On the basis of nonequilibrium zeta potential measurements by laser-Doppler electrophoresis, the sign of the surface charge of alkali halides in their saturated brines has been established. The results are generally as expected from simplified lattice ion hydration theory. This recent electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble-salt flotation systems suggests that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation results confirm this surface-charge/collector-colloid adsorption model and are presented herein.

The instrumentation, monitoring, and prediction of a major slope failure at the Chuquicamata mine are described. In December 1967, pre-existing tension cracks on the south end of the east wall of the Chquicamata mine began to open. Various forms of instrumentation were installed for continuous monitoring. These systems included tension crack stakes, crack extensometers, linear extensometers, tape and transit lines, sliding wire contacts, and a seismograph. From the information obtained, the failure date was accurately predicted some five weeks before failure, enabling the mine to reroute truck and rail access; hence, causing a minimal mine shutdown of two and one-half days and preventing any injuries to persons or damage to equipment. The shape and form of the sliding mass are analyzed, as are the possible modes of failure.

Subsidence due to mining caused various kinds of damage to the surface structures, and actually great deal of mining damage becomes the severe social problem at some time in many coal fields, but the most of mining damage was restored at present. Recently, the effect of old coal working on the deformation of newly constructed structures has become into question, because it was obliged to plan many engineering structures in old mining areas for the shortage of adequate construction sites and the difficulty of getting location. That is, building, dams, bridges for railroads and highway, power plants, tunnels, storage tanks and so, have to be built on the ground which has old coal working.

The accumulation, handling, and utilization of sludges formed from wet process phosphoric acid is one of the major problems in the industry. The purpose of this paper is to explain some of the considerations and techniques that can be employed to provide some measure of control over the problem. An acid made from a Central Florida phosphate rock is used to illustrate the effects of one process design approach used to provide one type of control. Other approaches or techniques are discussed on a general basis. In every case, the discussion is purposely limited to conventional dihydrate processing in which phosphoric acid is produced from the filter at a strength of approximately 30% P205 and is subsequently concentrated to higher strengths such as 44 and 54% P205.

The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming's portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation's top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation's top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

Ground-water contamination from uranium operations could be avoided with proper site analysis techniques. Contamination from tailings disposal sites is carried downgradient within permeable hydrostratigraphic units which can be located and delineated with a combination of drill holes, borehole geophysical logs and surface geophysics. Reflections on over ten years experience handling bituminous coal from railroad cars to ground storage and lake vessels. The arrangement of the facilities is described but the basic theme of the discussion is the experience gained and lessons learned from facility operation. The Great Lakes provide the maritime environment for the economical transport of vast quantities of raw materials from their source in the Upper Lakes (the Mesabi Range, for instance) to Lower Lake Ports. Lake Erie, because of its proximity to the steel centers , blossomed with the great ports that now line its southern shore - Toledo, Sandusky, Lorain, Cleveland, Huron, Ashtabula, Conneaut and Erie.

Mining has always been among the most hazardous of occupations, and with the increasing demand for coal and minerals, safety in mines assumes even greater importance. Worldwide, underground miners are being exposed to noise and respirable dust hazards associated with roof bolt drilling. These hazards are now being understood to cause irreparable damage to the health of miners. The objective of this research was to discover if a Polycrystalline Diamond Cutter (PDC) drill bit generates less respirable dust and hazardous noise than a competing Tungsten Carbide (WC) bit, in dry vacuum drilling. In order to control the drill parameters the drilling tests have been conducted in a laboratory setting. The results were met by determining the quantities of dust and noise generated using each drill bit and analyzing those levels by using monitoring devices and software to collect the data. This paper includes information on experiment setup, equipment used, drilling parameters, and data collected. The test results suggest that there are noticeable trends that the PDC bits produce less dust than WC bits but more testing is needed to substantiate these trends.

Open pit mines are getting deeper with time and transportation expenses are increasing because of the increasing haulage distance. In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years and the short-term plan needs to be updated accordingly. Short-term planning with IPCC is an area of research that has not been explored extensively yet and hardly any model can generate short-term extraction sequence considering an IPCC in place. This research work proposes a mixed integer programming model to generate short-term production plan within a time horizon of 12 months. The objective of the model is to optimally allocate shovels to minimize cost of material handling and maximize revenue subject to meeting plant requirement, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by strategic plan. The proposed model has been implemented in a hypothetical case study for verification. The comparison of results between scenarios with and without IPCC is expected to justify the use of IPCC in large open pit mines from a short to medium term perspective. A semi-mobile IPCC system with one relocation is considered in the case study.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

The structure, properties, and composition of commercial chelating-type copper extractants are examined. Characterization of these extractants was accomplished using organic separation techniques and analytical tools such as NMR and IR. Results indicate that only the trans isomer of the diphenylhydroxyoxime (LIX (R) 64N) is capable of copper chelation. The effect of the structural modification of the extractants on the extraction and stripping reactions are discussed.

Separation of valuable constituents from a complex mineral mixture was examined. Nitric acid leaching produced a solution containing copper, zinc, iron and a large proportion of silver. The residue contained antimony, lead, the remaining silver and elemental sulfur. A caustic sodium sulfide leach dissolved the antimony from the residue, producing an insoluble, high-grade silver-lead product and a filtrate for electrolytic recovery of antimony. The pH of the primary filtrate was raised, precipitating the iron and leaving a solution containing the copper, zinc and the soluble portion of the silver, which would be recovered by conventional means.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) a slip along steeply dipping faults and (2) the fracturing of strong strata above or below the coal seam. Both failure modes produce dynamic or “shock” loads on the perimeter (roof, rib and floor) of mine openings. Special consideration should be given to these failure modes in the planning of deep coal mines, since their occurrence is not within the professional experience of many contemporary workers. In addition, their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multi-site evaluation of available TTE systems to determine their operational sensitivity. Field testing is being performed along with simulation techniques developed for geophysical surveys. The results of the field test will additionally be used to determine the applicability of these simulation techniques to TTE communications. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a post-event mine shutdown. For this study, the three following communication modes were tested: surface-to-underground, underground-to-surface and surface-to-surface. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded intriguing results, some of which were predicted by computer simulations, others were unexpected. Future experimentation is planned to further evaluate the observed phenomena. INTRODUCTION The ability to establish effective communication between surface and underground personnel after a mine event is essential for both mine evacuation and mine rescue efforts. Current communication technology is reliant on physical infrastructure, such as antennas, cables, and repeaters, located throughout the mine. Such systems are easily disabled during a mine event because of their vulnerability to physical damage. A true emergency communications system would have the ability to function regardless of a mine’s physical state. Through-the-Earth (TTE) wireless communications technology has the potential to provide such a tool. Wireless TTE communications are exceptionally challenging because electromagnetic (EM), or radio, signals are subject to drastic attenuation as they travel through solid strata. In addition to attenuation, EM wave propagation is directly affected by the physical and petrographic characteristics, mineral compositions, metamorphic properties, and the degree of water infiltrations in the strata [1-5]. These strata characteristics are unique to each mine thus making the design of an effective, universally deployable, and reliable TTE communications system very difficult. At present, TTE technology is in the preliminary stages of practical deployment with only a few permissible TTE systems commercially available."

Metal mining at great depths presents a number of serious challenges for mine operators. Among them is the high demand for fresh air required to cool down mine openings, evacuate noxious gases and contaminants and provide sufficient amounts of oxygen for miners. At the same time, modern mechanized mines extensively use diesel-powered load-haul-dump (LHD) machines, trucks and other mobile equipment. These vehicles not only emit exhaust gases and diesel particulate matter (DPM), but constitute an additional source of heat. As mine regulations get steadily more stringent with regard to air quality, the use of diesel engines has an additional adverse impact on ventilation costs. In this context, the present paper examines possible alternatives for diesel power trains, both those commercially available and those in development. They are reviewed with regard to their principles, required infrastructure, stage of technology development and progress. The questions of their flexibility, practicality and economic viability are also addressed. Finally, their possible benefits and potential for implementation in the conditions of deep metal mines are discussed. The paper concludes with short- to medium-term predictions concerning promising drive alternatives for vehicles destined to operate in deep metal mines.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. As part of an overall laboratory and plant test program to determine mixing and other techniques relating to the more economic use of bentonite as an iron ore pellet binder, a settling test was developed for measuring the bentonite content within a pellet or within a batch of pellets. Between pellet batches, each containing a different level of bentonite, the dry fracture load is directly proportional to the bentonite content between pellets of the same batch, however, the fracture load is inversely proportional to the bentonite level; this is explained by a negative correlation between a pellet's size and its bentonite content and the fact that larger pellets can withstand a higher fracture load than the smaller.

A series of studies currently underway in the Tucson area prompted by foundation failures and breaking, of buried service lines serve to illustrate some of these relationships between the geological environment and history, and engineering problems.
