The Research Council of SME, at its Annual Meeting in Reno, NR, in February 1993, held a Research Forum on Technology for the Future. The Forum's purpose was to find out from the members, particularly those from industry, their opinions on research needed in the mineral industries. Panelists were selected for their breadth of knowledge and connections. Many panelists, in turn, solicited opinions from additional contacts. A similar effort is underway with mineral-oriented schools. A parallel mission has been undertaken by the American Mining Congress (AMC) through its Committee on Technology. In particular, AMC is concerned that the needs of industry be transmitted in a timely way to federal agencies, especially the US Bureau of Mines. This article reports to the SME membership the principal findings of the Research Forum. The article is derived from a full report that is available from SME. Many of the calls for research made during the Forum can be clustered into five broad categories. These categories are discussed in the following sections of this article. However, since the time of the Forum, many reviewers of the full report have noticed that fundamental research was not given much emphasis. The Research Council points out that the Forum was organized around industrial needs. There is a call to the academic and research community to organize a similar Forum. The Council emphasizes that this is not the last word on research needs and that the membership is urged to continue to give ideas and opinions to the SME Research Council. There will be an opportunity at its next meeting during the SME Annual Meeting in Albuquerque, NM, Feb. 22, 1994, for open discussion of this report. Because the opinions were intentionally confined to representatives from industry, the problems portrayed and the solutions sought are from the vantage of an operator. It comes as no surprise that many of the espoused research desiderata seek more efficient or cost-effective outcomes for the various mining activities discussed. The order of the Forum was a straightforward set of mining activities: exploration, evaluation, mining and processing.

Automation and mechanization in mining has no value of its own. It has to be measured in economic terms or in Increased safety or in the utilization of deposits which otherwise were unavailable. The mechanization and automation of workphases in the mining and rock construction process has led to the decrease of manual work. This has had a very essential importance in the countries where the labor is expensive or where there has been difficulties in the availability of labor. The work has become much more efficient. We would like to argue that the need of mechanization has been initiated mostly from the above mentioned reasons. The origin has seldom been the "process" approach or the real need or will to change the way mining is done. Through mechanization bigger unit sizes of machines and operations have become possible and better efficiency is achieved. This has led to new problems as well, but in most cases they have been solved so that better and more economic outcome than before has been the end result. The changes have thus been justified. It is perhaps feasible to state already at this stage that we see that the mechanization andautomation steps in the difficult conditions of mining have been remarkable. There is not a slightest underestimation of the achievements and importance of this development in our mind. Where we are to- day is the result of the experience, know-how and technological excellency of all the parties involved. The natural approach to automation has been through mechanization and automation of individual unit operations and machines. This has been the way as well in manufacturing industry as in mining. There may not have been any other way. The other presentations in this session tell us very clearly of the approach .which the machine manufacturers have taken. They have not done it alone but 'most of the initiatives have come from them. A good use of their present achievements gives many possibilities to increase the, efficiency in mining. We would, however, like to extend the view one step further to the future:

For reasons of hydraulic design and constructability, water supply tunnel systems are often located relatively deep, in competent rock. Where the rock lies below a thick cover of water bearing soils, artificial ground freezing offers a low risk, cost-effective method of constructing access shafts. Several examples, in Kansas City, MO and in Brooklyn and Queens, NY, illustrate the use of freezing to provide structural support and ground water exclusion. In the case histories presented, the shafts range from 6m to 12m (20 to 40 ft) in diameter and soils vary from clays to boulder beds with depths in excess of 73m (240 ft) to competent bedrock. Where tunnels for infrastructure are designed to be driven in rock, vertical access may encounter a considerable thickness of overburden soils with groundwater. In such cases, shaft sinking problems are analogous to those confronted by mining engineers over 100 years ago. At that time, newly developed refrigeration machines were set to freeze the ground water and stabilize running sands. Although modern technology has refined our efforts, the basic features of the ground freezing to be described here are the same as those used in the last century. Vertical holes drilled on a circle surrounding the shaft site are equipped with leak-free steelpipes through which a refrigerated brine is circulated. In this manner, a frozen cylinder, seated in rock, is formed when the earth freezes between adjacent pipes. Shaft excavations take place inside a self-supporting, ground-water excluding structure. For mines, no better method of sinking production shafts through deepwater-bearing ground has yet been established. Indeed, major deposits of coal, potash, and salt would have remained inaccessible to this day were it not for the continued use of artificial ground freezing. If mine shaft freezing became relatively commonplace, early applications to civil engineering were few. Mussche and Waddington (1946) mention only five projects between 1892 and 1935; three of these relate to subway or vehicular tunnels in Paris, Antwerp, and (the most extensive) at five locations of the Moscow Metropolitan Railway development. In the United States, the method was used to spectacular effect in 1936, freezing about 3,000 cubic yards of silt to stop a slide

She was young, beautiful, intelligent, virgin. Her name was Barbara and she captured the attention of many men, especially those in dangerous occupations. Her rich and doting father was hopeful of making an advantageous marriage for his daughter. Instead, she defied him, became a Christian, and refused to marry. Traumatized, he killed her and was himself struck dead by lightning. That is not the plot of a new soap opera. It is the melodramatic story of a Turkish teenager who was martyred in the third century but lives still as patron saint of mining. The story begins with a 20th century fact. Santa Barbara is a figment of imagination - perhaps based on an early oriental folk heroine, embroidered by a seventh century storyteller, and reworked by a ninth century Greek martyrologist. The authoritative Lives of the Saints reports: "There is ... Considerable doubt about the existence of a virgin martyr called Barbara and it is quite certain that her legend is spurious. There is no mention of her in the earlier martyrologies, her legend is not older than the seventh century, and her cult did not spread until the ninth." The Catholic Dictionary adds that the Barbara story is probably "a pious legend." Widely revered Santa Barbara was one of the most widely venerated saints of the Middle Ages. She became the patron, not only to miners, but also to artillerymen, engineers, architects, builders, stonemasons, gravediggers, and sailors. Mines, mountains, churches, and places bear her name. Barbara's feast day, Dec. 4, appears on the most ancient holy day calendars. And a Barbara festival is still celebrated throughout central Europe, in Spain, and in mining areas of Latin America on that date. The Pacific coast channel, the city, and the mission of California are named for Santa Barbara. An expedition, sailing that coast under Viscaino in 1602, was saved from shipwreck on Dec. 4 after the sailors prayed for Barbara's intervention. Franciscans gave her name to the modern Franciscan Province of Santa Barbara, which embraces six western states and the Philippine Islands. Barbara is intimately entwined with mining. The base of the stone quarry still stands today, as imposing as any Mavan temple or Egyptian pyramid. For 80 years it has been a reminder to those who must sweat to earn a wage. There are no plaques to indicate its impressive history. Rather, it stands as a towering monument to the masons and stone cutters who built it-a testimony in stone to that most demanding and back-breaking of industries. Take your imagination back to the limestone quarries at Split Rock, near Syracuse, NY. The sound of an occasional steam drill and the mighty roar of a dynamite explosion herald progress. The ring and crash of a hundred sledge hammers are music in the calloused hands of the quarry men. It is a symphony of man against nature. Hundreds of sweat-soaked men break up the blue Onondaga limestone for the "sodi ash," the popular name for the quarry owner, the Solvay Process Co. Nearby, expert stone masons fit mammoth 454-kg (1,000-1b) blocks of cut stone into place, building the foundation for what may have been, back in 1902, the world's largest stone crusher. Consider for a moment, a modern stone quarry. The business is now essentially one of machine against nature. The shovels, drills, conveyors, and locomotives help make the quarry of today a profitable venture. Now consider the quarry of the early 20th Century. Anyway you look at it, a tougher, more demanding life would be difficult to imagine-12 hours a day, all kinds of weather, breaking up tons of rock that had been drilled, blasted, or pounded from the bowels of an uncooperative earth. Before proceeding, it might be prudent to briefly describe the history of the Split Rock quarries. Before the purchase of the quarry lands by the fledgling Solvay Process Co. in 1889, the quarries already had a reputation literally chiseled in stone. Most of the municipal buildings in Syracuse were made of it, as well as over half of the Erie Canal, including the engineering marvel of the time, the Montezuma Aqueduct. No1ihwest Alloys produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial products. Two such products are dicalci­um silicate, termed as Di-Cal, and magnesium oxide, termed simply MgO. The alkaline properties of these materials offer acid neutralizing power, comparable to traditionally used lime. Thus, the materials warrant study for their use in various appli­cations where neutralization of acidic waters or process solutions are required. One such application is the treatment of acid mine waters with the objective of removing heavy metals. The chem­ical stabilities of the produced metal precipitates are critically important, from an environmental point of view, for their safe disposal in tailing ponds. The EPA regulates waste material dis­posal according to the results from TCLP testing. In this ongoing study, three mine waters were selected for treatment with Di-Cal and MgO. Lime was used as the control for these experiments. The waters were collected from the Bunker Hill mine, Berkeley Pit, and the Blackbird Mine. In addi­tion to testing the chemical stability of produced metal precipi­tates by the TCLP procedure, two other parameters were studied as well. They are: 1. the effect of water pH on stability, and 2. the effect of pH on the stability of resulting precipitates. In the first three months of study, it was found that neutral­ization with Di-Cal results in precipitates that range from equiv­alent to superior in performance as compared to those produced using lime for the waters from all three mines. An additional beneficial characteristic of precipitation with Di-Cal is the fast filtering characteristics of produced precipitates, when compared to the precipitates produced by lime. This property may be of significance when considering the improvement in drainage of tailing ponds and the volume of solids produced. This paper will discuss in detail the stability of metal precipitates with respect to various pe1iinent metals found in mine waters of Berkeley Pit (Cu, Zn, Mn, etc.), Bunker Hill (Zn, Mn, Ni and Co), and Blackbird Mine (Cu, Co).

The Consejo de Recursos Naturales No Renovables of the Mexican government entered into an agreement with the United Nations in 1964 for the mineral exploration of a large area in Estado de Sonora, Mexico. The agreement called for a systematic exploration for copper in northern Sonora based on photogeologic mapping, aerial reconnaissance, and geochemical stream sediment sampling. The UN-CRNNR investigations resulted in the detection of anomalous copper values in sediment from the Arroyo Cruz de Cafiada. The anomaly was followed upstream to its source, which ultimately proved to be the La Caridad ore body (see Fig. 1). Soil copper and molybdenum values were found over a large area, and further detailed geologic and geophysical investigations were instituted of the anomalous area. David Coolbaugh was largely responsible for the follow-up work. An induced polarization (IP) survey found a roughly circular region of "highs" that coincided with a high soil copper anomaly. The circular anomalies ringed the topographic feature that ultimately was found to contain the Caridad ore body. Soil geochemical copper response over the ore body was subdued, because the soils were derived from a leached capping, whereas leaching in fringe areas that contained less veining was less intense. The ore body was also ringed by the typical high pyrite zone, and this was the anomaly detected by the IP survey. The UN began drilling in the fall of 1966. Eleven holes tested the IP-Cu geochemical high, but none were of commercial interest. The project was returned to the Consejo and was reviewed in the field by G.P. Salas and V.F. Hollister. It was found that the leached capping had not been tested by the past activities, and the Consejo elected to explore that area in 1967. The capping was evaluated by Salas and Hollister and drilling by the Consejo began in 1967. Commercial grade ore intercepts were found in the first hole. The Consejo drilled nine holes, of which eight were commercial. At least 90.7 Mt (100 million tons) of 0.8% copper were indicated by the Consejo in eight holes. The lesson learned in this discovery is that evaluation of leached capping is an important guide to exploration. The general-

Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

Gold, like no other metal, has a fascinating and special place in the world. It is used in a range of every day applications essential to modern life. Gold has long been considered the most precious metal in the world. Gold is used mainly for making jewellery as well as for dentistry, adornments on building and artistic expression. For thousands of years it has been used as an ornament of kings, a currency and standard for global currencies, and more recently, in a wide range of electronic devices and medical applications. Gold?s many unique properties have secured in a central role in history and human development. Today, more often than not, gold is extracted from ores. It occurs in vein and alluvial deposits and is often separated from rocks and other minerals by mining and processing operations. Some of these processes cause environmental concern (cyanidation, amalgamation, roasting). Besides primary gold ore resources, a series of secondary resources can be taken into account and processed for gold and silver recovery. There are two main types of waste produced. The first type is process waste, which includes tailing consisting of processing residues and waste rock. The other type is refuse from other different processes and recyclable materials. Among other secondary resources and/or by-products containing precious metals, which have been studied some processes and technologies with low ecological impact are presented in this paper. Heaps and tailing ponds resulted from gold-bearing ore exploitation and processing, refractory gold-bearing pyrite concentrates, slag resulted from electrolytic slime melting, gold-bearing chlorous slime are taken into account. In order to establish environmental friendly technologies for precious metals recovery from these secondary resources, laboratory experiments have been carried out on a pilot scale and in some cases on semi-industrial scale by applying specific technological processes, namely hydro-gravitational concentration, bio-oxidation, non-ionizing electromagnetic radiation (microwaves), solubilization without utilizing cyanide and gold recovery by ion-exchange resin. This paper presents the research results, technological principles as well as the possibilities of applying combined processes in order to treat different secondary gold-bearing resources.

INTRODUCTION The net smelter return (NSR) calculations made on various smelter-refiner alternatives, is usually done by taking the gross metal value less metal deductions, smelter-refiner charges and transportation-insurance costs. An important further step in the calculations is the financial charges imputed by refining time, transportation delays, to the time gold is returned (if tolled) or paid for if bought by the refiner. Metal that is priced in advance of payment also requires a forward premium that the mine may or may not be getting. This is a hidden cost that is often omitted from the calculations. Segmentation of each of the above costs are vital to see where improvements can be made through negotiations, better choice of metal pricing or transportation alternatives. BASIC NSR CALCULATIONS SMELTER-REFINER CHARGES Payable Metals - Treatment Refining Charges: Since these can vary from one smelter to another, the effect of a $25 per ounce price increase/decrease should be calculated and kept in mind. This effect is compared to differences in refining/treatment charge and a total smelter/refiner cost on a cost per ounce of dore, gold, or a dry ton of concentrate. Transportation - Insurance: Research has to be done on transportation alternatives perhaps with some assistance from the smelters, railroads or trucking companies. For dore, the U.S. postal service is viable and inexpensive. For railroads, deal with the regional office ie., B&N El Paso, if production warrants regular bulk shipments. Spot rates tend to be higher. A small mine producing concentrates usually goes to the nearest smelter due to extremely high transportation costs. Here is where a refiner can help. Insurance-Quotes for rates on dore/ concentrates are easily obtainable, but the mine has to shop for the best rates. Your insurance broker is the best source of this information. Differences between Mine and Smelter/Refiners Metal losses can be caused by the following: - Concentrate dry weight differences caused by moisture determination or faulty scales (often at the mine). - Sample bias by poor preparation practices on either side ie., grinding of the sample removing gold; or a poorly mixed concentrate. Dore bullion has no such difficulties.

An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).

The highest recorded loss of life due to the collapse of mine workings occurred at the Coalbrook North Colliery in South Africa on 21st January, 1960. A total of 437 persons died when bord and pillar workings collapsed over an area exceeding one square mile The whole mass of strata from the 470 ft (143 m) deep seam to the surface being affected. Although the Coalbrook disaster was unique in its scale the problem of pillar failure, particularly in old workings, is by no means uncommon nor confined to recent history. Indeed, the collapse of large pillared areas was a regular feature of mining in the north of England in the early part of the nineteenth century. When a section of underground workings collapses, the air under the descending roof is compressed very rapidly. The pressurised air is dissipated subsequently at a rate governed by the leakage paths available. If the collapsing area is small, such as the case of a local fall of roof, then there will be little danger of an air blast. If, however, an extensive area collapses suddenly then the rapid compression of air will give rise to a pressure shock wave that will be transmitted through the remaining workings as an air blast. If worked out areas are connected to current workings via unstopped airways an air blast caused by pillar failure in the old workings will be extremely hazardous to personne1 and may cause extensive damage to equipment, perhaps even reaching to surface plant. At Coalbrook, the air blast blew out a wall in the surface fan house. Areas that are considered liable to sudden collapse may be isolated from current workings by the construction of stoppings. However, such stoppings must be capable of withstanding the 'hammerblow' effect of peak air pressures developed during the collapse. The work described in this paper was undertaken in order to determine the maximum air pressures that stoppings must withstand during a major pillar failure. The result has been a method of establishing peak air pressures that is quick and simple to use. Readers who are concerned primarily with the practical application of the method are advised to turn directly to the last main section of the paper.

Introduction Ring roller mills are efficient size reduction machines embodying the following machine functions: 1) Size Reduction: from a feed size of 2 in. to various size products as fine as 400 mesh, or granulation from 2 in. to 6 mesh containing a minimum of fines. 2) Drying: fluid bed drying of wet feed materials. 3) Conveying: negative pressure air system results in dust-free conveying. 4) Beneficiation: liberation and removal of foreign materials from the auxiliary bottom discharge simultaneously while grinding. Operation Operation of the roller mill system, Figs. 78 and 79, is completely automatic. A feeder introduces raw material into the grinding chamber in the base of the roller mill at a rate determined by pressure variations within the roller mill as material is ground and air conveyed away. The feeder will be activated by the reduced static pressure and introduce unground material into the system, thereby maintaining a constant differential pressure. Plows located ahead of each grinding roll direct the material upward and between the grinding rolls and the bull ring where it is ground to size. The grinding rolls are free to swing out centrifugally, which forces them to bear upon and grind the raw material. Being free to pivot axially, the rolls automatically assume the proper position for grinding and need no adjustment to compensate for wear. Rotation of the rolls is by rolling contact. Once ground to size, material is swept out of the mill by the controlled air flow from the centrifugal main mill fan. Air suspended, the ground material passing through the adjustable spinner separator. In the separator, an accurate size classification is made which allows product-size material to be conveyed away from the roller mill while oversize material is returned internally for additional grinding. By varying the speed of the separator drive, more or less cyclonic action is achieved at this location, effectively controlling product size. Product sized material is removed from the airstream by the cyclone collector. Typically, a conveyor or product storage bin will be located to accept the product as it exits from the bottom of the cyclone collector.

The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich&apos;s renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan&apos;s recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan&apos;s min¬ing sector as to the personal charms of the nation&apos;s president. Led by a half-billion-dollar investment by Canada&apos;s uranium giant Cameco, the mining sector is leading Kyrgyzstan&apos;s economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek&apos;s major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan&apos;s new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation&apos;s key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation&apos;s water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water&apos; was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

I met Austin Taylor in Vancouver on my way home from my first Pioneer examination. He asked me to examine the unsuccessful old Lorne mine, adjoining and west of the Pioneer. I had no idea that this meeting would lead to one of the outstanding successes and pleasant associations of my career. I knew nothing of Taylor, except that Gen. McRae and associates said that he had been engaged in lumbering and was interested in an oil and gasoline marketing company called Home Oil. But even if the Lorne examination would be only a small one, in the depths of the Depression in 1931, I was glad to have a chance to look at another gold property, so I agreed to visit the Lorne early in August. The start of the trip was not auspicious. I had been working hard on an unproductive study, and was greatly worried by my father&apos;s hopeless illness with tuberculosis. To get a little rest on my way north I had arranged to go from Seattle to Vancouver on the night boat that connected with my train. To my surprise, Bill Boultbee, an associate of Taylor, met me at the train in Seattle at 9:30. He said he would drive me to Vancouver, arriving at one In the morning. I was so tired that I begged off and let him take the drive alone Boultbee was most understanding and friendly, but I knew how I would have felt if I had been kind enough to take the long drive to help a stranger and then had been forced to make the return midnight drive alone. I was lucky they did not call off the examination at once. I got a good sleep on the Vancouver boat and Austin Taylor met me at the Hotel Vancouver for breakfast. After a brief talk he took me to the small steamer that made the 4-hr sail up Howe Sound to the village of Squamish. This was the end of the Province-owned Pacific Great Eastern Railway that was eventually to be a shortcut from Vancouver to the Canadian National main line at Prince George. Because

All of the major raw materials (silica, soda ash, limestone, and feldspar) needed to manufacture most grades of glass are found in Wyoming. Additional advantages for the manufacture of glass include the state&apos;s geographic location, a well-developed transportation network, a favorable tax structure (no corporate or personal-income tax), and low energy costs. Inadequate local markets and prohibitive transportation costs to other markets have been the major obstacles to developing a glass industry in Wyoming, the least- populated state in the nation. The Rocky Mountain region only recently became a major market for glass, especially for the Colorado Front Range and Utah&apos;s Wasatch Front. Currently, changing costs of the production of glass, an increased market for con- tainer glass in the Colorado Front Range, and innovative production and transportation ideas (e.g., production of selected types of glass and bulk shipments of specification-glass pellets) favor developing a glass plant in Wyoming. Thus, the Wyoming State Geological Survey (WSGS) and other state agencies have been conducting studies and contacting investors in an effort to attract a glass-manufacturing plant to the state. Between 1987 and 1993, three locations of silica-sand and -rock deposits were studied in Wyoming (Cassa, Plumbago Creek, and John Blue). Funding was provided by the WSGS operating budget and local and state Department of Commerce economic- development grants. The reports on these areas were released between 1988 and 1993. In 1988-89, a California-based company conducted additional drilling and feasibility studies and prepared to construct a glass plant in Cheyenne, using the Cassa silica source. However, due to losses incurred by some of their other investments, the company did not proceed. In 1997, the Wyoming Science, Technology, and Energy Administration (STEA) contracted a market study for glass manufactured in Wyoming, using information provided by the WSGS. The STEA contacted several major glass producers, and a major glass-producing company began feasibility studies in January 1998, for the construction of a glass plant. In June 1998, bids to supply brown beer bottles to the Budweiser brewery northeast of Fort Collins, Colorado, were submitted by at least two companies that were considering glass-plant sites in Wyoming.
