BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

It was observed that the efficiency of some autogenous grinding circuits was dependent on temperature, with the energy-efficiency of the grinding process decreasing in the winter months, accompanied by an increase in critical-size production. Several possible causes of this phenomenon were suggested, including: • Increased brittleness of the ore during blasting in the pit at low temperatures, leading to increased levels of internal cracking that would lead to rapid breakage to critical size in the mill; •Brittleness changes of the rock in the mill; and • Changes in the durability of the rock caused by either formation of ice on the surface, or freezing of water inside the pores and cracks of the rock. To determine which mechanisms were occurring, drop tests were carried out using frozen and unfrozen rock with varying degrees of porosity, both dry and water-saturated, and which had been blasted for mining in summer and in winter. These tests showed that there was no difference between the summer-blasted ore and the winter-blasted ore, and that durability changes in dry rock over the temperature range from 25ºC to -25ºC were negligible. However, water-saturated rock showed an increased resistance to breakage upon freezing, particularly when the rock was highly porous, or when a layer of ice formed on the surface. Seasonal changes in the durability of rock in grinding are therefore due to formation of ice in and around the rock.

The Main Pass sulphur and oil deposit is located at Main Pass Block 299 in the Gulf of Mexico, 30 miles east of Venice, Louisiana, in 210 feet of water. The deposit was discovered by Freeport-McMoRan and its joint venture partners, IMC Fertilizer and Homestake Mining, in late 1988-early 1989. The sulphur deposit contains 67 million long tons of recoverable sulphur. The sulphur occurs in bio-epigenetic limestone replacing anhydrite caprock on top of a salt diapir. Recoverable reserves of 39.4 million barrels of oil and 9.1 billion cubic feet of gas are also contained in the limestone caprock and in supracap sandstone stringers.

NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.

"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

Butler Taconite, operated by the Hanna Mining Company, is an Iron ore pelletizing operation that is located on the Western end of the Mesabi Iron Range in Northeastern Minnesota. The operation mines low-grade taconite ore and through primary crushing, two stage grinding, magnetic separation, agglomerating and indurating, produces 2.6 million annual tons of high quality, 66% iron pellets. Mining and stripping is done with 13 - M100 trucks and 5 - 12 cu. yd. shovels. The operating processes in the concentrator and pellet plant are primarily con¬trolled through a centralized control room and monitored by a PDP l140 computer. During 1969 and 1970, a re-organization of the Company took place. Through this re-organization, each mine unit was analyzed and studied to determine the proper staffing of the internal departments. At this time, it was decided to continue with further detailed studies of the Maintenance Department with the intent to reduce maintenance costs. Maintenance costs at the time of the re-organization were 38.6% of the total mine operating cost. The preliminary study indicated that the Maintenance Department had a system of maintenance, as a matter of fact, it had a separate system in each sub-maintenance division and in some of the sub-divisions each foreman had a system of his own. Therefore, from the data collected, it was decided to develop one system of maintenance that could be utilized throughout the entire operation. To determine the type of system suitable to all phases of the operation, detailed time and method studies were conducted. All types of maintenance tasks performed at the operation were studied. The data collected was analyzed and the recommended improved methods were reviewed with the Maintenance Superintendent and his staff. The new improved methods that were accepted as feasible, were introduced into the system immediately.

Great Salt Lake Minerals & Chemicals Corporation (GSL), a subsidiary of Gulf Resources & Chemical Corporation, is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, Utah. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The GSL Sulfate of Potash Complex The GSL potash complex (depicted in Figure I) is divided into a solar evaporation pond system and the process plants. The solar,evaporation system consists of a 17,000-acre (68.8 Km2) ponding operation where the various salts deposit during the summer evaporation season, and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit con¬taining primarily kainite (KCl-MgSO4.3H20), schoenite (K2SO4?MgSO4^ 6H2O), and halite (NaCI), with some carnallite (KCl.MgCl2.6H20) and epsomite (MgSO4.7H20). Other minor minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. The Cadia Mine is located 25kms South West of Orange in the central west of New South Wales (NSW), Australia (Figure 1). Orange is a major regional centre with a population of 35,000 people. Cadia has a history of mining and exploration dating back to 1851 and shortly after the first Australian gold rush at Ophir, north of Orange. Newcrest Mining commenced an exploration program at Cadia Hill in 1992. This identified a substantial zone of copper and gold mineralization. Subsequent resource definition drilling defined an orebody with a mineable reserve of 200 million tonnes of ore with an average gold grade of 0.74g/t and 0.17\ copper. A full feasibility study commenced in 1994, approvals to proceed with development were granted in September 1996 and the processing plant was commissioned in July 1998. The project came in on budget at A$440 million and on time, 24 months from design to construction. The estimated operating cost at the time of commissioning was A$8.85/t of mill feed.

In 1962, while investigating the tungsten potential in the Thompson Creek area for Union Carbide Corp., Henry T. Eyrich obtained anomalous concentrations of molybdenum (up to 19 ppm Mo) from stream sediment samples collected along Pat Hughes Creek, a tributary to Thompson Creek. Follow-up investigations by Eyrich during the same year disclosed the presence of a hydrothermally altered and molybdenite-bearing granitic exposure in the headwaters of Pat Hughes Creek about 2.4 km (1.5 miles) upstream from the sample point. The altered outcrop measured about 549 by 305 m (1800 by 1000 ft), contained abundant northwest-trending quartz veins locally with molybdenite, and was overlain and surrounded by the Challis volcanic extrusive sequence of mid-Tertiary age. Eyrich's subsequent soil and rock chip geochemical sampling program over the altered outcrop area showed a general increase in the molybdenum content to the northwest toward the postmineral Challis volcanic cover. Over a distance of about 305 m (1000 ft), values in the altered intrusive rock increased from less than 5 ppm Mo to over 600 ppm Mo, with aconcomitant intensity of the hydrothermal alteration pattern. Based on these geochemical results and on preliminar; megascopic hydrothermal alteration studies, Eyrich correctly concluded that the altered outcrop is an erosional window and that molybdenum mineralization of sufficient grade could exist beneath the Challis volcanic cover some distance further to the northwest. His recommendation to test the area of potential molybdenum mineralization with several drill holes was, however, declined by Union Carbide in 1962. The property remained unclaimed until 1967, when Eyrich joined Cyprus Mines Corp. Acting on Eyrich's recommendation, Cyprus immediately staked 26 lode mining claims to cover not only the altered intrusive outcrop, but also the northwest trend of mineralization where it projected beneath Challis volcanic rocks. Eleven of these claims are now patented.

Published information on costs of radon-daughter control in uranium mines was analyzed to develop estimates of the cost per ton for any level of radiation exposure control. All data were converted to 1967 cost of living index to provide a common analysis base. Results of the analysis show that the cost per ton increases exponentially as the radiation level is lowered. A linear relationship with the cost of living index is assumed, and equations and graphs are provided to estimate control cost per ton for any exposure control level and cost of living index.

Selection of a plant site is becoming increasingly more difficult and important, mainly due to advances in technology, antipollution laws and changing economic, social and community conditions. Discussion falls naturally under three headings: economic considerations, terrain considerations and environmental considerations. Aside from acquisition of surface rights, problems having to do with terrain, or topography, usually can be dealt with by management alone. Economic considerations largely involve decision-making by management plus negotiations with government regulatory agencies acting under set rules. Environmental considerations, such as air and water pollution, townsites, housing, schools, noise abatement, appearance, surface rehabilitation and the like usually are under the control of federal, state or municipal bodies with a large degree of decision-making. Successful solution of environmental problems often requires lengthy negotiations, during which public relations by the mining company play an important part. Existing union regulations or customs may confine decision- making and the establishment of wage rates, working conditions and regulations. These usually require considerable planning and negotiation. Initial production often is delayed by formal negotiations involving environmental considerations. Surface facilities usually can be divided into two broad categories: those for concentrating ores--such as gold, silver, base metals, low-grade iron ore and potash-which should be close to the mine to reduce ore-transportation costs to a minimum, and those where the ore is shipped elsewhere for treatment, such as direct-shipping iron ores, complex high-value ores requiring specialized treatment and ores from which special products are derived for local markets. The long-term aspects of plant-site selection too often are given no or insufficient consideration because of immediate financial limitations. As a result, additional capital expenditures may be required later for relocation of townsites, roads, railroads and plants to provide additional room for extension of open-pit operations, tailings disposal, storage, or danger to foundations through underground subsidence or open-pit mining. In the past, hillside sites for concentrating plants were preferred to take advantage of gravity-feed methods The modern trend, however, is to place as much equipment as possible on approximately the same level. Some costs relating to plant sites are included in this section. They are ranges as of the year 1970, and are offered only as general guides. Such costs will vary widely with geographical location and, of course, are subject to escalation due to increases in wage rates and cost of materials. Items in the bibliography contain more detailed and comprehensive data on specific subjects. Most contain bibliographies of their own.

The primary goal of a maintenance information system should be to aid the maintenance department in providing the required equipment or plant availability at the lowest possible cost. To achieve this goal, the system must provide information in support of the following objectives: (1) establishing the best fleet, equipment, and component configuration; (2) establishing the best maintenance program; (3) executing the defined maintenance program efficiently; and (4) monitoring equipment availability. These objectives can be satisfied with five groups of reports. Each of these groups should provide regular, periodic reports to aid in planning and monitoring trends, exception reports to identify problems, and on-request reports to provide analytical capabilities.

Investigation of several serious hoisting accidents identified machine brake failure as the most common cause. The recent revelation of this potential hazard has prompted regulatory authorities to require an additional, independent, emergency braking system. As a result of this initiative, a new generation of braking systems have been developed and applied to mine elevators. This paper will discuss the design and testing of an electrical dynamic brake, pneumatic rope brake, and traction sheave brake. The effect of compound braking on hoisting systems equipped with multiple brakes will also be addressed.

With the aid of molecular orbital theory, a discussion is presented of the relationship between the electronic structures of ions and molecules, and the elementary steps involved in homogeneous electron transfer reactions. An electronic theory of the reactivity of oxidants and the mechanism of action of oxidation catalysts is then presented, with emphasis on the oxidative decomposition of metal sulfides. For model oxidants, two molecular reagents: O2 and Cl2, and two ionic reagents: Fe3+ and CU2+ were selected; silver (1) was chosen as the model catalyst. The reactivities of these reagents are rationalized in terms of constraints on orbital overlap, the availability of unoccupied d orbitals, and the rearrangement of electronic configurations.

Severe climatic conditions in mines are normally associated with working at depth. More precisely, it is a matter of working in regions of high strata temperature, since, for example, some coal mines in the Ruhr have strata temperatures at 1000 m which are matched only at 3 times that depth in the South African gold mines. In Britain we are perhaps fortunate in encountering strata temperatures in our deeper coal mines some 10-15 K lower than at the same depth in the hot mines of the Ruhr. Nevertheless the problems of high temperatures and humidities in UK mining operations, which in the past have been confined to a few specific sites, have in recent years become more widespread, and there is every reason to suppose that the trend will continue. Clearly strata temperature is not the only .causative factor. Long ventilation circuits serving districts remote from the shaft must also play a part, while the heavy use of machinery and the rapid, rates of excavation of modern mining methods are obviously important. It is necessary to understand the mechanisms of all such factors, and to measure their magnitudes and fluctuations, if remedial measures are to be properly designed or predictions made which are accurate enough to be of use in ventilation planning. This paper presents the results of a long-term (and continuing) investigation carried out in several mines to measure the major sources of heat and moisture on longwall districts and trunk conveyor roadways. The variation with time of these sources is reported, and the resultant effect on the climate is considered. In their investigations of the heat exchanges occurring in a whole mine Oakes and Hinsley (1955-56)1 listed and estimated the magnitudes of a large number of heat sources. Some of these, namely autocompression of the air in the shaft, diesel engines and compressed air mains, do not apply to the present investigations, which refer to longwall districts with conveyor transport and no compressed air supply. Others, such as oxidation of coal and, desorption of methane, have not been taken into account in the measurements, but are discussed later. One other source, the importance of which was pointed out by Gracie and Matthews (1975)2, is the coal on the conveyor, a form of strata heat emission, but one which is strongly dependent on the rate of coal production. The heat emissions measured in the present investigations were the energy consumed by electrical machinery, the heat conducted from the strata and the heat lost by the conveyed coal. Most of the emitted heat was removed from the district by the ventilation air, and was measured by continuously recording the enthalpy of the air at fixed stations. The heat removed by service water, supplied for machine cooling and dust suppression, was also measured. Account was of course taken of the relatively minor changes in level around the districts, in terms of the potential energy gained or lost by the coal and by the ventilation air (autocompression).

Acid mine drainage (AMD) from both abandoned surface and underground mines is a serious problem. The flow of water and changes in quality over time from abandoned mines is important in determining remediation strategies. Acid mine drainage from surface mines is estimated to last for 10-20 years, while estimates of acid drainage from underground mines vary from 10- 100s of years. Fifteen underground mine discharges in West Virginia were studied to compare water quality changes between 1968 and 1999 to see if our data are consistent with other studies. Each of the discharges were categorized into one of three groups: undisturbed since 1968, affected by surface mining since 1968, and reclaimed. Comparing water quality between 1968 and 1999, the discharges in the undisturbed category showed a 35 to 95% improvement in acid concentration and a 40 to 99% reduction in iron concentration. The discharges affected by surface mining showed the most dramatic improvement. For acidity, iron, and aluminum, the percent improvements were all above 44%, and in most cases in the 70 to 99% range. In the reclaimed category, one of the four discharges declined in water quality. Discharge 82 showed a 76% increase in acidity, and iron and aluminum concentrations worsened by 58 and 96%. However, discharges 15 and 74 improved in water quality with a 94% acid load improvement and a 95% iron load improvement at both sites.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. The Jordan Phosphate Mines Company is one of the world's major phosphate rock and phosphatic fertilizers producers (the second largest phosphate rock exporter), with ore reserves exceeding 2 billion tonnes, mainly located in the Eshidiya area. The Eshidiya phosphate deposits, 120 km north-east of Aqaba, are of sedimentary origin (as are all phosphate ore in Jordan). Three exploitable beds (Al, A2, and A3) with variable content of P205, CaO, SiO2, etc., are processed in order to produce 68-70,73-75, and 75-77% TCP grades. The A3 bed, which is characterized as the most siliceous containing 40-48% TCP, requires physical beneficiation using wet scrubbing, screening, and desliming by hydrocylone, followed by anionic conventional flotation to achieve 75- 77% TCP grade. For the last 15 years extensive laboratory and pilot tests (including physical, chemical, and mineralogical studies) were carried out. After operating the industrial plant, certain modifications were deemed necessary to adjust the operational parameters and the final flowsheet, which was followed to obtain the targeted quantity and quality of concentrate.

On short term, planning techniques require more details to ensure feasibility, giving importance to operation constraints and use of available resources. In GUEMASSA (Morocco), the ore mass is mined by cut-and- fill method. Correct organization requires to forecast a few weeks ahead the schedule of blocks to be mined, in order to respect ore quantity and grade constraints. While operating constraints are tackled, feasibility is assumed with an average production capacity suggesting that resources will be available. In ST-SALVY (France), scheduling operations is not possible if not considering account resource allocation. In any stope within the vertical vein zinc deposit, the cut-and-fill method enables to mine each horizontal slice according to various strategies, de- pending how to use manpower and equipment, and selecting among predefined scenarios known as realistic. For KOFFIEFONTEIN (South Africa), the kimberlite pipe is mined by a sub-level-stoping method. To achieve the production target, precise organization over one month is obtained, using on& resources when available and respecting all mining rules. This combined operation scheduling and resource allocation is called sequencing. While following the BONANZA concept, providing a planning- retrieval process, sequencing offers more. Very detailed, it is possible to check the impact of resource parameters and mining rules. The sequencer, like a simulation platform, enables expertise. Each sequencer must be tailor-made to fit to each specific mine. The next challenge is to produce a generic environment.
