The globally increasing environmental awareness which has manifested itself in the past few years also encompasses problems associated with mine closures. A crucial requirement for the effective planning, management, monitoring and control of mine closures is an information system which allows the qualitative and quantitative evaluation of proposed closure strategies, not only in terms of their local influences, but also of their potential effects on areas farther a field. This paper describes some of the closure associated problems and the establishment of such an information system from existing facilities, all of which are readily available. No modifications to these facilities are necessary, which enables rapid and cost-effective implementation of the system.

Soil next to a smelter abandoned about 100 years ago near Socorro, NM was found, by the US Environmental Protection Agency (EPA), to contain high Pb concentrations. Detailed characterization of the soil by the New Mexico Bureau of Mines and Mineral Resources (Bureau) shows that the highest Pb concentration is in the clay-size fraction, although this fraction accounts for only 1 to 3 wt % of the soil. The depth of contamination, determined in areas relatively undisturbed since the smelter was abandoned, is no more than 76 mm (3 in.). Because of the soil's alkalinity, the Pb mobility is dominated by the movement of Pb-bearing particles, as opposed to chemical transport in solution.

The relationship between collector concentration and the solution pH at which flotation occurs is discussed for different minerals. When flotation results are plotted as log of the concentration against pH, the values define areas of total, partial or no flotation. The experiments were performed in three different conditions: a) floating with the same solution used for conditioning; b) floating with water at the same pH as the conditioning solution; and c) floating with water at pH = 7. In each case, the results obtained are quite different. It is suggested that the presence of a second layer of collector reduces flotation over some domains in the graphs. These domains are called depression areas.

A new technique, prompt neutron activation probe (PNAP), for analyzing phosphate rock slurry in-situ was evaluated both in the laboratory and at the plant. The technique yielded a high precision in the analysis of Ca, Si and H using 252Cf source. Low accuracy of the direct measurement of P using 241Am/Be in the laboratory tests was attributed to the interference of rare earth elements present in the samples, particularly Gadolinium. No significant effect of variables such as solids loading, particle size distribution, and flotation reagents was observed on the probe performance. The probe can detect the compositional changes of the feed, tailings and the concentrate streams in the plant.

Chemical and electrochemical studies were performed during bioleaching of cobaltite concentrate with Thiobacillus ferrooxidans. The two principal minerals present in the concentrate were pyrite and cobaltite (CoAsS). During chemical studies, the effect of pH on dissolution rates was examined under uncontrolled and pH-controlled conditions. It was found that in the pH range 1.5-3.0 there was no pH effect if the initial pH was not controlled (maintained). When the initial pH was controlled, the leaching of Co, As, and Fe depended strongly on pH. Electrochemical studies were performed by using cyclic voltammetry and constant potential techniques. A sequential reaction mechanism was proposed for dissolution of cobaltite.

Preliminary studies were conducted at Jim Walter Resources, Inc. Blue Creek No. 3 Mine to determine the influence propane operated heaters exert on the mine ventilation system when two of three intake airshafts were heated. During initial use of the heaters, it was found that change in density caused by heating a portion of the air at two of three intake shafts altered under- ground air flow changes sufficient to be considered a violation of Part 75.322 of the Federal Coal Mine Health and Safety Act of 1969 as amended by Public Law 95.164. The primary concern was to accurately define the problem in order to derive a workable solution.

A new super-large 100 m3 (3500 A3) pneumatic mechanical flotation cell is now available to meet future mineral processing challenges. Several innovative design concepts represent a marked departure from conventional flotation cell designs. The radial discharge from the pump action rotor and the overhung vane type stator is contained in a conical bottom cylindrical tank with no dead comers. Peripheral launders collect froth overflowing the entire circumference of the tank and these launders are of a hexagonal design permitting cells to be nested together in a honeycomb fashion. This new flotation cell is powered by a custom designed hydraulic motor package that provides infinite speed control in individual cells and a soft start under load

This paper focuses on tests performed on sandstones and shales from four gas wells in the Mesaverde formation. A previous document showed a comparison of the static and dynamic laboratory moduli. This publication describes how field velocity logs were used to derive field dynamic moduli. A 3-way comparison was then performed for these stiffness properties; the results show no agreement between the three sets of values. Differences between dynamic stiffness coefficients from the field and the laboratory exceed 200%; differences between static and dynamic coefficients range up to 600%. In turn, this indicates that a reliable method of estimating mechanical rock properties for hydraulic fracturing design has not been established, and that such a task should be pursued.

Use has been made of several theoretical models to predict radiation levels in underground uranium mines. The models used are the Evans model, the Thomas-Epps mine model, the isolated mine model, the mine tunnel with no air flow and the mine tunnel with air flow (Beckman and Holub). Calculations based on the above models have been extended to include thoron gas and its progeny, a common occurrence in some Canadian uranium mines. Theoretical predictions include radon and thoron progenies WLs and concentrations, and some ratios of great practical interest. The main differences between the models are pointed out and comparison is made with experimental data gathered during the last three years in several Canadian underground uranium mines.

Because of increasing production of fine coal during mining over the past century and because of inefficient fine-coal recovery technologies, a vast reserve of high-quality coal now exists in refuse ponds. A novel finecoal circuit, consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column, was evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,170 kJ/kg with 60% mass yield. Results from the treatment of two refuse pond materials are presented in this paper.

Part one of this two-part series covers conceptualizing and developing a maintenance information system. It explains what information is necessary to manage such a system. Next month, part two will discuss using this type of system with administrative information, including error and absentee reports as well as open work files. Introduction There is no doubt that quality, timely, and accurate information can make a solid contribution to maintenance cost reduction objectives. Yet, despite obvious benefits, methods being used to acquire information systems are proving costly, frustrating, and often unsuccessful. Those needing the information are disappointed. Mine managers, hoping to reduce costs with quality information, are instead seeing no system, no savings, and massive spending on information endeavors of questionable benefit. Options Any software vendor will happily sell you his program. Numerous mining organizations, having "gone to the cleaners" themselves, will gladly make their programs available to help cover huge trial and error development costs. Any package can only be a generalization. Any program bought from some other organization must undergo numerous modifications to make it work properly. In the process the initial cost is doubled. Many mining maintenance organizations do not know how to go about the task of conceptualizing, developing, installing, and effectively using a maintenance management information system. Consequently, many have hedged their primary responsibility of specifying what information they want, how they will get it, and how they will use it effectively. Into this void have jumped many who claim they can help. But some may not understand the special information needs of maintenance in the mining industry. By default, the whole scene of maintenance information systems has become confused and in need of clarification. A Starting Point Four broad phases are used to organize the steps by which maintenance acquires an effective maintenance management information system and initiates its use. Conceptualization is an identification of needs, factors that influence development, and an assessment of support for the system. Development is a plan of action for bringing the conceptualized information system to life. Consideration is given to the practical aspects of collecting field data, processing it, and converting it into useful information. Implementation consists of those actions by which the newly developed system is integrated into the organization and put in the hands of its personnel so that its value can be derived. Use addresses the means by which personnel use the information to accomplish maintenance improvement objectives. These phases are preceded by establishing the need for the information system. They are followed by a requirement to measure its success (Fig. 1). Conceptualizing the Information System Responsibilities - The information system user must acquire the system best suited for its use. A step-by-step process is essential to avoid many serious problems than can easily occur. The most important step is to clearly identify its objectives and lay out a course of action to achieve those objectives. The major reason for the failure to achieve information objectives is not carrying out this responsibility. Maintenance cannot delegate the task to data processing. It can obtain technical assistance but it must retain responsibility. Nor can maintenance purchase

INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. In March 1981, FEMA began the first purchase program for the national defense stockpile in over 20 years. The stockpile is sadly out of balance, Krueger adds. Stockpile materials are

Chemical processing research made notable advances during 1986. This overview is necessarily brief. It is intended, though, to give the flavor of selected areas where recent activity has been high. At the 1986 Annual Meeting of The Metallurgical Society, a symposium was held on hydrometallurgical reactor design and kinetics. R. G. Bautista, R. J. Wesely, and G. W. Warren edited the resultant proceedings volume. This is the first available volume on this subject. It includes 26 papers on fundamental kinetic studies, modeling of reaction kinetics and reactor performance, and pilot and production-scale operations. Metals discussed include silver, gold, platinum, titanium, cobalt, nickel, zinc, copper, manganese, and iron. Agitated tanks, heaps, dumps, pachucas, pressure auto-claves, electrolytic reactors, liquid membranes, and fluidized beds are among the reactor types covered. An international symposium dealt with iron control in hydrometallurgy. It was sponsored by the Metallurgical Society of CIM, the Institution of Mining and Metallurgy, The Metallurgical Society of AIME, and Gesellschaft Deutscher Metallhutten and Bergleute. J. E. Dutrizac and A. J. Monhemius edited a proceedings volume containing 41 papers. These covered many areas of process chemistry, solvent extraction, precipitation, treatment of pickle liquors, impurities, residues and the environment, and process selection. Precious metals Concerning precious metals processing, the US Bureau of Mines IC 9059 is noteworthy. It includes papers presented at a USBM briefing at the Western Mining Conference in Denver. Topics covered included ion exchange, staged heap-leaching direct-electrowinning, and mercury precipitation during cyanide leaching of gold ores. Also dealt with were carbonaceous gold ores, carbon adsorption and desorption, heap leaching, the carbon-in-pulp process, and precious metals recovery from electronic scrap and solder. R. C. Sandberg and J. L. Huiatt (Journal of Metals, June 1986, and USBM RI 9022) developed a method to recover silver, gold, and lead from a complex sulfide using ferric chloride, thiourea, and brine-leach solutions. Gallium Gallium recovery was also a subject of considerable interest. Much information on this topic is proprietary. But two papers described solvent extraction of gallium. V. P. Judin and R. G. Bautista (Metallurgical Transactions B, 1986) developed an equilibrium model to separate gallium chloride from aluminum chloride. Tributyl phosphate was the extractant studied. T. Sato and H. Oishi (Hydrometallurgy, 16, 1986) investigated gallium extraction from sodium hydroxide by using Kelex 100. Data were given on the equilibrium distribution and the extraction kinetics. Galena Interest continues in recovering lead by hydrometallurgical processing of galena. J. E. Dutrizac; S. H. Kim, H. Henein, and G. W. Warren; and M. C. Fuerstenau et al. (Metallurgical Transactions B, 1986) all investigated leaching of PbS by ferric chloride. Dutrizac reported parabolic kinetics and reaction control by outward diffusion of lead through a porous layer of elemental sulfur. Kim, Henein, and Warren, however, reported that two leaching reactions occur. A nonoxidative reaction produces H2S and there is an oxidative leaching by ferric ion. Acid dissolution was found to predominate when the acid activity to ferric activity ratio is high. Surface chemical reaction was reported to be controlling. Fuerstenau et al. also reported that mass transfer through the sulfur layer is rate determining. But they believe that the species transferred are chloro complexes of ferric ion. In other work on lead, A. Y. Lee, A. M. Wethington, and E. R. Cole, Jr. of the USBM described an environmentally acceptable hydrometallurgical alternative to the smelting of lead concentrates (RI 9055). Uranium In spite of depressed prices, much work has been reported on uranium processing. R. G. L. McCready, D. Wadden, and A. March-bank (Hydrometallurgy 17, 1986) described the nutrient needs for in-place leaching by T. ferrooxidans. They reported the optimal conditions for uranium solubilization. L. E. Eary, H. L. Barnes, and L. M. Cathles (Metallurgical Transactions B, 1986) carried out an experimental and modeling study of uraninite dissolution. They concluded that ferric ion preferentially leaches uraninite in pyritic ores. Hydrogen peroxide was found to be less selective. A. Vuorinen, P. Hiltunen, and O. H. Tuovinen (Hydrometallurgy 15, 1986) studied redox and precipitation reactions of iron and uranium in leach liquors. P. T. Chiang (Hydrometallurgy 17, 1986) reported on the effect of uranium loading in the DEPA-TOPO process to separate uranium and iron from wet-process phosphoric acid. F. J. Hurst (Hydrometallurgy 16, 1986) conducted a fundamental study of the separation of uranium from phosphoric acid by DEPA and TOPO. D. E. Chia and W. C. Cooper (Hydrometallurgy 16, 1986) reported on bench and pilot scale work to recover uranium by the HIMIX process. They reported that the acid consumption to produce an eluate suitable for yellowcake

INTRODUCTION The National Park Service (NPS) conducted a research program from mid-1975 to early 1978 to measure alpha radiation levels in natural caves which it administers. Subsequently, a long-term management program was developed which has conducted routine monitoring of radiation levels and has computed employee exposure accumulations in certain NPS caves. The overall program: research and management; was undertaken to evaluate the possible health hazard to cave visitors, interpreters, researchers, maintenance personnel, concessions employees and other workers and to protect their health. The results of this work have been reported extensively elsewhere (see References 1 through 3, 5, 6, 9 through 13, and 14 through 26). This paper deals with the relation of radon gas and daughter produced radiation levels to the cave air flows which mobilize them. These flows are a function of interior cave and exterior ambient air temperatures and pressures and of the cave's geophysical configuration. The low-level, ionizing radiation is produced by minute concentrations of radon and thoron gases which emanate from within caves. Because of confinement, the radiation levels are often appreciably higher than in surface atmospheres. Subsequent radioactive disintegration of the gases into their ionized "daughter" products, which are particulates, permits distribution of the alpha radiation throughout a cave system. The extent and character of this distribution depends upon the particular cave and the air flows which it produces. Thus, the alpha radiation serves as a "tracer" to describe the flows. The flow analysis is divided into two parts: 1) A qualitative description with respect to the two basic geophysical cave types over both long-term (annual) and short-term (diurnal to weekly) periods. 2) A quantitative description of the unsteady, uniform and non-uniform, one-dimensional, incompressible motions for both influent and effluent air flow situations in both basic geophysical cave types. A part of the qualitative description presents "Special Measurement" data: Tsivoglou [vs.] Kusnetz working levels, Tsivoglou individual daughter levels and free ion concentrations, radon gas concentrations, and equilibrium ratios. A great deal of important work has been carried out by Mr. Bobby C. Carson, Cave Radiation Technician at Mammoth Cave National Park, Kentucky. He reports these findings later in this conference (Ref. 6). Some of his results have been used here to establish the cave air flow analysis. Other National Park Service personnel have made measurements at others of the caves for which data are reported here. All of this work and cooperation has been vital to the success of this research program. It is very much appreciated. THEORETICAL FLOW DESCRIPTION Previously reported research (See Ref's. 20, 21, 23 and 25) has established the qualitative relationship between the alpha radiation in caves and their natural air flows. The radiation serves as a representation of these air flows. Changes in radiation with time represent changes in the main forces which produce the air flows. The quantitative data have substantiated that [all caves in which the primary cause of air flow is due to temperature produced gravity (density) gradients and also having minimal man-made disturbances, experience seasonal variations in airborne alpha radiation. The radiation levels increase in summer but decrease in winter], based upon seasonal air movements through each cave system which occur naturally. Two general types of physical cave configurations which control the air flows have been identified as: 1. Those which go up into a hillside or mountainside: Type I ("Upside-down" = USD). 2. Those which go down into the earth; Type II ("Right-side-up" = RSU). These act to control the air flows seasonally. The summer increase in Type I caves is due to increased air flows, whereas in Type II caves it results from stagnation or reduced air flows. This seeming paradox is explained by the physics of the air flow regime in each cave type and has been detailed elsewhere [Ref's. (20), (22) through (25)]. It[ i] true, in general, that air flow decreases airborne radiation in the [immediate vicinity] in which it occurs. Any paradox results from subsequent distribution throughout the case as to [ how] the air moves through a cave [system] with respect to time and space. Exceptions to the cave air flow "rule" are: 1. Caves in which pressure gradients and pressure fluctuations [predominate] in producing the air flows. 2. Caves in which man-made effects and management practices are superimposed on the natural air flow regime. Man-made disturbances which can alter the natural cave air flows are tunnels, elevator shafts, bore holes, sealed and closed portals, etc. If these are not properly sealed, the natural air flows which they change will totally alter the distribution and seasonal variations of the alpha radiation levels. These exceptions may act separately or in combination.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The foregoing information comes by courtesy of The Division of Nonmetallic Minerals of the U.S. Bureau of Mines, January 1973. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. The subsidence and deformation characteristics of strata with thick unconsolidated overlying strata is quite different from that with consolidated overlying strata. In this paper, based on the engineering background of large mining height mining in No.21 coal seam of Zhaogu No.2 Coal Mine in Henan Province, China, the PFC 2D numerical simulation and surface subsidence field observation was conducted to study the subsidence characteristics of strata with thick unconsolidated overlying strata (680m). Numerical model with dimensions of 2000m 750m was established and mining process with different working face lengths (150 m,200 m,250 m,300 m) and different working face advancing distances (40 m,80 m,120 m,160 m,200 m,240 m,280 m,320 m,360 m,400 m,440 m,480 m) were simulated. The surface subsidence characteristics and displacement field variation of rock strata under different working face advancing distances were observed and analyzed. The results show that with the advance of working face, the structure of subsidence-like basin will be formed in each rock stratum, and the influence range of mining on rock stratum is “bowl-shaped”, and the influence increases with the increase of advancing distance. The unconsolidated layer has a buffer effect on the mining-induced subsidence, and the buffer effect is realized by the expansion of the subsidence area. The movement law of strata under different working face lengths is similar to that under general mining, and the structure of subsidence-like basins will also be formed in each stratum. The influence range of strata after mining is ' bowl-shaped ', and the influence extent increases with the increasing of working face length; the internal subsidence of the unconsolidated layer is more intense and complex than that of the rock layer; the surface subsidence movement shows an obvious 'basin' phenomenon. The field observation data of surface subsidence also confirm the above results.

Eicosanoids and cytokines produced by the alveolar macrophage (AM) are key mediators of pulmonary inflammation and fibrosis resulting from occupational exposure to mineral dust. In order to determine if eicosanoid and cytokine production are altered by chronic inhalation of coal dust, we compared the production of prostaglandin E2 (PGE2), thromboxane A2 (TxA2), leukotriene B4 (LTB4), interleukin 1 (IL-1), tumor necrosis factor (TNF) and platelet-derived growth factor (PDGF) by cultured AM from non-smoking normal human volunteers and coal miners. Inhibitors of eicosanoid biosynthesis were administered to AM from coal miners in order to determine if a link between eicosanoid and cytokine production exists in these cells. Basal PGE2, TxA2, TNF and IL-1 production by AM from active miners was increased compared to AM from normal volunteers. However, the production of these eicosanoids and cytokines by AM from former coal miners was reduced compared to control AM. Administration of the cyclooxygenase inhibitor, suprofen, and the lipoxygenase inhibitor, nordihydroguaiaretic acid, reduced PGE2 and TxA2 production in miners' AM but had no effect on LTB4, IL-1 or PDGF production. Specific inhibition of thromboxane synthase by UK38,485 was associated with a significant reduction in TNF production in active miners' AM but had no effect on PGE2, LTB4 or IL-1 production. The prostacyclin analogue ZK96,480 also specifically inhibited TxA2 production in active miners' AM. The results of these studies suggest that coal dust exposure is associated with alterations in AM eicosanoid and cytokine production which may be relevant to the development of pulmonary inflammation and fibrosis. In addition, the lack of effect of inhibitors of PGE2 biosynthesis on IL1 production in miners' AM suggests the production of these intercellular messengers may not be linked in AM chronically exposed to coal dust.

US Borax began exploration in southeast Alaska in the summer of 1971 with a staff of two, Barry Watson and Jackie Stephens, based in Spokane, WA. After several years of prospect examinations in the islands west of Ketchikan, AK, and with the able assistance of prospector-pilot Kenny Eichner, Jackie Stephens proposed and organized a boat-based, helicopter-supported, stream sediment sampling program to explore the western contact of the Coast Range intrusive complex on the mainland. The rationale for this included: the extension of known mineral trends from Canada into southeastern Alaska along favorable geologic zones; the western contact area of the Coast Range intrusives with metasediments and metavolcanics was a favorable target for metals exploration as shown by numerous small prospects. Knowledge gained from mineral exploration of the island areas indicated that they were well mineralized, but already well explored, and that the known mineral potential was probably present in subeconomic quantities (Brooks, et al.). Publications of the US Bureau of Mines and other scientific agencies were gathered and every prospect within the southem southeastern Alaska area was plotted. This in itself lent a tremendous amount of knowledge to the total exploration program. US Borax's McLean Arm copper property on Prince of Wales Island was drilled and dropped while this compilation of data was proceeding. We found that many companies had followed one another around the island areas, but little or no exploration had been done on the west side of the Coast Range, and that many explorationists flatly stated that the west side of the Coast Range was barren of mineralization. In summary, although some of the shoreline and near shoreline areas of the mainland had been explored, no organized boat-helicopter exploration program had been done along the favorable western zone of the Coast Range Intrusive complex. We decided to use a boat as a floating hotel for the crews that were to be helicoptered into the back country from tidewater for our initial stream-sediment sampling program.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition.
