One of the important factors affecting the determination of the minimum number of increments in a gross sample of coal is the variance component due to segregation. The segregation variance may be estimated by following the ASTM standard procedures. Since the estimate itself is a random variable, it is important to test if the value obtained is due to chance causes. This paper introduces a statistical test, based on the procedures published by ASTM, to test if the segregation variance is significantly greater than zero.

Appalachian kimberlites appear to be spatially distributed along two structure parallel trends running from Tennessee to New York. It is hypothesized that the kimberlites were emplaced at the intersection of structure parallel basement faults and cross- structural lineaments. The latter are expressed in potential field and remotely sensed data. The western trend follows the Rome Trough from eastern Kentucky to south central New York. The eastern trend parallels the edge of the Ridge and Valley in Virginia and Maryland.

The term "fatigue" in mechanics, is used to refer to reduction in the strength of a material subjected to fluctuating or alternating stresses. Stresses that vary with time are called fluctuating stresses and if during fluctuation the stresses also change sign, they are called alternating stresses. In the field of rock mechanics, the term fatigue (static fatigue) has often been misused to refer to failure of geologic materials in time domain under constant load. To avoid confusion, we use the ten cyclic fatigue here to refer to failure of rock under alternating or fluctuating stresses. Fatigue in metals has been studied for over 100 years. Fatigue properties of geologic materials have, however, received little attention in the past. This is probably because until recently very little was known in regard to the behavior of geologic materials even under static loading. Secondly, suitable equipment for conducting cyclic fatigue experiments was not available until quite recently. A few cyclic fatigue studies have been undertaken on geologic materials to relate it to percussive or rotary drilling mechanisms (e. g. Grover et a11*; Burdine2). The results of these studies were inconclusive due to limited effort. Cyclic fatigue in concrete has been studied more extensively than geologic materials (e.g. Nordby3, Gray et al 4 and Bennett et a15) and mechanisms of fatigue in concrete are better understood than in geologic materials.

Industrial minerals or non-metallic minerals are loosely used terms applied to a diverse assortment of materials which, in many cases, have nothing more in common other than the fact that they are neither metals nor fuel minerals. To help bring order to this otherwise random assortment of minerals, we have grouped these materials into two main categories; chemical and physical minerals, and nine sub-categories based on end-use applications as shown in Table 1. Chemical minerals are products which are principally used for the specific chemical elements they contain, whereas physical minerals are products which are used to meet specific performance specifications. The latter part of the 1970?s, in particular 1978, were considered peak years in terms of production and sales for many industries, By using 1978 as a base year, we can evaluate wherethese markets stand today after the recession of the early 1980's and the recovery which began several years ago. From this historical overview and appraisal of the current situation, various assumptions can be drawn as to which markets are expected to perform well into the 1990's.

"The traditional approach to rail tunnel fire safety design is to follow NFPA 130, which assumes a major tunnel fire could occur and requires bi-directional emergency ventilation. There is no regard to the impact of ventilation on fire growth and smoke production. In Europe and other parts of the world, the need for tunnel ventilation systems to provide smoke management in the event of fire is being questioned. The European Commission’s Safety in Railway Tunnels TSI is based on a philosophy that improved running capability (preventing fires and other events stopping the train in the tunnel) and elevated fire performance of materials means the chances of a major fire in a tunnel is highly unlikely, with only small fires expected, and no tunnel ventilation required. This approach is reinforced by the International Tunneling Association which has recently published an Engineering Methodology for Performance Based Fire Safety Design on Underground Rail Systems, which includes a methodology that does not require assessment of tenability in tunnels, but requires a scenario based risk assessment to be undertaken to determine overall fire safety measures. Recent research by the University of Edinburgh has shown that forced airflow from a mechanical ventilation system may promote fire growth and increase smoke volumes much more than with natural ventilation. Whilst the concept of no mechanical ventilation (i.e. natural ventilation) is a new concept for some, for many rail tunnels it is worthy of serious further consideration. RAIL TUNNEL SMOKE MANAGEMENT AND STANDARDS Smoke management using mechanical bi-directional ventilation systems has been a central part of the fire safety design solution under NFPA 130 for rail tunnels since 1982. The current version of the standard, NFPA 130: 2014, states that mechanical ventilation should be fitted to rail tunnels of length greater than 305 meters and an engineering analysis should be undertaken for tunnels of length 61 to 305 meters to determine whether mechanical ventilation should be fitted. However, this approach is not necessarily reflected elsewhere in the world. In Europe in particular, mechanical ventilation systems for smoke control within rail tunnels have taken a much less central role within the standards framework."

Hydrogen (H2 ) gas released during battery charging can result in cross-interference for carbon monoxide (CO) sensors used for early fire detection and compromise the integrity of the mine atmospheric monitoring system. In this study, a series of laboratory-scale and full-scale experiments were conducted to evaluate the responses of different CO sensors to H2 gas. In the laboratory-scale experiments, H2 concentrations in the airflow are constant, while in the full-scale experiments, increasing H2 concentrations generated as a byproduct of charging the batteries at the battery charging station rise to the sensors under different ventilation scenarios. The H2 concentrations at the CO sensor location were measured using H2 sensors and were correlated with the CO sensor response. The effects of ventilation and sensor location on the CO sensors responses were also analyzed. The results of this study can help mining companies to select appropriate CO sensors and improve the deployment of these sensors to safeguard underground miners.

"The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

The Quick-Erect Stopping System (QESS) offers a new way of reducing the radon exposure of miners in Germany, especially during remediation work in old mines. The QESS is a lightweight, modular and reusable construction kit of interlocking telescopic aluminum tubes, radon-proof foil and expanding foam. It is designed to seal off radon-rich parts of galleries within minutes. Originally, the QESS was developed to protect miners against radon exposure. Then, the QESS found the attention of several mine rescue teams at a German mining conference. Some mine rescue drills by The Student Mine Rescue of the Technical University Bergakademie Freiberg, Wismut Mine Rescue and Front Range Mine Rescue helped to improve the system and highlighted its potential for mine rescue operations. Now, the QESS is well-suited for small-scale mining. The QESS can be used to both protect miners from radon exposure and to support mine rescue operations. Moreover, the QESS was also successfully used in ventilation experiments.

The increase in productivity which has been achieved in mining during the past two decades has been attained largely through the replacement of manpower with electrical power. Power demands should continue to increase, requiring electrical distribution systems to be well planned to avoid inadequate voltage levels caused by underdesign and excessive costs resulting from overdesign. To aid the mining electrical engineer in designing proposed power systems or analyzing changes to existing systems, a digital computer program has been developed. This program will analyze alternating or direct-current networks with up to 10 voltage sources, 75 loads and 300 total segments. A maximum of nine levels of voltage is permitted in the system. This project was part of a package of programs developed at Virginia Polytechnic Institute (WI) for the mining industry under sponsorship of the Office of Coal Research. Included in this package are also programs to: 1. Schedule mine production and predict cost of mining 2. Simulate rail haulage systems 3. Simulate belt haulage systems 4. Analyze ventilation networks 5. Analyze pumping networks These programs are available from the Department of Mining Engineering, VPI, Blacksburg, Virginia 24061 for a nominal processing cost.

The planning of an underground mine for successful extraction of a bedded deposit in sedimentary rocks requires the integrated evaluation of many interdependent problems. The development and coordination of feasible solutions are the responsibility of the mining engineer. One of these problems will be discussed herein; this is the design and .layout of mine workings to secure effective control of the strata above and below the deposit. The objective is the simplest possible repetitive system permitting safe maximum recovery at optimum cost. Mining conditions to be encountered must be predictable. The best mining equipment is ineffective unless strata are controlled. Conversely, a mining layout is only of academic interest, if equipment can not be adapted to work it with adequate provision for ventilation, compliance with mining laws, proper ingress and egress and other practical requirements. Strata control, then, is but one of the mining engineer's problems, and the solutions must be worked out concurrently with solutions to other problems. Dr. Karl F. Fetters in his introductory remarks before the Fourth International Conference on Strata Control and Rock Mechanics at Columbia University said that mining engineering ?has come from the stage of empiricism backed by intuitive reasoning, to where it is based on fundamental scientific and engineering principles?. The standard curriculum in mining engineering now reflects such a change. In common with other branches of engineering education, less and less emphasis is placed on practical skills and more and more on broad scientific education. Science, research and the quest for basic truth are stressed, while descriptive courses and the teaching of specific skills are limited.

Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

"To ensure that trains run safely, the performance of railway civil engineering structures is checked by periodic inspections. General inspection method has merits and demerits, but none of them offers the combination of high accuracy and quick inspection. In an effort to resolve this problem, West Japan Railway Company, the Institute for Laser Technology and the Railway Technical Research Institute jointly developed a remote laser sensing system as an alternative to the impact acoustics method for detecting defective concrete elements in tunnel linings. The proposed remote laser sensing system has two lasers, one to apply an impact to the concrete surface and the other to measure the vibration of the concrete generated by the impact laser. The impact laser is a high-energy pulse laser that induces vibration in the concrete. The detection laser has a signal beam and a reference beam. The signal beam reflects on the concrete surface and goes into the dynamic hologram crystal. The reference beam diffracts in the dynamic hologram and enters the detection sensor with the signal beam. The vibration of the concrete surface can be measured to detect the movement of an interference pattern. A prototype of the remote laser sensing system was developed as shown in Figure1. A vibration and acoustic insulators are equipped to remove a noise generated from a maintenance car or electric generator in this system. The proposed laser remote sensing system and the detection algorithm were verified with the help of field test conducted in a tunnel on the Shinkansen. An impact test using hammering was applied to obtain the accurate response acceleration on the surface of the concrete before application of the proposed method. In this test, the result obtained from the proposed method has good agreement with that obtained from the impact test by hammering. Consequently, it is verified that the proposed method can be used as an alternative to the standard impact acoustics method."

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

The effect of various constituents on the pyrolysis and combustion of a pulverized coal in an entrained-flow reactor has been inves¬tigated. Predicted time-temperature histories of the coal' particles and experimental weight loss data indicate a strong coupling of heat and mass transfer to the pyrolysis and combustion rates. A higher combustion rate following ignition was observed as particle size was increased to 112 µm. This is related to a higher particle temperature after ignition for the larger particles. Although the heating rate prior to ignition decreases with increasing particle size, higher slip velocities and surrounding gas temperatures for the larger particles promote early ignition. The presence of liptinite in the coal increases the weight loss rate before and immediately after ignition. Similar behavior was observed for pyrolysis. Fractions of a HVA bituminous coal which were rich in mineral matter or semi-fusinite were found to have a higher heterogeneous char combustion rate than vitrinite rich samples.

As indicated in the introduction to this paper, it is a sequel to that which I gave to the last annual meeting in Atlanta in march. This paper goes further into aspects of crushing and screening, primarily from the standpoint of circuit control. There has been little published by equipment manufacturers on this subject and this is the first paper on crushing circuit control to be sponsored by Allis-Chalmers corporation. By proper control over the use of crushing energy, we will be able to produce finished products from feed materials uti¬lizing minimum capital for the lowest cost of production. The subject will be discussed as follows. Firstly, we will look briefly at what we are trying to accomplish; Secondly, what is presently available in the way of technology; Thirdly, we will look at a suggested new system of control which will best fit the parameters of the normal crushing and screening operation; As a conclusion, I will summarize the advantages of the new system.

Cu isotope fractionation in low-temperature aqueous environments has been well documented. Here Cu fractionation was applied to two distinct, yet related, mining problems. First, an exploration geology application, where copper isotope fractionation was measured in oxidized leach caps, chalcocite enrichment blankets and hypogene mineralization in three porphyry copper deposits located in the southwestern U.S. Cu isotope patterns exist in a vertical distribution within the mines, coupled with distinct relationships with the Cu grade. Second, a hydrometallurgical application, where copper isotope fractionation was measured in leach fluids, feed and residues from a quick leach test (QLT) on Cañariaco, Peru ores. The results indicate the relative proportions of the minerals providing Cu during leaching. Interpretations of the QLT test measurements indicate covellite is the dominant ore mineral providing Cu during leaching. Both applications clearly demonstrate the use of the Cu isotope technique to understand low-temperature aqueous processes involving copper.

The kaolinite presence in bauxite ores increases caustic soda consumption during the digestion step in the Bayer process. Depending on the kaolinite content, the utilization of the ore in the Bayer process may be unfeasible. This investigation addressed the variables involved in kaolinite flotation through microflotation experiments in a Hallimond tube and zeta potential determinations. The tests were performed with a pure sample of kaolinite (96%). Five collectors were tested: Duomeen T (DT), cetyl pyridinium chloride (CPC), cetyltrimethylammonium bromide (CTAB), dodecylamine (DDA) and Flotigam EDA (EDA). Four of them performed well as collectors, at a concentration of 1x10-4 mol/L: CPC, CTAB, DDA and EDA. The kaolinite isoelectric point (IEP) was determined at pH = 4.6. The IEP was shifted towards higher pH values in the collectors? presence, indicating specific adsorption onto the mineral surface.
