INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

"Solvent extraction of copper pregnant solution (PLS) obtained from ammonium peroxodisulfate assisted leach was modeled using response surface methodology. Mixing speed, pH, reagent concentration and organic to aqueous (O/A) ratio were selected for testing. A pitched blade mixer was used in the experiment. Mixer speed contributed significantly to copper extraction significant, while pH had minimal effect on copper extraction. The response model developed has an R2 = 0.97 and Adeq precision of 28.3. A parallel kinetic comparing study using a straight blade Rushton turbine in a turbulent regime of mixing showed no difference (p-value =0.308) between peroxodisulfate assisted leach PLS and conventional ferric/sulfuric acid leach PLS- the power draw data support this conclusion. INTRODUCTION High arsenic chalcopyrite concentrates are a problem to the smelters all over the world due to high arsenic gas emissions during smelting. Therefore leaching is often the alternative for extracting the copper in these concentrates if dilution with low arsenic concentrate is not possible. High-pressure autoclave leaching is used. Alternatively, the use of stronger oxidants such as peroxodisulfate has been proposed [16, 18]. There is a concern brought up by the hydrometallurgy community about the faith of the organic extracting reagent coming into contact with stronger oxidant residue in the pregnant leach solution (PLS) and hence the efficiency of such extraction process. This work, therefore, looks to answer such concerns. PLS generated from leaching of chalcopyrite concentrate with the peroxodisulfate ion was used in this solvent extraction experiment. As a liquid-liquid extraction, solvent extraction involves contacting the aqueous PLS with organic extractant via mixing. Mixing is known to increase the interfacial area for mass transfer by decreasing the diffusion path length (Jussi et al.1997). EXPERIMENT Instruments and Reagents Reagent grade Acorga 5910 reagent was used in the experiment was supplied by Cytec (Current name Solvay), Ammonium peroxodisulfate and sulfuric acid were reagent grade obtained from Amazon. Apparatus The solvent extraction tests were carried in a 2000 ml plastic cylindrical reactor equipped with four 0.5” baffles. In the hypothesis test, the reactor was a 4000 ml cylindrical reactor with four 1” thick baffles arranged evening in the reactor. At mineral processing plants the accuracy and precision characteristics of assays in mill feed, tailings and concentrate largely determine the reliability of the metallurgical balance. The accuracy of measurements is ensured by selecting effective sampling methods and efficient sample preparation procedures, and by effecting each phase without introducing a systematic error while the precision of measurements is determined by the sampling regime. Sampling systems and components, sampling methods and regimes, and sample preparation procedures will be reviewed. Different techniques to determine variance components for sampling, preparation and analysis, and to detect systematic errors in assays at mineral processing plants, will be discussed.

During 1983, 42.2% of the 686.0 (624.3 Mt) million tons of coal reported, 289.6 (263.5 Mt) million tons were mechanically cleaned, of which 107 (97.4 Mt) million tons were cleaned by dense media (magnetite and sand) processes.' The percentage of bituminous coal and lignite cleaned mechanically by dense medium processes increased from 7 to 38% between 1938 and 1983. The Electric Power Research Institute estimates that 150 million tons (137 Mt) of coal were cleaned by heavy-media processes in 1986, and that this number may increase to 265 million tons (241 Mt) by 1990.2 Dense medium separations include those coal preparation processes that clean raw coal by immersing it in a fluid having a density intermediate between clean coal and reject. As there is a general correlation between ash content and specific gravity, it is possible to achieve the required degree of removal of ash-forming impurities from a raw coal by regulating the specific gravity of the separating fluid. Dense medium processes generally offer the following advantages over other coal cleaning processes: • Ability to make sharp separations at any specific gravity within the range normally required even in the presence of high percentages of raw coal whose specific gravity is near the specific gravity of separation. • Ability to maintain a separating gravity that can be controlled within + 0.005 sp gr units. • Ability to handle a wide range of coal sizes. • Ability to change specific gravity of separation to meet varying market requirements. • Ability to handle fluctuations in feed, in terms of both quantity and quality. Unfortunately, dense medium processes can have the following disadvantages: • Relatively high capital costs caused primarily by the need for equipment to collect and recycle the medium. Relatively high operating costs caused primarily by operation of medium recycle equipment and loss of medium.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

With full production from the Casteel Mine in 1987 The Doe Run Company, a wholly owned subsidiary of the Fluor Corporation, encountered a significant increase of copper and iron to the Viburnum Mill. This major change of the lead, zinc, and copper metal ratios in the ore created circuit problems which adversely affected concentrate quality. Recognizing the problem, the company embarked on a metallurgical research program to include laboratory, pilot plant, and plant testing. The program developed an innovative copper prefloat process which both increased copper recovery and significantly improved concentrate quality. The process was tested and first operated at Doe Run's Brushy Creek Mill then installed at the Viburnum Mill in 1992. A brief history of development, plant operating data, and other potential applications for the patented processes will be described in the paper.

In addition to the safety and equipment protection requirements, control systems are now called to implement intelligent drive controls derived from dynamic analysis modelling, as well as to provide fast and accurate diagnostics while keeping operator controls simple. These requirements led to the development of a new and innovative approach to control system development. This paper describes the control philosophy used by Conveyor Dynamics, Inc. (CDI) and some of the key features of our approach to the architecture of control systems.

Increasing costs, falling grades and a low gold price have caused severe problems for many of South Africa's gold mines. The need to maximise efficiency is extremely urgent. This paper describes the use of column flotation cell s to scavenge significant quantities of additional gold from flotation plant residues; in particular, very fine particles of free gold not recovered by conventional flotation. Experimental gold- specific collectors enhanced gold recovery significantly. The paper also reports the results of other plant trials, carried out on a variety of ores.

Selective adsorption and surface modification of minerals by surfactants is the primary step in the process of separating certain minerals with similar physical and chemical characteristics in the flotation process. In this study, microorgan- isms are used as surface modifiers for francolite and dolomite. Results of adsorption experiments with francolite and dolomite show that the microbes selectively adsorb to one of the minerals under specific operating conditions. In preliminary flotation experiments, it is found that the microorganisms enhance or depress flotation of the minerals leading to an increase in the efficiency of separation between the francolite and dolomite. The conditions leading to selective adsorption (surface modification) and subsequently to possible efficient separation of these two minerals are discussed in this paper.

INTRODUCTION Construction of a major intercepting sewer in Brooklyn, New York involved tunneling in soil over several subway lines. In two instances the clearance between the subway and sewer was sufficiently close that concern was raised about the influence of the new construction. Prior to each critical crossing, analytical studies were performed which characterized the tunneling influence. It was demonstrated that with adjustments in construction procedures the crossings could be made without affecting the integrity of the subway linings. A comprehensive program of instrumentation and full-time monitoring was undertaken to ensure that any unforeseen adverse developments during crossing would be recognized. The successful crossings were subsequently made with minimal influence. Reported herein are the special construction conditions for the two crossings, the analytical simulation of behavior, and the results of monitoring on the subway linings. SEWER TUNNEL CONSTRUCTION AND EXISTING SUBWAYS The Red Hook Intercepting Sewer is a 2600 m (8600 ft) long tunnel which is part of a major water pollution control project in New York City. For clarity of nomenclature, the sewer is termed a 'tunnel' while the rapid transit structures are termed 'subways'. For routine construction, the tunnel was mined by hand with a 3.2 m (10 ft-5 in.)

A metallurgical complex to recover gold from highly refractory arsenical ore was recently commissioned by Sao Bento Mineraco. The plant, with a nominal capacity of 20 000 tonnes per month, is situated in the Minas Gerais province of Brazil. The process consists of run-of-mine milling, flotation, pressure oxidation of the concentrate, carbon-in-leach, elution and electrowinning, and effluent disposal. The paper provides an account of the investigations that resulted in the decision to install the pressure oxidation circuit, process and engineering design and plant start up. A comparison is made between the results achieved during the first two years of production and the design parameters.

In the mid-1970's a major new prospect was proved in a previously unworked region of North East Leicester- shire, United Kingdom. Preliminary estimates from borehole information showed over 500 million tonnes of recoverable reserves. A special Planning Team was set up, to co-ordinate the work for the two local Areas, South Nottinghamshire and South Midlands (management of production of the UK National Coal Board is organised in twelve such Areas). The team was led by one of the authors as Deputy Director, Mining, North East Leicestershire Prospect (NELP). The remit imposed by the National Coal Board was to analyse the possible options of number, location and eventual rates of output of shaft or drift access; to select a recommended alternative in the light of geological, mining, topographical and environmental considerations; and prepare submissions in accordance with standard Board practice on major projects - such submissions including detailed engineering design, financial appraisal, and full risk assessment. To assist the Planning Team, surface and underground consult- ant engineers were appointed to prepare feasibility studies of specific civil and engineering problems.

Based on theoretical and experimental researches of phosphate and carbonate minerals flotation in the presence of soluable glass at various pH values and sodium silicate concentrations, it has been established that the presence of soluble glass in solution leads to formation of silicate compounds on the surface of phosphate and carbonate minerals causing change in their floatability for the worse. The harmful influence of soluable salts is done by tying of collector as metallic soaps, forming precipitates on the surface of minerals to be floated and causing their depression of flotation, and breaching of the froth etc. Depressing action of slimes and products of interaction with collector depends on the ratio of values and signs of potentials of the mineral surfaces. The possibility of phosphate and gangue minerals separation can be evaluated by comparing the minimum-necessary concentrations of collector required for their flotation.

In modeling of hindered-settling bed separators, the published separation mechanisms are based on differences of particle density and size distributions, without the details of complexity of particles-liquid interactions. A fluid dynamic model for the separator is developed using Euler-Lagrange approach of Computational Fluid Dynamics (CFD). Fluid motion is obtained from solving the movement of liquid governing equations. The damping effect on flow pat-terns caused by the movement of particles resulted in liquid-particle coupling is included in the model. Effects of particle size, and particle density compositions, feed rate, feed water flow rate, upward fluidizing water flow rate, etc., are simulated in the 2-D separation model. Flow pattern effects on the separation of fine particles in the separators with center downward-flow and side cross-flow feed systems are investigated.

An accurate knowledge of the interactions among mineral particles and between such particles and dissolved and precipitated species is important in developing efficient separation processes. In this investigation, interactions relevant to dispersion and selective reagent adsorption (the two main prerequisites for selective flocculation) within Florida phosphatic clay Waste were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slimes were due to unselective polyacrylic acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Al and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. A further increase in the separation of natural slimes is most likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

The objective of this U.S. Bureau of Mines investigation was to characterize overburden response due to longwall mining. Subsurface strata and surface deformations were monitored during the mining of two adjacent, 900 ft wide longwall panels in southeastern Ohio. The panels were separated by a five entry, four pillar system (about 350 ft wide). The overburden thickness in the study area ranged from 214 to 280 ft, and the extraction thickness averaged 70 in. To delineate the geology of the overburden, six coreholes were drilled along a profile line extending across the two longwall panels. Multi-point borehole extensometers (MPBX) with eight-anchors were installed in six boreholes to measure subsurface displacements. The MPBX units were continuously monitored using a data logger. During the mining of the first panel, displacement occurred in a radiating pattern beginning just above the extracted area in the center of the panel and extending upward and outward towards the surface and margins of the panel. Overburden deformation did not project over the gate road entries. During the mining of the second panel, the MPBX's showed almost simultaneous displacement, indicating that the overburden began to move as a whole unit. Again, overburden deformation was confined to the immediate panel area. At both panels, overburden movement began when the longwall face was approximately 55 ft beyond the line of MPBX boreholes. Moreover, all ground movement was complete when the longwall face was approximately 200 ft beyond the line of MPBX boreholes. This paper discusses the results of the study and identifies the characteristics of overburden deformation.

Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

Alumina hydroxides such as gibbsite (Al(OH)3) and boehmite (AlOOH) are precursors of many types of alumina that find important industrial applications. The thermal decomposition of AlOOH, which is a more energy saving precursor compared to gibbsite, gives rise to the formation of ?-, d-, ?- and a-aluminas that are used for the production of catalysts. The applications of the aluminas are governed by their properties that are a function of the precursor material and its microstructure. The microstructure in turn is a factor of the method and conditions applied, as well as, in the case of soft chemical processes, on the anions present. Towards these ends, this study was focused on the effect of different anions on the physicochemical characteristics of the alumina hydroxides precipitated in the first 5 minutes after the perturbation of the stability of a supersaturated sodium aluminate solution (Bayer liquor).

A practical application of recent design concepts makes it possible to design a column cell to fit a specific set of conditions. The design and operating parameters Of a column cell installation that replaced a conventional two stage copper flotation cleaning circuit at MAGMA COPPER COMPANY, SAN MANUEL, ARIZONA using these design concepts is described. A survey of other mineral processors using column cell technology was conducted. The results of this survey will also be discussed.
