contact pressures are very low. Unfortunately, during the reduction reactions at high temperatures, the rock or pellets soften and, with solids contact pressures associated with the full-scale plant, may fuse together, thus providing a possible solids hangup in the moving bed reactor not evident in the low pressure pilot scale. Fig. 1 shows some typical unconfined yield strength measurements for pellets as a function of solids contact pressure at various times at rest. Note at low consolidation pressures, generally associated with laboratory or pilot plant studies, the pellets show no strength unless held at rest for an extended time. This will produce a very free-flowing condition in pilot plants that will not exist in the full size reactor.

INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners' personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov's method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. If environmental measurements reveal potential energy concentration exceeding the value of 0.3 DAC at working places, the miners employed there are subject to individual control of personal exposure. Individual exposure measurement is carried out centrally by the Institute of Occupational Medicine in [Lodz] for all metal-ore mines. The majority of Appalachian coal deposits lie in a multi-seam environment. Historically, the decision to extract a particular seam has been based on ease of access, ownership and economics rather than ground control considerations. As mining progresses and seams are being mined out, it is increasingly common to find working and abandoned mines in close vertical proximity to each other. Such contiguous operations can produce both positive and negative ground control situations in neighboring seams. These ground control problems, defined as interaction problems, are frequently reported, and their severity can range from minor roof problems that may require no additional support to complete loss of a large section of coal reserves (Stemple, 1955; Peng & Chandra, 1980; Haycocks & Karmis, 1983; Su et al, 1984). As a consequence, interaction problems are of growing concern to the Appalachian underground coal industry. Although interaction problems in multi-seam mining have been recognized for many years and many investigations have been conducted to study the problems, the ground control principles involved in their development are only partially understood. Previous research has identified four interaction mechanisms: pillar load transfer, innerburden shearing, arching effects and upper seam subsidence (Haycocks et al, 1982; Haycocks & Karmis, 1983). Pillar load transfer mechanisms and innerburden shearing have been successfuly used to explain interaction phenomena associated with undermining operations, while arching and subsidence have been used to assess problems during overmining. In addition, interaction-controlling factors such as cover, innerburden and seam thicknesses, extraction percentages on both seams, time delay between operations on two seams, and characteristics of innerburden rock have been identified and utilized in evaluation of interaction effects (Haycocks & Karmis, 1983; Webster et a1.,1984). As an example, Figure 1 shows the relation of innerburden layering and thickness to interaction on the lower seam. The combination of such theoretical work and the analysis of case study information has made it possible to determine, with a certain degree of confidence, the interaction damage in undermining conditions. The results of such an approach have been sufficiently successful and complete to be incorporated into a software package to assist field engineers in estimating potential interaction effects when undermining a previously mined upper seam (Grenoble et al, 1984; Grenoble & Haycocks, 1985; Grenoble et al, 1985). During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems.
