"A 2nd generation roof bolter canopy air curtain (CAC) design was tested by National Institute for Occupational Safety and Health (NIOSH) at a Midwestern underground coal mine. During the study, the roof bolter never operated downwind of the continuous miner. Using a combination of personal Data Rams (pDR) and gravimetric samplers, the dust control efficiency of the roof bolter CAC was ascertained. Performance evaluation was determined using three methods: (1) comparing roof bolter operator concentrations underneath the CAC to roof bolter concentrations outside the CAC, (2) comparing roof bolter operator concentrations underneath the CAC to the concentrations at the rear of the bolter, and finally, (3) using the gravimetric data directly underneath the CAC to correct roof bolter operator concentrations underneath the CAC and comparing them to the concentrations at the rear of the bolter. Method 1 dust control efficiencies ranged from -53.9% to 60.4%. Method 2 efficiencies ranged from -150.5% to 52.2%, and Method 3 efficiencies ranged from 40.7% to 91%. Reasons for negative and low dust control efficiencies are provided in this paper and include: incorrect sampling locations, large distance between CAC and operator, and contamination of intake air from line curtain. Low dust concentrations encountered during the testing made it difficult to discern whether differences in concentrations were due to the CAC or due to variances inherent in experimental dust measurement. However, the analyses, especially the Method 3 analysis, show that the CAC can be an effective dust control device. INTRODUCTION Canopy air curtains (CAC) have been shown to be an effective respirable coal mine dust control for roof bolters in a laboratory setting with dust control efficiencies ranging from 14% up to 75% [Goodman and Organiscak 2001, Listak and Beck 2012, Reed et al. 2017]. Unfortunately, there is limited information on their effectiveness for controlling respirable coal mine dust in the field. On continuous miners, CAC dust control efficiencies ranged from 23% to 69% [Krisko 1975]. Two underground tests of the CAC on roof bolters demonstrated dust control efficiencies of 35% and 53% [Listak and Beck 2012] before problems occurred with operation of the CAC. Since the implementation of the new respirable coal mine dust limit from 2.0 mg/m3 to 1.5 mg/m3 (Code of Federal Regulations, 30 CFR 70.100, 2015), roof bolter CACs are becoming more commonplace in underground coal mines as a dust control tool to prevent roof bolter operator overexposure to respirable coal mine dust. Fletcher & Co. has been instrumental in delivering an effective design which incorporates the filter, blower, and canopy plenum seamlessly into the design of the roof bolter, resulting in a successful operational roof bolter CAC."

Vanadium is a transition metal, ductile, silver-gray metal. It is harder than most metals and steels and it has a good resistance to corrosion, it is stable against alkalis, sulfuric and hydrochloric acids. Vanadium is oxidized in air about 660 °C, although an oxide layer forms even at room temperature. The chemistry of vanadium is noteworthy for the accessibility of the four adjacent oxidation states 2-5. In aqueous solution the colors are lilac V2+, green V3+, blue VO2+ and, at high pH, yellow VO42-. Considered to be as abundant as zinc, metallic vanadium is not found in nature, but it is known to exist in about 65 different minerals. Economically significant examples include patronite (VS4), vanadinite (Pb5(VO4)3Cl), associated to the uranium mineral carnotite (K2(UO2)2(VO4)2?3H2O) and in a vanadium mica called, roscoelite K(V3+,Al,Mg)[(Si,Al)4O10](OH)2. Other important vanadium ore oxides are montroseite (V,Fe)O(OH) and corvusite (Na,Ca,K)V8O2.4H2O. Much of the world's vanadium mine production comes from magnetite-hosted deposit and to a lesser extent, in sedimentary-hosted sandstone. Vanadium is also present in bauxite and in fossil fuel deposits such as crude oil, coal, oil shale and tar sands. In crude oil, concentrations up to 1,200 ppm have been reported. A significant vanadium production comes from the processing of petroleum residues, fly ash and recycling spent catalysts. In 2011, metallurgical applications accounted for 93% of the use of vanadium. Here, an alloy called ferrovanadium is utilized to strengthen steel to be used as rebar in the construction industry, in the manufacturing of axles, crankshafts, gears and chassis in the automotive and transportation industries and in the manufacturing of high-speed tools. In the aerospace industry, vanadium is utilized as a titanium alloy in the manufacturing of airframes and jet engines. The reason for the wide use of vanadium as alloy is its high strength-to-weight ratio, the highest of any engineered material on earth. The major non-metallurgical use of vanadium is in the production of catalysts for the chemical industry. The most commercially important compound is vanadium pentoxide (V2O5), which is used as catalyst in the production of sulfuric acid.

If the communication/tracking system of an underground mine is severely damaged in a large mine accident or explosion, a surface based seismic system could be the only available tool for locating any trapped miners. This paper documents a field test of a seismic system at a room-and-pillar coal mine in Eastern Kentucky. Testing was performed at 6 different depths (450, 575, 750, 1175, 1525 and 1700 ft) above the mine. For each location underground, the miners pounded a ?set? of 5 ?repetitions? on the roof with each repetition being about one second apart. Over the 3 day field test, 63 sets of underground miners? pounding were detected by the seismic system at depths up to 1175 ft and at horizontal offsets up to 890 ft. Also during the testing, the observed signal strength generated by pounding with a crib blocks was seen to average 180% stronger than the observed signal strength generated by pounding with a sledgehammer. Ultimately, this field test was very successful and definitively demonstrated the ability of the seismic system to detect potential trapped miners? pounding up to a depth of 1175 ft.

Cobalt, nickel, and manganese can be recovered quickly, cleanly, and selectively from cobalt-rich manganese crust by leaching in dilute acid solutions in the presence of hydrogen peroxide. Common selective precipitation methods can then be used to recover these metals from the leach liquor. The leaching reaction produces only oxygen as a byproduct, and the waste residue from leaching was tested and found to be non-hazardous under existing EPA specifications. The leaching process is effective in either fresh water or seawater. This research is a part of the Bureau of Mines program to identify the mineral resources of the Exclusive Economic Zone and devise methods for recovering their valuable components.

On January 5, 2012, the Mine Safety and Health Administration ordered the closure of the Silver Shaft, the primary underground access to Hecla?s Lucky Friday Mine, for removal of built up backfill material that accumulated over time on the shaft walls and furnishings. Lucky Friday and Cementation USA personnel worked quickly to identify the most effective means to get the mine back into production. The team developed a fast-track procurement and refurbishment plan utilizing shaft sinking winches, headframe modifications, a partial shaft sinking Galloway, and modified cages to not only complete clean-off of buildup, but also replace pipe brackets, shaft steel, and power and communications cables as needed in the 1,860 m (6,100 ft) deep shaft within 14 months.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing its $2.6 billion DC Clean Rivers Project to reduce combined sewer overflows to the District’s receiving waterbodies and mitigate chronic sewer flooding in District neighborhoods. The First Street Tunnel project is a major component of the DC Clean Rivers Project, designed to mitigate sewer flooding and basement backups in the District’s historic and densely populated Bloomingdale neighborhood. Bloomingdale has been historically affected by sewer flooding and was severely impacted by four storms in the summer of 2012 that caused significant damage to homes, the environment and public property. As a result, DC Water accelerated the design and construction of the First Street Tunnel in order to mitigate the effect storms have on the undersized sewers serving the neighborhood. The infrastructure designed to mitigate flooding, including the tunnel, are located within the highly urbanized neighborhood – with some structures being less than ten feet from residents front door steps. The success of a large public works project of this magnitude and in this unique location depends on a well informed and supportive public. With the local community impacted by flooding but concerned about heavy construction impacts, this paper details the components of a successful public outreach plan and lessons learned throughout the design and construction process. Early identification of community mitigation, working cooperatively with stakeholders and frequent dissemination of accurate information required the project team to establish a culture of problem solving collaboration with the community. BACKGROUND Chronic Flooding in the Northeast Boundary Sewershed The Northeast Boundary sewershed, in which the Bloomingdale neighborhood is located, is served primarily by a combined sewer system and has a long history of chronic flooding problems during moderate to severe storm events. The sewer system that serves the Northeast Boundary drainage area was constructed by the Federal Government in the late 1800's when developed areas of the District terminated at what is now Florida Avenue. Since construction of the system, population within the sewershed area has grown at an exponential rate. In meeting the growing needs of the population, the District experienced development that transformed previously low-density rural areas into new communities. Impervious areas have increased drastically since the sewer system was constructed and consequently, the existing sewer system does not have the capacity to convey storms with return frequencies beyond the 2-year storm without flooding. As a result of the capacity limitations, many of the low-lying areas have become chronic flooding areas due to the surcharging of sewers."

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35°C (95°F) [1]. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by >5.6°C (10°F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35°C (95°F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy. INTRODUCTION The apparent temperature inside an occupied RA could be significantly affected by the surrounding environment’s thermal conditions, such as mine air temperature and mine strata temperature. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and air velocity. It is used to assess the perception of indoor temperatures. Depending on factors such as geographic location and season, mine air temperature, relative humidity, and mine strata, temperatures can vary significantly [2]. RAs located in cold mines may pass the 96-hour 35°C (95°F) AT limit test that poses a challenge for RAs located in hot mines. One solution in these cases is that the occupancy of the RA could be derated (i.e., the RA occupancy could be reduced) to ensure the AT limit is not reached. However, this would require mines to purchase additional RAs to accommodate all personnel in the mine. For mines with high temperatures (above 26.7°C or 80°F), the occupancy might have to be reduced so much that the necessary number of additional RAs would be impractical. In these cases, RA cooling systems could provide a solution.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. Research activities performed by Cleveland-Cliffs Research and Hibbing Taconite plant personnel during the last decade have resulted in the development of an improved autogenous mill grinding circuit. Minus one (1) inch autogenous mill trommel oversize material, con-sidered to be a critical size, is magnetically cobbed and then crushed to 100% minus 3/8" prior to reentry into the feed end of the mill. Autogenous mill capacity increases, up to 25%, have been measured in pilot plant tests using this approach and are also anticipated for the Hibbing Taconite concentrator which presently has reached a 15.5% improvement.

Laser-Induced Breakdown Spectroscopy or LIBS can be used to provide exploration companies with precise and accurate chemical analyses in the field, in real-time, resulting in major time and cost savings. Using a Field-Portable Analyzer (FPA), anomalies can be followed up immediately while crews are still in the field. Lower limits of detection (LLDs) are element dependent, but many are sufficiently low to be useful in exploration. LLDs in ppm for selected elements of interest are: Be-2, Cu-3, Zn-20, As-200, Sb-500, Pb-30, Ag4, Mo-100, B-33, Ti-500, V-350, and Cr-1. LIBS analyses require little or no sample preparation.

Cu-As feedstocks are among the most problematic copper sources that have been avoided over the past years. The high arsenic content of such ores/concentrates combined with their refractory nature have directed the metallurgical industry towards developing efficient technologies for the treatment of high-arsenic copper ores/concentrates. As the most important member of Cu-As-S mineral system, enargite (Cu3AsS4) is frequently encountered in some of the important copper deposits. Several hydrometallurgical and pyrometallurgical processes have been examined for the treatment of enargite concentrates, but currently, no commercial operation exists. In an effort to develop an original processing option, an acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2?4H2O, PbSO4 and Cu0.47Fe0.53SO4?H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 h with a sulfuric acid to concentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena, and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different levels. The purpose of this paper is to evaluate phase transformations during the acid bake-leach process for the treatment of an enargite concentrate, and to study the effect of sulfuric acid dosage on the extraction of Cu, Fe, and As. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.

Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

Since mercury is chemically similar to silver, it tends to dissolve along with the silver and gold during cyanide leaching. Ultimately mercury is recovered along with the silver as mercury/silver/gold amalgam which requires retorting to remove the mercury prior to refining the silver and gold. A possible approach to separating mercury from silver and gold in cyanide leach solutions is to take advantage of the replacement reaction between [Hg(CN)4]2- and Ag2S, which results in precipitation of mercury as HgS while dissolving silver as [Ag(CN)2]-. Results are presented demonstrating that mercury can be removed from cyanide solutions with high effectiveness, while, at the same time, recovering additional silver in solution. Initial experiments with static flasks in the laboratory showed a high degree of mercury removal could be achieved. Results using actual metallurgical plant products in bottle roll tests indicate the process works on a larger scale, but also results in significant gold losses if the solution being treated has high gold levels, such as carbon stripping pregnant eluent solution.

A ventilation survey was conducted in an underground longwall trona mine. The mine is relatively shallow and categorized as a gassy mine. The ventilation system includes three intake and six exhaust shafts, and three surface axial fans ventilate the mine in a blowing configuration. Airflow quantity, pressure losses and air psychrometric characteristics were quantified, and the influence of moving cages and skips in the shaft examined. The benefits of utilizing high-accuracy digital pressure transducers and advanced psychrometers were seen when undertaking a “leapfrogging” survey to gather data needed to build a computer ventilation model. Two underground booster fans with VFDs are idle but available at the mine. The ventilation model was used to determine the optimal booster fan locations to decrease operating cost by reducing the load carried by the main fans. A leakage study was conducted to evaluate the effects on the system of additional pressure from a booster fan. The study finally prepares a future ventilation model for the next 15 years of mine operation and investigates the effect of proposed scenarios.

An investigation into the source mechanism of mining-induced seismic activity plays a vital role in understanding the various modes of failure observed in the underground deep-level South African mining environment. The seismic events data for this study was captured by the mine-wide seismic system operating at Kloof Gold Mine. This system comprises 40 4.5 Hz tri-axial geophones sampling at 6 kHz installed at locations that surround the stopes mining the Ventersdorp Contact Reef (VCR), Main Reef (MR) and Kloof Reef (KR). A set of 103,753 mining-related seismic events (-3.0≤ ML ≤2.7) that occurred during 2017 and 2018 was selected for this study. The mining depth of these seismic events ranges from 1600 – 4200 m; most located close to stopes mining the VCR ore body. The main criteria used to select a subset of events for detailed analysis were the number of stations that recorded the seismic event and the azimuthal distribution of the sensors.

Reconciliation of long-term block model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term block model reserves against a grade control model (generally, a model based on blast holes or production data). in this paper called an FI factor for tonnages, grade, and ounces; and also it should be done comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (called an F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator such as kriging will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMU&apos;s to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. and therefore the grade-tonnage predictions based on blast holes also need to be assessed, considering both unplanned dilution and the errors of estimation of the grade control model. This paper will focus on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves, and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer, which will yield not one, but several possible minable reserves, and therefore a range of possible minable tonnages and grades per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation, planned and unplanned dilution. and carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The motivation for the approach is discussed through an example, as well as a description of the procedures and steps involved.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. Results of a long-term program of electrical parameter measurement in under-ground coal mine working sections, performed by The Pennsylvania State University under U. S. Bureau of Mines sponsorship, are utilized as the basis for an analysis of the electrical energy requirements during operation. A model section is hypothesized, developed from the average or most representative characteristics as determined from tabulations of the measurements. Performance factors of the model section&apos;s machine complement are then analyzed, particularly with regard to the energy required per ton of raw coal cut and delivered from the section. Results are given in kilowatt-hours per ton.

A PC image-based on-line coarse particle size analyzer has been developed to measure particle size distributions under plant situations where overlapped particles are being transported on a moving belt conveyor. Although previous testing had shown satisfactory performance of this image-based system for separated particle size measurements (the non-overlapped case), it was necessary to modify original algorithms in order to solve the overlap problem and make the system suitable for plant operations.
