Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

The cave man of ages past took his wife-and family from the cave pointing to a fire he had built and beating on his breast said, "Look what I have done". Today man is taking his family back to a cave saying, "Come enter in because of what I have done". At the close of World War II Germany said if they had gone underground one year earlier with more of their operations, the war could have lasted four years longer with perhaps much of Britain devastated. The protection of the home front no longer rests with the soldier in actual combat. The battle will be won at home with the most careful kind of protection against missiles. After Nagasaki-Hiroshima Sir Winston Churchill said in substance "Up to now the Almighty has mercifully withheld from man the knowledge of these terrible weapons of destruction."

This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

A new technology for ironmaking based on direct gaseous reduction of iron ore concentrate is under development. The process is based on the flash reduction of the concentrate particles in a gaseous reducing agent, such as hydrogen, natural gas, a reducing gas generated by partial combustion of coal, or a combination thereof. This technology is expected to drastically lower CO2 emission and reduce energy consumption by about 38% of the blast furnace requirements. The energy savings are possible largely due to the elimination of pelletization and cokemaking. Process design and simulation using hydrogen as the reductant for iron ore concentrate have been performed. A process flow sheet composed of a flash reactor, heat recovery system, water removal system for purifying recycled hydrogen, and all connecting streams was evaluated using the METSIM software. Ironmaking using two reactors was also designed and simulated, which could reduce the total required amount of hydrogen although it would increase the complexity of the flow sheet and operation.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

But the phenomenal numbers thereof, who have approached, settled, and been born in California in the past twenty-five years, are such a problem as to be a novelty in the broadest sense of the word. California, with less than 7,000,000 people in 1940, and over 19,000,000 in 1966. In 5 1/2 years, (1960-65) the southerly 14 counties of California, which together comprise one-half the land area of our state, had an increase in population greater than Colorado, or Arkansas, or Oregon, or any one of 19 other states.

"A comprehensive analysis of the effect of OH- on various cations in hydrometallurgical systems has been investigated. Cations chosen for this analysis included groups 1A and 2A, rare-earth elements and other common transition metal ions such as Cu2+, Fe2+, Fe3+, Mn2+, Ni2+, Co2+, Ag+, Cd2+, U4+, UO2 2+, Hg2+, Al3+ and Zn2+. The Newton-Raphson technique was used to calculate and plot various metal species over a wide range of pH. This study has clearly shown that by adjusting the concentration of OH-, the separation of Fe from Mn, U from V, Ce and Eu from other rare-earth elements, and In from Sn is possible. The effects of hydrated metal ions on the separation and removal of various metals from each other under various conditions is discussed.IntroductionThe primary purpose of hydrometallurgical processing is to extract, remove and purify various metals from diverse sources. Hydrometallurgists are frequently preoccupied by the extraction of cations in metallic form, but overlook the important role anions play in such processes. A proper choice of anions can determine the fate of successful extraction, removal and purification of metals (Esmaeili et al., 2005; Brbooti et al., 2011; Wei et al., 2005; Jeppesen et al., 2005; Al-Tarazi et al., 2004), and also separation (Farha et al., 2011; Sevenich and Fritz, 1983; Rashid, 1974) of cations from various solutions.In this study, the authors have examined some of the effects that anions play in various solutions. The anion considered in this study was the first hydroxide, OH-. Other anions, such as Cl-, Br-, I-, and CN-, will be dealt with in the second part of the series of two papers."

Rotary Percussion drilling has shown great improvement over rotary drilling, when hard roof is encountered. In addition, Rotary Percussion drills have eliminated the need for air drills in many applications. Improved drilling rates have been achieved but roof bolting is still a bottleneck in many operations and the demand for further improvement will continue. Drilling rates beyond current performance is limited by the capabilities of existing drill steels and bits to resist increased horsepower input. The most apparent immediate solution to improved drilling is to increase the strength and rigidity of the drill steels. Drilling experience indicates that a l-1/2" diameter or 1-5/8" diameter hole can be drilled as rapidly or 'more rapidly than the standard 1-3/8" diameter hole. Greater torque and thrust capacities can be achieved through the use of larger O. D. and I. D, steels, however, this is only possible if the larger hole sizes can be made allowable. Large diameter anchorage shells can be made available at a slight extra cost.

Three run-of-mine bituminous coals, which ranged in rank from low volatile to high volatile A, were floated at nominal -28 mesh (590 µ m), -100 mesh (150 µ m), and -400 mesh (37 µ m) feed particle sizes with selected pyrite depressants and a dispersant. For the coals tested, pyrite and ash-forming minerals were usually rejected best at a -100 mesh feed particle size. Depressant additions tended to improve flotation selectivity between pyrite and coal. When joint dispersant-depressant systems were used at -100 mesh (150 µ m) feed particle sizes, the total sulfur content of the clean coal decreased further. For a comparable coal yield, less fuel oil collector was required for the flotation of -100 mesh coal than was required for the flotation of either -28 or -400 mesh feed.

The need to move large tonnages of slurry has grown as mines have become larger. As existing tailing depositories are filled up, new mines developed, or environmental requirements dictate, it becomes necessary to transport tailing particularly over longer distances. A typical slurry transport system is shown in Figure 1A. Figures 1B, 1C and 1D show sketches of the system auxilliary components: feed box, receiving sump and drop box, respectively. There are two basic types of slurry transport systems, packed flow and slack flow. Packed flow is typified by a pipe running full; slack flow by a launder or pipe running less than full. Slack flow in launders or channels is also referred to as open channel flow. Generally slack flow slurry transportation involves a flow with less than 65 per cent solids, and there is an upper limit on particle size, depending on the slope of the system.

Paper and paperboard manufacturers need to quantify the carbon footprint and environmental impact of their products to satisfy market, social and government demands. Coated paper products contain minerals, such as kaolin and calcium carbonate, at significant levels; some coated paper grades have mineral contents as high as 45% by weight. Some uncoated paper has no mineral content, but most uncoated paper contains some mineral to improve appearance, process efficiency and cost. Super-calendared paper grades can contain levels of mineral up to 35% by weight. This paper describes how to calculate the carbon footprint of kaolin and calcium carbonate minerals used for white pigments. The carbon footprint of these minerals strongly correlates to the primary energy sources, final product form and energy used to calcine kaolin and lime. Kaolin and calcium carbonate pigments have a favorable impact on the carbon footprint of paper and paperboard products by directly substituting for fiber and by reducing the energy needed for paper making. The experimental results of some wet batch and continuous grinding experiments carried out in a 40 x 40 cm grate discharge ball mill have been analyzed for the variation of the grinding rate parameters, Si, with various operating conditions using a linearized population balance model. The wet grinding tests were carried out under conditions which were very similar to those encountered in the actual practice in plant operation. Well distributed -4 and -20 mesh feeds of two complex pyritic ores were used. The volume-percent solids in the pulp ranged from 30-40, the particle load from 5-8 kg, and the solids feed rate from 70-1 10 kg/hr.

The purpose of this paper is to provide a method for mine planners and engineers to evaluate on a conceptual basis if a shaft or a ramp is most suited for their particular underground access requirements. Mine planners and engineers are often raced with the decision of choosing which method of underground access is best suited for their particular requirement. Underground access can be provided by a shaft, ramp, adit, or slope for either exploration and/or actual production operations. This paper will focus on the construction cost and schedule differences between sinking a shaft and excavating a ramp which are currently the most typical access alternatives used in the western United States. It would be wrong to state that one method is superior to the other in every case. There are many variables to be addressed, and the degree of sensitivity of each of them will eventually dictate which method is the most suited to the particular circumstances. This paper compares the construction cost and schedule or sinking a shaft to excavating a ramp at different depths given different ground and hydrological conditions. This comparison provides mine planners with "rules or thumb" that may be applied to the access selection process.

The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. The price of molybdenum is predicted to average about US$ 20.00 / pound in 2010 and, as China, India and other countries develop, the demand for specialty steels will increase putting long term demands on molybdenum supply, 3. Uranium ores often contain significant concentrations of molybdenum[1] and typically yellow cake will have a moly specification which when exceeded brings penalties, and 4. The valuable metal rhenium is a byproduct of molybdenum recovery circuits.

Martin County Coal Corporation is located in Martin County, Kentucky in the Appalachian coal fields, near the West Virginia border. The total leasehold covers more than 33 000 acres. Total annual production at Martin County Coal Corporation is currently 2,500,000 tons, but in certain years exceeded 3,000,000 tons. Approximately 45 percent of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal Corporation's work schedule consists of 240 days/year, two nine-hours shifts/day.

This paper will discuss bentonite deposits in Texas, Oklahoma, Louisiana, Mississippi and Alabama. The discussion will be re¬stricted to a review of the so-called calcium or non-swelling bentonites. In other words the exchangeable cation is calcium. The term "bentonite" is used to describe a clay material, composed essentially of the clay mineral montmorillonite. In addition, bentonites may contain various impurities such as glass shards, feldspar, quartz, muscovite and biotite mica, glauconite, pyrite, hydrated iron oxide, gypsum, organic material, etc, Most of the southern calcium bentonites contain at least 70% montmorillonite, Bentonite as mined may range in color from dark grayish greens through various shades of grays, reds, yellows and browns to nearly white. It is normally massive and breaks with a conchoidal fracture. When air dried, closely spaced shrinkage fractures occur. Moist bentonite has a soapy feel, with little or no obvious "grit". Bentonite deposits were first discovered in Mississippi about 1925, in southern Monroe County. During the thirties and early 1940's, deposits were identified in Alabama, Texas, Oklahoma, and Louisiana. Perhaps the earliest production of southern bentonite was from a deposit in the valley of the Tombigdee River, south of Jackson, Alabama in 1936. Production commenced in Mississippi during the latter part of 1938 at Pontotoc. The growth and development of the bentonite industry in the southern United States owes its beginning to three events.
