The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

Much has been published concerning the subject of coal preparation as related to electric power generation however it is always a most vital topic for both utilities and coal producers, It also constitutes a field of study that is never finished since new concepts and changing demands continually require altered perspectives. One graphic illustration that has been used to emphasize the rapidity with which times are changing is the fact that during World War I, a station that consumed 1000 tons per day was looked upon as a large central station, while today some single generators require 1500 tons during the same period, For further emphasis, at that time a 20,000 horsepower turbo-generator was a mighty large machine; today, a unit of this size is planned for driving the boiler water feed pump required for a single large main unit. During the past ten years alone, electric utilities have more than doubled their percentage of coal consumed as compared to the total market. They now account for approximately 40% of the United States consumption and one-third of all production including export, Conversely, approximately 70% of all U. S. steam electric generation is by coal and this percentage is expected to increase. It is further predicted that utility consumption will increase from the current 160,000,000 tons per year to between 400 and 500 million tons in 1975 which is approximately equal to todays total production

A number autonomous operations is in place in several, mainly in fenced areas, where safety is assured by locking off the entire area for other traffic. However autonomy can be brought much further if functional safety is assured and a real mixed traffic of autonomous and manually operated vehicles is possible. MobileTronics has created a modular software and control framework for autonomous machines. The paper covers application examples in which the deterministic object recognition in combination with probabilistic algorithms and sensors is used as a basis for functional safe certification of mixed traffic autonomy.

The copper-silver-mercury orebody of Gortdrum Mines (Ireland) Limited is located 3 miles north of the town of Tipperary in the Republic of Ireland. A drilling programme from 1964 to 1966 delineated an ore¬body of 4.19 million tons of copper ore assaying 1.19% Cu and 0.75 ozs per ton Ag, which could be mined from an open pit. Testwork having shown that the ore was amenable to conventional flotation techniques, it was decided to build a concentrator of 500,000 tons ore per year capacity. Stripping of the open pit commenced in 1966 and in the autumn of 1967 the concentrator started up. The first shipments of concentrates were made to the smelter in Europe in late 1967. In the spring of the following year, word was received from the smelter that these early shipments contained between 1% and 2% Hg, and that the smelter could not accept further shipments of this quality.

Mining companies registered with the SEC were required to comply with Regulation S-K 1300 for their annual report covering the first fiscal year ending on or after January 1, 2021. Consequently, most mining registrants filed their first S-K 1300 compliant disclosures in 2022. The US Securities & Exchange Commission (SEC), as part of its disclosure review program, has been issuing comment letters in response to these filings. This paper presents an overview of the trends in these comment letters. The authors reviewed comment letters retrieved from the SEC’s EDGAR database based on Standard Industrial Classification (SIC) Codes that cover mining, the content of the comment letter (whether it references S-K 1300 or not), the names of SEC staff listed in the comment letters, and other criteria. The analysis shows the SEC staff's reviews have been comprehensive covering the breadth of S-K 1300 and eliciting compliance with the rule. The staff through their comments are eliciting all the disclosures required by S-K 1300 and are not allowing registrants to substitute disclosures based on other standards for S-K 1300 disclosures. It is important, however, not to over generalize as the comments are based on the particular context.

The overall success of steep slope (>20°) contour mining is dependent upon many factors. The major factor is the selection of the mining method that best suits the premining site conditions both environmentally and economically. These conditions can be divided into three major categories: 1) Geometric Conditions --machine limitations, slope stability restrictions, erosion capacity, among others; 2) Physical Conditions--material properties, rock strengths, diggability, driving surfaces, among others; 3) Chemical Conditions --acid/base relationships, blending or selective placement of overburden, among others. This paper incorporates these conditions through conceptually modeling compliance oriented contour mining methods; in particular Haulback methods, utilizing: 1) the Front-End Loader (FEL)/Truck; 2) Tractor Scrapers; and 3) Combined FEL-Truck/Scraper. Engineering analyses including machine selection, sequencing, ease of varying production rates, slope requirements (for stability and running surfaces), drainage requirements and many others can be performed after the geometric constraints dictated by in-situ conditions and regulatory requirements have been conceptualized. Once all generalized geometries have been established, reduction to idealized three-dimensional views is achieved. These are then reduced to two-dimensional symbolic models, mainly plan views, but also elevations and sections. Equipment activities and operations are then conveniently overlayed. Without this simple two-dimensional reduction, technology transfer remains awkward and non-analytical.

According to Arbiter (Reference 1), the ball mill was invented by Brückner in Germany in 1876 and was first used in the United States on ores about 1905. The basic concept was a simple rotating cylindrical drum in which the tumbling action of the charge of material and grinding media resulted in size reduction of the material. Despite the very low mechanical efficiency of this method a number of factors have caused the tumbling mill to remain, by far, the most widely used piece of equipment for mineral grinding. The principal factors influencing this situation have been simplicity of design, ease of manufacture, ready adaptability to familiar material handling layouts and the absence of practical alternatives acceptable to the industry. In the early mills, the material was ground in batches, the mills being charged and discharged through doors in the shell. The shell was supported by means of solid trunnion shafts resting in plain bearings and the drive was accomplished through one of these shafts. In some later batch mills, the mill shell was supported on rollers which were also used to drive the mill. At an early stage, continuous operation was made possible by feeding and discharging the mill through hollow trunnions, the method still in most widespread use. The mechanical and structural design of the early mills was not an onerous engineering task. Norse sense and good practical knowledge were key qualifications. The mill shells had to be heavy enough to withstand the physical abuse they would receive in the field and the bearings had to have low enough unit pressures and sufficient wear retol to ensure several months of operation before the need for replacement occurred. When these requirements were satisfied, stresses developed in the equipment during operation were insignificant and the majority of structural failures were probably due to the use of inferior materials in manufacture. Over the years, the ever present demand for increased productivity has resulted in a steady Increase in the size of units of production equipment, including grinding mills. The Malmberget Division of LKAB is located 70 km north of the arctic circle and has about 2000 employees. The dominating products are sinter feed concentrate and pellets. A general flow sheet for the operation is shown in Figure 1. About 20 percent of the ore body consists of hematite, which is mined separately and processed into sinter feed concentrate. That pert of the ore consisting of magnetite passes through a dry cobbing plant. The robbing process includes crushing, screening and dry magnetic separation. The entire cobbing product is used as feed for the wet concentrator. After rod mill grinding and magnetic separation the concentrated slurry is classified. The coarse fraction (+200 mesh) becomes sinter feed concentrate and the slime fraction after further ball mill grinding and magnetic separation, becomes pelletizing feed. A small quantity of the magnetite ore is processed into special iron-rich products in the the wet concentrator. Two types of pelletizing plant are used, shaft furnace and straight grate. This paper will deal only with experience gained at the straight grate plant.

In-situ leaching, initiated in 1986 at San manual, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development, and implementation of in-situ well construction methods, formulation of suitable well pattern arrays, and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in-situ leaching program has become a viable and cost effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in-situ leaching methods that are currently utilized have been progressively expanded and continually developed and will became the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management, and future plans for the increased extraction of copper by in-situ leaching methods at the San Manuel mine.

The U.S. Bureau of Mines (USBM) is investigating alternative methods to strip metal-loaded solvent extractants. Hydrolytic, precipitation, and hydrogen pressure stripping all recover metal or metal salts directly from the organic solvent extractant. Pure metals, metallic oxides, or metal salts can be formed, allowing direct production of value-added products. Aspects affecting commercial application are emphasized, including metal recovery from actual ore leach solutions, particle size control, organic modifier and diluent effects on stripping and metal recovery efficiencies, metal grade, seed addition, mixing intensity, recycling efficiency, and reactor plating. Metal separations from copper ore leach solutions and complex waste leach solutions were examined.

The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

A new technology for ironmaking based on direct gaseous reduction of iron ore concentrate is under development. The process is based on the flash reduction of the concentrate particles in a gaseous reducing agent, such as hydrogen, natural gas, a reducing gas generated by partial combustion of coal, or a combination thereof. This technology is expected to drastically lower CO2 emission and reduce energy consumption by about 38% of the blast furnace requirements. The energy savings are possible largely due to the elimination of pelletization and cokemaking. Process design and simulation using hydrogen as the reductant for iron ore concentrate have been performed. A process flow sheet composed of a flash reactor, heat recovery system, water removal system for purifying recycled hydrogen, and all connecting streams was evaluated using the METSIM software. Ironmaking using two reactors was also designed and simulated, which could reduce the total required amount of hydrogen although it would increase the complexity of the flow sheet and operation.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. In every business today costs come under almost microscopic scrutiny. It's hard to conceive that less than 30 years ago there was no such cost consciousness apparent in overall industry. Railroads, through their almost absolute monopoly on freight handling, were one of the industries where little thought was given to overall costs. True regulation kept rates in line, but railroads did very little in the area of supplying equipment intended to help the shipper minimize his costs and at the same time result in savings to the rail carrier. During this period, except for isolated cases, railroads placed standard cars for loading. Most railroad car fleets consisted of box cars, hopper cars, flat cars and low side gondola cars certain roads having unique movements developed special cars to accommodate the particular product, but seldom did these cars move in general interchange service. Most of you are aware that several large companies built railroads of their own as an integral part of raw materials handling from remote sources to production plants located near concentrations of usage. On these railroads special cars were built with little thought to inter-change service. Examples of such railroads are the Duluth, Missabe and Iron Range, the Elgin, Joliet and Eastern, the Union Railroad, the Bessemer and Lake Erie and the Birmingham Southern.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Three run-of-mine bituminous coals, which ranged in rank from low volatile to high volatile A, were floated at nominal -28 mesh (590 µ m), -100 mesh (150 µ m), and -400 mesh (37 µ m) feed particle sizes with selected pyrite depressants and a dispersant. For the coals tested, pyrite and ash-forming minerals were usually rejected best at a -100 mesh feed particle size. Depressant additions tended to improve flotation selectivity between pyrite and coal. When joint dispersant-depressant systems were used at -100 mesh (150 µ m) feed particle sizes, the total sulfur content of the clean coal decreased further. For a comparable coal yield, less fuel oil collector was required for the flotation of -100 mesh coal than was required for the flotation of either -28 or -400 mesh feed.
