The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

The aim of the present paper is to show how a mathematical modeling of a creeping rock and that of an yieldable lining can allow us to obtain an optimization of the lining design and generally of the whole procedure and sequence of excavation-lining application. We follow the procedure presented by Cristescu (1989) Chap. 13, and Cristescu et al.(1987); for some other approaches see the literature mentioned, for instance, by Ladanyi and Gill (1988). We have in mind to describe the creep of the rock, i.e. the tendency of the tunnel to close in time, and to take into account that the lining itself may be deforming, i.e. possesses some rheological behavior. We start from the well known fact that "intelligent" lining, which are yielding to the pressure of the rock, may be much more successful in supporting creeping rocks than excessively strong, badly designed supports which are unable to resist to pressure of the rock, though these are oversized supports (too strong, too stiff, installed too early, etc.). In order to optimize the lining to be used for a certain rock, it is absolutely necessary to study in the laboratory the main mechanical properties of that specific rock and to formulate for it a reasonably simple mathematical model. Standard triaxial test results are quite enough to determine the model for the rock, combined with some creep tests which have to reveal the long-term behavior of rock (the so-called rheological model). What concerns the lining, we consider several kinds of linings existing today, for which a mathematical model was also formulated. One shows which is the interaction between the creeping rock? and the yielding lining and how can it be formulated in mathematical terms. Once written in mathematical terms, an optimization of the lining design and that of the excavation layout and support application sequence is possible. We will try to make the exposure as simple as possible, avoiding details and having in mind to give only a sketch of the problem, while the mathematical details could be worked out quite easy.

"This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 feet below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana. INTRODUCTION In an effort to improve Butte Area One natural resources, the research project was proposed to help restore tree growth in the Butte Priority Soils Operable Unit Boundary (BPSOU). Research by Blicker, et al. (2003) found that, the BPSOU, which is part of the Silver Bow Creek/Butte Area National Priorities List (Superfund) Site within and near Butte, Montana has multiple historic mining sites situated entirely within the urban setting of Butte. Mine wastes and mill tailings, accumulated from over 100 years of gold, silver, and especially copper mining are dispersed throughout Butte, posing health risks to human and environmental receptors. Stabilization of tailings sites is needed to control fugitive dust, prevent run-off of toxic material resulting in subsequent sediment deposition in streams, reducing the volume of water seepage through acidic and heavy metal contaminated material, and improving land productivity and aesthetic VALUES ((Watkin and Watkin, 1982). If successful, the project will help restore water quality and maintain stream flow in Silver Bow Creek where it flows through Butte Area One. Trees native to Butte are being grown in an underground greenhouse located in the UMEC and will be planted in five areas located within the BPSOU designated for tree planting by the Butte Silver Bow government. Growing trees is expected to help restore vegetative ground cover within the watershed contributing to stream flow in Silver Bow Creek. They will prevent soil and tailings from eroding and being deposited in Silver Bow Creek where they could degrade water quality and choke stream flow."

Agglomeration for the heap leaching of gold and silver ores can be defined as the process of attaching fine ore particles (less than 100 mesh) to coarser particles so the fines are immobilized and uniformly distributed throughout the heap, thus making the heap more porous and uniformly permeable to the flow of a leaching solution. Agglomeration techniques and equipment to be described include drum and disc agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse running conveyors.

Minerals have many uses in paint systems. These roles include use as primary and extender pigments, sheen control, film durability enhancement, and rheology control. These and other uses of minerals in paints, and the effects of mineral quality variations on coatings performance are discussed. As coatings performance requirements become more demanding, tighter consistency of important mineral properties, such as particle size distribution and purity, is becoming increasingly vital. Future directions of mineral use to meet projected environmental restrictions and performance demands on coatings, including the use of advanced minerals technologies, are examined.

Shale is anisotropic due to the presence of bedding planes. The anisotropic strength of shale has been extensively studied. However, little attention has been paid to the size effect on shale strength considering the anisotropy. This research uses the discrete element method to study the size effect on the strength of shale under the uniaxial stress state. It is assumed that the anisotropy is caused by bedding planes, while the size effect is caused by randomly distributed flaws. The numerical model of shale comprises three components: shale matrix modeled by bonded particles (2) bedding planes modeled by smooth joints (3) flaws modeled by discrete fractures. The developed model is scaled to different sizes and tested in the uniaxial compression and the direct tension tests. The test result show that the uniaxial compressive strength decreases as the specimen size increases when the loading direction is perpendicular or parallel to bedding planes. The uniaxial compressive strength is determined by the flaws while the bedding planes only play a limited role. However, the size effect on the direct tensile strength depends on the direction of bedding planes. When the loading is perpendicular to bedding planes, the size effect is not prominent. The direct tensile strength is determined by the bedding planes while the flaws have little effect. When the loading direction is parallel to bedding planes, the direct tensile strength decreases when the specimen size increases. The direct tensile strength is determined by the flaws while the bedding planes have little effect.

Canada and the United states are both developed countries with economies which are extremely dependant on oil. Canada exports 37% of its production (to the United states) and imports 35% of its consumption (mainly into Eastern Canada), making the country self-sufficient in oil. Canada is attempting to increase its oil production so as to simultaneously reduce its dependence on foreign oil while producing more oil for export. The United states -imports no less than 50% of its total consumption of 17 million barrels/day. Canada's exports to the United states form only 7% of the United States total imports. The United States would clearly prefer to achieve self-sufficiency in oil. Consequently both countries are dependent on foreign oil. The united States is however in the sensitive situation of depending, for its imports, on countries which are susceptible to destabilizing political events. It is the author's hypothesis that recent developments in underground oil recovery from the Athabasca oil Sands of Alberta may well, for both countries, form part of the solution to these problems.

The purpose of this paper is to present a discussion of the various approaches that can be utilized in the study of mine subsidence phenomena. Attention is focused upon the rational selection and use of laboratory models. Broadly interpreted, mine subsidence is the deformation of the rock mass enclosing the mine. Depending upon a number of factors, the movement of the subsiding rock mass may be such as to disrupt gas and water lines or other buried utilities, to damage surface structures such as buildings and bridges, to dislocate streams, roads, and rail lines, to aggravate acid mine drainage and fire problems, and to generally mar the landscape. It is clearly a problem that no mine manager can safely ignore. It is also a problem that will grow with the general population increase. In the following, a summary review of past and present approaches to subsidence studies is given. The possibilities of duplicating subsidence phenomena in laboratory models are examined, and an analysis of a particular type of model is presented. Some preliminary results obtained from a model of the particular type analyzed are then discussed.

By 1968 Cyprus Pima was milling 38,000 tpd of copper ore using a conventional flowsheet consisting of three stages of crushing rod mills and ball mills. A 15,000 tpd expansion was put on stream late in 1971 using primary crushing, semiautogenous mills, and ball mills. Identical ore is treated in both concentrators. This paper shows the weight and life of each individual liner for each crusher and each mill over a four year period from 1974-1977. Power and media consumption are shown for the same period and a comparison is made between the two reduction methods.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No.4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10-20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove grindabilities all appear to change linearly with temperature within the 275" C to 325" C range.

Reclamation of potentially acid producing coal processing waste requires a 4-foot cover, and/or treatment to allow vegetation establishment. If not planned properly, soil covering alone does not prevent refuse acidification or formation of acid seeps. Adequate neutralization enhancement prior to soil covering can maintain an alkaline environment in the soil refuse interface and prevent acidification. Direct vegetation establishment using only limestone amendment (without soil cover) can successfully reclaim aged and weathered fine (Blurry) and coarse (gob) refuse if adequate neutralization treatment is provided for the oxidized surface zone. Acid seeps, representing an "after-the-fact" verification of an imbalance of acid-base equilibrium may also be corrected using upslope alkaline recharge techniques. Concentrated alkaline recharge pools have been constructed above previously soil covered acid gob at the Peabody Will Scarlet Mine to abate acid seeps. Preliminary monitoring results (1989-1992) from a concentrated alkaline recharge pool demonstration project in the Pit 4 area of the Will Scarlet Mine have documented a 50 to 80 percent reduction in acidity in the principal recharge pool groundwater zone. A 22% reduction in acidity has occurred in the primary seeps located downslope from the alkaline recharge pools. The initial improvements in water quality are seen as a positive indication that groundwater acidity will decrease further and amelioration of the acid seep will continue.

Well-designed and maintained haul roads are the key to minimizing truck haulage onroad hazards and costs, as well as increasing productivity. In practice, however, designing and managing a haul road for optimal performance is often difficult to achieve, especially when resources assigned to design and construction are constrained. By understanding how a road design is developed from geometric, structural, functional and maintenance considerations and, critically, the interplay between these components in design and operation, optimal performance can be achieved. This paper briefly summarizes the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for safer and more efficient haulage systems, the truck manufacturers’ requirements for a more predictable and controlled operating environment and the recognition of human factors as a significant contributor to haulage accidents. While the human factor is the most problematic to address in a road design, the paper shows that the more that is known about human error, the better a road can be designed to accommodate those actions or non-standard practices that would, on a poorly designed road, invariably escalate an error into an accident.

"The mining industry has recognized the advantages of high density backfill or ‘paste’, which is typically pumped with a hydraulically driven piston pump. Due to the discontinuous flow of this type of pump, pressure pulsations can occur in the discharge line. Pressure pulsations are an undesired phenomenon in pumping installations for a number of reasons that include: damage to the pumping system; piping and supports; disturbing noise levels; and even safety risks for operators and maintenance personnel.This paper describes an advanced system on the GEHO® piston pumps, which will prevent virtually no pressure pulsations from occurring, rather than merely reducing the already existing pulsations.INTRODUCTIONThe first GEHO® hydraulically driven piston pump was developed in the mid-1970s. It was an industrial design pump designed to operate in the high-standard industrial environment with regards to operating hours per day, duties, maintenance and lifetime of the pump and spare parts. This type of pump has a proven track record and has been further developed for the type of applications that we are describing today. The special feature of this pump type is its ability to pump extremely viscous slurry with solids content of up to 90% by weight, at high pressures. Typically, in the mining industry, this pump is used for tailings transportation, with a focus on mine backfill and is often referred to as a paste pump.In the 1980’s the hydraulically driven piston pump made its entry into the application of mine backfill, thanks to the high discharge pressure capabilities enabling the mines to pump higher density (i.e. higher solids concentration) slurries and pastes over longer distances.Part of the ongoing development was (and still is) the increase in discharge pressure and flow capacity to comply with the ever growing demands for high power piston pumps. In line with the technological developments and increase in performance duties, the popularity of this pump type increased significantly and many other industrial applications have discovered the benefits of this pump type.Together with the increase in pump discharge pressures and flow capacities the effect of an undesired phenomenon also increased: the phenomenon of pressure pulsations. Before we explore this subject in more detail it is important to first understand the design and the characteristics of a hydraulically driven piston pump."

There are basically two commonly used methods of drying washed coal. They are mechanical drying (sometimes called dewatering) and thermal drying. The common methods of mechanical drying are by using vibrating screens, cross flow screens, sieve screens or Vor-Siv, vacuum filters and centrifugal dryers. With thermal drying, the common types include direct fired fluid bed, rotary drum, flash or suspension, vertical tray or cascade continuous carrier or vibrating fluid bed dryers and hollow screw dryers. In the past, it has more or less been a general rule that any time the total product is being washed, both mechanical and thermal drying was required. The reason for this was that a product moisture of 3 to 4% was required and thermal drying was and is the only practical method by which this can be accomplished. With the advent of air pollution controls and the ever increasing concentration on dust elimination, a 3 to 4% moisture product is no longer practical in either the preparation plant or in the processing plants which utilize the coal. Under the new standards, it is desirable to have a product with a 6.5 to 7% surface moisture. With this moisture range, dusting, due to handling, will bc kept at a minimum.

The United States on a daily basis no consumes about 15MM barrels (2.38 x 106m3) of oil; 5MM (0.79 x 106 m3) of this is imported. This compares tai a daily consumption of 18MM (2.86 x 106 m3) in 1980 when we imported 8MM (1.27 x 106 m3). We are producing the 10MM barrels (1.59 x 106 m3 ) of conventional oil at home from what amounts to just 2% of our domestic energy reserves. Nearly 90% of our total domestic energy reserves occurs in solid forms such as coal, oil shale, and tar sands; this is more than enough to meet our needs for the next 100 years. Worldwide, oil shale is second only to coal as a potential source of energy and the U.S. has approximately one-half of the world oil shale reserves which average over 25 gallons per ton (10.43 x 10-2 L/kg). Since the United States has immense oil shale resources, including some of the richest in the world, and since oil shale produces a superior transportation fuel, it would seem logical that the U.S. would be prudently developing this domestic resource. Unfortunately, despite over 50 years of research and a number of false starts, there is not a commercial shale oil industry in place today. There are a number of recurring roadblocks which have hindered private industry's efforts to develop oil shale and we will look at some of these.

Stemming plugs are used as an accessory in drilling and blasting industry. They supplement conventional stemming material (i.e. drill cutting) with retention of gases in the drill hole that result in better fragmentation of rock and improved explosive utilization. Better fragmentation and explosive utilization along with economic benefits enhance efficacy of the project. Incorporation of stemming plugs in drilling and blasting industry is in exercise for about thirty years. The efficiency of stemming plugs is a key factor in their rising induction in mining industry. Different studies have been conducted on the economic viability of these plugs. The focus of this paper is the selection of stemming plugs for a bench blasting operation and the examination of blasting operation efficiency based on ergonomics and human factors. Three types of stemming plugs were evaluated during multiple blasts at a limestone quarry. Their performance was evaluated using split desktop software. Based on the human factors plastic molded stemming plug (stemming plug-1) was found to be the best among all selected plugs. INTRODUCTION Surface mines and quarrying operations heavily depend on bench blasting to achieve high volumetric targets and production demands. Use of explosives is the most economic method adopted for rock breakage and movement. Extensive research had been performed to enhance explosives energy utilization. This include changing the drilling pattern, application of air decks, stemming plugs, and use of other supportive devices. Optimization of explosive energy has been a major concern in those mines that rely on drilling and blasting operation to carry out main production. Due to continually increasing cost, efficient mining demands, and associated hazards of using explosives, it is necessary to utilize explosives at their best. Efficiency of a blasting operation is generally evaluated by the fragmentation size. From post blast conditions at blasting site to efficiency of processing plant, anything can be affected due to improper blast resulting in bad fragmentation. Better fragmentation is necessity for better operation of the system along with consideration of the safety of operation, environmental issues and related costs. For developing a blast design, an engineer should always attempt to minimize the cost of operation without compromising with acceptable technical and safety necessities [1]. Blast performance is dependent on many different factors associated with the process. These factors have been gauged as blast geometry, explosive specification, and rock mass properties [2]. Similarly, in 2013 Mohammad et al. concluded that fragmentation dynamics depends on blast hole diameter, primer, spacing, stemming, burden, and delay timing for blasting operation [1]. At the work site where this study was performed, blast holes were filled by drill cuttings and muds to help in confining gases. In a blast hole, gas confinement helps in better rock fragmentation along with reduced flyrocks. This practice is most common in many countries including Pakistan. Due to lack of homogenized particle size, the effectiveness of confinement is variable and majorly based on the size of stemming. Extremely small sized drill cuttings often result in hole blow out along with flyrocks from the collar. This improper blast energy will result in poor blast, bad impacts on environment, and reduced operational efficiency. In addition to the stemming material, the length of stemming is also a prime consideration. The decrease in stemming length will increase the quantity of explosive in the blast hole and an increase in stemming material generally improves stemming performance.

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

The Long Baseline Neutrino Facility Far Site in Lead, South Dakota is currently under construction and involves drill and blast excavation of the largest and deepest caverns in North America. This paper will review how the geotechnical risks are being managed through careful consideration of excavation sequence, completion of exploratory pilot tunnels, implementation of a robust instrumentation and monitoring program, and validation against the design. Aside from having a cross section of 5,900 square feet and being situated at a depth of one mile, the caverns also employ a unique permanent rock bolt solution which underwent a significant pre-production pull testing program involving varying installation methods and being subject to blast vibrations. The behavior of the schistose rock mass and performance of the ground support are being continually monitored throughout the construction phase.

Anecdotal reports of high rates of congenital malformations and spontaneous abortions at the Shiprock Indian Health Service Hospital in San Juan County, New Mexico prompted an interview survey, obtaining data from families of 26 former uranium miners and 30 controls. Results supported the possibility of increased fetal wastage and congenital malformations. However, definitive conclusions were obviated by methodologic limitations in terms of selection of cases and controls and interviewing technique, as well as very low numbers and lack of statistical significance. The Council of Environmental Quality (1980) published a report which singled out San Juan County, nationally, as having an extra-ordinary high rate of congenital anomalies reported from birth certificates in the years 1973-75. San Juan County is in the northwest corner of New Mexico and includes the northeastern edge of the Navajo Indian Reservation. It has been the site of uranium mining and milling and also of coal mining (Clement Associates, 1980). While much attention has been focused on lung cancer and chronic lung disease as health hazards to uranium miners, virtually no attention has been focused upon possible reproductive effects that may result from exposure to radiation. Could these reports indicate such an additional arena of health effect either on miners or on others living in the vicinity of the mines and mills? The biologic and epidemiologic literature does not lend much support for adverse genetic outcome. The UNSCEAR report (UNSCEAR, 1977) summarizes much of the existing data. For example, on the basis of many animal studies and what has been observed in atom bomb survivers in Japan, it has been estimated that mutation rates resulting from low LET radiation to paternal germ cells would be 60 X 10-6 recessive and 20 X 10-6 dominant mutations per gamete per rad. There would be a five-fold increase in the number of recognizable abortions. The doubling dose for genetic disorders in mice is estimated at 100 rads. The assumption has been that low levels of exposure, such as might be received occupationally from uranium mines and mills or environmentally will produce reproductive effects that would defy distinction from background rates. However, the possibility can not be dismissed. In man, spermatogonia are thought to be three-fold more sensitive than in the mouse. Also, the high LET radiation from alpha particles is as much as 20-fold more effective in inducing changes in meiotic and post meiotic stages of cells, compared with low LET radiation. There is some degree of localization of alpha emitters in testicular tissue after inhalation of radon and radon daughters (Blanchard, R.L. and Moore, J.B., 1971; Pohl, E., 1964). The slopes of doseeffect curves are affected by type radiation and rate of administration. Data on such curves are poorly defined and debated as to whether there may be increased or decreased effect per unit dose at low levels of high LET radiation. Increased rates of aberrations of chromosomes in peripheral lymphocytes cultured from uranium miners have been reported (Brandom, W.F., et al., 1978). At cumulative exposures of 100 working level months (WLM) or less, a range of exposure lower than the limit of current occupational standards, the aberrations were increased more than two-fold. Our interest has led us to pursue the question of reproductive effects along three separate paths of inquiry: studies of the secondary sex ratio, cytogenetic study of human sperm, and studies of rates of congenital anomalies. I will present the thrust of our findings, most of which remain preliminary, comment on their interpretation and limitations, and indicate directions needed for future research. The secondary sex ratio is the ratio of males to females at birth. In the U.S., the ratio averages around 1.05. Ratios in blacks are somewhat lower (1.025) than in whites (1.053). For American Indians, the data are less definite. Values from Oklahoma and California are similar to whites (1.05). Southwestern tribes have, as we shall see, varying levels. The theoretical effects on sex ratio resulting from irradiation of the zygote are based on the principles of sex-linked genetics, including differential effects of lethal dominant and recessive mutations on the sex chromosomes, complicated by possible non-disjunctional events. Observations have done little to clarify, confirm or refute the theories. The sex ratio of progeny of survivers of the atomic bomb showed little change (Schull, W.J., Otake, M., and Neel, J.V., 1981). Observations in children of uranium miners having been inconsistent. Most frequently cited is a study of miners in Czechoslovakia (Müller, C., Razicka, L., and Bakstein, J., 1967). Compared with children born to miners prior to the start of mining, the sex ratios of children born after the start of mining were decreased -statistically significant after correcting for birth order. The ratios in first-born children were, before the start of mining, 1.118, and, after the start of mining, .713. In the interview survey at Shiprock, the sex ratio in families of non-miners was 1.03, and in families of miners it was 0.73 (p < .05). Dr. Alan Goodman at the University of New Mexico has studied trends in the sex ratio in the general population in New Mexico and Arizona with particular reference to counties in the Four Corners area and the Navajo Indian Reservation, areas where uranium mining has been active_ His findings (unpublished) are as follows: (1) Beginning in the early 1950&apos;s, there has been a modest, but persistant and statistically significant decline in the secondary sex ratio for the state of New Mexico compared with the U.S., a decline that roughly parallels the emergence of uranium mining in the Grants mineral belt in northwestern New Mexico. Traction of mining vehicles is well understood for a variety of unfrozen road surfaces, allowing optimal design of mine access and haulage roads. However, no such characterizations exist for the frozen or partially frozen surfaces typically encountered in Northern regions. Recent work by U. S. Army researchers suggests methods for characterizing roadway traction for any vehicle on the basis of test measurements made with a standard test vehicle. Such a test vehicle was designed, and several sets of test data were recorded at the onset of winter in Fairbanks, Alaska. This work suggests methods for future research and possibilities for the use of such research in designing drive systems, tires, and mine roads for Arctic and sub-Arctic mines.
