Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

In July 2020, massive slope failure occurred in the southeast corner Grasberg open pit. This was the final episode in the breakthrough of Production Block 2 South (PB2S) of the Grasberg Block Cave to connect to the surface. This breakthrough had been rapidly evolving during the first half of 2020 and occurred as expected with no adverse impacts to safety or operations. To manage and safeguard the exposure to the workforce and operations, numerous hazards were identified and anticipated. The failure of the sill pillar between the open pit and PB2S cave was identified as the main area of interest and was closely watched during the failure process. This paper reviews the systematic approach developed to convert monitoring data into information around the collapse of the GBC PB2S cave sill pillar. The data that was interpreted consisted of micro-seismic, piezometric, ground-based radar and observational inspections. Geological structures on the boundary of the PB2S cave were clearly involved in the breakthrough process. As the cave propagation reached these structures and triggered instability, the resulting acceleration and breakdown were clearly shown by IBIS radar units associated with high movement in the slope. The focus of this paper is on the evolution of changes seen in the micro-seismic data and how it was used to understand the rapidly changing conditions of the sill pillar. The seismic parameters evaluated were event distribution, Es/Ep value, and the seismic moment tensor inversion. The changes of breakthrough indication seen in these parameters were substantiated by Shear Wave Splitting (SWS) analysis that showed a close correlation with the fractured zone above the PB2S cave as indicated by the increasing anisotropy.

The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

Considerable effort has been directed towards understanding the carbothermic reduction mechanisms of self-reducing, fluxing dried green balls to produce pig iron nuggets. Given the geometry of the situation, some investigators believed that the shrinking core model was applicable. Hence, this study involved investigation of the applicability of the shrinking core model to pig iron nugget production. The experiments involved heat treatment of dried green balls utilizing either a laboratory-scale resistance box furnace or a gas-fired muffle furnace at various furnace temperatures and residence times. The products were analyzed for the following: (i) preferred reaction pattern, (ii) distribution of the metallized areas, (iii) % iron content variation in the pig iron nuggets from surface to center, (iv) carburization pattern and (v) physical and chemical properties of the pig iron nuggets. It was determined that the reduction of iron oxide occurred simultaneously throughout the sample and not beginning at the surface and propagating inward; thus the shrinking-core model was not applicable. Heat transfer and gas diffusion from surface to center were not the rate-limiting steps for reduction and carburization reactions.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Cemented rockfill (CRF) is being used to backfill primary and secondary stopes at the Eagle Mine, an underground nickel and copper mine operated by Lundin Mining. National Institute for Occupational Safety and Health (NIOSH) researchers from the Spokane Mining Research Division (SMRD) are conducting cooperative research with the mine staff to determine if the size of a CRF sample affects its measured strength properties. Based on previous research by NIOSH, cylindrical samples of CRF ranging in size from six to eighteen inches in diameter were cast at the mine and cured underground. The samples were later transported to the SMRD laboratory and the Michigan Technological University where tests were conducted to determine the strength and elastic properties of the CRF. To further analyze the relationship between backfill density and compressive strength, different ASTM International compaction techniques were used to cast the samples. For comparison, tests were also conducted on in-situ core samples that were drilled from a stope which had been backfilled with the same CRF mix. The data collected from this study not only improves our understanding of CRF in-situ properties but also helps optimize Quality Assurance/Quality Control (QA/QC) methods for backfill preparation and testing.

Secondary Ion Mass Spectroscopy (SIMS) was used to study copper ion adsorption, and its effect on subsequent sulfide collector adsorption, on pyrite and pyroxene minerals under flotation related conditions. Copper was found to adsorb on both of these minerals and cause enhanced sulfide collector adsorption. The distribution and depth profile of copper and collector on these mineral surfaces were obtained by using SIMS in the imaging mode. The results of this study have provided a valuable insight to understanding pyrite and gangue flotation observed frequently in operating plants.

The overall success of steep slope (>20°) contour mining is dependent upon many factors. The major factor is the selection of the mining method that best suits the premining site conditions both environmentally and economically. These conditions can be divided into three major categories: 1) Geometric Conditions --machine limitations, slope stability restrictions, erosion capacity, among others; 2) Physical Conditions--material properties, rock strengths, diggability, driving surfaces, among others; 3) Chemical Conditions --acid/base relationships, blending or selective placement of overburden, among others. This paper incorporates these conditions through conceptually modeling compliance oriented contour mining methods; in particular Haulback methods, utilizing: 1) the Front-End Loader (FEL)/Truck; 2) Tractor Scrapers; and 3) Combined FEL-Truck/Scraper. Engineering analyses including machine selection, sequencing, ease of varying production rates, slope requirements (for stability and running surfaces), drainage requirements and many others can be performed after the geometric constraints dictated by in-situ conditions and regulatory requirements have been conceptualized. Once all generalized geometries have been established, reduction to idealized three-dimensional views is achieved. These are then reduced to two-dimensional symbolic models, mainly plan views, but also elevations and sections. Equipment activities and operations are then conveniently overlayed. Without this simple two-dimensional reduction, technology transfer remains awkward and non-analytical.

According to Arbiter (Reference 1), the ball mill was invented by Brückner in Germany in 1876 and was first used in the United States on ores about 1905. The basic concept was a simple rotating cylindrical drum in which the tumbling action of the charge of material and grinding media resulted in size reduction of the material. Despite the very low mechanical efficiency of this method a number of factors have caused the tumbling mill to remain, by far, the most widely used piece of equipment for mineral grinding. The principal factors influencing this situation have been simplicity of design, ease of manufacture, ready adaptability to familiar material handling layouts and the absence of practical alternatives acceptable to the industry. In the early mills, the material was ground in batches, the mills being charged and discharged through doors in the shell. The shell was supported by means of solid trunnion shafts resting in plain bearings and the drive was accomplished through one of these shafts. In some later batch mills, the mill shell was supported on rollers which were also used to drive the mill. At an early stage, continuous operation was made possible by feeding and discharging the mill through hollow trunnions, the method still in most widespread use. The mechanical and structural design of the early mills was not an onerous engineering task. Norse sense and good practical knowledge were key qualifications. The mill shells had to be heavy enough to withstand the physical abuse they would receive in the field and the bearings had to have low enough unit pressures and sufficient wear retol to ensure several months of operation before the need for replacement occurred. When these requirements were satisfied, stresses developed in the equipment during operation were insignificant and the majority of structural failures were probably due to the use of inferior materials in manufacture. The Malmberget Division of LKAB is located 70 km north of the arctic circle and has about 2000 employees. The dominating products are sinter feed concentrate and pellets. A general flow sheet for the operation is shown in Figure 1. About 20 percent of the ore body consists of hematite, which is mined separately and processed into sinter feed concentrate. That pert of the ore consisting of magnetite passes through a dry cobbing plant. The robbing process includes crushing, screening and dry magnetic separation. The entire cobbing product is used as feed for the wet concentrator. After rod mill grinding and magnetic separation the concentrated slurry is classified. The coarse fraction (+200 mesh) becomes sinter feed concentrate and the slime fraction after further ball mill grinding and magnetic separation, becomes pelletizing feed. A small quantity of the magnetite ore is processed into special iron-rich products in the the wet concentrator. Two types of pelletizing plant are used, shaft furnace and straight grate. This paper will deal only with experience gained at the straight grate plant.

In-situ leaching, initiated in 1986 at San manual, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development, and implementation of in-situ well construction methods, formulation of suitable well pattern arrays, and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in-situ leaching program has become a viable and cost effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in-situ leaching methods that are currently utilized have been progressively expanded and continually developed and will became the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management, and future plans for the increased extraction of copper by in-situ leaching methods at the San Manuel mine.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pH's without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35-38% P205, 0.8-1% MgO) with high recoveries (80-85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P205 and 0.8% MgO with a P205 recovery of 76%. Data are also included showing the applicability of the process to the dolomitic-calcareous-siliceous Western U.S. phosphate ore from Utah. A concentrate obtained from this ore assayed 30% P205 and about 1% MaO.

The Hutti Greenstone belt, located in the northern side of Dharwar Craton, India, contains several promising gold fields. It is predominantly composed of meta-volcanics with minor intercalations of meta-sedimentaries. Alkali-SiO2 and Zr-P2O5 diagrams, immobile element trends, and an iron-rich trend on the AFM diagram indicate that the volcanic suite is low-potassium tholeiitic basalt. The lower Mg number, MgO-TiO2, MgO-Ni, and Ni-Zr plots reveal that the basalt was derived from a fractionated, highly evolved magma generated by 10-20% melting of the mantle at 1100°C and 5 kb pressure. The chemical variations suggest that the Hutti metabasalt represents volcanic arc rocks generated at a converging plate margin.

"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. "This research sought to facilitate improved stakeholder (community) analysis using discrete choice theory (DCT). The work considered 16 project attributes and four demographic factors. The discrete choice experiment was conducted in Salt Lake City, Utah to illustrate the usefulness of DCT in mining stakeholder analysis. The data was used in discrete choice modeling of individual preferences. The approach answers three important questions for enhanced stakeholder analysis: (1) What are the factors that affect individual preferences? (2) What is the effect of demographics on individual preferences? (3) What is the value of environmental and social impacts to individuals in the community? INTRODUCTION Stakeholder analysis is crucial for effective stakeholder engagement because it is important to identify and characterize stakeholders in order to effectively engage in dialogue with them. This is not only true for all stakeholders but true for characterizing the members of a particular stakeholder. The local community is usually the largest and most diverse single stakeholder group. Also, the local community is perhaps the most important stakeholder group. Thus, analysis of the local community is essential for project management. Conventional mining stakeholder analysis is a three-step process, which involves evaluating: (1) each stakeholder’s view of the project (positive, neutral, or negative); (2) how influential each stakeholder is (high, medium, or low); and (3) how they will be impacted by the project (high, medium, or low) (ICMM, 2012). The results of this evaluation are documented in a stakeholder analysis matrix (Table 1), which is used to classify the stakeholders into three groups: highly influential supporter of the project, neutral about the project, and highly influential opponent of the project. This process can be used to describe groups of stakeholders (e.g. community, non-governmental organizations, etc.) or individuals making up a particular stakeholder group (e.g. members of the local community)."

Land use impact assessment for mining is time- consuming and expensive. Because of mining’s impact on biodiversity, land use assessment methods that evaluate biodiversity are important for mining land use impact assessments. Remote sensing, in particular satellite multispectral sensing platforms such as Sentinel‑2 and the Landsat mission series, have been used to assess and quantify biodiversity through proxy variables such as NDVI (Peña-Lara et al., 2022). The objective of this paper is to present results of a comparative study of land use and biodiversity based on multispectral satellite observations and production data from copper and cobalt mining in the Democratic Republic of Congo. We quantify the relationship between different spectral bands and vegetative indices and the production data provided by the mining companies and measure correlations. The results suggest that remote sensing could be a cost- effective means of assessing biodiversity impacts of mining.

Tunneling could be a major challenge to tunneling contractors as tunneling operations can be seriously affected by the Tunnel Boring Machine (TBM) performance. Specifying the appropriate TBM methodology, selection of systems and features, is critical for managing tunnel risks and contribute to successful tunneling project. The paper analyzes tunneling records from the recently completed City of Toronto’s Ashbridges Bay Treatment Outfall tunnel project and underlines the righteous selection of the TBM type and associated TBM systems in achieving good advance rates during tunnelling and managing project risks. The paper intends to draw attention of a few aspects of TBM technical specification importance and highlight the lessons learned from this process.

In the processing of manganiferous ore, it is useful to control whether the manganese (Mn) goes to the iron product to produce ferromanganese, or to the slag for extraction as a high Mn product. This can be done by manipulating the thermodynamic conditions for manganese oxide(MnO) reduction to control whether it remains as MnO or converts to metallic Mn. Results are presented showing that during production of iron nuggets, reduction of manganese oxide (MnO) can be controlled by changing the furnace temperature and reductant composition appropriately.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.
