Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing, so much so that it is no longer necessarily less burdensome to operate in Mexico from a regulatory perspective. This paper is intended to give a general overview of the system of environmental regulation in Mexico. The actual application of Mexican laws and regulations governing the environment to a specific operation will require a much more detailed review of the applicable environmental standards.

During the first four decades of flotation practice, close to 200 machine designs were patented, although only about a score were ever used commercially. By the end of that period, the rigors of use had resulted in obsolescence of most pneumatic cells, with a few mechanical cells dominating the field. After World War II, newer designs began to appear but most were modifications in varying degrees of older designs with special features added. Of the dozen or so most recent developments, almost all are pneumatic, relying on compressed air instead of impellers for motive power, although in several cases pumps supplement compressors. Table 1 lists a few of the more fully documented new cells, with their significant characteristics, along with similar characteristics of a widely used mechanical cell. New designs in general are emphasizing: bubble size control; in several cases, methods for delivering feed directly to the froth; methods for introducing and dispersing air through nozzles, eductors, packed beds, or permeable walls; and variable cell volumes, relative to capacities, ranging from very small, with less than a second of retention time, to the largest, with retention times of over 20 min. An important question is the extent to which any of the newer designs are based on locating weaknesses in current mechanical cell designs and then using these as a starting point for innovations. In the present study, the key subprocesses which must take place in a cell are outlined; mechanical cells are analyzed to establish where weaknesses may exist; and then alternative subprocesses are considered which could effect improvements. COMPONENTS FOR CELL DESIGN It is assumed that mineral surface chemistry has been modified as necessary to provide optimum potential floatability. While the cell process may affect this to a degree, cell design is primarily concerned with actualizing the existing potential floatability. Computer simulation of mine ventilation systems is rapidly becoming an essential tool in mine planning and design. This paper examines the utilization of ventilation simulation techniques to evaluate the number, shape, size and layout of mine entries in a typical coal mining system. Since the mains and sub-mains serve mainly for transportation and ventilation and the ventilation system is critically important to the health and safety of the workers, there exists a great need for optimal designs in this area. Evaluation criteria, could include, among others, minimization of power costs, shaft requirements and leakage. Constraints of this optimization problem include health and safety regulations and production and mine infrastructure requirements.

Since the discovery of high temperature superconductors has led to extensive interest and conjecture regarding their potential to change contemporary technology, discussions of the impact on the metallurgical and other industries have naturally arisen. In this paper we present data showing the possible impact of these developments on the materials related to the fabrication and proliferation of devices based on superconductor materials. We observe that the largest volume of effort with LTSC will be for the demonstration of high power devices while applied research relating to processing will remain the principal HTSC activity. We also note that in the next decade copper consumption in the US is expected to remain essentially at the current level while the need for Nb and Sn,; two major components of LTSC, will grow at a faster rate both in the US and the world. Although the use of superconductor-based magnetic separation is anticipated to increase, no major impact of these components on the metallurgical industries is expected.

"Acid mine drainage (AMD) is produced when exposed pyrite (FeS2) reacts with air and water to form an acidic solution that usually contain contaminant levels of heavy metal ions. AMD can potentially contaminate surface water and soil if not treated. The primary objective of this study was to investigate the removal of dissolved aluminum, iron and zinc metal ions from natural AMD using water treatment residue (WTR), a low-cost adsorbent. WTR sorbent generated as waste material in drinking water treatment plants (WTP) was characterized and utilized for the sorption of Al, Fe and Zn in AMD collected from an abandoned coal mine site in southern Illinois that generates approximately 20 gallons per minute of AMD. Sorption experiments were performed using batch technique to obtain rate and equilibrium data. The effects of various parameters on sorption capacities of WTR were observed by varying contact time, pH of the AMD and WTR dosage. The adsorption studies showed rapid uptake in general for the first 80 minutes for Fe and Zn but much earlier for Zn. Further increase in contact time did not show significant change in equilibrium concentration indicating the onset of adsorption equilibrium. After the batch treatment of the AMD water with the WTR, the removal of Al, Fe and Zn were 99.8%, 99.85% and 95.5% respectively. The pH of AMD increased from 2.64 to a near neutral point of 6.74 after treatment. The laboratory results show that the low-cost WTR, which is an abundantly available industrial waste, has proven potential to significantly reduce the high metal ions in acid mine drainage. INTRODUCTION Mining activities provide the basic raw materials needed for infrastructure development and economic growth world-wide. However, it is well recognized that mining activities have been the cause of a variety of environmental pollutions, including AMD. Water seeping out of an old abandoned mine is generally characterized by low-pH with heavy loads of dissolved sulfates (SO4) and metal species such as Fe, Al and Zn among other dissolved elements categorized as toxic metals. The Bureau of Land Management’s Abandoned Mine Lands (AML) program reported the existence of about 46,000 abandoned mines in the United States. Several environmental problems have been reported to be associated with these mined out sites such as heavy metal poisoning, loss of vegetation, air pollution etc. (Boulanger & Gorman, 2004)."

Processing of various ores and materials in a reducing atmosphere has been done for many years. However, the typical device currently used is a large, often high maintenance, expensive piece of equipment; the rotary kiln. While it is a very reliable and a proven technology, the rotary kiln also has its limitations. It is limited by its ability to process very fine materials without creating a huge dust loss to the air pollution control equipment. This leads us towards the development of an alternate technology; the Gas Suspension System. Gas suspension preheating of various materials has been in commercial use since the early 1950's, but recently has been expanded to include Gas Suspension Reduction. Laboratory experience has proven successful on several materials; Nickel Laterite Fines, Iron Ore Fines, Fluorspar, and Clays. The gas suspension reduction system has many advantages over the conventional reduction kiln when processing fines. They are; lower cost, more fuel efficient, able to process fines, less real estate required, etc.

The sequential copper analysis method is a particularly useful technique to semi-quantitatively define the geologic, mineralogic, and metallurgical types and zonations commonly associated with porphyry-type copper deposits. The method is based on the partial dissolution behavior displayed by the prevalent copper minerals malachite, chrysocolla, chalcocite, and chalcopyrite to solutions containing sulfuric acid and sodium cyanide. Results from sequential analyses of the sample and analytical residue using sulfuric acid followed by sodium cyanide and then aqua regia solutions when compared with conventional total copper analyses can determine the amounts of leachable oxide minerals, leachable secondary sulfide minerals, and primary copper minerals, respectively. Sequential assay analytical results and interpretation are presented for copper deposits in Chile, Mexico, and the United States.

The kinetics of gold-bromide loading onto activated carbon has been investigated in a batch stirred reactor. The amount of gold adsorbed by the carbon was correlated with time based on a second-order equation. The rate constant for gold-bromide species onto activated carbon ranged from 0.27 to 1.2 x 10-3 (kg/t)-l(min)-l from a solution containing 25 ppm of Au, with 0.8 g carbon per liter of solution at 30° C. The equilibrium saturation capacity (Q.) was 36±3.0 kg/t from the same system. The rate of loading increased with decreasing particle size, decreasing pH, increasing temperature, and decreasing concentration of gold in solution. The calculated activation energy E. was 8.8 kcal/mole, significantly higher than those reported for physical adsorption. The equilibrium saturation capacity (Q.) increased with increasing concentration of gold in solution, but was independent of other variables such as temperature, agitation speed, particle size and pH. These rate constants and equilibrium saturation capacity for the gold-bromide species are higher than those reported for the gold-cyanide systems.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. Flotation columns are widely used in mineral processing and coal preparation industry today. Mathematical modeling of flotation columns has conventionally been done using axial dispersion or tank-in-series models. However, for design and scale up purposes these models are not adequate enough because they do not provide detailed information of the flow fields within the column. This paper presents a Two-Dimensional, Two-Phase. Fluid-dynamic Model and its numerical solutions for some cases encountered in column flotation. The MAC (Marker and Cell) method was employed to obtain the numerical solutions, and based on this method a computer code COLUMNFLOW was developed. The simulated flow field reveals the presence of a circulation flow structure in flotation columns, which could be one of the main reasons for mixing in column flotation. The effects of some parameters such as superficial gas and liquid velocities on the characteristics of the flow structure in flotation columns were also tested with the numerical model.

Frequently ore reserve studies utilize samples from a series of drilling or other types of sampling campaigns. Sometimes there is a mix of sample types, say for instance, channel samples from underground workings and drill core from surface drilling. Since drilling, sampling, logging, and sample preparation protocols tend to change over time, there is always a question whether the samples give similar results that vary only by chance alone. The problem of comparing the various campaigns is complicated by the presence of spatial relationships among the samples. Geostatistical tests take the spatial correlation into account, but these tests may be complicated and cumbersome to implement. A comparison method based on familiar statistical graphics is presented which accounts for the spatial relationships. It allows comparisons to be made quickly by using simple statistical graphs such as scatterplots and boxplots.

This paper describes the laboratory study which permitted an exploration of high grinding ball consumption in the secondary open circuit wet grinding mills at the Sidbec-Normines plant, Port Cartier, Québec. Corrosion undoubtedly exists but is of minor importance. Abrasion resulting from the physical nature of the company's iron concentrate is the main reason for the high ball wear. It was found that at least 30% reduction in ball consumption is possible by decreasing attrition grinding through the use of lifters in the mill. At the industrial level this would entail more lifters and/or higher lifters in the mill linings.

The Bureau of Mines has studied 260 underground coal mine fires which occurred from 1970 through 1989. Every fire had the capacity to be hazardous to life and property, however upon closer examination some were found to be inherently more dangerous than others. Our research involved reviewing and recording specific information contained in published Mine Safety and Health Administration fire accident reports. The objective was to determine if degrees of hazard relative to fire source or location could be construed from information contained in the reports. We specifically looked at the propensity for fires to cause injuries and fatalities as well as the need to seal the area in order to extinguish the fire. Relative to all underground locations, this review found that fires occurring in main haulage-ways were most likely to cause injuries and fatalities as well as require sealing of at least the immediate area to extinguish.

Although the basic techniques employed in hydraulic pumping in open pit mining have been practiced throughout the better part of this century, only relatively recently have studies of' sufficient depth and scope been conducted to improve these techniques. This paper will point out the basic techniques involved and some of the more recently discovered data concerning hydraulic pumping, Inherent in all hydraulic transportation systems apart from the consideration of transportation cast, is the outstanding advantage of slurrying the matrix at the mining pit so as to provide a lengthy and thorough soaking and washing of the material while in the pipe line and thereby reduce the necessity for washing, scrubbing and other treatment in the beneficiation plant. This is quite important in view of the constant increase in demand for a cleaner product.

"The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. For more cost effective strata control, a fundamental understanding of the behavior of the support system is needed. To assist in this understanding for shield supports, behavior of a four-leg shield design used on a soft floor in an operating longwall system is presented. The shield was constructed having a split base and a split caving shield. Attention is focused on other-than-normal loading on the canopy and its effect on deformation of the lemniscate links. Examples of the typical bending and twisting deformations are given. Schematics of the canopy, caving shield, and lemniscates showing important forces and moments are presented. Approximate minimum values of the forces and moments are calculated. The need for use of more inclusive three-dimensional design techniques is demonstrated.

The most common experimental approach of studying one variable at a time while holding all others constant is extremely inefficient. Use of statistical methods enables engineers and scientists to obtain meaningful information with the fewest experiments, reducing cost and wasted effort. In particular, the Taguchi method can be more efficient than traditional full factorial experiment designs, as it can study more variables with fewer nuts, and it is more robust against process "noise." Taguchi designs are also simple to formulate and the results can be analyzed by simple PC spreadsheets. The role and benefits of using the Taguchi method in experiments to develop and optimize processes is discussed.
