Underground mine fires remain a concern for mine operators, posing a health and safety risk to mineworkers. In the last decade, the number of mine fires has decreased significantly. However, dealing with an unknown fire in underground mines can be a challenging task, which could lead to a hazardous condition for miners during an evacuation and rescue operation. A timely detection of a mine fire and monitoring its characteristics—namely, size and location—are of great importance in reducing the risk of mine fire injuries. A new, improved fire location algorithm has been developed and integrated into an atmospheric monitoring system (AMS) program by researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH). This paper describes the new fire location model and presents the results of verification fire tests conducted at the Safety Research Coal Mine (SRCM) facility of the Pittsburgh Mining Research Division (PMRD) using the collected AMS data. NIOSH is endeavoring to develop workplace solutions to improve the detection of and reduce the risk of hazardous conditions in mines. The results demonstrate successful application of the improved fire location model and provide a useful tool for solving the problem of unknown fire location and reducing the risk of hazardous conditions.

The subject is "Mergers, Acquisitions and Divestitures in Industrial Minerals, but my remarks could also be applied to new product development, resource development and other new business development activities. At the kernel of the subject is due diligence in major decision-making, that is, where major money amounts and a large corporate commitment are at stake. The "due diligence" means how carefully we do our homework before making the decision. The homework or feasibility study addresses different parts of the decision. In the industrial minerals business the study seeks to uncover the pros and cons in: o The mineral reserves, quantity, quality, mineability, access, etc. o The environmental impact of mining, processing and transporting. o The economics of operations. o Financial aspects o Legal aspects o Many other aspects o And -oh yes! the marketing aspects.

An ongoing research program at the Spokane Research Center of the U.S. Bureau of Mines is directed toward investigating drilling parameters (thrust, torque, penetration rate, and drill revolutions) during the drilling of roof bolt holes. A system that measures these drilling parameters calculates the specific energy of drilling, and determines drill bit position has been developed by the Bureau and mounted on a roof bolting/drilling machine, through the use of a microcomputer, critical drilling parameters can be immediately interpreted and analyzed. This makes it possible to inform the operator of hazardous roof conditions. Initial results of this program are presented here.

Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to increase. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining; 4) Surface mining normally recovers a- much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining [ ] methods because of geologic reasons such as the nature of the roof or bottom, thickness of the seam, multiple bedding, etc.

5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. The European Commission published its Communication of the Thematic Strategy on the sustainable use of natural resources ("Resource Strategy") on 21 December 2005. The Resource Strategy aims at reducing environmental impacts associated with resource use - called decoupling - in a growing European economy and worldwide. The impacts of unsustainable resource use include e.g. climate change due to fossil fuel use, land use and environmental degradation due to mineral extraction and processing, or overexploitation of soil and fish stocks. To decouple environmental impacts from economic growth, a life-cycle approach is adopted. It means that the environmental impacts are taking into account at each stage of the life cycle of a resource, avoiding that negative impacts are shifted to other environmental media, to other stages of the life cycle, or to other countries. Key to achieving decoupling are three factors: - More value - creating more value while using fewer resources (?resource productivity?); - Less impact - reducing overall environmental impact per unit of resources used (through ?cleaner? technologies and consumption pat-terns); - Better alternatives - substituting currently used resources with better alternatives. The paper focuses on the implementation actions of the Resource Strategy in particular related to the minerals industry: 1. The Data Centre on natural resources; 2. Indicators to measure progress; 3. The involvement of economic sectors to take concrete actions; 4. EU Member States involvement, focusing on resource uses with the most significant impacts; 5. The International Panel on the sustainable use of natural resources, set up together with UNEP. With its 25 years time horizon and its wide approach the Resource Strategy will have a co-ordinating function to ensure enhanced coherence and efficiency. The challenge will be to integrate this approach into all policies and decision-making.

This paper deals with the causes and mechanisms of pillar failure in a southern West Virginia coal mine. The conclusions are based on in-mine observations and analysis of mining methods, eyewitness account of the sequence of events, topographic and geologic conditions, and mechanical properties of mine roof, coal, and floor. The study indicated that massive pillar failure was caused by the collapse of the mine roof. The collapse of the mine roof was due to the combined effects of high lateral compressive stress and high extraction ratio causing excessive bending of the roof beyond its limit. It was assumed that the higher lateral compressive stress under such a shallow cover was probably due to the drastic change in the structural geology of the area and possible residual stresses. Eased on the analytical study it was concluded that the sudden release of elastic energy (shock) due to the rupture of the roof caused the squeezing of approximately eighty mine pillars.

Recent EPRI research on utilities? likely strategies to reduce sulfur emissions differs sharply from policy analyses showing all- switching or all-scrubbing choices. Energy Ventures Analysis, with Stearns-Catalytic and A. T. Kearney, estimated sulfur-removal costs for scrubbing or switching at virtually all affected plants in the 31 Eastern States. Cost tradeoffs occur between $30 and $40-plus per ton FOB mine in Central Appalachia ($33-44-plus per tonne). 1/2 to 3/4 of total sulfur reductions comes from scrubbing, whose costs act as a cap on low-sulfur coal prices. In a severe environmental scenario, low- sulfur coal demand evaporates, replaced by very low-sulfur (0.7%) coal demand. Additional findings and implications of EPRI coal supply and market studies will be reviewed.

Chlorite veins in the Silver Star district (40 km southeast of Butte) were of little interest to those who were mining gold and silver in the late 19th century. It wasn't until 1975 that unusually pure magnesian chlorite of the variety clinochlore was identified from a ?talc? claim in this district. In 1977 tests by Cyprus Industrial Minerals showed that this chlorite was suitable for use in ceramics. Mining begun in that year continues. These replacement veins of chlorite in Precambrian quartzofeldspathic gneiss differ from the metalliferous veins to the northwest in both attitude and mineralogy.

The increased thickness of the coal seam leads to higher goaf roof collapse height. In contrast, the dynamic pressure from the mining of ultra-thick coal seams generates higher abutment pressures around the mined area and may affect the stability of roadways servicing these panels. To mitigate the deformation and damage issues in the roadways during the extraction of ultra-thick coal seams under a high depth of cover, researchers have proposed combining high prestress constant resistance support and roof-cutting technology (HPCR-RC). The deformation and failure mechanisms of the roadways during the extraction of ultra-thick coal seams under a high depth of cover, along with the mechanisms and field control effects of the combined support system, have been analyzed through theoretical analysis, numerical simulation, and field experiments. The research findings reveal that the high in situ stress, initial excavation disturbance, rotation, and subsidence of the fractured roof of the extra-thick coal seam led to significant deformation and damage in the roadways. High prestress constant resistance support compensates for the initial stress loss, reduces initial stress concentration, and absorbs deformation energy. Moreover, the roof-cutting technology severs the connection between the goaf roof and the roadway roof, disrupts the path of stress transfer, raises the level of roof backfilling in the goaf, and provides support to the roof, effectively alleviating the pressure on the coal pillar ahead and adjacent to the working face. Field experiments have confirmed the effectiveness of HPCR-RC, as indicated by a substantial decrease in surrounding rock deformation and support pressure within the roadways.

It was recently proposed to use the pastefill technology as a surface tailings management method. Surface paste is an economic and safe storage method that respects current environmental regulations. There are many problems related to accidents that occur in conventional tailings damps. In this study, the applicability of the surface paste disposal (SPD) method for a Pb-Zn mine in western Turkey was examined. Density was 3.084 and specific surface area was 0.899 m2/g. The mill tailings have very low plasticity and show characteristics of clays and silts in terms of the Unified Soil Classification System. The particle size distribution of the tailings was 39.2% particles finer than 20 µm. The results of this study showed that the physical and chemical properties of mill tailings make them suitable for SPD.

Asbestos production in the United States is no match for the vast operations of Canada and the U.S.S.R. The majority of U.S. production is limited to the states of Vermont, California and Arizona, and the type of asbestos is limited to the variety of serpentine known as chrysotile. What little production of other varieties of asbestos such as tremolite and anthophyllite that has occurred over the past 100 years since asbestos became a useful commodity is of practically no significance. However, new developments in the field of environmental and occupational health hazards has startled the mining industry in this country and has already given a few particular companies reason to be concerned about the profitability and probability of their continued operation in the business of mineral processing. At the heart of these developments is the question and controversy over just what constitutes asbestos and what exactly is the definition of a fiber. To the mineralogist or, in fact, to practically anyone engaged in the process of mining and separating minerals there is little or no question about asbestos. It is not a distinct mineral but rather a commercial product serving specific applications for which a number of fibrous mineral types can qualify. To the hygienist pr health authority this definition is too general. They demand something they can detect, measure and control. To suit their purposes and simplify their task of detection, they have labelled the minerals chrysotile, crocidolite, amosite, tremolite, anthoph-yllite and actinolite as asbestos, and any particle of these minerals with an aspect ratio of 3:1 as an asbestos fiber. The Dos Pobres Mine is a copper oxide heap-leach operation located near Safford, AZ. Mine production is 163 kt/d (180,000 stpd) with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The engineering department began a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore, the crush and convey and ore control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, drill energy index and databases, improved fragmentation size has been achieved and results have been verified while controlling costs.

There is an increasing requirement for geophysical surveys carried out during geotechnical investigations to provide direct information about rock quality or other geotechnical parameters. With the paucity of information to correlate geophysical results with actual rock properties, this is still difficult to achieve and additional research effort needs to be performed to address this issue. Nowadays, several researchers have been described detailed studies which designed specifically to investigate this matter. Generally, geophysical techniques which are used to estimate seismic velocities in the subsurface focus on the low strain levels that are not large enough to induce significant nonlinear, nonelastic stress-strain behavior (Luna and Jadi, 2000), which is normally evaluated when addressing liquefaction potential of soils in the shallow subsurface. Soil parameters relevant to seismic ground response (Rechtien, 1996) are density, relative density and void ratio, permeability, shear modulus, water saturation, soil fabric and stress history. Detailed characterization of elastic properties near a major construction site (e.g. a bridge) is useful for near field dynamic analysis of soil-structure interaction (SSI) effects. The coupled effect of the bridge foundation (piles, piers or abutments) and the soil immediately surrounding these substructure elements is essential for dynamic SSI analysis of these critical bridge structures. This paper presents a geophysical investigation performed along the under construction highway of Egnatia Odos, approximately 13 km west from the town of Xanthi in N. Greece. Twelve geotechnical boreholes, drilled at the maximum depth of 75 m, approximately located 20 m from the Nestos River. The objective of the survey was to obtain the high-resolution compressional and shear wave velocities of the shallow subsurface for computation of elastic engineering properties of the unconsolidated material interposed between the investigated boreholes. Joint interpretation of borehole logs and velocity images obtained by P- and S-wave traveltime inversions outlined shallow geological anomalies.

The design of an aquifer depressurization system is discussed. The system uses a number of wells surrounding a mine shaft to reduce the aquifer pressure in the vicinity of the shaft. The effect of various parameters such as number of wells, wellbore diameter, time and well location is discussed. It is concluded that, with a properly designed depressurization system, the aquifer pressure and the water inflow rate to the shaft may be reduced to less than 15X of their potential values in the absence of wells

The pit slope angle dictates the economics as much as the depth of the pit. Steeper slope provides more ore reserves, at the same time, the steeper slope presents higher probability of instability and associated maintenance problems. While large open pit mines mostly belonged to nonferrous metals in the past, other mines are becoming deeper as the mine economics permits deeper mine operations, Such minerals include coal, uranium, phosphate, and others. There are some basic differences between an open pit slope and slopes that are encountered in usual civil engineering work such as dam embankments and highway cuts (Figure 1). The stability of the civil engineering slope changes continuously with time due to ground-water movements, weathering, etc. But the stability of the open pit slope (Figure 2) changes more drastically day-to-day or even hour-to-hour, These changes occur because not only is the slope geometry being continuously changed by the mining operation, but also different geology and geologic structures are being exposed on the slope. Even when a particular slope area is not presently being mined, excavation in adjacent areas can affect the general condition of that slope area. A pit will experience some slope failures during its life.

Two key strategies for a new generation of mining are developing domestic raw material production and doing so in an environmentally responsible way, according to presenters at the 83rd annual meeting of the SME Minnesota Section in Duluth (the 71st annual University of Minnesota Mining Symposium). From technical sessions detailing how to build com-munity support, to a short course on international perspectives in iron ore mining and processing, the two-day meeting emphasized the potential of Minnesota state deposits and the importance of maintaining productive community relations both locally and globally. The meeting of more than 300 mining industry professionals began on April 20 with a traditional convocation celebrating the values of northern Minnesota. The accompanying tradeshow, with a record 131 booths, showed the speed and vigor of the economic rebound. Keynote speaker Scott Anderson, vice president and senior economist at Wells Fargo, stated the prevailing mood of the conference: ?Wow, what a difference a year makes.? With metal prices and sales up and heading higher, he said, it was clear that the production-centered economic recovery is reaching the mining and the minerals industry. However, Anderson sounded a few notes of caution. Serious threats to economic stability remain, including the burgeoning national de?cit, high unemployment and the still out-of-control foreclosure crisis. Overall, he predicted a below-average recovery and stressed the importance of developing a long-term business strategy.

Laboratory investigations on the possibility of using magnetic separation for the recovery of sulfide minerals have been reported. A survey of several sulfide ores and flotation concentrates indicated that, in most cases, magnetic separation is not a suitable primary beneficiation method. However, encouraging results have been obtained in concentrate purification. At the Boliden complex sulfide ore concentrator in Garpenberg, Sweden, an Allis-SALA Mark III carousel High Gradient Magnetic Separator (HGMS) is used with a small flotation circuit to recover sphalerite lost to the galena concentrate during lead flotation. After four years of refining the HGMS process, there has been an increase in zinc recovery and an enhancement in the quality of the lead concentrate.

Ventilation 'is currently used in mines to sustain human life, prevent explosions, and provide a more healthful work place. Future automated-mining systems could use ventilation techniques quite. different from today's practices. The Bureau of Mines is anticipating various methodologies for ventilating the automated mining systems which are now beginning to emerge in the mining industry. This paper examines the special ventilation requirements for automated mining systems. Topics include requirements for automated systems, current studies with blowup ventilation tubing, and ventilation of two types of highwall -ripper type mining machines.

Slope stability in open pit mines is governed by rock structure, rock quality, ground water conditions, blasting, pit geometry and excavation method. Of these factors, the control of ground water pressures often represents the primary tool to improve slope stability. Production equipment has recently been used to stabilize two slide areas by dewatering using blasthole drills for vertical holes and secondary drills for horizontal holes. This paper describes both of these dewatering programs and contrasts an earlier slope stabilization program that employed a subcontracted horizontal drill.
