CVRD was established on June 01, 1942, during the Second World War, through an agreement between Brazil, the United States and the United Kingdom, to produce 1.500.000 tons/year of iron ore from Itabira mines in the State of Minas Gerais. As a result of several circumstances and political problems (the end of the 2nd World War reduced the Anglo-American support to its development and implementation), the venture just reached the originally targeted production 10 years after its establishment, operating within a mine, railway and port integrated system. Currently, this operational system from the South of Brazil owns mines in the State of Minas Gerais with an annual capacity of approximately 65 million tons, 900 km of railways, of which more than 500 km is a double line railway, six pelletizing units and the Port of Tubarao for ships with large carrying capacity.

Pumpable J-Crib stopping walls and Jennmar high-strength (HS) stopping panel walls are widely used for resisting high-ventilation air pressures and roof support in underground mines due to their installation efficiency, convergence allowance, and better performance than traditional concrete block stopping walls. Based on the different entry dimensions and required maximum ventilation air pressures of up to 36-in. water gauge, 24-, 27-, 30-, and 36-in.-diameter pumpable J-Crib stopping walls, or 18- to 30-in. thick Jennmar HS stopping panel walls can be designed, and their support capacities and convergence allowances are evaluated for better roof control. Pumpable J-Crib stopping walls consist of 0.187-in.-diameter steel wire reinforced, JCrib material-filled bags, and non-wire-reinforced filler bags in between. Jennmar HS stopping panel walls consist of two, 20-gauge (0.04-in.-thick), galvanized, cold-formed steel panels with J-Seal materials pumped in between. Based on the fundamental structural design principles and specifications of ACI 318-19(22), the compression and flexural strength, and shear resistance of the walls can be checked to be compliant with the codes and specifications following the load and resistance factor design (LRFD) method. Specifically, the 0.187- in.-diameter steel wires in the pumpable J-Crib walls and 20-gauge steel panels in the HS stopping walls are integral parts of the walls and are considered to effectively confine the J-Crib or J-Seal materials. These steel elements play a significant role in reinforcing and improving the strength or support capacity of the stopping walls from a structural design perspective. Because of the high ductility of low-density J-Crib/J-Seal materials and steel elements, these walls are good at accommodating or absorbing the roof convergence (≥5% entry height), which cannot be matched by a traditional concrete block stopping wall (Figure 1). Based on the successful design and application of these stopping walls in different mines for improving roof stability and avoiding the air leakage, the authors have formulated the design methodology and verified independently by the finite element analysis (FEA) simulation technique. This design methodology combines the fundamental structural design principles with specific wall dimensions and material properties, facilitating mine engineers and government agencies to understand the in-depth working mechanism of these stopping walls.

J. Dasher Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title. reply by M. G. Ayat The first and the last criticism of this paper is that the work is not pertinent to the title. Anybody who reads this article will immediately realize that the work describes the breakage of coal particles to finer sizes in coal slurry pipes and pumps. If this is so, why not title the work "Degradation process in coal slurry pipelines"? What could be more pertinent to this title than the investigation concerning the degradation phenomenon of coal particles in a pipe carrying a coal slurry? Mr. Dasher complains that he does not understand the meaning of the term "increasingly smaller size." The first sentence of this article defines the degradation process as "the breakage of coal particles to increasingly finer sizes." The term "increasingly finer sizes" here means successive breakage of a fine particle to finer and finer sizes. According to Hukki (Hukki, 1975), the probability of breakage is high for large particles and rapidly diminished for fine sizes. We apologize for being brief about some of these definitions. The degradation process, breakage of particles to increasingly finer sizes, is so widespread in the mineral industry that we did not feel it necessary to bore the reader with lengthy definitions of some simple terms. Mr. Dasher states that the coals examined and their original size consist are unidentified. Please look at Table I and Table 2 in the paper again where you will find the original size consist of the coals examined and their full specifications. We only named the coals A, B, C, D, and E to avoid identifying the coal seams that were more susceptible to degradation. Not identifying the name of the wet screening device used in this work has also been criticized. In our opinion, wet screening operation is such a routine and standard procedure that naming the device by which the screening is performed would serve no purpose but to promote a sales approach. This was not our intention. We did not conclude that the correlation between the degradation process and Hardgrove Grindability Index is hard to establish as Mr. Dasher writes in his letter. We stated, not concluded, that "It is reasonable to assume that some relationship between the extent of degradation and its physical properties, such as Hardgrove Grindability Index, does exist. However, any definite correlation is difficult to establish." This statement is based on other researchers work, which are clearly referenced in the article. The conclusions of this paper were based solely on the findings of the experimental work. As for the theory of comminution that Mr. Dasher asks, we would like to refer him to some basic comminution books and articles where various theories are clearly described. For example, Hukki (Hukki, R.T.,"The Principles of Comminution; An Analytical Summary," Eng. Min. 176, 106, 1975) suggests that the relationship between energy and particle size is a composite form of three laws (Bond's law, Kick's law, and Rittinger's law). A comprehensive analysis of coal breakage processes is also performed by Broadbent and Callcott (S.R. Broadbent, and T.G. Callcott, "Coal Breakage Processes, I. - A New Analysis of Coal Breakage Processes;" and "Coal Breakage Processes, II. - A Matrix Representation of Breakage," Journal of the Institute of Fuel, pp. 524-539, December 1956). These and many other relevant publications explain the relationship between the particle size and energy much better that what can be said in this short reply. We will, however, agree with Mr. Dasher on one particular point. We, too, believe that if the investigation concerning the degradation process in coal slurry pipeline were to be pursued further, one could choose to determine one or more of the variables available in the process, such as discharge pressure, power consumption, percent solid, pipe diameter, etc.

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.

Improvements which have been made in commericial flotation systems during the past fifty years have resulted more from trial and error methods in the mill than from research in the laboratory. Research has often provided explanations of why mill changes have improved the metallurgical process. Hopefully, in the next fifty years, changes in mill flowsheets will come about, primarily, as a result of research work. However, since minerals, in their infinite variety, cannot be reduced to a standard state, research on commercial ores will have only a local utility, and research on pure minerals will have little commercial application. What will emerge from research on pure systems are mechanisms of adsorption, and this in turn may throw some light on the very much more complex adsorption processes taking place in the pulps of commercial ores. Quartz, without a doubt, has been the subject of more research effort than any other mineral, but we are still a long way from completely understanding its behavior in flo¬tation. Hematite and calcite have received considerably less attention. Ores containing a mixture of all three minerals, however, are commercially important, and the iron deposits in Alabama have been extensively studied by the United States Bureau of Mines (1). The literature reveals no reports of research on synthetic mixtures of all three.

Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Company to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the Company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received substantial attention in recent years. A Company guideline that no coal shipment shall exceed any contract or company-imposed coal quality specification has been successfully implemented. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed. Background Surface coal mining of subbituminous C rank coal in the Cillette. (Campbell County) Wyoming area has become increasingly competitive during recent years. Prior to 1974, one small surface mine produced coal for local consumption. During the last ten years, 13 new surface coal mines have been constructed. Coal production from Campbell County, Wyoming totalled 88 million short tons (79.8 million metric tons) in 1983, the majority being shipped to electric utilities in the central and southern United States via unit trains having a capacity of 10,000 short tons (9,072 metric tons).

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

The question "what constituents should be determined?" is one that defies a simple answer, because earth scientist being what you are, the rock and mineral analyst will eventually be called upon to determine about three quarters of the elements in the periodic table. The concentrations of these analyses will range from as low as 1 ppb to 100% of the material being analyzed. The most important thing to remember about a quantitative analytical result is that it can only be an estimate of the concentration of the analyte present. A measure of the reliability of that estimate is given by statistically derived statements of the precision and accuracy of the measurement. When evaluating your data an understanding of precision and accuracy are of paramount importance. Precision is the measure of agreement between replicate values while the accuracy of a determination is the concordance between it and the true value. There is no quarantee, however, that a precise answer is an accurate one. The numerical difference between the two values is the error. When evaluating your data, the repeats analyzed with your samples will identify the precision and control standards of U.S.G.S. or Canadian Certified Materials quality will identify the accuracy. The main problem is this data is routinely withheld from the report, or was it ever included in the analysis of your samples?

Recently a mining analyst for a major bank called me to say that during his travels he had encountered an electric utility interested in a new uranium supply. Since we produce uranium as a by-product of phosphate operations rather than as a primary product, he assumed we simply sold our output in the spot market and that a new prospective purchaser would be of interest to us. This assumption was incorrect; the uranium had already been sold on a long term basis at terms more favorable than the currently depressed spot market. From the outset our approach to the marketing of uranium was based on the principle that by-product marketing is not unlike primary product marketing. This was particularly appropriate in the case of uranium, as we were planning a considerable technical and capital commitment to a new business. This illustrates: that the fundamental principle in by-product marketing is to follow a primary product strategy; that the terms "by-product" or "co-product" are creations of accountants; that they have no place in marketing decisions! Traditionally, the term "by-product" has implied that only a secondary marketing effort is required. Recent history has contradicted that view by demonstrating that by-product values can have marked impact on a mine's revenues and costs. In fact, by-product values can spell the difference between success and failure.

A greenfield open pit gold mine in Latin America suspended operations less than three years into an eight-year mine plan after a waste rock dump and heap leach facility sustained substantial damage from a deep-seated landslide. No injuries to employees were recorded because of the slow-moving failure. Due to early detection by the operations team, the owner had sufficient notice of the potential failure and successfully rinsed the heap leach facility prior to the failure event. Engineers estimated approximately 35 million cubic meters of mass movement below the waste rock and heap leach facilities. The original eight-year mine plan produced approximately 60,000 ounces of gold per year. After the failure, the owner terminated gold production, re-configured the mine site to a safe, standby condition and launched a detailed investigation into the root-cause of the failure. Approximately two years after the shutdown, legal interests filed a statement of claim and named three engineering design firms and individuals involved in the project. Several years of litigation, including discovery and deposition proceedings, followed as the legal process considered evidence spanning a 20-year timeline. Changes in project ownership and consulting firms during the development and operations phase complicated the process. In 2017, the plaintiff and last defendant settled. The author was involved as the corporate representative for one of the engineering design firms.

The Indiana Limestone Company has developed an insulated, thin and comparatively light-weight pane 1 suitable for use as a spandrel panel in a curtain wall. The panel is about four inches thick and is composed of limestone backed with insulation. The inner surface of the insulation is protected with asbestos-cement board or a metal pan, depending on the type of insulation, building-code requirements and appearance (if the surface is left exposed). The limestone is cut to the size of the spandrel openings and the insulation and backup is applied in the mill ready to be shipped and in- stalled in the wall grid, A mortarless and waterproof joint with the metal frame components is achieved through the use of neoprene, thiokol, and caulking, The limestone is "dirt-proofed" (waterproofed) in the mill to slow down discoloration. The panel weighs more than some presently used materials. However, ILCO's architects and engineers have found that curtain wall systems capable of withstanding imposed wind loads are made up of sections large enough to carry this extra load of stone with little or no modification to the size of the metal frame. Limestone, a traditionally sound material, can be used in this new way without losing any of its natural qualities of dimensional stability, resistance to fire, and permanence.

As the size of the mills get larger and the liners get heavier, a better means had to be found to handle liner replacement. McLellan Industries is famous for their innovative ideas and was called upon by an engineering company to develop a mill liner crane. The first crane was developed for Similkameen about 1969 to serve a 32' 0 x 14' Long SAG Mill. The next was Island Copper in Port Hardy, B.c., the same size as Similkameen in 1970. At that time, we took existing hydraulic cranes and modified them to meet the mill configuration. In 1973, we developed a completely new approach for the Southern Peru copper mine at Tacna, Peru for a Ball Mill, size 16'-6" 0 X 19' Long. Each installation required a design study to meet the change in mill size, trunnion size, elevation of floor to feed trunnion, area at the feed or discharge end of the mill. We have supplied self-propelled units as well as lift in. When there is no room at the feed end and if the mill has a trunnion overflow discharge, we have the mill supplier provide a structural frame to span the sump and move the mill liner handier into position with the use of the overhead crane or a mobile crane.

Atlantic Cement Company's new multimillion dollar, 10,000,000 barrel per year cement plant went into full operation in February, 1962, bringing into reality a new concept in the distribution of Portland cement. The Cerro and Newmont Mining Corporations, well established in the mineral extraction and dressing industry, backed the venture. To take advantage of the, economics inherent in single production units of large capacity, it was necessary to first find a market' capable of absorbing such large quantities. Cement can be economically shipped by rail and truck about 200 miles. Beyond' that radius from the producing facility the freight costs become prohibitive. No single marker area within that radius exists which could absorb such a large volume of cement. However, water transportation provides a relatively inexpensive method of transporting bulk products many times over such a distance. Thus, it was decided to locate the producing facility near a deep water port which had ready access both to the Atlantic Ocean and, just as important, a good source of raw material. An extensive feasibility study was made and the site at Ravena, New York on the Hudson River near Albany was chosen. Here, vast quantities of limestone in the foothills of the Catskill Mountains are found within a short distance of-the deep-water Hudson River.

Single-row bench blasts at a reduced scale in the field were used to study the effects of delay time on fragmentation. Nine shots with a spacing of 21 in. and a burden of 15 in. (S/B = 1.4) and nine shots with a spacing of 30 in. and a burden of 15 in. (S/B = 2.0) were completely screened to determine particle size distributions. Delay intervals between holes ranged from 0 to 45 msec, corresponding to effective delay intervals ranging from 0 to 36 msec per foot of burden. Each shot was instrumented with strain and pressure gages to measure in situ blast dynamics and to evaluate interactions between blastholes. Finer overall fragmentation was produced for shots with delay intervals between 1 and 17 msec per foot of burden. Only for shots within this optimum delay range was it observed that the strains induced by stress waves constructively interacted with strains induced by gas pres- sure from an earlier detonated hole. Coarsest fragmentation resulted at delay intervals less than 1 msec/ft, where stress waves from each hole were observed to interact destructively, and at delay intervals greater than 24 msec/ft, where no inter- action between holes was observed, indicating a condition that can be considered as the firing of single hole shots independently.

In the past, considerable work has been done on the applica­bility of bromine chemistry in the extractive metallurgy of gold. While the research in this area spanned from the understanding of fundamental dissolution chemistry to the demonstration on a pilot plant scale, no work was done on the fate of discarded leach residues with respect to the stability of accompanied heavy met­als. Because the leach residues were the discharge products of halide/halogen systems, the general perception was that the con­tained heavy metals would be more susceptible to dissolution than in typical sulfate systems, thus causing increased environ­mental problems. A long-term study was performed to obtain the information on the stability of heavy metals contained in the leaching residues after bromination. The study involved the leach residues of three different ores, as well the precipitates prepared from the synthetic solutions (not presented here). The conclusion of this study is that the stability of solid residues produced by bromination leaching was same as the sta­bility of leach residues produced by leaching in the sulfate sys­tems. Also, contrary to the past expectations, the presence of bromide ions in the test solutions (up to 1 g/L NaBr) did not enhance the solubility of heavy metals (Cu, Zn, Pb, As) beyond the solubilities found in the sulfate systems.

The use of CCD (counter current decantat.io;1) thickeners, or; clarifiers, in the gold mining industry is quite common. Although there are a number of technologies in the industry which utilize these types of tanks, the fundamental requirement is to settle leach tailings and eventually separate gold and silver "values" from the "barren" (no values) solution. The thickener separation process varies depending upon the raw ores found in any specific mine. In mines where rudimentary, rocky ores are most common the settling process is fairly straight-forward and uncomplicated. But, for those mines with complex carbonaceous ores, usually identified by high silting, clay components, the ability to monitor and control the settled materials is quite laborious and costly. The task of monitoring and maintaining control of settled residue in clarifiers and thickeners, of any design, is difficult in any industry, but due to the added desire in the gold mining industry of leaching the values from the liquid slurry, the problem is multiplied. Other common activities taking place in the thickeners are exaggerated internal flow rates, settleable solids activity due to rake movement, and the settling activity generated by flocculents being added to the liquid medium. All of this action within the liquid column causes the continual monitoring of the interfaces within the tank close to impossible.
